Over the past 15 years, the mining industry has begun to incorporate the concepts of sustainable development and sustainable mining practice across the life cycle of mineral operations. This requires addressing economic issues, community impacts and concerns and environmental protection, and is captured in part by the phrase ‘design for sustainability’ (McClellan et al, 2009). Over the same period, the industry has seen a gradual decline in ore grades for many mineral commodities. As a result, large volumes of tailings and mine waste rock are being produced around the world, and it is expected that the annual production volumes of these materials will increase, even if there is not a significant change in the demand for materials.Another related thread of change has been the realisation that societies need to move away from linear economies (raw materials, production, consumption, disposal) towards more circular ones. This will help societies become more resource efficient, which is defined by the United Nations Environment Programme as reducing the total environmental impact of the production and consumption of goods and services, from raw material extraction to final use and disposal. The goal is to create more with less and deliver greater value with less input. Circular economies require thinking in terms of the waste hierarchy (reduce, reuse, repurpose, recycle, recover, landfill).The challenge is that the waste hierarchy was originally designed to address embodied mineral content in products rather than mine waste and tailings generation. It will need to be reconsidered in a mine life cycle context, focusing on a value-based conception of waste (Van Ewijk and Stegemann, in press).In parallel to these changes, it has remained an imperative in the mining industry to dispose of these waste materials as economically as possible while protecting the environment. Single handling of these materials has been the main target, which reduces the life cycle costs of their management but may make reuse of waste and tailings technically more difficult or economically infeasible.This presentation explores a rethinking of the large volume earthen material waste issue at mines. The underlying theme is that some or all of these materials can be valuable resources for the future that can positively contribute to sustainable development. These resources can offer economic gains to firms, communities and societies; contribute to environmental well-being; enhance social interactions with the previously mined landscape if handled properly; and, with proper policies in place, reduce governance commitments. Each of these topics will be briefly explored. The requirement to use explosives in ground temperatures exceeding 50¦C is becoming more common as mines work to maximise the recovery of their resources. Orica Explosives was requested to assist in the development and implementation of æhot blastingÆ safe working procedures at Liddell Coal Open Cut in the Hunter Valley. The mine operator, Hunter Valley Earthmoving (HVE), had to contend not only with elevated temperatures in their overburden resulting from burning coal beneath, but also old underground workings which tended to exacerbate the problem. The paper discusses the following issues:the consultative process that was used to develop the procedures employed to ensure the process could be carried out safely; the technical issues surrounding blasting in hot ground, including temperature monitoring, product selection, application and design to ensure safety and performance were maintained; the need for confidence and trust in the team that was working together in a potentially hazardous environment, the emotive issues that were encountered and how they were addressed; the value of a regular review process combined with open and honest communication to ensure the procedures represented best practice and that all stakeholders understood the process; and the value delivered to Liddell Coal when sterilised areas of coal became accessible with little disruption to the mining process. The paper also discusses the challenges that were encountered in the Reservoir Block where proximity to major power lines and rail infrastructure meant that hot blasting procedures had to also consider vibration limits and the need for Energy Australia to disconnect the power.

OZ Minerals’ Carrapateena mine is one of Australia’s newest ‘greenfield’ mining deposits. It will be a 4.25 Mtpa sub level cave underground operation, with an estimated mine life of 20 years. The integration of stakeholder values to inform project development influenced the social and environmental outcomes. A Native Title Mining agreement was developed in 12 months. Project primary approval was obtained 12 months from submission, with achievable licence conditions and one public comment. The project moved from a Pre-feasibility Study in 2016 to construction in 2018. Following recent international dam failures, the Tailings Storage Facility (TSF) was a focus for Government approvals and stakeholder engagement. Significant effort was made into understanding the science around potential effects, impacts and risks. A leading practice Impact Assessment Framework that identified Sources, Pathways and Receptors was applied. A process of failure mode identification and layers of protection analysis was undertaken for robust design controls at each stage, while simultaneously transitioning between downstream and upstream discharge arrangements. Participatory selection of the TSF site and design layout was critical in managing project costs and environmental constraints, and in incorporating cultural heritage constraints and technical risks.

