Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

Commercial production of zinc started at the Pasminco Metals - EZ Plant, Hobart, Tasmania, in 1921. Since that time the capacity of the plant has been steadily increased to its present level of almost 220 000 tpa. Major areas of the plant have been successively upgraded over a number of years, (Roasters, 1969, 1975; Acid Plants, 1981; Casting, 1972; Residue Treatment Plant, 1971), but, until recently, the leach/purification area remained virtually unchanged from the time the plant was built. The major redevelopment of the hydrometallurgical plant began with fully integrated pilot plant testing of the proposed new circuit in 1981. The pilot plant incorporated the Low-contaminant Jarosite Process, and a new two-stage zinc dust purification procedure. In 1985, approval was granted for a major modemisation program which involved the complete replacement of most of the leaching and purification plants, and substantial improvements to the residue treatment plant. Construction of the first of the new plant sections, Strong Acid Leaching, commenced in 1986. This paper describes briefly the modernisation program itself, and the current method of zinc production at the PMEZ plant. The new plant sections comprise a Strong Acid Leach stage to improve lead residue grade; a Preneutralisation stage to reduce metal losses in jarosite; new filtration stages for both jarosite and lead residue; new Neutral Leach and Weak Acid Leach stages to replace old equipment; a new Solution Purification stage to replace the use of organic reagents to remove cobalt; and a new Gypsum Removal stage to cool the solution before electrolysis. At the completion of the modernisation program, only the electrolytic cellhouse remains of the early plant sections.

The removal of nickel from lead by sulfur drossing was investigated using a technique which models industrial batch decoppering practice. Successful denickeling to 0.005% (Ni)pb was consistently obtained in the absence of silver, well below the experimental equilibrium value of 0.015% but still above levels obtained in industrial practice. Silver appeared to have little effect upon denickeling. The final nickel content was dependent upon the initial nickel content, the total sulfur addition and the stirring time. The presence of nickel was found to give no assistance to successful decoppering. Simul- taneous removal of nickel and copper was observed at silver contents in excess of 0.02%. Extended stirring resulted in a further lowering of the nickel content but reversion of copper to the bullion was observed. Experimental work has shown that nickel can be removed by a standard decoppering operation; a procedure which is used in secondary lead re- fining. Alternatively nickel can be removed during initial decoppering in primary lead re- fining operations.

I was delighted to be invited to be patron of this Joint Conference, but the challenging task you have set yourselves, and your speakers' depth of expertise, deny anyone, even the patron, the opportunity to be patronizing. Australia's history has been inextricably link- ed with the fortunes of our great mining industry. That link will remain. Just as the gold rushes of the last century, and the discoveries at Kalgoorlie and Broken Hill changed the lives of generations, so the more recent development activity in iron ore, bauxite, nickel, coal, and uranium are having a significant impact on the lives of Australians today. The minerals industry has contributed to Aust- ralia's jobs and prosperity. Mining is not free of problems, but so long as safeguards are strong and appropriate the net benefits the mining in- dustry brings Australia will continue to be enor- mous. We rely on our mining industry to find, prove, develop and sell our minerals profitably, and my Government is committed to maintaining a healthy mining industry.

Deposits of manganese oxides and silicates in the Tamworth area were re-examined. The major deposit at Danglemah consists chiefly of rhodonite and the rare silicate tephroite. It is considered that the manganese was deposited with the original sediments, the silicates being formed later during the intense folding and low-grade metamorphism of the enclosing rocks.INTRODUCTIONMany small deposits of manganese oxides and silicates occur along a belt of eastern New South Wales and Queensland.Some fifty occurrences, most of which have been subject to mining activity, were described by Lloyd (1943) and some of this information was summarized by Knight (1947). The ores have been mined on a small scale since 1884. Small supplies of battery grade ore were won from a number of deposits, while larger quantities of metallurgical grade were sold to the steel industry. Maximum production was in 1918, when 6,500 tons were mined.The siliceous nature of many of the ores and their occurrence in the neighbourhood of granite batholiths led earlier investigators to consider the deposits to be of hydrothermal origin, associated with the granite intrusions. The present work questions this viewpoint.In this investigation, three of the chief deposits in the Tamworth area were seen. These were at Danglemah, which is being mined at present, and Mount Jasper and Manganese Mountain, which were mined in the past. In Australia and New Zealand, the 'Australasian Code for Reporting of Identified Mineral Resources and Ore Reserves', which was released by industry in 1989, is operating successfully in a co-operative approach between industry and regulatory authorities. Similar codes or guidelines exist or are under development in the United States of America, Canada, the United Kingdom and South Africa, although the regulatory backing given to the Australasian Code is unique. International standard definitions for Mineral Resources and Reserves, and for categories of Resources and Reserves, have been under development by the Council of Mining and Metallurgical Institutions since 1994 and have already stimulated considerable convergence of definitions and reporting standards in participating countries. It is hoped that agreement on this international standard for public reporting by mining companies will be reached within the next two years, and it is expected that adoption of the standard will result in a higher and more uniform quality of reporting worldwide, with a consequently greater interest on the part of the general public and financiers in investing in the mining industry.

