In December 1997, a series of new environmental legislation was enacted including:ò Environmental Planning andAssessmentAmendmentAct 1997; ò Contaminated Land ManagementAct 1997;ò Protection of the Environment (Operations) Act 1997; ò Native Vegetation Conservation Act 1997; andò Pollution Control (Load Based Licensing) Act 1997.These new Acts will have varying degrees of impact on the coal mining industry in New South Wales when they commence later this year.

The concentrated efforts now being directed towards the development and application of monitoring and control techniques have now resulted in their widespread use in UK mines together with evidence of benefits resulting from their application. There is little doubt that the longwall method of producing deep mined coal will continue but will be made more reliable and efficient with the aid of control technology. The major fields of research and development work are concerned with planning and design of mines and mining equipment; management and engineering information; and automation of coalface, tunnelling and transport systems. The principal achievements now in widespread use are: the standard computer system MINOS, widely applied to mine transport, coalfaces and mine environment; extensive use of machine condition monitoring leading to condition-based maintenance; underground automation of conveyor systems and guidance systems for ranging drum shearers and boom-type roadheaders are being widely introduced.

A philosophy is presented that new graduates in mining and metallurgy should be equipped to use computers during their under- graduate courses, should be aware of the capabilities and costs of a wide range of computing equipment, and should receive sufficient stimulus to become involved in applying computers for the benefit of the mineral industry. A program is presented in which computer applications and "hands on" involvement with computers are integrated into the progressive stages of the undergraduate courses in Mining and Metallurgy. In this respect, the role of the computer is to assist the student by performing time consuming tasks, to demonstrate the industrial applications of computing, to extend the scope and complexity of the tutorial, assignment and project work which can be undertaken by the student, and to provide the essential first stepping stones toward continued useful involvement with computers during the graduate's working life.

The Mt. Sisa Orebody on Misima Island, P.N.G., consists of gold-silver mineralization associated with massive carbonate and amor- phous iron-manganese oxides in fractures and breccia matrix. The orebody forms the north- ern extension of the Umuna deposit. The mineralization lies within the three kilometre strike length of a northwest trending, 300 metre wide, high angle fault zone. The fault zone structure is deeply oxidi- sed, with the manganiferous oxide material resulting from oxidation of carbonate. The wallrocks are metamorphosed basement psammopelites and basic volcanic rocks, exten- sively intruded by microgranodiorite. These are dominantly epidotized and sericitized. The precious metals are associated with anomalous Cu, Zn, Pb, Mn, As, Ba, Ga, Sb, and. Mo. Many of the features of the Mt.Sisa mineralization are characteristic of volcanic- hosted epithermal deposits of western North' America. Lithologic and textural gradation is ob- served between the carbonate hydrothermal breccia-fill at Mt. Sisa, and the quartz domi- nated dilational fracture-fill mineralization which forms most of the Umuna deposit to the south. This gradational relationship is ana- logous to that within the Amethyst-OH vein system at Creede, Colorado, where it is shown to be indicative of deposition from laterally migrating fluids.

Mining professionals recognise the need and application for reconciliation and value tracking. It is necessary however to examine our current reality, and evaluate the following. Do our reconciliations really balance correctly, and are we able to track value effectively throughout processes? If we are honest, in most operations the answer is a resounding no. This means that we are surrounded by fluctuation and deviations that we do not account for and do not understand. This is astounding, because given our level of scientific knowledge and the technological tools at our disposal we should have a good understanding of our environments and be able to manage them effectively. How do we manage effectively if we are surrounded by so much uncertainty? The purpose of this paper is to describe, at high level, the principles of reconciliation and value tracking, to highlight some areas where deviations are introduced into the mining process, and to propose a different approach to the apparent reconciliation and value tracking conundrum. The paper also poses several questions that need to be critically addressed at most operations. Instead of making the same mistakes each month in reconciliations, mining professionals need to acknowledge two facts. Firstly there will be uncertainty that we need to accept, since all our estimates are based on sampling, an orebody is not homogeneous and peopleÆs behaviour will influence the process, etc. Variability will always exist and lead to uncertainty. What is the current approach in the reconciliation process when a deviation occurs and how do we use reconciliation and value tracking to manage and improve our business? The second fact is that we need to stop using reconciliation and value tracking to only measure and report. We need to adopt a new approach to manage mining throughput, where reconciliation and value tracking are enablers to the success of the business. In most mining operations, significant effort goes into planning and measurement for the purposes of reconciliation and value tracking. The importance of accurate and effective reconciliation and value tracking should be to ensure the maximum utilisation of the resource, maximising throughput and enabling the business to deliver a product to its client, of the correct quality and in a timely manner.

