Legislation, if it is to be effective, must be enforceable by the state and acceptable to the industry. In the mining industry the relationship between the government inspector on the one hand and the mine management and employees on the other, must be one of full co-operation before the system can be effective. To understand our present system, which is-duplicated in most countries of the world, an examination of the history from which it evolved is necessary.

Safety legislation has a long history and widespread application, but how can one test its effectiveness? One way is to examine safety statistics. Another way is to compare the legislation with principles of good safety practice. Mine safety legislation contains many features that are widely accepted, and these should be examined critically to determine their importance. In this paper presented are the criteria used when assessing the harmfulness of shocks affecting the buildings. Those criteria are based on the value of speed or accelerations of building vibrations. Presented is the scale of harmfulness of vibrations of Langefors and Kihlstrom, Bureau of Mines, and SWD contained in the Polish Norm PN-85/B-02170. The parameters of the mining shocks measured by the Lubin coal mine station were compared with the parameters calculated as per the correlations (regression curves). The average acceleration calculated from the correlations for eight measurements is only two per cent higher than the actual one. But the average frequency of vibrations calculated from the correlations for eight measurements is as much as 2.22 times lower than the actual one. In order to analyse whether that takes place in the whole range of the energy of shocks compared were the results of calculations from the correlations for various magnitudes of shocks and various distances from their epicentre with the results of the measurements. From that it follows that only for the shocks of the highest energies the lowering of the frequency of vibrations by two times causes movement from the higher zone of harmfulness to the lower one (for example from the IV to III). In the one-family houses in Lubin there were the damages that are characteristic for not only for the III but also for the IV sphere of harmfulness as per the SWD scale. That should be explained via further research and maybe it would be feasible to draw out a new correlation to determine the frequencies only for high values of energy of shocks and determine the preciseness of the acceleration and frequency correlations used presently.

This paper documents the selection, installation and performance of six, seventeen cubic metre, Dorr-Oliver flotation cells for primary zinc flotation at the North Mine in Broken Hill. The cells were installed to replace fifty, small cells, and despite initial design problems, have per- formed satisfactorily.

Mining companies worldwide have an increasing interest in restoring indigenous ecosystems following mining. Low levels of plant nutrients and organic matter, pH extremes, heavy metals, physically challenging media, and difficult climatic conditions all hinder revegetation of steep rockdump slopes. Our techniques use colonising pioneer plants to accelerate natural soil development and plant succession processes on minesites that are difficult to revegetate with locally sourced plants by traditional techniques. Suitable treatments and pioneer species must first be identified for each rocktype. Field trials at the Stockton Coal Mine in Buller have shown that successful acceleration of moss and pioneer plant establishment is possible. Best plots showed a mean of 15 per cent moss cover and 3.3 per cent vascular cover after 12 months compared with 0.1 per cent and nil respectively for controls. Techniques have been extended to field-scale trials, using hydroseeders and dryblowers. These techniques show potential for practical land rehabilitation, whilst conserving local biodiversity.

The correct assessment and understanding of geotechnical conditions is fundamental to mine design and, hence, successful (safe and efficient) mine planning, design and operations. However, this assessment and understanding is simply not possible unless there is a sound appreciation of the geology of the project. This paper addresses geological uncertainty in mine engineering and its communication, and shows that a mining project that does not take geology properly into account in the engineering phase is fraught. Uncertainty levels become excessive, which leads to hazards and consequential risks in design and operations in terms of both safety and efficiency. Several examples, both positive and negative, are provided to make the point. The paper concludes that mining geologists must become more overtly cognisant of the influence of geology on mine engineering. Equally importantly, mining (and geotechnical) engineers must communicate better with their geological colleagues to ensure that they (the engineers) have a clear understating of the geological issues affecting their operations. The engineers must know how to ask the right questions of the geologists. Engineers who do not understand and take account of geology in their designs and operations are failing the expectations of stakeholders.

This paper examines the methods and people required for the evaluation of project or corporate acquisitions. Experience over the past five years has shown that some growth can be achieved by carefully evaluated acquisition of gold projects within regions where the acquiring company has gold processing facilities. Many Western Australian companies have participated in this process and the trend seems likely to continue with a diminishing number of larger producing companies controlling through joint venture or direct purchase of widely spaced ore deposits. In some cases the acquisition may include ore processing facilities, however an increasing number of smaller project acquisitions, involving small open pit gold deposits, which are within trucking distance of the acquiring company's mill. Whilst gold prices remain at the current depressed level we can expect to see this trend continue.