The Broken Hill Proprietary Company Limited (BHP) is Australia's largest company with widespread commercial interests ranging from steel productin to minerals, oil and gas recovery. While these interests are worldwide, the Company operates or is partner in more than 30 Australian mining ventures. BHP Engineering (BHPE) is the in-house consultant to BHP but is also the largest consultancy in Australia available to general industry. Australian Groundwater Consultants Pty Limited (AGC) is a large, independent consultancy offering specialist services in all aspects of water resources, waste management and environmental engineering, both in Australia and overseas. AGC is particularly well regarded within the mining industry and has a considerable record of providing solutions for mine water related issues. By drawing on the extensive combined experience of AGC and BHP Engineering, this paper will summarize some of the unique ways in which water interacts with and impacts on mining operations in Australia, particularly in matters such as: Slope Stability Drainage and Dewatering Production Cost (Transport, Drilling, Blasting, etc) Water Supply Water Management Tailings and Waste Management Environmental Issues. The paper will also illustrate the cost benefit of providing major engineering works for reduction in total mining cost. It will be shown that, through advance planning and close interaction between outside experts (ie consultants) and on- site personnel, very significant operational cost savings can be made while at the same time achieving a safe and responsible mining environment.

Single-addition and sequential net acid generation (NAG) experiments were carried out on natural and prepared samples with varying contents of organic matter and pyritic S. Results show that carbonaceous matter can produce significant quantities of organic acids during peroxide oxidation in the NAG test, which leads to overestimation of acid-forming capacity and misclassification of benign samples as potentially acid forming (PAF). Organic matter effects were most pronounced in samples with low S (less than 0.5 per cent) and total organic carbon (TOC) contents of greater than seven per cent. The single-addition NAG test will tend to overestimate acid potential in samples with little or no pyrite and high organic matter content, potentially leading to sample misclassification. High pyritic sulfur samples tend to show little difference in single-addition NAG acidities with increasing organic matter, and it appears that pyrite is preferentially oxidised by peroxide when present in significant concentrations (greater than one per cent pyritic S). In sequential NAG tests overestimation was greatest in samples with little or no pyrite, but highly carbonaceous (>20 per cent TOC) pyritic samples were affected in later stages as the pyrite was depleted. A modified NAG method is proposed to account for the relative proportions of pyrite derived acidity and organic acidity in a given NAG solution.

This paper examines a successful project implemented by BHP Mitsubishi Alliance (BMA) and the Polymathian team at Deswik, aimed at enhancing short-term scheduling processes to reduce vessel turn times in the BMA Central Queensland coal value chain. The project’s objective was to digitalise the planning process to enable planners to make data-driven insights to improve the profitability of the value chain. The strategy involved developing a digital mining system that incorporates data storage, cloud computing, and the ability to meet the integration needs of both internal and external business systems. This was complemented by a sophisticated, optimisation-based, decision-support tool to enhance the planning teams’ ability to make timely and effective decisions.

The issue of retrenchment is a topic of considerable relevance for the Papua New Guinea (PNG) mining, petroleum and gas industries. The unique environments in which Porgera Joint Venture (PJV) and other similar operations operate are likely to confront these industries with particular dilemmas that will require a range of investments to mitigate the problems associated with retrenchment and employment. This paper discusses retrenchment and employment in the PNG mining industry using the specific case study of PJV. The paper deals with the issue of employment and retrenchment of local workforces in the PNG context, which presents a serious challenge for the resources industry and the achievement of sustainable development objectives. The issue of future retrenchment of the workforce as a result of mine closure is an obvious challenge for both PJV and the Porgeran community at large, who have now come to rely upon both the employment opportunities presented through the mining. This paper examines these challenges and in doing so highlights some progress made by PJV. The paper also discusses downsizing, strategic practices and holistic approaches of retrenchment and employment. In doing so the paper highlights issues that have been overlooked in both academic and applied studies from global and local perspectives in the PNG mining sector. The latter sections articulate the relevance of the information provided by the case study in the wider context of retrenchment. The conclusion promotes a perspective that a great deal more investment will be required by all stakeholders to respond to the challenges of managing retrenchments and mine closure.

