With the advent of increased environmental regulation and high penalties for non-compliance in many countries, there has grown a need for all industries to assess their risk with respect to environmental compliance and consequently develop management systems which ensure environmental compliance and sound environmental practice. The need to better assess and manage environmental risk has developed rapidly as legal and financial penalties have increased for inappropriate management of the environment. The mechanism that industry has developed to manage risk is through the use of environmental management systems. These environmental management systems are generally based on the principles of total quality management. For example the British Standard BS7750 (Specification for Environmental Management System) shares common management system principles with ISO 9000 quality management systems. The same trends of increased environmental regulation and higher penalties for environmental impairment are now evident in Australia where environmental management systems are now being introduced. With increased penalties for environmental impairment and greater responsibility of managers and directors, environmental management systems are likely to become even more common in Australia. This paper describes some of the influences directing environmental management within the Australian industrial and mining environment, describes the elements of an environmental management system and relates these to the mining industry.

Optimisation has two distinct applications in the concentrator ò the first is in the area of the flowsheet and the operating parameters of the various unit operations ò the second is associated with the higher levels of process control. The Plant Metallurgist is faced with a library of complex theories relating to optimisation. The practical reality of optimisation lies in a combination of steady state simulation to ensure that the process route will permit maximum productivity and an appropriate process control system which will permit achievement of the production and quality objectives.

The Nabarlek uranium treatment plant of Queensland Mines Limited (QML) is currently treating 600,000 tonnes of ore which was mined and stockpiled in a single four month period prior to commissioning of the plant. During the mining phase, material from the open pit was sorted into ore,'below ore grade uranium material (bogum) and waste using a truck discriminator (radiometric analyser) developed by Australian Mineral Development Laboratories (AMDEL). Ore was stockpiled in a single heap with the location and grade of each truck load being recorded. Bogum and waste were stored separately. From the information recorded, both computer and physical models of the stockpile were constructed. These models are currently used in the planning of day to day reclamation of ore from the stockpile.

This paper presents an overview of the researches carried out in our laboratory on the application of plasma in recovery of alloy elements from waste slags and the treatment of lean ores, which are examples of advanced materials processing. After briefly reviewing the early work on the reduction of nickel, chromium, manganese, vanadium and titanium oxides, and a short investigation of the reduction of titanium oxide from the slag resulting from the blast furnace smelting of a titanomagnetite ore, the paper concentrates on the more recent studies on the reduction of an Australian scheelite. In some of these experiments, aluminium was used in addition to carbon as a reductant, in virtually all cases complete reduction was achieved within a relatively few minutes even with carbon alone during plasma processing. It therefore appears that this technique provides a possible processing route to facilitate the recovery of valuable alloying elements from non-traditional sources, or to permit process step elimination.

