Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.

I stand here as a financial advisor who has been particularly close to the whole concept of reporting, independence and all the issues that are brought together in Release 149. However, I was asked to introduce this session by dealing with matters of Prospectuses, Part B's, 3J3's, 12G's and other requirements to report. Now I find it very interesting that one of the keynote issues is whether or not one should have a panel from which one chooses the so-called expert, and this is to deal with the question of independence.

Several years and millions of dollars later, the mining and extractive industries have now started to receive and implement industry based standards aimed at achieving better performance and output from the employee. IFAP in conjunction with the mining and quarrying industry has developed a range of training courses aimed at achieving the benefits that can be gleaned from application of these standards. The establishment of a career path and appropriate training packages for personnel involved in the handling and use of explosives provides industry with a training system that previously did not exist. The opportunity to receive quality training based on industry standards and aimed at achieving industry goals will now enable the industry to optimise itÆs explosives applications.

Since the commissioning of the BHAS Copper Plant in 1984 the copper electrowinning operations have not fully met expectations. During 1988, a laboratory scale electrowinning unit was constructed to enable an investigation of the effects of process parameters on copper cathode deposition and quality. The process parameters investigated were copper concentration, acid concentration, current density, electrolyte temperature, electrolyte flow, electrolyte impurities and electrolyte additives. The findings of this research program indicate that there is an optimum cathode deposition morphology which results in good quality copper deposits which have improved stripping characteristics. All of the process variables investigated influenced the copper deposition and therefore it was necessary to delineate a suitable operating envelope for the copper electrowinning. As a result new standard operating parameters in electrowinning have been implemented which has enabled the production of higher quality copper cathodes with improved stripping characteristics.

This subject of paramount importance in many modern plants employed in the extraction of gold from ores by cyanidation, involves several considerations.With the old-type "slimes decantation" process, using several tanks of large dimension, installed at high capital cost, it was frequently possible to obtain good settlement over a protracted period, but the disability of indifferent response to subsequent filtration and washing of the residual pulp, after decantation of the supernatant pregnant solution, was often present.In modern cyanidation practice, the tendency is to reduce capital expenditure by continuous processing of the ore pulp in a plant of less volume, but capable of handling more tonnage through-put and yielding, coincidently, less residual dissolved gold in the final pulp residues.INHIBITORY FACTORS.These involve a study of the effect of the circuit water or solution employed in milling and treatment, the amount of "primary" slime occurring in the ore broken underground, the constitution of the "walls" underground, the inherent occurrence of colloidal slime in partially decomposed ore, and the presence of kaolinised and ferruginous clayey structures carrying payable infiltrations of gold values, to mention some of the troubles encountered in practice. GeoScience Victoria has completed quantitative assessments of undiscovered gold endowment in the northern parts of the Bendigo and Stawell Zones. The under cover area in the Bendigo Zone (10 000 km2) is likely to contain approximately 1000 t and at least 290 t of gold in undiscovered mesozonal orogenic gold deposits. For the under cover area in the Stawell Zone (30 000 km2), the estimates are approximately 1200 t and at least 200 t of undiscovered mesozonal orogenic gold. About 60 per cent of magnesite ores of Haicheng Magnesium Mine, due to their low grade, are not currently commercially exploitable. In this paper, the flotabilities of the main component minerals of the ores were studied in detail with ether amine as collector. Based on. these, a new technique of reverse-direct flotation with single etheramine as collector for the beneficiation of the ores was developed. It gave highly satisfactory results. On the basis of the calculation by means of CNDO/2 method, of the studies of the solution chemistry of magnesite and of the adsorption tests and Zeta-potential measurements, the key mechanism in the new technique about activating effect of Ca2+ on the flotation of magnesite was suggested.

