is placed in a waste rock dump, which is usually later reshaped to be erosionally stable, initiate and sustain vegetation and ultimately integrate with the surrounding undisturbed landscape. However, it is unclear how this exhumed material will weather and evolve for most sites. Also, there is a lack of data on the weathering of post-mining materials. If weathering is better understood, then there is the potential to improve rehabilitation outcomes. To improve predictions of the evolution of soil properties and weathering-limited erosion, estimating the rate at which fine, transportable material is produced from the weathering of larger, non-transportable particles and the resultant fragment size distribution and how that distribution evolves over time is necessary. This study examines the weathering process for four different coalmine waste rock materials for a Bowen Basin, Queensland site. Materials obtained from various areas of the coalmine were subjected to cyclic wetting and drying and heating and cooling. Particle size distribution and other material properties were explored after each experimental cycle to ascertain how the material changes during the experimental cycles. The particle size distribution data of wet and dry cycles were used as input data in a numerical weathering model to explore the dynamics of the weathering process for each material sample. A Monte Carlo framework was employed to assess the geometry of the weathering products, weathering rate and the number of daughter particles produced within a weathering cycle. Then the SSSPAM Landscape Evolution Model was used to evaluate the influence of weathering on erosion and landscape evolution of a post mining landform. SSSPAM simulations with: (i) active weathering and (ii) without weathering were run for each material. The erosion rate and the overall landform structure were then compared between weathering and non-weathering simulations.

The in-situ retorting of shallow oil shale deposits is an attractive alternative to the material handling problems of conventional open pit mining techniques, which involve removing overburden, fragmenting and transporting the shale to a fixed retort, and finally disposing of the hot spent shale.For in-situ retorting to be successful, the oil shale has to be fractured and the fragmented rock expanded into a void, to allow controlled propagation of a flame front through the in-situ retort. The principles of cratering with explosives have been used to develop a process for the in-situ fracturing of a thin oil shale deposit overlain by a formation of porous rock. The overlying porous rock formation is first compressed by explosive charges to create voids in the porous rock. The oil shale is then fragmented and pushed in to the voids with separate explosive charges. This paper discusses methods of creating voids in porous rocks with minimal surface disturbance, and then methods of obtaining the most uniform fragmentation of the shale. The whole process can be completed, in practice, in one blast. The results of an experimental blast are presented, and possible modifications are then discussed.

Pbo activities have been measured in conventional blast furnace and direct smelting type slags at 1200¦C. Much higher activity coefficients than previously measured have been obtained and attributed to interactions between iron and lead oxides. The behaviour of PbO in the two types of slag reflects their relative silica contents. Simple equations derived from mathematical modelling work are presented for the prediction of Pbo activities in complex industrial slags.

All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. This paper is intended to continue the subject in the light of recent work, from where it was left at the conclusion of the discussion on the excellent paper by the late Mr. Noel Haszard. The position then obtaining is briefly summarised below:-The points which received general agreement at that time were:-'(1) That the gold occurs, probably in an elemental form, in a state of very fine division in the pyrite.(2) That the aim in roasting of Kalgoorlie flotation concentrates should be to obtain the maximum porosity possible. The gold tellurides were amenable to treatment with either a' solution of high lime and cyanide strength combined with fine grinding, or bybromocyanidation without re-grinding.(3) That a low roasting temperature is essential during the elimination of the first atom of sulphur, if the final calcine is to give a good extraction by cyanidation.(4) Even with the best temperature conditions of roasting then determined, and after a period of cyanidation of the calcines until no further extraction was obtainable, the lowest calcine residues obtainable were equivalent to approximately 1·8 dwts. per long ton, based on an original concentrate of pure pyrite.There was some division of opinion at the time as to whether the temperature of the later stages of roasting was significant, and also as to the reason why the initial roasting temperatures had so marked an effect.