In industry and power production and distribution large quantities of fine wastes are produced. These are above all fly ash and phosphogypsum. Attempts are made to use them as secondary raw materials in industry and construction. Since they contain dangerous and harmful components or are nonhomogeneous their direct application is limited so that they are treated as waste. This paper reports on tests conducted with the aim of agglomerating the mentioned fine industrial wastes by pelletisation. The aim of this resarch was to obtain agglomerated product suitable for handling, transport and dumping. At the same time efforts were made to incapsulate harmful components by producing pellets with protective shells. Next, pellets without binders and with different binders were produced. Strength, resistance to freezing and solubility of pellets were tested. All the fine industrial wastes under survey were found to be suitable for pelletisation. The utilisation of appropriate binders ensures pellet strength required for safe handling and ecologically sound deposition of pelleted Material.

The mineralogy of the crocidolite (blue asbestos) veins at Wittenoom Gorge was examined to determine the cause of failure to recover soma of the fibre by the ore-dressing methods currently being practised. As a, result of this yamina.tion, several fo.Ctors pertinent to the problem were found to be a function of the pa.ragenosis of the veins. The occurrenceof magnetite from tho'cap rock within the veins was thought to be preventing fiborisation during troo.tment. Several petrologic features are described and their relation to the ore genesis is discussed, Comparison with the crocidolite deposits of the Union of South Africa is also considered.

Risk management for resources and reserves includes examining the fundamental processes of data collection, interpretation, modelling and estimation. Newmont Australia has developed a procedures manual to assist mine sites to build Resource block models, estimate Ore Reserves, validate the outcome and report the results. An audit scheme has been developed to compliment the procedures manual by assessing the degree of site compliance with recommended practice. A score of between one and five stars is awarded to each site depending on its performance in the audit. Audits are undertaken by a team of three Newmont personnel over a three to five day period at each site. Scores are ultimately compared between sites and reviewed annually. The objective of the program is to encourage continuous improvement in the modelling, estimation, validation and reporting practices used at sites and in advanced projects. The scheme provides a method of risk management for the companyÆs biggest asset û its Ore Reserves. Newmont Mining Corporation is preparing to use the audit scheme internationally in part to conform with recent legislation requiring US companies to demonstrate that management systems and procedures are in place to monitor and verify the companyÆs assets.

This paper details the approach adopted to develop an integrated asset management system for a GreenfieldÆs Metallurgical Plant during a recently completed feasibility study. The proposed asset management system deals with general aspects related to metallurgical operations and includes the following:plant operation and control, human resources, security systems, stores, and maintenance management. The paper deals with the establishment of requirements for the asset management system, the interfaces required, available systems in place and cost estimations for implementation. Every effort was made to integrate the system into existing corporate installations to create an integrated and effective management tool from both a plant operation and support perspective.

Mining operations must become more predictable to overcome the volatility that has characterised the mining industry. Comparisons of production against predictions will become more consistent as mining operations merge and expand, as personnel move from site to site, and as public reporting of reconciliations becomes more prevalent. More consistent approaches are already being seen in the industry using the terminology used in this paper and elsewhere.Examples are provided that show how use of the waterfall chart as a reconciliation management tool can provide objective analysis to improve practices.Geometallurgical modelling is becoming more useful and will continue to do so as we move from a few bulk samples to better interpretation of material properties from geological mapping and drill sampling. Reconciliation has evolved to the stage where predictions of geometallurgical properties to optimise mill performance, and of geotechnical properties derived from better 3D geological models, should also be reconciled.CITATION:Shaw, W J, 2014. In another paper the author described the electrolytic preparation of highly-purified lead. One of the most difficult parts, yet perhaps the most essential part, of that research was to ensure, firstly, that the purification process should be effective; secondly, that it should remain effective; thirdly, that the lead should not be contaminated during the tests that were done on it. All this necessitated periodic analyses of the lead.The purpose of this paper is to describe the work done by the author to check the accuracy of some known rapid methods for the estimation of impurities in highly-purified lead, with the intention of applying them to the control of the electrolytic process above-mentioned.METHODS ALREADY IN USEThe literature sets out accurate methods for the estimation of impurities in lead, but these methods are both lengthy and expensive. For example, the method described by Hemingway is used in the Port Pirie laboratory of the Broken Hill Associated Smelters Pty. Ltd., but it requires a sample as large as 1000 grm., and the time required to analyse a sample extends over days, and is too long to allow of quick control over a running process. This method was used by the Associated Smelters to obtain the analyses quoted in another paper by the author.

The development of an ion exchange process for the recovery of vanadium from solutions containing low concentrations of vanadium and/or slurries is discussed. The process can be used to improve overall vanadium recovery throughout the plant, and/or to reduce the vanadium concentration of waste materials prior to their disposal. The development of the process on a laboratory and miniplant scale is discussed, and includes:selection of a suitable resin with the desired loading and elution characteristics; laboratory-scale testwork to evaluate the use of the resin in both resin-in-pulp and fixed bed configurations; recovery of a high-value vanadium product from the resin eluate; and a preliminary techno-economic assessment of the financial viability of the process.