Recent whole-rock geochemical data from nearly 900 fresh drill core and underground samples taken from seven central Victorian gold deposits confirm the presence of distinct and identifiable primary alteration haloes surrounding the deposits. Ferroan carbonate alteration extends for up to several hundred metres away from turbidite-hosted gold mineralisation outside of contact metamorphic aureoles. A less distinct phyllic alteration zone can be identified using geochemical molar ratios or short wave infrared analysis. It generally overlaps a sulfidic halo characterised by disseminated pyrite and in close proximity to mineralised structures, arsenopyrite. The extent of the sulfidic halo can be traced using low-level analysis of pathfinder elements such as S, Au, As and Sb. Recognition of these alteration features enlarges the target for exploration and provides a tool by which drilling can be directed towards mineralised structures. The Palmarejo, Guadalupe and La Patria Silver-Gold epithermal vein deposits occur in south-westernChihuahua state, Mexico. The veins are hosted in a volcano-sedimentary sequence that comprises andesitic to basaltic resedimented volcaniclastic rocks, together with less abundant coherent and pyroclastic facies and minor red-beds. The host sequence is part of the Lower Volcanic Series, and formed in a magmatic arc environment during the Late Cretaceous to Early Tertiary Laramide Orogeny. The Lower Volcanic Series is overlain unconformably by an extensive sequence of Miocene rhyolitic ignimbrites, known as the Upper Volcanic Series. At this time, it is uncertain whether epithermal mineralisation was related to andesitic intrusions (85 Ma) and/or Oligocene rhyolitic dykes (25 Ma). An EXTENDED ABSTRACT is available for download. Localised indicator kriging was developed following a similar approach used by Marat Abzalov (2006) in his paper titled æLocalised uniform conditioning (LUC): A new approach for direct modelling of small blocksÆ. Abzalov introduced the idea of mapping panel distributions from uniform conditioning onto selective mining unit-sized blocks that were created using ordinary kriging. This concept of remapping panel distributions was applied to multiple indicator kriging histograms.At Newmont a program was developed that made the remapping of MIK histograms to SMU sized blocks extremely efficient and was subsequently tested on several gold deposits. The results have been encouraging as the localised indicator kriging (LIK) method has eliminated many issues that have plagued both ordinary kriging and multiple indicator kriging. Use of localised indicator kriging methodology limits the smearing of high-grade and the over-smoothing of grade that is common and difficult to control in OK but retains the ability for localising grades. LIK also simplifies change-of-support corrections, eliminates un-mineable slivers of low or high-grade when dealing with small tonnages, and allows for the mapping of linear and non-linear estimates into the same block.

An electron probe micro-analyser, controlled by a dedicated mini-computer,has been operating at Imperial College since 1970. The data assessment capability of the computer was limited and, in order to make better use of the information produced by the analyser, extra computing facilities were needed. Following the initiation of a Laboratory Automation Project at Imperial College involving the use of a central computer linked to laboratory type computers and to further more powerful systems,it became possible to carry out much more detailed and extensive mineralogical analyses by connecting the mini -computer to the Laboratory Automation Network. The paper describes the techniques employed including hardware, software, inter- connection, analysis and operating methods.

The current insurance market has been brought about by a number of pressures, including: collapsing investment returns; growing losses, both normal and catastrophic; and reserve strengthening. This is impacting most classes of insurance coverage, with the traditional characteristics of higher pricing and greater levels of retention, however it is now translating into a lack of capacity and reduced coverage. This presentation will explain how the market has arrived at this situation and will challenge whether this is the traditional insurance cycle or a structural correction. It will also address the anticipated time of correction.

Past and present developments in the use of blast furnace slag in the manufacture of glass are outlined. The crude slag from Port Kembla is beneficiated by the Mineral Resources Division of Australian Consolidated Industries Ltd. at Mascot using a dry magnetic separation process which reduces the iron level in the slag to an acceptable value, The chemical and physical properties of both the crude and beneficiated slag are given and compared with those of other slags used in the manufacture of glass. Slag is added to intro- duce alumina into the glass and its addition to the glass batch also results in faster melting and refining. Slag was first used in Australia in 1968 and its use has increased steadily year by year. At present about 16 000 tonnes of slag are used per year, mainly in amber and white glass. Beneficiated slag is used'in three plants to supply all the alumina required in the amber glass and in four plants to supply part of the alumina required in the white glass, the amount added depending on the acceptable iron level in the glass. Slag is also used in limited quantities in the manufacture of both dark and light green glass.

The Circum-Pacific Map Project is a cooperative international effort to prepare and publish geological, geophysical and mineral resource maps of the Pacific Basin and adjacent land areas. Earth scientists representing 180 organizations from more than 40 Pacific Rim countries are participating in the work. The project is directed by a committee established 14 years ago as an activity of the non-profit Circuin-Pacific Council for Energy and Mineral Resources. Technical and cartographic support is provided by the U.S. Geological Survey. The Circum-Pacific Map Project is organized under five regional panels of experts on the geology and resources of the four quadrants of the Pacific and Antarctica. A series of five 1:10,000,000-scale regional maps and a 1:17,000,000-scale map of the entire Project area, the Pacific Basin Sheet, provide the cartographic base. Forty-eight individual sheets are planned and thirty have been published in eight different series, including base maps, geography, plate tectonics, geology, energy resources, mineral resources, tectonics and geodynamics. Additional special single-sheet thematic maps on the Pacific Basin base have been published and are planned for a total of more than 50 individual sheets.

