In this paper, an approach is proposed to monitor the rate of lump coal based on image processing. Using this method, we effectively improve rate of lump coal on comprehensive mechanised coal face.

PT Freeport Indonesia is a copper-gold mine operation located in West Papua, Indonesia about 3500 km east of Jakarta. Current ore production is about 270 000 tpd, of which 30 000 tpd comes from underground. In the future, the production from underground will be gradually increased to reach a maximum of 115 000 tpd, as the Grasberg open pit production decreases. The current and future challenge for PT Freeport Indonesia is to fill the quota of underground miners, as Indonesia does not have a long culture of underground work. At present, there are only three active underground mines in Indonesia. The lack of underground skilled labour incited the company to develop its own skilled workforce. In the mean time, to overcome the shortage of personnel, the underground management had to find a way to improve the productivity. Since 21 May 1998, PT Freeport Indonesia Underground Mine has operated with the new roster of two rotating shifts a day, 11 hours per shift. The previous schedule consisted of three nine-hour shifts per day, six days a week, for a total of 26 working days in a month. This change was intended to increase the productivity of the miners. With the previous roster, studies determined that the effective working time was only seven hours per shift. The new roster produces an improvement of effective working hours to about nine hours per shift. As a result, total production has increased by 33 per cent and the utilisation of production equipment has increased by 16.5 per cent. This paper describes the background of the decision to change the work schedule, the study carried out to evaluate the benefits and drawbacks of the new shift roster, the challenges, and then compares the results for various parameters between the old schedule and the new one.

It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Nye and published as a Geological Survey Bulletin.I have enjoyed preparing this address because on occasion I find it refreshing to look back and see what was known and what was accomplished in the days when the going was a little tougher than it is now, and to speculate upon the reasons that drove men to do what they did. Mining is an activity which has, in the past, been regarded as often leaving land in a condition unfit for further use. As the need for development that is both economic and ecologically sustainable has grown, so the issue of re-use of land after mining has become significant. During operation it is usual that mine environmental conditions which minimise unnecessary or avoidable environmental impact are agreed with the regulatory authorities . These conditions are usually set down in such a way that they can be interpreted reasonably well by both miners and regulators. However, the conditions to be met by a mining company before it can be absolved of responsibility of a site are often less clear. The close-out criteria by which the success of rehabilitation programs will be judged have received little attention in the past. These conditions are now growing in importance as the costs of rehabilitation of a mine site to an agreed post-mining land use assume greater significance in the economics of mining. This paper briefly describes the status of close-out criteria presently being applied across Australia. A comparison is made with similar guidelines from other countries.

This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.

The impact of moves to introduce Abori- ginal land rights was felt in the Northern Territory as early as 1972 when the Federal Government froze the processing of all appli- cations for mining interests over vacant Crown land. The Aboriginal Land Rights (Northern Territory) Act was finally proclaimed on Aust- ralia Day 1977 and since that date the mining industry and the Territory legislature have struggled to make the Act work. Despite these efforts long delays have been experienced by those required to negotiate mining and explor- ation agreements under the Act. In fact explor- ation on Aboriginal land has been effectively stiffled since the introduction of the Abori- ginal Land Rights Act. The Northern Territory government and the mining industry have both sought amendment to the Act to remedy some of its more onerous problems. These efforts have generally been fruitless. Some of the recommendations put forward by Mr Justice Toohey following his recent review of the Act would provide relief in some important areas. However, any such improvements are more than offset by a number of Mr Justice Toohey's recommendations which would severely disadvantage the vast majority of Territorians. A recent survey of mining companies seeking exploration licences over Aboriginal land indicates that many of the existing diffi- culties could be overcome without significant amendment to the Act but rather by the adoption of a positive administrative approach by the Land Councils. It is now up to the Commonwealth and the Land Councils to demonstrate that their Act can work without crippling the Northern Territory economy and its mining industry.

Information is a key ingredient for successful mineral exploration and development. Whether identifying potential exploration localities from a map, interpreting technical reports or searching a register for operators past and present, the common aim is a parcel of information from which the enquirer can make a decision. Traditional information gathering often requires days or weeks of manual research, studying maps, files, reports etc, before consolidating the results into an investment proposal. In recent times, such methods have largely been replaced by Information Technology, making the process much faster, easier and more centralised. However, notwithstanding some very successful technology implementations, the general rush to computerise everything in sight has left many organisations struggling to cope with the management of large volumes of diverse information. Information management is now recognised as the most important factor in determining the success of information technology implementation. The Northern Territory Department of Mines and Energy (DME) has established a detailed information management strategy to underpin the rapid advance of computer technology within the organisation. A broad base of timely and reliable information is gradually becoming more accessible. It is envisaged that the availability of combined spatial, textual and scientific information will provide a sound basis for decision-making within the Department and the mining industry at large. Although information held by DME will be available at all times (24 hours on-line), its security and confidentiality will be guaranteed. The production of the DME system is aimed at satisfying the corporate objective to facilitate and promote mineral exploration and development. This paper outlines some current developments in the system.