Mining projects draw together stakeholders with various degrees of experience in managing and assessing financial risk. When this risk is not fully appreciated or quantified, the potential for making decisions not suited to investor requirements is significantly increased. A feasibility study provides key information on project development potential, requiring detailed technical investigations with thorough financial analysis. Centaur Mining and Exploration (CME) owned and operated Cawse Nickel Operations (CNO), one of three Australian projects to develop and process vast amounts of near surface nickel resources. A technical ædue-diligenceÆ and æbankable feasibility studyÆ confirmed the large resource base, newly applied yet tested technology and relatively low unit costs would produce nickel in the lower half of industry operating costs. A number of production variables including capital requirements, delayed start-up, nickel grade, processing, maintenance and product output were outside the feasibility estimate. This was combined with exchange rate fluctuations and lower Ni prices. The inability to generate adequate cash flow and service debt repayments ultimately led to receivership and liquidation of all assets. Following the sale of CentaurÆs gold and nickel divisions, $A 784 million remained outstanding to creditors. This paper aims to define key issues leading to CNOÆs collapse by reviewing feasibility parameters, valuation methodology and project development. Some methods of assessing project viability are discussed with the aim of increasing stakeholder risk awareness.

Efficient performance of pulp lifters to discharge ground rock is critical to the effective performance of SAG and AG mills. The paper covers developments in the design of pulp lifters and associated grates, of both conventional straight-radial and curved types, and of the inner discharge cone. Issues covered include the discharge performance of both the slurry and rock components of the discharge, reverse flow back into the mill through open grates and backflow down the pulp lifters of material that fails to discharge from the mill. The design experience is interpreted in the light of developments in particle flow modelling of the flow of charge in pulp lifters.

Felspar occurs in association with quartz in the Broken Hill lode pegmatites and is brilliant green, greenish white, and white in colour. The pegmatites occur mainly in the walls in sporadic patches, parallel to the general dip of the ore deposit. The occurrences are of no economic value.Deposits of marketable felspar occur in pegmatite in a number of localities around Broken Hill, New South Wales.The majority of these are in the form of an irregular outcrop, usually of tapering length and depth. The maximum depth of any deposit yet worked in the district is about 40 ft. The felspar is occasionally contaminated by "blows" of quartz, mica and beryl, but the two latter are profitably marketable when separated.Felspars vary in colour from pink, through grey to snow white, and the colour is not indicative of the mineral content. The largest deposit at present being worked is the Egebeck quarry, about 14 miles south of Cockburn. It is a prominent outcrop, roughly circular and about 150 ft. in diameter, covered by one to three feet of overburden.The felspar is mainly massive, but contains some cleavage planes at approximately 90°. Intrusions of quartz and mica occur in patches, but the deposit appears likely to improve in size, regularity and quality below the present working floor.COMMERCIAL USES.Commercial felspars are mainly used in the ceramic industry, for which a high-grade potash felspar is required.The dental industry requires limited amounts of soda felspar with a very low Fe20s content. The End of the Line for Roadway Development By Michael Kelly, CSIRO Exploration & Mining Michael Kelly highlighted that roadway development performance remains one of the threats to expansion of Australia underground coal exports to the growing Asian market. In a recent industry study, automation was highlighted as one of seven strategies for roadway development improvement. Growing Asian markets The expansion of the Asian coal market is a long term driver for expansion of the underground coal industry in Australia - if significant productivity improvements are made. Imports of steaming coal by Asian APEC members are predicted to rise by from 150 MT to 190 MT. Australia is one of the few countries which has a potential capacity larger than predicted internal needs. Predictions are for exports of black steaming coal from Australia to increase from 50.3 MT in 1992 to 106.3 MT in 2010. To meet this prediction, an investment of $10.7 billion (in 1992 dollars) will have to be made in mining and transport facilities. This is equivalent to the opening of a major new mine each year until 2010. Many of these mines will be underground operations. However, much of Australia's capacity to respond to increased Asian demand will depend on its ability to develop underground technologies and improve productivity. The inability to make sustained improvements in roadway development rates has to date been one of the main reasons why new underground projects have failed to deliver the expected returns.

