Mining is a high risk industry where miners seek to secure certainty in all of their dealings. The introduction of native title to the Australian legal system with the High CourtÆs 1992 Mabo decision and subsequent Native Title Act 1993 has added to the risks associated with implementation and the ongoing operation of exploration and mining projects. The High CourtÆs Ward case in August 2002 confirmed Crown ownership of minerals and petroleum. But the Court also found that a mining lease that allowed an exclusive possession for mining purposes did not extinguish all native title rights and interests. Although the Court was specifically considering WA mining tenements, the WA mining lease is very similar to the mining leases and licences that exist across Australia, meaning that these tenements are unlikely to fully extinguish native title. The Ward case means that native title remains squarely on the table now and into the future for those involved in developing exploration and mining projects. However, certainty and workability is capable of being secured and this paper discusses some means by which this may be achieved. The paper starts by considering two of the many 1998 amendments to the æfuture actsÆ regime under the Native Title Act, Indigenous Land Use Agreements (ILUAs) and the application of ægood faithÆ negotiation to all negotiating parties. It then looks at native title agreements, other issues affecting negotiations and tips for negotiation technique.

Taxation is a major factor in evaluating mining project developments. The availability or otherwise of effective tax relief for project expenditures can have a crucial bearing on the decision to proceed with a project. The special position of the mining industry is recognised within the Income Tax Assessment Act (the "Tax Act") by special legislation, namely Divisions 10, 1OAAA and 10AA. The legislation both extends the scope of items which are eligible for deduction and affects the timing of deductions. Generally, the legislation separates expenditure into 3 categories: 1. Expenditure on exploration 2. Capital expenditure on the development and the running of the mine; and 3. Facilities used in the transport of minerals. Companies evaluating a project should carefully analyse their proposed expenditures, allocating them between these categories so as to identify potentially non-deductible expenditures and to determine the period over which tax relief will be Obtained.

A major issue presently faced by companies producing and processing iron ore is the need to maximise throughput while minimising capital expenditure. While present high demand means this is of prime importance, the perennial issues of maintenance, operating costs, reliability, quality and environmental sustainability are also critical to profi tability. Attempts to address these issues generally require modifi cations to existing equipment, or trials of new equipment when designing plant for new projects.The risk involved can be substantially minimised by testing equipment improvements using advanced computational models prior to implementation. Examples of application of Computational Fluid Dynamics (CFD) and Discrete Element Method (DEM) modelling to sampling, cyclones, conveyor transfers, classifiers, dust control, banana screens, comminution and smelt-reduction will be given to illustrate the benefi ts of such an approach. *This is an abstract only. The Islamic Republic of Mauritania is a large country of over 1 000 000 square kilometres situated on the Atlantic coast of north-west Africa. It is bounded to the north by Western Sahara and Algeria, to the east by Mali, and to the south by Mali and Senegal. With the exception of a narrow strip in the south along the Senegal River valley, the country lies entirely within the Sahara. The north of the country is largely devoid of vegetation, and it is estimated that 90 per cent of the population of 2.1 million people live in the southern quarter of the country. From about the turn of the century, Mauritania was ruled by the French from Dakar in Senegal and, until 1960 when it obtained independence from the French, Mauritania did not have a capital. Today, the capital is Nouakchott, home to an estimated 600 000 Moors of mixed Arab, Berber and African descent. After independence in 1960, disputes over Spanish Sahara to the north led to a military coup in 1978 and it was not until 1991 that a democratic constitution was adopted. The new constitution declares Mauritania to be an `Islamic, African, and Arab Republic.' It provides for an executive president, elected for a six-year term, and for a bicameral legislature, consisting of a national assembly and a senate. The first presidential and legislative elections were held in 1992 under United Nations' supervision. Mauritania's economy is predominantly pastoral, and the country depends heavily on foreign aid. Its principal export industries are iron ore mining (about ten million tonnes per annum from mines near Fderik in the north) and fishing. Mines d'Or d'Akjoujt SA (MORAK), a company in which General Gold Resources NL (GGR) has 42.5 per cent equity, produces over 50 000 ounces of gold per annum, which represents the third largest export industry in the country.

This paper presents the experimental results on the effects of slurry Theology on ultra-fine grinding by a stirred ball mill. The amount of dispersant, slurry density and the particle size were selected as the parameters. The viscosity of dolomite-water slurry was measured by rotational viscometers. It was found that by adding enough dispersant, the effect of particle size from 1 to 10 pm on the slurry theology could be eliminated, but a strong effect of slurry density (tested for a range of 65 to 75 wt per cent) remained. The use of dispersant transformed the slurry from Bingham plastic flow to dilatant flow, which reduced the yield stress to zero, but increased the viscosity at higher shear rates. During the milling process, the viscosity was stable. The yield stress, however, increased suddenly from zero after a certain milling time. The mill operation stopped at the point where the yield stress increased due to poor slurry fluidity. The milling efficiency was found to be higher at a lower amount of dispersant addition or a lower slurry density within the experimental limits.