The paper discusses the use of animated dynamic numerical simulations to support design and operational decisions in the mining industry. The basis of the simulations discussed is a queuing theory engine with added features that enable continuous processes to be included in simulations. This approach is well suited to the needs of the mining industry which has a mixture of discrete events interfaced to a variety of continuous processes via various forms of surge capacity. Examples are given of the benefits of animation in communicating concepts to those with limited domain knowledge and simulation as a tool that facilitates the sharing of understanding between the stake holders of a system. The analytical content of the paper addresses conflict for resources within systems, the constraints imposed by human and other types of resources, and the impact of external events. Examples are presented showing the use loop diagrams and Gantt charts in the recognition conflict, and its causes. and the use of utilisation logs to identify opportunities for cost reduction.

The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

Quality and process control in the iron ore industry is based on measurements of ore grade from blast holes through to shiploading. Traditionally this has been carried out using conventional sampling, sample preparation and analysis methods, but on-line analysers are now being introduced for monitoring the grade of important process streams. Once a conventional sample has been collected, it can be analysed for a wide range of elements. On the other hand, on-line analysers measure only a few selected elements, but they provide rapid feedback on grade, which is important for effective quality and process control. In both cases, the linkage between mining, processing and final blending operations at the port is crucial to ensuring that product quality is maintained while production targets are met and the life of the resource is maximised.

This paper is concerned with the application of a probabilistic approach to the risk assessment of mining projects.In current practice, sensitivity analysis is the most commonly used deterministic approach of accounting for the uncertainties involved in mining project evaluation, while Monte Carlo simulation is considered to be the best probabilistic method available for the same purpose. The methodology of the approach proposed in this paper is as simple as that of sensitivity analysis. However, the results obtained can be more comprehensive than those obtained from Monte Carlo simulation. Various important statistical features, such as correlation and skewness, of the basic random parameters can be easily taken into account by the proposed approach. Example studies are demonstrated. Lotus 123 was employed for the associated probabilistic calculations.

Qualitative measurement of respirable dust in metal mines is limited and an example of this is demonstrated at Northparkes Mine, where operational experience was sought for measuring dust standards and identifying exposure limits. However, relying on operational experience has limited value due to variation in observations from person to person and is based on visible dust (which is larger in size than respirable dust). However, with sophisticated dust measuring equipment, like the real-time aerosol monitor, dust concentrations can be accurately measured and recorded concisely. Research conducted as part of a collaborative agreement on behalf of Northparkes to launch an occupational dust monitoring program was implemented on the mine site. To form the basis of this research, it was hypothesised that no proper dust measuring testing at the mine site had been adequately identified. In addition, existing occupational hygiene monitoring programs did not adequately quantify employee exposures to these hazards. This project will outline the results of an occupational dust monitoring program, hence greatly improving the capacity to quantify the health risks posed to employees.

Depending upon the probability one assigns to project go-ahead, up to $10 billion (1978 figures) could be required for resource based projects in Australia in the next decade. In the past major resource projects were readily financeable against sales contracts. In the future the complexities imposed by such matters as political risk, inflation, currency movements and environmental and other socio- economic considerations on project development costs and returns may require a different approach. This paper addresses itself to the ramifications of providing development finance for resource based projects in the future - and in particular examines such factors as project completion guarantees, sales contracts, protection against exchange rate fluctuations, interest rate structures and debt/equity ratios as each relates to the provision of finance. The satisfactory ventilation of an extensive coal mine is a subject which requires continual attention from all concerned.It must be remembered that a colliery contains many miles of workings, extending in all directions and throughout which noxious gases may be given off either naturally or by oxidation of the coal; fumes from explosives will be produced, dust will be gathered and carried in suspension, and water will be evaporated, producing a high humidity. Hence a considerable quantity of air in movement must be available to provide sufficient oxygen for men and horses, as well as to dilute and sweep away impurities, and maintain a tolerable degree of coolness.To maintain these conditions a modern colliery is divided up from the main ventilation shafts or adits (as the case may be) into a system of main airways, and in the working districts is further subdivided into district splits. To initiate the air movement, large centrifugal fans with a displacement capacity of up to 400,000 cu. ft. of air per minute are installed, generally in drifts off the upcast shaft, or adit, and at the return end of the ventilating circuit. These fans are thus exhausting fans and by producing a region of low density bring the heavier air at the other extremity of the circuit into movement to correct the difference in density, so far as it is not prevented by the frictional resistance of the airways. A flow of air is thus established, and it is obvious that to enable this volume of air to be as great as possible, the frictional resistance of the mine airways should be maintained at the lowest practicable figure. To this end, main airways should be as large as possible, have sides as smooth as practicable, and be straight, any necessary bends being of large radius.REQUIREMENTS OF THE VENTILATION SYSTEMThe New South Wales Coal Mines Regulation Act contains stringent provisions on requirements of the ventilation system. The development and improvement of computer-based process simulation packages over the past 20 years has provided process engineers with a powerful tool to use in the design of complex metallurgical plants. The use of such modelling tools has enabled the design of process plants that minimise operating and capital costs whilst optimising plant efficiency and recovery. Almost every new project developed in the current market is underpinned by a simulation of the process. In line with engineering best practice this simulation should be based on laboratory/pilot plant test work results and sound assumptions. Any errors that are not identified in the development of the process simulation may have significant effects on the final design and operation of the processing plant. Developing a simulation of the process in a comprehensive, logical and auditable manner is thus essential in ensuring the simulation accurately represents the expected process plant behaviour. A methodology that ensures these requirements are met has been developed by SNC-Lavalin Australia and is described in this paper. The methodology includes the major review stages of data collection, model planning, model building and optimisation, model review, scenario testing and options development, and model reporting. All of these stages should incorporate comprehensive client interaction and review by a suitably qualified representative. The application and development of monitoring and control techniques of coal mines in China is mainly described in the paper.The techniques of mine control and monitoring system have been developed as an important means of production dispatch, command and management with ever-increasing coal production and gradual raising of the level of mechanization and centralization of continuous mining. The continuous stage monitoring and control system in China coal mines has been developed from the initial single fixed plant monitoring, and the technique of computers has also been applied in the system for productive and environmental monitoring, featuring a new type of mine control and monitoring equipment of China.