There is little doubt that the vision (Spectre) of Voisey's Bay has completely spooked the Northern Hemisphere view on nickel to the exclusion of considering any other future nickel project. Voisey's Bay orebody is of world-class and will influence world nickel and cobalt supply for a very long time - but - has the world yet started to consider the enormous cost of acquisition and development of this find or the nickel price it will need to attract to cover these costs and its operating costs and keep its bankers and shareholders happy. That price will be the critical factor in determining Voisey's effect on world nickel and will be critical in ranking other new projects aimed at making up the nickel short fall created by the on-going demand for austenitic stainless steel. In my view, there is little doubt that some if not most of these `other' new projects will be developed in the South West Pacific from lateritic Resources.

HISTORY Up until the late 1880's the mining industry acquired a considerable proportion of its capital needs from domestic sources. Exchanges were established wherever major new fields were opened and Ballarat, Bendigo, Charters Towers, Coolgardie, Kalgoorlie and Silverton all boasted active trading in mining shares. For much of the first half of this century there was only modest developments in the mining industry and its capital require- ments were correspondingly lower. RECENT EXPERIENCE The new mines of the sixties were, in many cases, characterised by their remote situation and their output of bulk commodities such as iron ore., coal and bauxite. Infra- structure costs were particularly high and the level of capital expenditure was of previously unheard of proportions.

Until early-1997, Mount Isa Mines Limited (MIM) generated electrical power for most of north-west Queensland. The discoveries of many new orebodies in the region meant the inevitable increase in power generation requirements for the new mines. In addition, the expansion at Mount Isa itself meant that MIM had to invest in new generating capacity or utilise the existing generating plant more effectively. Using its generating plant more effectively required MIM to undertake rigorous energy management within its own operations. A personal computer based system with a wide area network was installed as the basis for energy management. The result was that energy consumption was reduced, the need for additional generating plant was curtailed, and capital outlay for the generating plant that was required was delayed. As a direct result of energy management, carbon dioxide emissions were reduced substantially.

It is suggested that if adequate knowledge is available about classifiers in closed grinding circuits, these units may be used as on-stream size analysers when equipped with suitable sensing devices. Research work which is at present in progress to enable a hydrocyclone to be used for this purpose is discussed.

As remaining gold deposits tend to become more refractory, some form of oxidative pre-treatment involving hydro or pyrometallurgy is necessary to maintain high metal recoveries. These pre-treatments include pressure oxidation, bio-leaching or roasting. In the past, the primary criterion for selection of oxidative pre-treatment relied mainly on the extent of gold recovery and relative economics. In this study, a different approach has been adopted, ie the quantitative determination of environmental performance of the oxidative pre-treatment processes bio-leaching, roasting and pressure oxidation to assess which had the least impact on the environment. By establishing the environmental performance of processes, waste minimisation can be addressed early in process selection. Using mass balances, the environmental theme method was applied to determine the performance, on the basis of gold treated, of the oxidative pre-treatment processes of selected plants. No clear trend was observed in the overall impacts of each of seven plants, with all but one of the environmental evaluation indices being of the same order of magnitude; this was probably due to masking effects arising from the large variations in feed composition, tonnage, and gold levels. Within each type of pre-oxidation plant however, certain trends were detectable. For instance, irrespective of plant size, ore composition or mineralogy, for the bio-leaching and pressure oxidation units, the general order of environmental impact from greatest to least was sequentially toxicity, acidification potential, depletion of resources, solid waste generation and greenhouse enhancement. For the roasters the acidification potential was the most significant. Determination of the environmental performance of the oxidative pre-treatment of a hypothetical ore in a plant of fixed tonnage was undertaken to remove the possible masking effects of variables associated with feeds of different mineralogy, gold tenor and tonnage. The bio-leaching process gave a marginally better performance than pressure oxidation, the roasting process the worst, although there was not a great difference between them. The decreasing order of contribution to the environmental index was acidification potential, toxicity, resource depletion, solid waste generation and greenhouse enhancement for bio-leaching and pressure oxidation; whereas it was acidification potential, solid waste generation, toxicity, resource depletion and greenhouse enhancement for roasting. Since the major contributor to the environmental index was the acidification potential, the environmental performance of treatment processes for the acidic effluents was calculated. After neutralisation of the net acid resulting from bio-oxidation and pressure oxidation, and the application of various scrubbing and product formation processes for the sulphur dioxide from the roasting process, it was shown that pressure oxidation gave a marginally better performance than bio-leaching, ahead of roasting. This study demonstrated the potential for the development of a predictive tool which could be used in determining the environmental performance, and thus the selection, optimisation, and improvement of pre-oxidation processes for least impact on the environment. These would allow operation of these processes within defined environmental performance limits and decisions regarding the desirability of processing various parts of a heterogeneous orebody to be made on environmental grounds.