The paper examines the possibility of applying the monolithic packing technique developed in the UK to the division of wide development drivages in Australia, so enabling double entries for longwall retreat panels to be created from shortwall units. The monolithic pack of the UK therefore becomes a monolithic partition in this proposed Australian application. A method developed for the analysis of the load development in packs installed behind longwall advancing faces is adapted and used to predict the support performance of the monolithic partition. Conclusions are made regarding partition construction and possible rates of advance.

Landform evolution models (LEMs) can assess the effectiveness of landform designs applied to a rehabilitated landform by predicting where erosion may occur. Here, we compare erosion predictions produced by the CAESAR-Lisflood LEM with field observations from the rehabilitated Pit 1 landform of the Ranger uranium mine, based in the Northern Territory, Australia (Figure 1). The ability to predict long-term erosion at a catchment scale is important, as the final rehabilitated Ranger landform is required to physically isolate buried tailings material for at least 10 000 years. CAESAR-Lisflood has been extensively tested and calibrated using data collected from erosion plots (0.09 ha) on the Ranger trial landform (TLF) for multiple years (Lowry et al, 2020; Saynor, Lowry and Boyden, 2019). However, until recently, it was impossible to compare model predictions with field observations for areas larger than the TLF erosion plots. We can now compare model predictions of Life of Mine Conference 2023 | Brisbane, Australia | 2–4 August 2023 116 gully development with field observations from the newly rehabilitated, 40 ha surface of Pit 1 over two contiguous one-year periods: 2020–2021 and 2021–2022. The aim of this study was to assess whether the CAESAR-Lisflood model can successfully predict gully erosion at a larger spatial scale.

Mine planning is a crucial part of all mining industry projects, and nowadays, geometallurgical mapping through advanced computer technologies provides an opportunity to involve metallurgical responses of a deposit into 3D block model in order to optimise mine planning activities, especially for production forecasting. Including these metallurgical parameters apart from traditional geology and grade-based attributes into resource modelling leads to an extensive approximation for the economic maximisation of mine production due to better forecasting, planning and increasing certainty and the reliability of the resource model (Macfarlane and Williams, 2014). Commonly, geostatistical techniques and algorithms are used to produce models with the high resolution (Brissette et al. 2014; Deutsch et al. 2014; Tolosana-Delgado et al. 2015). The accuracy of the modelling procedure deeply depends on a reliable block model, produced by spatial analysis of corresponding variables that define the geological, metallurgical, mineralogical and chemical behaviour of the deposit. However, there are special cases, where the application of enhanced geostatistical methods is required, to solve the occurred difficulties between variables with multivariate complexities. For example, in oxide copper deposits, the soluble copper grade is a percentage of total copper grade and recoverable by heap leaching processes (Emery, 2012; Hosseini and Asghari, 2015). Kinetics of bubble-particle interaction, surface hydrophobicity and interfacial phenomena in sulfide mineral flotation are discussed in this paper. Results of the measurements of a bubble and mineral induction time (IT) and detachment force (DF), vacuum of bubble evolution (VE) and mineral floatability are discussed for pyrite, galena, chalcocite and chalcopyrite. Natural wetting and wetting induced by xanthates with different lengths of alkyl chains are examined. Experiments show the existence of several maxima of hydrophobicity on dependences of pH and electrochemical potential. These maxima are attributed as the reflection of mineral surface heterogeneity due to xanthate adsorption and the presence of cationic and anionic centres with uncompensated positive and negative charges. These charges can be neutralised by both regulation pH and applied potential. The aim of this paper is to evaluate a thickness of the rupturing film and to estimate how long the bubble-mineral interactions are according to the experimental values of IT, in order to develop a procedure for comparing of the results of DF and atomic force measurements in the same dimensionality, and to compare the results of the experimental studies on the wettability of sulfides with those predicted by the models of physics of capillarity.