It is a privilege for me to participate in this vitally important discussion of The Role of Governments in the Management of Resources. The distinction of my fellow participants is evidence that this event is a matter of extreme importance and attracts international attention. In the management of natural resources, government and private enterprise share awesome responsibilities for the economic well-being of nations. Mining and its relation to the prosperity of nations is almost as old as recorded history. Copper was being mined and extractive metal- lurgy practised at Timna in Israel's southern desert as far back as 4000 B.C., and the rich mines of Laurium not only saved the Greeks from Persian domination 2500 years ago, but also provided Athens with a monopoly of silver in the Mediterranean world. This bolstered the economic power of Athens and led to the golden age of Greek commerce and culture.

Data collected from payload management systems at a number of surface mining operations show significant variance. Heavily loaded trucks travel slower up ramps than lightly loaded trucks. Faster trucks are slowed by the presence of slower trucks, resulting in 'bunching' and production losses. A stochastic model was constructed to simulate a truck haulage return cycle of 12.5 km at a large open pit gold mine in the USA. For a fleet of 35 trucks, the best estimate of the benefit achieved by a sustained reduction in payload variance of 25 per cent is a throughput increase of 1.6 per cent, within a possible error range of 0.6 to 3.2 per cent. This potential benefit is worthy of further investigation by Continuous Improvement teams at large open pit mines. The model also indicates that, under the right circumstances, provision of an overtaking lane can provide throughput benefits of up to ten per cent, The feasibility of providing unidirectional haulage circuits within large open pit mines should be examined.

It is a well known fact that the best method of rock reinforcement is to avoid physical ground support. This goal can be achieved by means of: - Increasing the rock structural strength - Geological definition and forecasting. - Sequencing the excavation - Smooth blasting In many cases however, extra ground support is needed in order to maintain safe working conditions. In an open pit, the structural strength of rock cannot be increased by lowering the pit walls due to economical reasons. Economy demands steeper walls and less waste to be hauled to the dump. The geological conditions can also often be extremely poor and unpredictable. For excavation sequencing and smooth blasting there are good possi- bilities, such as cleaning of the pit walls after the main excavation, arul- ing of long small diameter straight inclined holes, use of smooth blasting techniques and lightened explosives.

The growth of the mining industry around Australia over the last ten years has seen many open cut mines developed on shallow oxide reserves. Most of these have been gold operations, although there are some copper mines in the list, too. Many of these have exhausted their oxide reserves and have made the transition to underground mining to access their deeper sulphide ores. Other operations have reached or are approaching the point where the decision has to be made to go underground or cease mining. This paper discusses the issues involved in making the transition from surface to underground mining. The aim is not to discuss each of the issues exhaustively. This would take a conference in its own right. Nor is it intended to provide a primer on underground mining. Instead the aim is, firstly, to flag the issues which must be addressed when planning to make the transition from surface to underground mining and, secondly, to identify critical aspects of mine development.

The karst water system in Han-Xing District is charaterised by heterogeneity in karstification and permeability of the limestone aquifer, unsteady flowing of the groundwater along karst runoff zone system, periodic recharge related with the periodic precipitation, and concentrative discharge of the groundwater in the form of karstic spring groups. The basic law is that the quantity of the water is very large during waterflood period and rather small in dry period, which has brought about difficulties and contradictions in mining and water supply. The measure to bring the karst water under control must be based on the principle of comprehensive ways and on the systems engineering method. Macroscopiclly, it is the reasonable countermeasure to retain surface water in the upstream section of the karst water system and to strengthen infiltration in the midstream section and to combine exploitation and utilization of the groundwater with water protection and mine dewatering in the area in which mines are distributed.