Currently, mining in Australia underpins the economic vitality of the nation, generating massive revenue from commodity exports and providing substantial infrastructure and employment. In addition, it is predicted that mining related services will in the future develop a global market of their own that could eventually grow to rival, in value, the export trade in mineral commodities. There is however little room for complacency. In the short- to medium-term, escalating, vigorous competition can be expected from many previously underdeveloped countries that are reforming their own mining and mineral export industries. In addition, most mining companies are facing a modem-day renaissance in terms of new expectations, changing social norms, evolving employee relations and statutory obligations. Thus, along with whatever promise the future might hold, the mining industry is currently being subjected to a growing number of largely unprecedented problems and pressures, both economic and social, that are both highly complex and demanding. In particular, it remains a matter of on-going concern that relations between mining companies and their employees still, in spite of recent reforms, continue to constrain productivity, perpetuate inefficiencies, affect quality of work life and retard progress towards mutually beneficial goals and achievements. If mining in Australia is to attain and hold on to a commanding position on the global scene, then further changes will clearly need to be made. Realisation of this appears to be growing, with most mining companies having attempted in recent years to improve workplace culture. Based on a wide ranging study, this paper presents an overview of what has been learned to-date with regard to the `people factor' when it comes to implementing and progressing positive change and reform in mining. From this, a number of practical suggestions, arising from hard won lessons and experiences in the field, are offered. Attention to the nine `key principles' given should help to ensure that many of the common problems encountered to-date with change and reform in the mining industry are in future avoided or at least minimised.

At the beginning of this year it was my pleasure and responsibility to take over the Presidency of our Institute from Mr A. A. Parish who, as did his predecessors, filled the office with distinction. Our Secretary (Miss Jacka), who processes all Presidents, has told me that there are neither questions nor discussions on Presidential Addresses, and that being so, I felt free to select a controversial topic. Today, more and more tunnel ventilation systems are based on NO2 (or NO) and visibility measurements. Due to the significant decrease of CO emissions in countries with EU emission standards, which were adopted by Australia in 2004, CO is no longer a key factor for tunnel air quality monitoring and is often only measured for plausibility reasons (eg according to the German guideline RABT2006). Nitrogen dioxide, which is a good indicator for the overall air pollution along roads, is now taking over the leading role not only for ventilation control but also for air quality monitoring and in future probably for checking the function of air filtration plants in tunnels. Due to the lack of equipment for reliable and long-term NO2 measurements in road tunnels in the past, there are only very few standards giving limit values for NO2 in road tunnels. Furthermore there are not many records of NO2 readings over longer periods in different types of tunnels. SICK MAIHAK, a major supplier of measurement devices for controlling tunnel ventilation, has introduced the first monitor in 2006, specifically designed for measuring NO2, NO and visibility simultaneously in road tunnels. There are now experiences and results from the first tunnels equipped with this kind of system. This paper will present and discuss the results and experiences from these tunnels and explain the different levels of NO2 in different tunnel types. Furthermore, the status of air quality standards for road tunnels regarding NO2 limit values and the current status of discussion in various countries about NO2 limits will be presented.