Concern for the environment by the public and by mining companies, has led to many recent attempts to revegetate areas disturbed by mining activities. The problem of successfully revegetating disturbed areas and mine wastes is often difficult, even under favourable conditions. Under the severe conditions that prevail in and and semi-arid parts of Australia, such difficulties may be extreme. An approach is described in which field trials are used to investigate factors which adversely affect revegetation and to evaluate optimum methods and treatments..A wide range of methods suitable for use in and situations is described. These include grading and cultivating operations, topdressing with natural soil materials, selection of suitable plant species, mulching and the use of fertilisers and supplementary irrigation. It is concluded that such a programme provides the best approach to this complex and expensive problem.

This paper presents a quantitative assessment model for the assessment of environmental load in gold production, which is based on environmental ecology, Life Cycle Assessment (LCA) and artificial neural network. In LCA evaluation indexes include resource consumption, energy consumption, gas waste, liquid waste, solid waste and so on. Each item represents an aspect in gold production while their combination reflects the relationship between gold production and environment. In this paper an utility function of evolution index on environmental load is given by linear or non-linear transformation, which changes evaluation indexes with different dimension into an equivalent value in range of [-1, 1]. This paper also provides a new approach to make decision on the weight for quantitative assessment with the help of a three-layered artificial neural network. The proposed approach in this paper has been successfully used to a real synthetic assessment for the environmental load in gold production, which include seven kinds of different operational technologies in China. The applications prove that the new approach is successful and reliable. It provides a new tool for the assessment of environmental load of the gold production.

The Water Act 2000 includes provisions to manage the take of overland flow water. Overland flow water is water that runs across the land after rainfall either before it enters a watercourse, after it leaves a watercourse as floodwater, or after it rises to the surface naturally from underground. To ensure adequate environmental flows and long-term security for water users, it is necessary to balance the amount of water taken as overland flow water and the amount left to flow into watercourses. A water resource plan made under the Water Act 2000 establishes the basis for the sustainable management of this type of water. Of the water resource plans that have been prepared for Queensland catchments, six include provisions to manage the take of overland flow water. This paper discusses some of the common features of these plans and the management approaches adopted. The paper identifies and explains key aspects of the Water Act 2000 framework for managing the take of overland flow water by the mining industry. In particular it explains key concepts of this framework, such as the ability to take overland flow water using existing works, uses of overland flow water that a water resource plan permits, situations where a specific entitlement under the Water Act 2000 is required, and the means for controlling works that take overland flow water. Future initiatives for the regulation and management of overland flow water are then identified and particular challenges for the mining industry associated with using overland flow water highlighted.

In mining, grade control generally focuses on blasthole sampling and the estimation of ore control block models with little or no attention given to how the materials are being excavated from the ground. In the process of loading trucks, the underlying variability of the individual bucket load will determine the variability of truck payload. Hence, accurate material movement demands a good knowledge of the excavation process and the buckets’ interaction with the environment. However, equipment frequently goes into off-nominal states due to unexpected delays, disturbances or faults. The large amount of such disturbances causes information loss that reduces the statistical power and biases estimates, leading to increased uncertainty in the production. A reliable method that inferences the missing knowledge about the interaction between the machine and the environment from the available data sources, is vital to accurately model the material movement. In this study, a twostep method was implemented that performed unsupervised clustering and then predicted the missing information. The first method is Density-based spatial clustering of applications with noise (DBSCAN) based spatial clustering which divides the diggers’ and buckets’ positional data into connected loading segments. Clear patterns of segmented bucket dig positions were observed. The second model utilised Gaussian process regression which was trained with the clustered data and the model was then used to infer the mean locations of the test clusters. Bucket dig locations were then simulated at the inferred mean locations for different durations and compared against the known bucket dig locations. This method was tested at an open pit mine in the Pilbara region of Western Australia. The experimental results demonstrate the advantage of the proposed method in inferencing the missing information of bucket-environment interactions and therefore enables miners to continuously track the material movement.