This paper deals with a few aspects of town planning and town management which affect human relationships within that town. Its scope is limited to the consideration of towns forming an adjunct to a mining operation, and particularly considers these aspects at the Hamersley Iron Pty. Limited, town of Parabur doo, Western Australia. Planning and standards of a new town and amenities are-discussed and related through living comfort to an effect on human relation- ships. Town administration and the promotion of many forms of social activities are dealt with in detail to illustrate the importance of quickly forming a cohesive community from a large number of newly arriving individuals. The results achieved by the planning and administration at Paraburdoo are highlighted by involving many residents by way of answers to a questionnaire.

North Stradbroke Island is a large sand mass offshore from south east Queensland. Dredging for mineral sands commenced there in 1956 and the rehabilitation discussed in this paper was commenced in 1967. The frontal dunes have a long history of instability, with little vegetation prior to mining. Re-establishment of the naturally stable contours is essential, and their rehab- ilitation is described. Vegetated high dunes present different problems requiring attention to regeneration of the native species. Methods developed over the past eight years are proving successful.,

The accuracy of an ore reserve is only as good as the geologist's understanding of the deposit. The methods that are applied to resource and reserve estimation reflect that understanding. At the Olympic Dam copper-uranium-gold deposit in South Australia, evolution in the understanding of the controls on mineralisation coupled with the changing demands of the project have led to changes in the approach to reserve estimation. The project has moved into a phase where detailed stope mining reserves are now required as distinct from global ore reserves. The complex nature of the mineralisation and the large amount of data demand that all available information be readily accessible in a flexible format. To enable the selective manipulation of geological and assay information and its characterisation, a relational database has been developed. For reserve calculations themselves, initial computations were based on a system derived from that used for the Kambalda nickel orebodies. The Olympic Dam system differed mainly in the use of statistical analyses in the estimation of grade instead of the previous polygonal area of influence weighting method, Three dimensional weighting techniques are now being used for local reserve estimates. Flexible facilities for raw data handling combined with grade estimation techniques which are commensurate with the mine geologist's understanding, produce detailed gridded and contoured ore zone models suitable for reserve calculations and stope designs.

PT Freeport IndonesiaÆs copper/gold operation disposes of approximately 222 000 dry metric tonnes of tailings per day via two thickeners. Reduction of the flocculant dosage rates in each of the tailing thickeners has been achieved with the installation of Clarometers«, modifications to the existing operating DCS control strategy and a change in plant flocculant. This has reduced the flocculant consumption rate in the last twelve months by approximately 20 per cent. It has also highlighted the disparity in the settling rates of the two thickeners. Collaborative efforts between Cytec technical site engineers and Freeport operational personnel have made possible the overall gains achieved in the tailings thickener optimisation.

In Europe there are many regions, where coal or lignite is mined with surface methods. In most of these regions coal/ lignite is mined below groundwater table and mining opera- tions require pumping big volumes of water. Drawdown of groundwater table has influence on surface water and ground- water on adjacent areas. Mine drainage requires purification and its discharge changes flow in existing streams. Some of mine water is used by mining companies themselves, some is used by other industries, some for communal purposes and some for irrigation. However, majority of mine water is dis- charged to rivers without use. The above issues are discus- sed on the background of general, technical and water charac- teristics of such regions in B European countries. The following is a brief summary of the Bulli Colliery and its method of operation when Australian Iron and Steel Ltd. took control.Bulli Colliery is situated about a mile west of the village of Bulli and is some 10 mUes north of the Australian Iron and Steel Company's Steelworks at Port Kembla.The mine is owned by Australian Iron and Steel Limited, who purchased it in 1936 from the liquidators of Bulli Colliery and Coke Works.It is one of the oldest working coal mines in Australia, having been opened about 1858 and has worked more or less continuously since that date.The seam worked is the No. 1, or Bulli, Seam, which outcrops along the escarpment of the Illawarra Range and is generally operated by tunnels, the portal at Bulli being some 440ft. above sea level.The colliery holding is fairly extensive, but the coal seam over a large portion of the area within two miles of the outcrop has been more or less destroyed by an intrusion of basalt.At present there is no coal being worked within a distance of about 21 miles from the surface, the farthest workings being about four miles from the tunnel mouth.The existing main haulage road, for the first two miles from the portal, is not straight; it is very narrow over fairly long stretches and has many changes of grade varying from 3% in favour of the load to 13% against the load.The dumping station and screens are situated close to the portal of the haulage tunnel, and at this point the coal is loaded into railway hopper waggons, which are then hauled by rope to the top of a self-acting incline. The waggons are lowered down the incline, a distance of approximately! mile, the ruling grade being about 18 %.From the bottom of the incline, waggons are hauled by Company's steam locomotive to exchange sidings from whence they are taken by New South Wales Government Railway engine to the Company's Steelworks at Port Kembla.