Zinc and lead sulphide flotation con centrates containing from 0.02 to 0.20% Cd are roasted on an updraught sinter machine at the Cockle Creek Works of Sulphide Corp- oration Pty. Limited to provide sinter for simultaneous smelting of zinc and lead in an Imperial Smelting Furnace (I.S.F.). The major portion (about 85%) of cad- mium in concentrate feed to the Sinter Plant is eliminated with sinter fume and is rec- overed by weak acid leaching in the Cadmium Plant'followed by counter-current decantat- ion, ion exchange concentration, precipitat- ion of cadmium sponge and partial refining to caustic refined cadmium metal. Cadmium not eliminated during sintering is volatilised in the I.S.F. and subsequently recovered as zinc alloy by distillation in the zinc ref- ining columns of the Zinc Refluxer. The partially refined cadmium metal and cadmium- zinc alloy are blended as feed to the cadm- ium refining column where separation and recovery of cadmium is effected. Condensate from the column is further refined under caustic soda flux and cast into anode shapes. Production is 200 t.p.a. at 85% recovery of cadmium in concentrates. Environmental management of minesites in general, and management of water discharges in particular, is receiving ever-increasing attention. One key component in the successful design and operation of water management systems is to address the presence of sediment in the water being conveyed. Sediment erosion in the mining environment is often greatly exacerbated by disturbing the ground surface of vast areas of catchment. If sediment avoidance, transport, deposition or release are not adequately addressed, the impact on water management facilities can include loss of storage and hydraulic capacity, more frequent equipment replacement, increased operational costs and potentially environmentally unacceptable sediment discharges to receiving waters. An overview of sediment management within water facilities is presented here, and design of one particular approach, the use of settling basins for sediment removal, is discussed in detail. Examples are used to illustrate lessons learnt where particular approaches to sediment management have been found to be lacking. The common themes in the lessons learnt include the need to characterise hydrodynamic conditions and sediment properties in the water source, to set performance targets for sediment management, and to develop operating procedures to meet these targets under a realistic range of scenarios. The examples show how analysis of expected performance of sediment management can help with planning of operation and maintenance strategies. For settling basins, use of a simulation model that includes the effects of turbulence on settling can provide considerable benefits in optimising basin design and evaluating performance. Even in the most basic approach to sediment settling, establishing performance targets based on design flow and sediment characteristics is critical.

Ore reserve reporting practices in the United States may be broken into four general categories as follows: ò Reserve reports, often of an unofficial and preliminary nature, which are made through the news media. These are often based on exploratory drilling or sampling results. ò Reserve reports made for the purpose of raising public funds by issuing securities on the stock market, or as part of other filings to the United States Securities and Exchange Commission. ò Reserve reports to obtain private funds from banks, financial institutions, or other investors. ò Reserve reports for internal use and planning by companies operating or evaluating mineral properties. This paper discusses current practices for each of these types of ore reserves reports and reviews recent changes which have affected those practices.

The north-eastern half of the Yilgarn Block of Archaean Rocks lies in the and zone of Western Australia. In recent years a large number of gold mines have been established there, all requiring water supplies from local groundwater. The groundwater sources that have been utilised canprise bedrock, pre-Quaternary channel deposits, and Quaternary alluvium. In the search for groundwater each type of occurrence is considered, and the choice is made on the supply potential and logistics. This paper deals with groundwater in bedrock. Using examples, sane principles of the geology of groundwater occurrence are illustrated.

The successful application of flotation is now over one hundred years old. However in a practical industrial sense, it still remains predominantly an art rather than a quantifiable science. Moreover, the laboratory testing, interpretation and application of the technology can still be tedious, time consuming and costly. This paper outlines the use of proven statistical design of experimentation software for rapid optimisation of flotation testing with limited representative sample utilisation. This results in less costly required testing, a more thorough understanding of results and the ability to simultaneously optimise several variables and outcomes at once. At the Center for Advanced Mineral and Metallurgical Processing, this testing methodology has been used successfully in many metallurgical development and plant optimisation projects thereby confirming its real world utility and application.

The economic, social and political environment of the mining and minerals industries is, as we all know, volatile and affected by constantly changing international forces. In addition, the outcome of negotiations with overseas customers is often uncertain for long periods, or even unfavourable. The industries and companies represented at this Conference are in an arena of high competition, risk taking and enormous capital outlay. They are industries which our overseas markets (rightly or wrongly) have criticised for industrial relations problems, unreliable production and uncertain deliveries. They are industries which have an urgent need to be cost effective and competitive at all levels of activity.A critical factor in the mining and metallurgy industries is, therefore, its human resources and its human resource management. It requires the full use of available talent, innovation, skills and qualifications within its workforce, and the appropriate management of these resources.