Examining the foundations of that national research base and the associated culture of innovation may provide some guide to the dynamics that will be required to maintain technical competitiveness in the future.

Study of coal oxidation at low temperatures forms the basis of investigating the inherent properties of spontaneous combustion of coal. In general, the process of coal oxidation at low temperatures is very complex, involving many factors. Experiments examining the properties of oxidation and ignition of coal have been carried out. Based upon the results of these experiments, the catastrophe properties in the process of coal oxidation are analysed and the mechanism of catastrophe is proved for the ignition of coal. A folding catastrophe model is also established for the process of coal oxidation. Results obtained show that the process of coal oxidation to ignition is discontinuous, where the coal-environment system yields structure destabilisation. The system can jump from one stable attractor to another. The research results presented in this paper help to show the irregularities of coal oxidation at low temperatures and how to pursue effective control measures.

Over a four year period from 1984 to 1987, a broad range of ground conditions were experienced in recovering old workings at the Walhalla mine in central-eastern Victoria. Access to the ore zone was gained via old workings and new development. The work included: Recovery of vertical and inclined shafts. Recovery of collapsed winzes. Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. The introduction of Progressive Closure and Rehabilitation Plans (PCRPs) in Queensland from 2019 places greater importance on planning and implementation of mine rehabilitation activities. The progress and outcomes of progressive rehabilitation activities is monitored and reported upon to demonstrate success in achieving progress towards the approved post-mining landform, and to inform corrective action where required. The requirements of PCRPs place additional emphasis on mine sites to quantify the risks of successfully achieving planned outcomes. This is particularly challenging given mined-land rehabilitation is a complex process involving decisions on multiple inter-acting management interventions, climatic conditions and spatially variable site characteristics.

The Australian glass sand industry produces some 2.8 million tonnes per annum of silica sand, of which about 2.0 million tonnes are exported and the rest is for the domestic market. Approximate production rates for each Australian state are listed.The variety of processing methods used in the currently exploited deposits reflects the size, location, and characteristics of the various deposits and the requirement of the end market/s. The industry uses to a large extent equipment developed for the separation of mineral sands, particularly as it applies to low grade heavy mineral deposits, where low cost, high capacity and metallurgically efficient equipment has proved eminently suitable for the production of the low value glass sands.The requirements of the domestic market, as well as those of the present and potential export markets are discussed covering quality requirements, distribution channels and other factors critical to success.

The Phase I electrowinning system at KCGM's Fimiston Operation utilised the well proven technology of electrowinning precious metal values onto steel wool followed by calcining and direct smelting to bullion. The above process, while reliable and successful, was to some extent labour intensive. The Williams Mine in Ontario, Canada had published conditions under which precious metal values are electrowon onto woven stainless steel and directly removed using high pressure sprays. The current paper describes the testwork which was carried out to check the applicability of the Williams criteria to KCGM eluates arising from the elution of highly loaded carbon from the calcine circuit and lowly loaded carbon from the float tails circuit. Information is also given on the commissioning and operational experience which occurred.

The global goal of Sustainable Development is not achievable without major changes in the way goods and services are delivered and material needs are satisfied, which requires tremendous innovation in the supply chains and life cycles in which minerals and energy processing take part. Values derived from minerals and metals processing need to be delivered with a fraction of current ecological impacts, which means removing technical obstacles to eliminating waste and emissions in the minerals cycle. The challenge is to find economically attractive ways to get there, through eco-efficiency gains in existing operations, capturing regional synergies, streamlining and greening the materials supply chain, and commercialising new process technology and new products. This paper summarises the outcomes of the Sustainable Resource Processing project, which was designed to provide a strategic analysis of what sustainability means for minerals and metals processing and how that can be effectively translated into technical and business innovation.

Arising from prospecting success, the underlying worth of the shares of a publicly listed mining exploration company can increase many-fold. Prompt and accurate reporting during the exploration stage is therefore essential. While there is scope for varying degrees of optimism or caution in statements about the future economic prospectivity of a mineral deposit which has been discovered, the directors of a mining exploration company have both a legal and ethical obligation to keep their shareholders and the general public fully informed as to the state of progress of, and significant factual results arising from its exploration efforts. Suggestions are made as to the desirable form and content of exploration reports up to and including the time when the orebody has been delineated in terms of assured tonnage and grade. The benefits which will flow from this greater disclosure are discussed.

