To operate a mine in California requires compliance with State environmental regulations, including assessment of risks and associated financial assurances for postulated worst case catastrophic event scenarios. Carson Hill Gold Mine, an open pit, heap leach operation, completed new risk assessment catastrophic event analyses in 1988. The risk assessment was performed at the same time that a new leach site (Leach Site 3) was being designed. Leach Site 3 is located about 400 m upslope of New Melones Reservoir, which is a public recreation facility and a source of drinking water. Release of leachate (pregnant solution) or ore containing cyanide and metals from Leach Site 3 into New Melones Reservoir was considered to pose the largest risk of environmental damage.Flow failure of the ore heap, potentially induced as a result of liquefaction of the saturated portion of the ore, and/or overtopping of the leach site containment embankment due to excessive precipitation were found to be the most plausible leachate release scenarios. Yearly combined probabilities of various downstream release volumes were estimated. The release volume corresponding to a yearly probability of 0.05 percent was then used to estimate potential environmental impacts and mitigation costs. The costs include earthwork to restore the geometry of the ore heap and repair the fill slope below the Leach Site 3 containment, and impacts on New Melones Reservoir.

Rehabilitation has been very effective in the short to medium term in providing a cost effective and reliable means of containing the side effects of land disturbance. However, there is still insufficient data to critically evaluate the sucess of rehabilitation in the long term. There is an urgent need to develop objective criteria to monitor the sucess of rehabilitation. The aim of rehabilitation in Australia has traditionally been to return disturbed land to natural vegetation compatible with the surrounding area. This objective has often been accepted instinctively without adequately addressing alternatives.

The Mt Whaleback orebody is in a complex geological regime. A good understanding of geological structure is essential during the design and implementation stages. The amount of information on the rock-mass condition available at the design stage is considerably limited. It is essential to validate the rock-mass properties used in the design during implementation. It is important to achieve integrity of the final pit wall during development and to maintain the integrity until the end of its designed life for safe and economical extraction of ore. The original geological model is updated by way of on-going detailed geological face mapping. Original design is reassessed and is modified based on any significant variations to the previously evaluated geotechnical conditions. Information gathered during design implementation provide tools for effective management of the pit walls. Controlled blasting techniques are employed in the final limits blasting. Presplit blasting is used in most limits blasts. Presplit helps to maintain the integrity of the wall by venting excessive gases from the limits blast. This helps to reduce bedding dilation by gas penetration. Also, it helps to define the design batter for the operators for final batter trimming. Pyritic shale needs special attention during blasting due to its reacting nature. Cablebolting is applied in selective areas to secure small-scale potential instabilities. During the development phase, pit wall monitoring instruments are installed. These instruments are used to monitor the performance of the wall during and after excavation of the slope.

I am honoured and very pleased to have been given the opportunity this evening to say a few words of thanks not only on behalf of all the guests but especially for the delegates and accompanying persons attending the 13th Congress of the Council of Mining and Metallurgical Institutions. Firstly, I would like to congratulate Sir Hamilton Whyte,KCMG for his most interesting address. In his far ranging talk, when he showed knowledge of widely diverse subjects, I had a brief fear that he was going to be talking about the details of support methods in deep level mines, or how to avoid flotation problems in multi-metal mines. Although he did not go that far, he touched on subjects which have arisen this week - long term planning and secure supply of minerals at acceptable prices. The dire predictions of the Club of Rome have been debunked with a far more elastic supply of minerals having been proved. Combined with the importance of a falling birthrate in some parts of the world, this will lead to many changes in the future, when hopefully governments will take the long term view rather than look at the next budget or the next election. Maybe some of them are not too lazy to do this for all of us. However as a fellow Ukranian, I feel that he might have been called something different if he had been in Australia. Sir Hamilton, thank you for your talk. Once upon a time - and this is not a fairy story - there was a cobbler who had two sons; one very bright who became a professor of mathematics; the other, dim, who became a millionaire shoemaker. Asked for the secret of his success, the millionaire attributed it to a vital piece of economics which his father had imparted, "Be content with small margins on a large turnover." "So", said the millionaire, "I make my shoes for $2 a pair and sell them for $5. I am very happy with the three per cent profit."