Compositional and isotopic analyses of coal seam gases in the Southern Coalfields have shown that these gases frequently contain abnormally high concentrations of magmatically derived carbon dioxide. The size of this carbon dioxide reservoir and the extent of permeation of the sediments by carbon dioxide are not known.Therefore caution in evaluating the natural gas potential of the region is advised.

The impact of computers on the mining industry has increased for the past twenty years in most parts of the world. The application of computers in the mining industry has been demonstrated in areas such as geological data analysis, ore reserve estimation, mine planning, and manpower training. There is also a general concern in this country regarding the computing background of graduating mining engineers from the Australian higher institutions of learning. This paper describes specific steps which have been taken at the Department of Civil and Mining Engineering, The University of Wollongong to provide adequate computing background to mining engineering graduates. Specific topics discussed include hardware and software available to students and how "computers" have been integrated into the mining engineering course.

Recent drops in commodity prices and economic uncertainty have seen many businesses re-evaluate their operational expenditure to ensure mine profitability. The high capital and operational cost of truck and digger fleets has resulted in loading and hauling of material being a significant proportion of a mine’s expenses (Nel, Kizil and Knights, 2011), thus it is often one of the first areas to be considered for cost reduction. If an operation requires additional trucks to maintain or improve productivity, a robust justification is crucial due to the expenditure involved.Mining schedules form the basis of productivity and cost estimations for mining operations and therefore must have a significant level of confidence with regards to achievable quantities and rates. Traditionally, a mining schedule is produced without detailed consideration of the trucking capacity or requirements. Although some mine planning software incorporates haulage predictions into schedules, most cannot model the dynamic nature of dumping and haulage. Previous studies have shown that it is necessary to have detailed haulage analysis instead of the traditional mining block centroid to dump block centroid methods for more realistic mining schedules and cost estimation (Doig and Kizil, 2013).Recent developments in software have allowed the dynamic integration of haulage analysis with mining schedules. Engineers can now create mining schedules in conjunction with dumping schedules, allowing mining schedules to reflect the restrictions created by the number of available trucks, combined with dynamic consideration of available in-pit and out-of-pit dumping locations.A study has been completed producing a mining schedule in conjunction with a dumping schedule and haulage analysis. Multiple schedules were run with various haulage strategies (including minimising rehabilitation liability) and truck availability to identify the impacts on coal production, and hence revenue. A financial analysis was then completed where a net present value (NPV) was calculated for each scenario. The study showed that trucking shortfalls can significantly impact mining schedules and cost estimations, both in terms of cost as well as revenue lost when trucks cannot maintain forecast production rates, thus dumping schedules and haulage analysis should be completed simultaneously. If dumping and haulage is not considered when planning the mining schedule, a mining business is ignorant to the impacts trucking has on the mine production, closure risk and profitability.CITATION:Doig, P G, 2014. Current classification of resources is entirely a subjective task. The various international reporting codes (such as the JORC Code) provide Competent Persons and practitioners with little specific guidance on the standard of work and levels of uncertainty required to classify resources into Measured, Indicated and Inferred. Furthermore, little guidance is given in the conversion of Resources to Reserves and the potential impacts on classification of uncertainties in the modifying factors. Working back from the intended use of the resource estimates, and in understanding the tolerance for uncertainty by the end user of such estimates, insights into the objective and requirements of classification can be determined. Following this approach a comprehensive set of (quantitative where possible) guidelines have been determined that will ensure resources meet the desired objective of each classification, and are consistent and comparable. The guidelines look at what is required for each step in the resource estimation process in order to ensure the final resource estimate meets the desired level of confidence. This approach provides a transparent, comprehensive, justifiable and largely objective method of classification. The implication of introducing such a guideline or approach is to highlight areas of a resource estimation that do not meet the requirements (ie drive the uncertainty beyond the objective) and then focus in on the risks that may flow on from that particular uncertainty, to mitigate or attempt to control those risks.