The application of single liquid cement for fracture grouting in base rock may have history more than 120 years. The disadvantage of it is difficult to increase the grouting efficiency, because the jelling time of it is very long and hard to control. The double liquid grout, such as chemical grouts and cement water glass grout was developed at the end of 1960.'s Although the jelling time of this kind of grout can be controlled, it mast adopt double liquid grouting technology, use complicated equipment and is not easy to control component's ratio of the grout. Another disadvantage for chemical grout is high price, and have pollution to environment. OCE series single liquid grout is the effective grout material developed recently by making large efforts in Ohina. Main feature of it is that the jelling time is easy to control, materials from cement and clay are very cheap and without pollution to environment, and the grout can be injected by single liquid technology. The effect of QCE series grout has been proven by its application in China. It can be believed that QCE grout has great economic efficiency and will give a push to develop grout material.

Despite the large areas of sedimentary basins in Western Australia, the coal resources are very meagre., This is a serious problem for the State, which-at present-lacks any other alternate source of fuel-for power production.. Located coal deposits are all poor in quality and mostly brown coals of little importance. The best..coal suitable for extraction is at Collie, where a black=sub- bituminous non-coking coal is mined. Most other coals recorded are low grade or lignite, with high ash'and moisture content and a low calorific value. Coal was first discovered in Western Australia in the bed of the Irwin River, 50-miles south-east of Geraldton, by the Gregory brothers, explorers, in the year 18+6,. but although investigated, it has never been developed. The most noteworthy discovery of coal was in the Collie River, 26 miles east of Bunbury, by Arthur Perrin in 1883. Production commenced in 1898 and ever since, Collie has continued to be the State's sole producing coalfield.

From ancient times to the modern world, the mining industry has played a pivotal role in shaping the society that we live in today. It remains an integral part of everyday life and is a catalyst for both technological and economic growth. With finite resources on Earth, and growing pressures surrounding climate change and the environment, space mining opportunities have become of increasing interest. Recent discoveries have shown celestial bodies including the Moon and surrounding asteroids, contain an abundance of critical minerals, as well as resources necessary to sustain human life. These discoveries coupled with a transition into the digital and autonomous age, offer an innovative solution to solving some of the mining challenges currently being faced on Earth. Similarly, they also offer a pathway to enabling deep space exploration and off Earth exploratory missions. However, like with mining operations on Earth, space remains and immensely challenging and complex operational environment. The inhospitable nature of space poses new challenges, including communication barriers, lunar dust, cosmic radiation, and gravity. The challenges and risks are not just technological, as Environmental, Social, and Governance (ESG) factors must also be considered to prevent unintended consequences and hazards. Furthermore, future workforce, law, financial, and security systems must evolve to enable space mining to take place. These are all known aspects to begin with, but as the complexity of the space grows it becomes apparent that a holistic approach to assess and manage these factors will be required.

Lafayette Mining Limited, a listed Australian company, is developing a polymetallic Project on the island of Rapu Rapu, located to the east of southern Luzon in the Philippines. The Rapu Rapu Project is based on the Ungay deposit, which has proven and probable reserves of 6.0 million tonnes of 2.5 g/t Au, 28 g/t Ag, 1.2 per cent Cu and 2.1 per cent Zn. The Project will produce copper and zinc concentrates from a sulphide flotation plant as well as dore from a CIL gold plant. Average annual metal production over the projected six-year mine life is 9800 tonnes of copper, 14 000 tonnes of zinc, 50 000 ounces of gold and 590 000 ounces of silver. Despite a rich mineral endowment and long mining history, there have not been any significant new mine developments in the Philippines since the early-1990s. The investment climate has been affected by legal challenges to the 1995 mining code, civil unrest in parts of the country, the impeachment of the previous President and community concerns about the industryÆs environmental performance. As a consequence, the Rapu Rapu Project is viewed as a test case û within both the country and the international mining industry û on whether minerals investment in the Philippines is an acceptable business proposition from a risk perspective. Lafayette has faced formidable challenges in managing the development risks of the Project. The major risk areas of the Project for which the company developed strategies include: regulatory, environmental and approvals issues, technical evaluation, project development, social and community issues, land acquisition, and financial and marketing issues. This paper describes the risk management strategies successfully pursued by the company, and which have the Project on track to commence construction in 2003. Dealing with each of the areas in turn, Lafayette sought to develop strategies which either effectively neutralised, minimised or otherwise addressed the key risks most likely to be experienced.