The model described in this paper has been developed for and in close collaboration with the Bong Mining Company Ltd, Liberia/West Africa. When working an irregular deposit a de- tailed short term production schedule becomes necessary in order to ensure an equal and homo- genous concentrator feed. If the irregularity of the ore body exceeds a certain degree, blen- ding facilities have to be provided between the mine and the concentrator, but even then sche- duling of the mine production is inevitable to meet the given requirements of the blending bed and to keep these conditions steady for at least some of the successive periods. To assist the planning department in set- ting up optimal production schedules a computer model has been developed using a linear pro- gramming approach. The deposit is divided into equally shaped blocks containing defined quali- ties and quantities of ore and/or waste; from which one has to select those quantities of ore which will meet the requirements of the blen- ding bed. In the early ages man contented himself with the use of such tools and appliances as would assist him in the enlightenment of his labours. With the advancement of science, numerous motives, with modifications and adaptations, have been introduced to enlighten labours, and in many cases have taken the place of man, but it can hardly be said that this applies to shovels, although one of the oldest implements of labour; certainly, with the introduction of the steam shovel the labours of man have been considerably reduced, but the hand shovel of today is used similarly to that of years ago.If the principle of the hand shovel has not been improved upon, it must not be suggested that the manufacturers of this article are not endeavouring to improve its quality, and the main point with which the manufacturers have to contend is the production of an article which will give a maximum of durability combined with a minimum of lightness. In order to accomplish this they must select suitable material, and subject it to such heat treatment process that will produce a shovel having a maximum of hardness and toughness without being unduly brittle, and which will withstand the excessive wear to which it is subjected.In this article an endeavour will be made to explain (a) the manufacture of shovels; (b) the defects commonly met with-the cause of same and measures which are necessary to remedy them.Before doing so a brief description will be given of the class of steel used for shovels; this is an important factor, and a steel which is admirably suitable is a plain carbon one containing approximately 55 - 70% C., and closely resembles that used for the manufacture of railway rails. This plain carbon steel is very extensively used, although at present alloy steels are being utilised to a certain extent for shovel manufacture, and with suitable heat-treatment.

Basicity(aO2−) has been known to affect the physicochemical properties of molten slags in the metallurgical processes. However, because of the impossibility of direct measurement of single-ion activity, various indirect measures such as capacity, redox equilibrium of transition metal ions, activity of basic oxides, and (theoretical) optical basicity have been proposed; but these basicity measures have been restricted within slag systems and the interaction between measuring elements and slag components has affected the quantitative estimation of slag basicity. Recently, since it was reported that solubility of noble metals in molten slags could be an indirect measure of basicity, the influence of slag basicity on the solubility of platinum and silver has been reported. The reaction mechanism of platinum dissolution into basic slags has been reported, whilst that in acidic slags has not (Nakamura and Sano, 1997; Sano and Nakamura, 1997; Nakamura et al, 1998). Richardson reported that the solubility of metals such as cupper, gold, silver, and lead in the CaO-SiO2-Al2O3 slag was presumably dependent on the atomic radius and the accommodation ability of the silicate network (Richardson, 1974). Swinbourne and You measured silver solubility in the Na2O-SiO2 slag over a wide range of oxygen partial pressure and suggested that silver would be present as both Ago and Ag0.5 in the slags (Swinbourne and You, 1999). For brevity, these previous works discussed the dissolution mechanism of silver into the slags based on the existence of silver as a neutral or molecular species. However, because the almost chemical reactions occurring in the slag are affected by the basicity, the reaction formula with O2- ion is required based on the ionic characteristics of the slag such as desulphurisation and dephosphorisation reactions as given in Equations 1 and 2, respectively.

Recent studies by the authors have concerned themselves with assessing the earthquake risk to north-eastern Australia, based on available historical earthquake data for the area. There have been several significant earthquakes (Richter local magnitudes of the order of 6) concentrated in the Wide Bay - Burnett region in central eastern Queensland, although none of these has occurred close to a significant centre of population or development. Using derived average acceleration attenuation relations and world-wide data on earthquake-induced damage as a basis, conditions under which earthquake-induced liquefaction may occur have been investigated and presented in graphical form. Historical earthquake data for north-eastern Australia have been overlain on this graphical presentation and it has been demonstrated that the Wide Bay - Burnett region, in particular, may in the past have been on the verge of earthquake-induced liquefaction, where ground conditions are susceptible. When this is viewed in the context of the rapid growth in population and development in this area over recent years, the risk can no longer be ignored with impunity.