The mining industry, and in fact the world, has undergone significant changes in the past five to ten years, ranging from the metals boom, the global financial crisis and the rise and fall of national economies, to name just a few. There has been a focus on sustainable development for projects and operations in the mining industry, mainly pushed onto the industry by communities, governments and other agencies. While sustainable development and operation is a worthy priority for mining operations, discussions with mining industry personnel (with a strong slant on the mineral processing perspective) have shown other issues have surpassed the typical issues of water resources, energy availability and the environment. These include staff turnover and skills shortages, extracting metal from more complex orebodies and the uptake of new step-change technology.A number of key operating mineral processing personnel were interviewed to determine their perspective on the current issues facing the mining industry. The 1980s witnessed a major revolution in the application of airborne geophysics to mineral exploration. The now commonplace term `high resolution aeromagnetics' (HRA) evolved from advances in survey specifications, instrumentation, data processing and imaging techniques which greatly improved the quality and geological information content of the final maps. Although initially HRA was successfully applied in `hard rock' basement terrains, eg the Archaean Yilgarn Craton of Western Australia, the technique along with the radiometric and electromagnetic techniques is now gaining wide acceptance in all geological terrains including inaccessible sedimentary rock dominated mountain belts such as New Guinea for mineral and petroleum exploration. It is also being used in more and more diverse roles away from exploration, such as environmental monitoring. The main reason for this acceptance is of course the very cost-effective surface and sub-surface mapping capabilities of the various airborne techniques. Although the three main techniques (magnetic, radiometric and electromagnetic) have been in use for some time, they are continuously being improved. When a joint venture is established between a major and a minor, the co-venturers often have a number of divergent interests; the major may have put up significantly more capital into the project and will want to protect its investement; the major may have more financial resources and be more readily to commit capital to the project; the major may have more technical resources and expertise to provide to the project; the major may have other competing demands for its capital; the minor may be relying on rapid development of the project as its sole source of cash flow. Successful joint ventures arise when the co-venturers understand each others' interests and attempt to satisfy these interests. This could be achived by having a clear process and timetable for development of the project coupled with clear rules for distribution of income, the commitment of capital to the project and the provision of inter-company services. If divergent interests are either regulated clearly or eliminated, both co-venturers are more likely to seek common objectives in the joint venture with less scope for conflict. This paper, written from the perspective of a major, examines means of establishing successful joint ventures between majors and minors.

Increasingly the community and government regulators are calling for æzero dischargeÆ mines. Some mining companies are beginning to explore ways in which they can transition to zero discharge. When striving to attain zero discharge, mines must consider multiple variables in addition to water quantity. These include climate regime, water quality and regional water budgets. The development of the lower Hunter Valley, centred around Newcastle and its suburbs is closely linked to the mining of coal and the settlements which grew to house the colliery officials, the miners and their families. The Port of Newcastle expanded and developed as a port exporting coal to many ports of the world ranging from Hawaii and Brazil to Japan and Korea. The coal which passed through the Port of Newcastle, depend- ing on the historical period in question may have been mined in Newcastle itself, or one of the nearby colliery townships such as Lambton, Wallsend, Charlestown or Hamilton, or from one of the estuarine collieries located at Carrington or Stockton or from the West Wallsend area or from East Greta, Pelaw Main or Cess- nock located on the South Maitland (Greta) coal field or from the open cut and underground mines of the Singleton Coal District.

Over the past 18 months the De Beers Consolidated Mines Ltd operations have made a concerted effort to move away from using the traditional shock tube initiating systems. These systems are being systematically replaced by the use of electronic delay detonators (EDD). Various trials were conducted in both host rock and kimberlite rock masses to improve tunnel advance as well as to optimise delay timing during trough openings (Ngoma et al, 1999; Mohle, 1999; Baltus, 2000). The high cost of EDDÆs, when compared with traditional initiation systems, led to a number of detailed studies being conducted on the mines where EDDÆs were being used. These studies aimed to quantify the additional benefits when blasting with electronic detonators. The studies showed that the change was justified on the basis of increased quality control and reliability gained through the use of EDDÆs. However, these benefits attract other related benefits, like fragmentation control, and backbreak reductions. When compared to the shock tube initiating systems the increased development face advance and the reduction of oversize during production blasting using EDDs, compared favourably to the less costly systems. As blasting engineers gained experience and confidence in the use of the system bigger blasts were initiated in mass under-cut blasts and slot raise development, by using multiple hole firing and second delay periods between holes. In the open pit and sublevel open stope mining methods the control of the fragmentation distribution and the effect of the mass of explosive detonated during a blast is detrimental to the loading and hauling production rates and the stability of the rock mass behind the blast. With a stable rock mass the bench cutting can be executed to establish steeper overall slope angles leading to large cost savings due to a reduction in waste stripping. It is the purpose of this paper to indicate through quantification that the use of the EDDs as an initiating system improves all-round blasting performances and assists in meeting customer requirements. In October 2005 Phelps Dodge mining, a US based company, visited several Australian mining companies and mine sites to ascertain the current applications of risk management methods in the organisation. The results of this review, documented by the author, indicated a ælayeredÆ approach from high level site or major hazard analysis through to face level, æstop and lookÆ, methods. The approaches of several companies were summarised in one simple layered model. This model is helpful to other sites and companies to identify potential improvements but also offers an image of best practice that may assist with the governance of OH&S by both company boards and community regulators. The issue is particularly relevant as we discuss national consistency in mining regulation. This paper examines the layered model, the company and site approaches that helped define the model, as well as the suggested implications of the layered model to governance.