The proton microprobe is developing into a vital tool in the geosciences, through its high sensitivity for in-situ detection of trace elements in the ppm regime. This paper will describe the instrument at the CSIRO Heavy Ion Analytical Facility at North Ryde, including features crucial to its successful application in the geoscience. Examples of applications in the basic geoscience and mineral industry related research are described briefly. Conditions required for widescale applications in the minerals industry are Discussed.

The Skybolt is a new bolt concept, point anchored with resin in large diameter holes of specific sizes 38 mm and 45 mm. The new design achieves the optimum annular spacing required for mixing the resin anchor components which is essential for optimum resin bonding of the bolt to the surrounding rock. This paper explains the load transfer mechanisms between bolt/resin/rock, unique to this bolt concept. It compares the pull-out test results to those of paddle and expansion shell type bolts, and highlights the versatility of Skybolt over existing, currently used, rock support systems and the benefits mine operators can achieve when using the Skybolt.

In the years prior to the outbreak of war in 1939 Australia's production of copper had declined from a peak of about 80,000 tons in 1911-1915 to approximately 25,000 tons in 1939. This production met the need of the slowly growing national requirement and gave an excess for export. However, with the intensification of the war effort in 1942 due to the imminence of a Japanese invasion of this country, or at least a blockade of the sea lanes, it became necessary to expand production of armaments, and consequently the demand for copper increased beyond the capacity of the industry. Importation of copper to Australia during the period 1940-1944 was 131,000 tons.When exploration of the Mount Isa orebody was first being carried out in 1928, No. ID diamond drill disclosed the presence of some copper ore lying outside the limits of the Black Star orebody2, but it was not until 1941-1942 that the development of No. 7 level in the Black Star orebody enabled the existence of a lode of copper ore of economic grade to be established. At the request of the Commonwealth Government of the day a programme of development for copper production was undertaken whilst lead smelting was continued as before the war.A series of flotation tests on up to 1,500 tons of ore at a time, was undertaken and the concentrate so obtained was stockpiled. These tests were conducted, using one section of the lead mill, and demonstrated that a concentrate grade of 22-23% Cu with a recovery of 80-85% might be expected.These recovery figures were afterwards much improved, and 93-95%was obtained before the close of smelting in 1946.

How to monitor and control the support and surrounding strata system on a longwall face effectively is one of the major research problems in ground control. Based on observations on movements of the support and surrounding strata of face No. 2703 of Dongpang colliery, the relationship between the downtime related to support and surrounding strata and other influential factors is analysed systematically in this paper. Monitoring indices and control measures are then determined by taking corresponding downtime as an objective function. When the monitoring method, developed from the above findings, was used on face No. 2703, the downtime due to support and surrounding strata was remarkably reduced, and the face advanced Normally.

Opinions vary widely within the community on what are legitimate environmental social respon- sibilities. The extreme conservationists see the responsibility as the total preservation of the natural environment achieved by opposition to all forms of industrial development that would disturb it. The `growth-at-any-price men' consider it more important to stimulate economic growth, develop new industries, and maximize profit letting the environment take care of itself: within this wide spectrum of concern are the middle-of- the-road men, part of the vast majority, fully aware of the need to compromise to achieve a satisfactory economic growth rate whilst pre- serving to the greatest extent practicable the con- ditions upon which we depend for a balanced self-perpetuating existence. Environmental change is not new. It is the inevitable accompaniment of human activity. Plato wrote in the 5th Century B.C.* of the devastating changes wrought by man and his animals on the ancient world of the Mediter- ranean. E Deposit is located at BHP BillitonÆs Area C iron ore operations in the central region of the Hamersley Province, Western Australia. It is hosted by the Marra Mamba Iron Formation, the lowermost unit of the Archaean to Lower Proterozoic Hamersley Group. Mineralisation at E Deposit East is contained within the Mount Newman Member of the Marra Mamba Iron Formation and extends into the lower West Angela Member of the overlying Wittenoom Formation. Use of a combination of geological and geophysical techniques has enabled the geological setting of the deposit to be qualified. Interpretation of detailed mine face mapping, downhole geophysics, geochemistry, geological logging and photography has identified D2- related thrust faulting, with substantial south-over-north displacement. Similarly, in-pit mapping at the nearby C Deposit has revealed intense localised D2 deformation, including overturning and thrust faulting. The interpreted structure illustrates that iron ore deposits in the central Hamersley Province can be intensely deformed and require detailed geological investigation utilising technical data from mapping and drilling to enable the creation of robust grade-models for the mining operation.