Legislation for control of ventilation in New South Wales coal mines is contained in the Coal Mines Regulation Act, 1912, as amended. The standards set down in that Act were based on the needs of the industry at the turn of the century. Changes and additions to the original standards have been made to cater for mechaniz- ation of the industry and the introduction of modern developments such as the use of diesel equipment. Technological progress has been recognized by the requirement for monitoring of machines and return airways. The passing of the Coal Mines Regulation Act 1982 has ensured that there will be a revision and modernization of the regulations affecting day to day operations of the industry.

As Coal Mining Areas develop, problems relating to strata control increase. The "easy" coal has been extracted and the future development lies in the direction of greater depths of cover and more difficult strata conditions. To provide solutions to the problems encountered the techniques of constructing and testing physical models have been developed and refined. With a sound knowledge of model theory allied to practical experience, mining research engineers use physical cemented material models to examine, assess and solve mining problems relateu to strata behaviour and environment. For a model to provide the answer to a particular mining problem it is essential that as much information as possible be obtained from the mine or area of a mine which the model is to represent. Details relating to the strata, geological malformations, and the stress environment must be collected and collated to ensure reliable results.

A series of conventional dynamic uniaxial compression (CDUC) tests and coupled static-dynamic loading (CSDL) tests were conducted using a split Hopkinson pressure bar (SHPB) system to explore the dynamic mechanical behaviour and fracture characteristics of medium sandstone on a microscale in the laboratory. In the CDUC tests, the dynamic uniaxial compressive strength of the medium sandstone was rate-dependent, while the dynamic elastic modulus was not dependent on the strain rate. Then, we proposed a generalised model to characterise the rate-dependent strength from 17.5 s-1 to 96.8 s-1. In the CSDL tests, with increasing initial pre-static stress, the dynamic elastic modulus and dynamic strength increased nonlinearly at first and then decreased. The results show that two classical mechanical types (ie Class I and Class II) are observed from the dynamic stress-strain responses of the CDUC and CSDL tests. By means of scanning electron microscopy (SEM), the micro difference of post-loading microfracture characteristics in Class I and Class II behaviour was identified. In Class I behaviour, intergranular fracture (IF) usually initiates at or near the grains, most cracks deflected along the grain boundaries, resulting in a sharp angular edge, then coalesces to the main fracture surface that splits the specimen along the direction of stress wave propagation. In contrast, Class II behaviour results from the combined IF and transgranular fracture (TF).