A Train Performance Calculator (TPC) is an essential tool in railway operations, as a means of acquiring quickly a precise measure of the performance of the system. Traditionally the TPC was used in the form of program for a large computer. By employing an efficient integration algorithm and tailoring the program to suit the computer system it is shown that it is possible to devise a TPC for a mini computer. The resulting low running costs and flexibility of operation makes this a useful design tool. This TPC was developed to study problems associated with a single track railway operation. It was applied specifically to study the railway operated by the Mt. Newman Mining Co. Limited in the Pilbara region of W.A. to transport iron ore from the mine to the port. The TPC was used to calculate the effects of changes to locomotive power, to train size, to the track and to the amount of traffic. Its accuracy was checked by comparing its performance with that of the actual trains.

The typical management systems used to address the issue of operating risk centre around technologies that identify, analyse and evaluate the risk factors. These logical systems such as HAZOPs, Fault Tree Analyses, etc rely heavily on technical considerations and process flow analysis. However, several research projects, across industries and countries have clearly shown that up to 80 per cent `operating risk' is determined by the actions of workers, supervisors and managers. Yet, most of the focus of risk management is on technical and procedural issues. This suggests that a significant imbalance exists in our management systems and that industries are unlikely to show significant improvement on current levels of safety performance. Effective risk management must include the intangible element of the organisation psychology towards risk. A practical and theoretically sound approach had been researched and developed in and for the mining industry. This paper describes the approach and methodologies applied at the Cosmo Howley Gold Mine in the Northern Territory, where an inclusive approach to managing financial and operating risk was followed. The Cosmo Howley Mine showed a dramatic reduction in lost time injuries and improvements in financial indices - providing conclusive evidence of the link between management effectiveness, safety and productivity. This `triangle' has often been the subject of speculation and theory. It is demonstrated in this paper how the management team of Cosmo Howley focused their practices and systems on the improvement of organisational dynamics, ensured tangible and clear focus on parameters of costs and safety and how the improvement process was managed. It is concluded that the improvement process did not require a `major re-engineering' of the organisation. The organisation culture changes that occurred were incremental, planned and effective. It entailed the implementation of sound risk management methodologies, and ensured that a significant emphasis was placed on an aspect that is defined as `organisational dynamics'.

This paper presents a summary of tools and methods used for geotechnical assessments and monitoring systems at block caving mines. A critical review of these tools is given based on the authorÆs experience in block caving operations. The reviewed tools include cavability prediction, fragmentation evaluation, geotechnical monitoring systems, numerical stress analysis and others. Some of these tools have been developed under certain circumstances in particular mines and experience shows that their applications under different geological and mining conditions have often been difficult. Examples from block cave mines are also utilised in this paper to illustrate the importance of the further development of these tools, whilst possible improvements on these tools are also suggested.

This address is set deliberately in the broadest possible terms. A review of the place of mining in Australian life today will serve to point up the changes that we can see in the life of people in the industry. Some of the influences on the future welfare of mining people bear also on the progress of this Institute, now approaching its 90th year. As mining becomes more and more dependent on higher technology and therefore, on the higher skills of the people in the industry, the role of The Institute, I suggest, becomes more and more significant.With investment per employee in mining generally continuing to rise, our ability to handle problems of manpower and human relations becomes a matter of greater importance.Questions that flow from these general thoughts form the substance of what I have to say.