Delay scatter, although widely recognised, has rarely been studied with the aim of critically reviewing blast designs. With current trends towards increased deck charging, and the effect on the number of separate delays in blast designs, delay scatter is shown to have a rather profound influence on the control of initiation sequence and the ability to successfully con- duct pre-splitting and smooth blasting. Determination of realistic delay scatter distributions is the first step towards application to blast design. Delay scatter must be evaluated in terms of deviation from the nominal time, not in terms of deviation from the batch mean, since the latter is not usually known without specific testing, requiring accurate timing instrumentation. Computer programs using Monte Carlo simulation can then be developed to investigate the probabilities of out-of-sequence initi- ation or near-simultaneous initiation within any specified interval. The procedures have been applied to both production and development blast designs in Australia and Chile to improve initiation sequence control and to rationalise and simplify blast designs.

The South Island of New Zealand comprises a collage of distinct tectonostratigraphic terranes. Some tectonic models predict that these terranes formed on or near the margin of Gondwanaland. However, geologic evidence suggests that some of these terranes may be exotic. Over 400 samples from 30 sites were collected from the Brookstreet terrane within the Takitimu Mountains. The section includes the early Permian Takitimu Group and the late Permian White Hill Intrusive Suite. Over 80% of the rocks show a partial or complete regnetization in the present field due to recent acquistion of VRM. Although some remagnetization of the Takitimu Group occurred during the emplacement of the White Hill Intrusives, both early and late Permian direction have been isolated. These directions indicate a mid-latitude origin for the Brookstreet terrane, and suggest a strong clockwise rotation between early and late Permian time. A published paleomagnetic result from the younger, but related, Murihiku terrane suggests that the Brookstreet terrane was sutured to the margin of Gondwanaland by the late Triassic, or that the Brookstreet and Murihiku are two distinct terranes.

A group of stratabound-stratiform Fe-Ba-Zn-Pb-Ag deposits within the La Minita mining district of Michoacan, southwest Mexico have been investigated. The results of the study show that these deposits were generated around submarine hot-springs issuing in a Cretaceous island-arc environment. The exhalative mineralization, which is both epigenetic and syngenetic in character, was developed above fault-systems which constituted the loci of both volcanism and subsequent hydrothermal systems.Fluid inclusion data suggest two hydrothermal events during ore mineralization, one at 240¦C and the other at 161 to 205¦C, with salinities between 2.1 and 12.8 wt.% NaCl equivalent. Stable isotope data support a marine origin for the ore-fluids, as well as, for carbon and sulfur. Strontium isotope data suggest that Sr in the barites was extracted from the volcanics and limestones by circulating seawater. The ore-depositional environment was one of shallow, sub-tropical marine character, where mineralization was in part geochemically controlled by carbonate reefal facies within the volcanic/pyroclastic suite.