It is common practice to include microspheres or similar density reducing agents in inherently insensitive water-based commercial explosives to achieve detonative sensitivity in the absence of chemical sensitisation. It has recently become possible to similarly include microspheres in LDAN (low density ammonium nitrate). Further to previous studies and publications to determine the benefits resulting from the use of microsphere enhanced LDAN technology in blasting, additional advantages are described in this document. These include range tests at independent testing facilities (Universal Tech Corporation û USA) which reflect results observed in the field, and support theoretical assumptions made when the products were introduced. Additionally, on-site studies in opencast pits using Heavy-ANFO blends incorporating modified LDAN, show that monetary savings can be realised through significant advantages gained in plant throughput and explosives use.

Since 1980, the Department of Mining Engineering at Kyushu University, in co-operation with the Ikeshima Colliery, Matsushima Coal Mining Co. Ltd., has been conducting a research project into longwall gateroad designs applicable to deep and poor strata conditions. During this period, the economic environment has drastically changed the situation of the domestic coal mining industry. Conventionally, the retreat longwall method, with re-use of gateroad, has been employed as it achieves higher recovery. However, from the view point of production efficiency, this method is not suitable because it requires intensive work in side packing and roadway maintenance. Therefore an interpanel-pillar system, or a two-entry gateroad system, was adopted to identify the factors responsible for excessive vertical closure in longwall gateroads. Field measurements and non-linear finite element analyses were undertaken to confirm the performance of this system. Study results indicate that the stability of the gateroad employing the rib pillar system is comparable to that of the conventional system of re-using Gateroads.

Some only types of bank finance are appropriate for mining development, with conventional fixed rate finance having significant limitations of flexibility. New, innovative and flexible instruments have recently been utilised within project financing packages. A strictly limited number of specialist project finance banks exists, with the necessary specialist personnel able to address project cost-competitiveness, cost and commodity forecasting, joint venture negotiations, and completion and sales undertakings. Different techniques of internal bank appraisal are applied, with the usual equity investment project valuation criteria being seldom useful for loan assessment purposes. Company attention paid to the preparation of a sensitively structured bankable presentation can prove most effective for securing development project finance. Substantial scope is possible for savings of time and money.

A distinguishing feature of tunnels in squeezing rocks is that a large deformation of the surrounding rocks takes place slowly and gradually, often called squeezing phenomenon. It is different from the rocksbursting phenomenon during which the deformation of tunnels occurs instantaneously when the resulting stresses exceed the strength of the surrounding rocks. The squeezing phenomenon has received great attention in the field of rock mechanics and tunnelling recently. The mechanism and various factors related to the large deformation and failure of tunnels in squeezing rocks are discussed in this paper on the basis of field investigations and laboratory model tests. The relationship between the deformation of surrounding rocks and support of the tunnels in squeezing rocks is presented in the form of numerical modelling.