The Merrill-Crowe process for gold and silver recovery yields a low grade concentrate containing high levels of zinc and copper. External refining charges and high transport costs prompted the company to establish itsown enrichment facility.The route chosen was a wet chemicaltreatment which converts the gold, silver and other metals to their chloride. This is achieved with hydrochloric acid and sodium hypochlorite. Gold is recovered from the resulting filtrate by cementation with copper.The solid residue from the gold process is washed and treated with ammonia which dissolves the silver chloride. Metallic silver is recovered from this solution, againby cementation with copper.

The recent description provided by Scott (1981) of the Ardlethan alteration systems is of particular interest as it draws attention to the analogy between Ardlethan and the porphyry tin systems of Bolivia (Sillitoe et aI, 1975).During 1978-1979 a parallel study of the mineralization confirmed that the extensive alteration pattern relates to a series of breccia pipes which provide access channelways for the mineralizing solutions (Clarke, 1979). Many of the results reported by Scott are difficult to interpret without this concept and this short discussion is intended to provide additional perspective to the proposed porphyry tin model.The breccia pipe systems are centred upon each of the major mineralized zones (Wild Cherry, Carpathia, Stackpool and White Crystal) and with the exception of the White Crystal collapse breccia the major pipes are of the hydrothermal intrusive type. They range considerably in size and shape and at least two ages of formation are revealed by their cross cutting relationships at the Stackpool, Carpathia and Ardwest regions. Individual pipes or groups of pipes have distinctive alteration/infill characteristics and the entire system can be viewed as a complex porphyry tin system evolving with time. The recognition of pipes of different types and ages reveals a situation considerably more complex than suspected by Scott, and hence both the geochemical data and modelling require reinterpretation.For instance, the geochemical data contained within Tables 2 and 3 (Scott, 1981) relate to two separate breccia pipes which correspond to the South Cherry and Ardwest ore zones respectively. Although it is probable that both pipes are temporarily identical it is important that the geochemical data be viewed in context. The brecciation is extremely difficult to recognize and it is probable that the chemical compositions given represent mixtures of altered fragments and rock flour, together with material precipitated from solution as matrix, along microfractures, within small vughs, etc.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealands minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New Zealands resources. The Resource Management Bill is scheduled for to the House in December 1989 and its date of enactment is scheduled for June 1990.With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

There are presently no suitable underground mine production scheduling optimisation models available for application to sublevel stope mining. Scheduling underground production for maximum return is therefore still a manual process, which generally involves scheduling production from the next available highest cash flow stope within the operational constraints of the project. In most mining operations, the scheduling problem is too large and complex to guarantee truly optimal results through manual scheduling. This paper reviews some general optimisation studies that have been proposed for underground hard rock mining. Furthermore, an example of a mixed integer programming model is presented for a small conceptual sublevel stoping operation. Comparative results of a schedule generated by a mixed integer programming (MIP) production scheduling model and a manually generated model on a nine stope example is presented. Results indicate that the potential benefits of the MIP production scheduling model for the purpose of maximising NPV are significant. Finally, a new constraint was formulated to limit multiple exposures of fill masses for use in an existing MIP production scheduling model. Testing of the formulation took place on the central stope of the nine stope example, which showed that the formulation performed its task without breaking other operational constraints.

Final landform planning in Deswik software was used to determine if integration into the mine plans could achieve better closure outcomes. The Australian Mineral Industry has to compete on world markets, so its mineral research has to be aware of overseas developments, it must be of world class, and it must utilise as many ideas as possible in order to solve those problems that uniquely affect Australian minerals processing. North American mineral and resource research may be taken as a guide to world government, industrial, contract, and entrepreneurial research trends and ideas. A number of interesting findings are noted that may guide Australian developments and strategies for the future, in minerals research and exploitation.