The KSS Lead Plant (Kivcet - SNAMPROGETTI - SAMIM) of Por tovesme, owned by Nuova Samim (the sector-head Company for non ferrous metals and derivatives owned by ENI), has been operating since february 1987. This plant is based on the Soviet Kivcet licence and testwork carried out on the pilot plant of VNIITSVETMET in Ust Kameno gorsk fed by the Nuova Samim's concentrates. The plant is com pletely automatized using the most advanced technologies and it is operated by nineteen people on shift work, including all ancillary units and lead decopperizing-casting. The expected performance of the plant has been confirmed and improves day by day in relation of the operating experience, thanks to the new conceptual design of the furnace. Due to the remarkable flexi bility of the process, the integration of the lead plant with the other plants of the metallurgical complex of Portovesme rro-#4 (Electrolytic Zinc Plant, Sulphuric Acid Plant, Imperial Smel ting) has shown all the economic advantages. The lead content in the ambient air, detected by the monitors, either in the working area and on the ground outside the complex, is widely Pb W" below the stricter new limits recommanded by the E.E.C. (Economic European Community) rules and by the Italian law. The whole process is carried out in equipment completely closed and under suction and it does not require manual operations with exposure to the lead. The production cost is much lower than that performed by the traditional technology. This advantage permits wide margin to consider investment to replace the traditional technology.

The extraction of platinum and rhodium from scrapped honeycomb autocatalyst into hydrochloric acid/aluminum chloride/nitric acid solutions is described. Results are given for the effects of leachant composition, temperature and catalyst pre-reduction using hydrogen. Data are also presented for the recovery, by hydrogen reduction, of platinum and rhodium dissolved in the leach solution. Parameters studied include solution composition and temperature, hydrogen pressure, and platinum seed addition.

Overburden removal, mining and reclamation are now accepted as the basic operational steps involved in the winning of coal by open cut methods. To attain the lowest operational cost, the recontouring and revegetation of spoilpiles must be planned concurrently with the planning of overburden removal and mining. The earthworks associated with reclamation work on spoilpiles often account for 75 - 90 per cent of total reclamation costs. Experience at Callide Mine has shown that the way that spoilpiles are contoured does influence water retention and can reduce erosion from rainfall run-off. However, provided the recontoured slopes meet'Mines Department specifications, the quality of reclamation work is judged not by the quality of the earthworks but by the plant regrowth on the reshaped surface. Thus it is the quality of the revegetation which is of prime importance. For vegetation to be successful, time must be spent on planned research into methods of overcoming plant nutrient deficiencies and selection of suitable grass and tree species. A mine planning system comprises all elements necessary to carry out the full range of mine planning activities from exploration to operations control. The application of computers as part of a mine planning system has great potential for increasing the efficiency and quality of mine planning and reducing its cost. The introduction of computers to mine planning in open cut coal mines has been hindered by the cost of processing the large databases associated with large coal deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/ mini-computers until recently have not had the capacity to store the volume of data or the processing capability required. Recent hardware developments have cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with open cut coal mine planning, incorporating them into a single system using a common database. The MINEMAP System is a hardware and software package tailored specifically for mine planning of open cut coal mines and is an example of such a system.

A reappraisal of the stratigraphy, new regional kinematic analysis and thermobarometric data allow a new interpretation of the metamorphic zoning and tectonic structure of the Upper Eocene high-pressure metamorphic core complex of northern New Caledonia allow a three steps evolution to be proposed : 1) subduction and understacking of previously thinned continental crust elements; 2) subduction blocking due to the crustal thickening; 3) crustal thinning and extensional detachment during the diapir-like uplift and unroofing of the eclogitic core. Steps 2 and 3 may be partly contemporaneous. Such a model accounts for the thermobarometric and radiochronologic data, and also for the weakness of substratum deformation during the emplacement of the ophiolitic nappe.

Electron paramagnetic resonance provides a fast method to characterise quartz. Quartz from veins associated with the Cambrian massive sulphide deposits in the Mt Read Volcanics of western Tasmania and from Devonian reefs associated with gold mineralisa- tion at various localities in Tasmania exhibit specific EPR patterns, different from quartz from common veins. The intensity of the EPR spectra of the quartz can be used as a statistical guide to gold mineralisation at Beaconsfield.