Ion chromatography utilising an anion exchange column and UV detection has facilitated an improved understanding of sulfide mineral leaching in cyanide solutions. By analysing for sulfide, sulfite, thiocyanate, thiosulfate and metal cyanides it is possible to show that chalcocite dissolution is a non-oxidative process in which copper cyanide and sulfide ions are formed in solution. Further, the homogeneous oxidation of the sulfide ions by dissolved oxygen is slow, but catalysed by a surface of lead sulfide or pyrite. Polysulfides may also be formed as an intermediate oxidation product and these undergo further reaction to produce thiocyanate, thiosulfate and sulfite. The leaching of copper from a pyrite concentrate sample is shown to be rapid, and accompanied by significant iron dissolution; however, the iron is not believed to be from pyrite, pyrrhotite or chalcopyrite. The rate of iron leaching and cyanide consumption is reduced by maintaining low cyanide and high oxygen concentrations. Preoxidation or the addition of lead(II) ions does not reduce the iron dissolution from this pyrite concentrate.

Blasting represents one of the most relevant unit operations in the process of mineral extraction. The final objective of this operation is that of obtaining an adequate final fragment size distribution such that the combined costs of drilling, blasting, excavation and transport, and crushing/grinding, are minimised, while at the same time producing the minimum possible level of damage to the surrounding rock mass. The strong influence that drilling and blasting has over the subsequent processes involved in the operational cycle makes it imminently desirable to have access to experience and technology which make possible the evaluation and optimisation of this unit operation. The correct use of vibration monitoring techniques offers a number of benefits in terms of their ability to examine any blasting process in detail. In effect, the measurement of particle velocity levels that result from the detonation of each explosive charge offers a means by which it is possible to measure relative efficiency of each charge, interactions (productive and counterproductive) between adjacent charges, and a definitive indication of general performance of any given blast design and its implementation. In this way the monitoring of blast vibrations in rock due to the blast event, can be used as a diagnostic tool, given that the correct interpretation of the vibration traces allows the determination of the level of interaction between the design and operational variables of the blast event. This makes it possible to evaluate, for example, the presence of out of sequence detonations, statistical scatter in the detonation times of pyrotechnic delay detonators, deficient detonation of charges, instantaneous detonation of charges and sympathetic detonation of charges, as well as the general of vibration levels in terms of peak particle velocity, acceleration, and displacement. Another important use of such data is in the construction of a database relating vibration levels to charge weight, hole diameter, and distance, for any given rock type, enables the calibration of predictive vibration models which in turn make it possible to predict the damaging effects of blasting. Knowledge of both the vibration levels induced, combined with quantitative measures of the geomechanical competence of a rock mass make it possible to estimate the probability of producing blast induced damage. The high levels of vibration generated by some blast events may damage the rock mass, producing new fractures or extending and dilating existing fractures. The vibration in this context may be considered as a dynamic stress provoking strain in the rock mass. This paper describes the application of the vibration monitoring technique, particularly in the underground mining environment, and its importance in diagnosis, modelling, control, and optimisation of the development blasting process. The potential of the technique is assessed in the context of achieving substantial techno-economic improvements development blasting results, increasing output whilst minimising the operational costs of the mining process.

Spatial modelling has been used to determine potential locations of granite-related nickel skarn mineralisation throughout eastern Australia. It is believed that during granite intrusion, fluid can leach nickel from nearby mafic lithologies and combine with sulfur to form nickel sulfides. Currently exploration for this style of deposit has been limited to the region around the Avebury Deposit in western Tasmania. As the lithologies near Avebury are not unique it is feasible that similar deposits could exist elsewhere in Australia. The weights of evidence spatial data modelling technique was used to evaluate the wealth of geological data available over eastern Australia and included known economic deposits as training data to weight the themes of the model. These weighted themes were combined to create a prospectivity map showing areas favourable for granite-related nickel deposits. Several regions were identified by the model to have good potential to host nickel mineralisation similar to the Avebury deposit. These include areas located throughout New South Wales, Victoria, Tasmania, the Tasman District of New Zealand and, in particular, the Rockhampton region of eastern Queensland. Screening is a critical part of many mineral processing circuits and keeping the aperture of the screening media within specification is vital to ensure efficient performance of the processing plant. Typical ways of estimating and/or measuring the wear of the screening media vary from very subjective methods (for instance, using the human eye) to manually checking the width of a few of the more severely worn gaps with a measurement device. Subjective methods can be flawed by human error while manual checking can distort the polyurethane or rubber materials that are used in several types of screening media. All of these errors can cause either premature replacement of panels or, even worse, poor screening of the material.Metso Process Technology and Innovation (PTI) and Metso Screening Media Solutions (SMS) have developed an innovative method that measures screen aperture using advanced image processing techniques. Field trials of the device are presented in this paper, which shows the comparison between the different methods of measuring apertures. Case studies demonstrate how the system, when combined with ScreenTrack, MetsoÆs industry leading maintenance system, and screening media, is providing users with the best possible screening solutions.