There is growing acknowledgement that successful organisations, including mining companies, achieve their competitive advantage by better managing their employees, customers and other stakeholders. The fact that I have been asked to address this conference is perhaps evidence of the recognition of the importance of ensuring the improved management capabilities of the personnel within Australian mining companies. As many of you will be aware, prior to my appointment to the role of President of Minera Alumbrera Limited (MAA), the operator of the Bajo de la Alumbrera project, my career had been more generally focussed on industrial relations and human resources management. My appointment was met by surprise in some quarters, as it is unusual for a person without the technical background of a mining discipline to manage a world-class mining operation. However, it was recognised early in the life of the Alumbrera project that the operation did not lack technical expertise or a committed workforce; rather what was required was innovative management of the project and its operational resources, particularly given that we were operating with totally ægreenÆ workforce in a country without a large-scale mining culture. It is my experience that a particular shortcoming of mining companies is that they have tended to ægrowÆ managers based on their technical expertise rather than people management skills. Historically, many companies have assumed, or at least hoped, that their better technical people would develop the requisite skills to take on the challenges of management. Such philosophy has not always met with success. Whilst the topic for my presentation was originally published as People in the Mining Industry, within the context of the overall theme for this plenary session, People: Education for the Future, it is a subject with an extraordinary breadth of possibilities for discussion. Therefore, I have chosen to redefine my presentation to People Management Issues in Offshore Mining Projects,an issue which I consider to be an important area within the overall topic and one which has particular currency given the increased tendency by Australian miners towards offshore exploration. It is also relevant from the perspective of continued rationalisation of our industry, the recognition that there will be more large-scale, global corporate mining entities and that significantly more mining professionals will become æcitizens of the worldÆ. We therefore need to prepare our future leaders for these challenges. The topic also allows me to highlight the importance of an holistic management approach as the establishment of a new project in a foreign environment puts into stark relief the need for the application of the full range of competencies, rather than the narrow ætechnicalÆ approach to doing business. I hasten to add, however, that the mining industry is not alone in this regard and I was interested to read an article in the Weekend Australian of 22/23 January 2000, which reported on the first key speech of former Westpac CEO, Bob Joss, as Dean of the Stanford University Graduate School of Business. He said: à We know that when our students go out into the world, if they have to struggle, it will not be because theyÆre not smart enough, or they donÆt have enough good ideas. It will be because they struggle over managing themselves and their relationships to other people. The article then went on to say that Bob Joss foreshadowed an initiative to build alliances between the Business School and other Humanities departments within Stanford University to draw on their learning. Other business schools have also recognised this need, albeit somewhat late in the day, as have the most enlightened of modern corporations; in summary, successful businesses have recognised that in an age where competitive advantage through, for example, technological breakthroughs is very short-lived, it is the quality of management that will provide the leading edge. By using the Alumbrera project as a case study, I will identify certain of the challenges with which companies and individuals may be confronted in the establishment of a greenfields project outside Australia. However, many of the issues raised will have direct application in the context of the development of an Australian operation. My objective is to provide an indication of areas which should be considered at the formative stages of a projectÆs development, with particular focus on the issues of people management. I would expect that such a study would be of benefit to companies, education institutions and individuals in preparing themselves for similar experiences.

High specification Prompt Gamma Neutron Activation Analysis (PGNAA) has been successfully applied to conveyed flows at iron ore operations since 2002 to representatively measure ore quality for improved quality management and process control. While the PGNAA technique has changed little since that time, significant improvements have been made in measurement capability. Elements previously unable to be measured well or at all using this technique are now measurable and one of these is phosphorus. Aluminium and magnesium are also key elements in addition to calcium and silicon in determining sinter basicity in ironmaking. Other elements measured routinely in iron ores include iron, carbon, potassium, sulfur and manganese. The benefits of representative measurement cannot be overstated as iron ore mining operations in South Africa, Europe, Australia, Asia and the Americas have discovered. The technology is applicable to any conveyed flow where elemental analysis in real time assists with quality management, from raw materials in ironmaking through to scrap steel in steelmaking and coal quality for coke-making. Major benefits are realised when raw material processing is optimised and this often includes diversion of material meeting a required quality so it can bypass unnecessary processing. This includes waste rock which can be diverted from a plant feed stream in 30 sec increments or ore that meets product quality being diverted to bypass beneficiation. Analysers are successfully utilised to identify ore types that assist with upgrade optimisation in jig plants; measuring feed, product and discard flows to also account for metal content. Product flows to stockpiles help manage production flows and stockpile qualities for different products and assist in blending ores into trains or ships to confirm specification compliance. Technologies can be used in magnetite processing but are predominantly used in hematite and goethite ore processing operations. The paper details examples of the above applications at various operational sites providing estimates of economic benefit as well as operational improvements.