Macroscopic and microscopic studies of the outburst-prone Gemini Coal (Bowen Basin) showed that outbursts were associated with a localized inertinite-rich ply. Previous studies of the Gemini Coal had shown a general relationship between desorption rate, regarded as a good measure of outburst proneness, and inertinite content of coal samples.Desorption rates increased with increasing inertinite content and were highest for inertodetrinite-rich samples. These results suggest that inertinite content and composition play a significant role in outbursting and may be useful in identifying outburst-prone coals, which could be confirmed by desorption measurements.Consequently outburst-prone areas in the Upper Permian coal measures ofthe Sydney, Gunnedah and Bowen Basins have been defined using a combination ofthe parameters, inertinite content, depth ofcover and coal rank. In the Upper Permian, inertinite-rich coals are confined mainly to the top of the coal measures, except in the Sydney and Gunnedah Basins where an inertinite-rich interval (Bayswater Coal and correlatives) is also present towards the base of these measures. Only a small area ofthe central Sydney Basin, butmuch ofthe north-eastern and north-central part of the exposed Bowen Basin is considered outburst prone on the basis of these parameters.The most outburst-prone inertodetrinite-rich lithologies have a patchy and unpredictable distribution in the top of the Upper Permian coal measures. They can be defined only by sampling and petrographic analysis at the subsection level.

Good mining is central to any approach to value tracking. Good mining occurs where the ore is correctly delineated, measured and fed to the mill. This process is usually referred to as grade control, ore control or quality control. There are now ways to measure the efficiency of this process, such as by using conditional simulation, and a brief synopsis is presented. Resource estimation is the foundation of ore reserve estimation, which should enable useful prediction of the expected metal to be recovered from mining and milling. Significant improvements have resulted from applying new techniques such as the Chain of Mining (CoM) method, which models the mining process. Again, a brief synopsis is presented. Tracking value from the mine through the mill implies a linear sequence of processes that can be modelled. Reality is more complex and there are error components, feedback loops and breaks in the Chain of Value. Modelling the total production process in a number of operations is considered, including the various impacts on producing reconciliations. Procedures are also discussed for handling a number of difficult issues such as: different data supports, stockpiling strategies, blending from multiple ore sources, blast movement and underground ore extraction.

New Zealand Steel Limited is nearing completion of the environmental reporting and planning procedures for its proposed fivefold expansion to steelmaking at Glenbrook, and supporting mining operations at Waikato North Head. A report on the proposal to transport concentrate from the mining operations to Glenbrook has also been prepared and is awaiting release. This paper draws from these events, and by discussing some of the problems encountered, gives some guidelines for the preparation of an Environmental Impact Report.

A geostatistical study is made of the drilling results available one stage prior to the present for a tabular deposit. The results show that the blocks required by the mining engineers could have been assessed by the earlier drilling grid with an accuracy significantly better than that obtained by applying conventional methods at the present stage.

A combination of flotation and smelting technologies is proposed as a cost-effective means to maximise the revenue of base metal operations. The proposed treatment route breaks the grade - recovery nexus associated with the treatment of ores exhibiting difficult mineralogy in conventional plants. Aspects of the two technologies are reviewed and typical capital and operating costs presented. A significant improvement in revenue is demonstrated in a worked example, where a copper-lead-zinc operation is examined in terms of the conventional and proposed treatment options. For the selected ore, the net smelter return per tonne of mill feed improved 57 per cent, from US$89.70 to US$141.10 with the proposed treatment option. This represents an additional US$51.4 million in annual revenue. Metallurgical operating costs increased by US$20.12 per tonne of mill feed for an incremental capital requirement of US$30.3 million for an existing operation.

The manganese ore of Groote Eylandt is a shallow sedimentary deposit of Cretaceous age. There are a number of deposits which vary greatly in ore texture, density, percentage of matrix and thickness. The thickness in the present five operating quarries varies from 1-5 metres. The mine output in 1973 was 3 million tonnes of which 60% was blasted, the remainder ripped and bulldozed. The shallow deposit and its varying thickness create rather unique blasting problems which must be overcome in order to produce a minimum overall mining cost but not necessarily resulting in a minimum drilling and blasting cost per tonne. Future planning envisages the introduction of site mixed slurry explosives following test work and the application of a twin boom single operator rotary percussion drill. The paper outlines the overall developments,present and envisaged practices and the reasons for these changes.
