A 1991 survey of 48 mining companies, employing more than 24 000 employees, showed that disabling injury and disease rates continue to be the most common measurements of safety management effectivness in the Australian mining industry.Of the companies surveyed, 22 claimed to be making regular safety audits. Of these only two listed the improvement of audit scores among their goals for 1991.Influenced by loss control management thinking, some managers have expanded the scope of their safety programs to include all accidental operational losses adversely affecting mine profitability.Learning from their new experience with total quality management some managers are now recognising that successful safety management outcomes depend on the effective management of program inputs. They are thus turning away from measurements of accident consequences - the failures of the management system - to measurements of management control.The new focus of safety management attention is now on corrective actions before accidents happen.

One of the responsibilities of the Melbourne and Metropolitan Board of Works is to provide a sewerage system for the metropolis of Melbourne which now contains over 2.5 million people. In providing this sewerage system it was necessary for the Board to embark on a large tunnelling programme some 20 years ago. As a result of this extensive tunnel construction programme, tunnel boring machines and shaft sinking methods have been developed to cope with the soft ground and soft to medium rock found in the southern and eastern areas of Melbourne where the majority of the recent tunnelling has been carried out. While in the last few years radical changes in construction methods have not been made, development has continued and improvements have been made, which have enabled the Board to extend the limits of the ground conditions in which it can efficiently construct shafts and also tunnels with boring Machines.

Coal mining in the Pittsburgh coal seam, in the eastern United States, began in the late-1700s. Since that time numerous mining technologies have been used throughout the basin. Environmental concerns, particularly mine discharge quality, have only been considered since the early-1970s. During the last 20 years, many of the larger underground mines have closed and are now either flooding or already flooded. In order to understand the consequences and potential future effects of this flooding, mine mapping of the basin has been compiled utilising a geographic information system (GIS) with an emphasis on locating barrier pillars between mines. Mine flooding has been monitored at numerous sites utilising pressure transducers and data loggers. These data have been combined with historical data from mining companies and structure contour maps to yield chronological flooding maps of the basin from 1980 to present. Utilising these maps and the indicated flooding rates, future discharge locations have been identified along with estimates of when these discharges are likely to occur. Related work has identified barrier pillar hydraulic conductivities and vertical infiltration rates as a function of overburden thickness. All of this information has been integrated into a groundwater flow model that simulates mine flooding. This model is useful in defining mine to mine interactions as the various mines fill with water, and the testing of various flooding scenarios. The model will be used in evaluating mine discharge rates and evaluating the options for regional mine drainage treatment.

Toppling failure of a jointed rock slope was studied by using the distinct lattice spring model (DLSM). Compared with the classical discrete element model, the DLSM has the advantages of free calibration of micro-mechanical parameters and easy to represent discontinuities, and is more computationally efficient. In this work, the DLSM was used to investigate the toppling failure of jointed rock slopes. The numerical simulation was verified against experimental data from a centrifuge model test on a jointed rock slope. Both the horizontal deformations and failure pattern observed in the centrifuge test were reasonably reproduced using the DLSM. Then, the mechanism of the flexural toppling failure was studied numerically by using a parameter analysis. The experience gained in the development of an Operator Guidance System (OGS) for on-line process control and fault diagnosis in a commercial scale sintering process will be discussed in this paper. The OGS development started with the specification of feasible control and support tasks, eg ratio control scheme, mass balance calculations. Next, minimum requirements for fault diagnosis and process control were defined and the adequacy of existing instrumentation was assessed. The OGS knowledge base consists of both quantitative and qualitative diagnosis methods. Quantitative models based on fundamental engineering principle are used first and any gaps in such quantitative knowledge are then filled with heuristic rules. The diagnostic rules for the knowledge base was developed based on the knowledge acquired from experienced operators and operations engineers and validated with plant data. A real time reasoning program was written using C language and data base software. The OGS has a human-computer interface which is the primary means of interaction between the OGS and process operator. The OGS development has been successful in assisting operators in decision-making in their routine tasks. Further enhancement to the existing system is currently underway.

Life inside the mining family was regulated by the mine. The whistle shrieked the change of shift to the Cornish, Welsh and German miners digging the alien soil for copper at Burra in the 1840s and the deep quartz gold mines at Bendigo in the 1880s.During the golden years of alluvial mining in the 1850s, and later out on the frontier fields of Kalgoorlie and Jarrahdale in Western Australia, the lure of the mine dominated family life. How could it do anything else? The canvas tent, bark hut or weatherboard cottage in which the mining family lived close by the mine facilitated prompt access. The working man of the family attended to the demands of the mine first, and those of his family afterward. Who then organized and nurtured the mining family? The role of the mining wife was multi-fold. She played the traditional roles of home-maker and comforter, raising her children, tending her house and vegetable garden and supporting those friends and acquaintances who had lost children to disease, or menfolk to the mine. Epidemics of measles, the whooping cough or influenza carried away children in infancy or at too young an age. The death of a husband through accident or disease (pthisis was a likely killer) forced upon the mining wife another role, that of provider. When Elizabeth Vigus' husband died in a Bendigo mine accident in March 1880 Elizabeth set up a grocery business to support her young children.' But in other cases the mining wife supplemented the family earnings by part time work, not in the mines for the Mines Act legislation of 1842 forbade the working of women underground, but in auxilfiary occupations which were in demand.2 Ann Mitchell, a herbalist ,found plenty of work in the goldfield towns of Daylesford and Maldon in the 1860s and 1870s.3 So too did Susan Rule and her daughter Catherine who conducted a sewing and millinery establishment in Beechworth in the 1870s.4 The making of the family's clothes was another task of the mining wife and mother.Until the wonderful invention of the sewing machine, this was a tedious and time-consuming task. James Slater Edmonson bought his wife a Wertheim for the sum of 12 pounds in June 1886, just before leaving her and his chil- dren in the Adelaide suburb of Goodwood whilst he went alone to the goldfields of the West. In October of that year he wrote to Louise telling her how he missed the childrens' wondering "whether Slater wore my old shirt now. I always think of him as he sat on my knee at breakfast in that old shirt; and how pleasant it would be if I could rock both of them and sing as I used to do".5

The Olympic Dam Mine is a large, mechanised, underground operation currently producing 2.2 million tonnes-per-year of copper/uranium/gold ore. The mine is accessed via one shaft and one service decline. An additional 13 raise bored ventilation shafts have been completed to-date.Ventilation requirements are stringent in order to provide adequate dilution and removal of diesel fumes, radon gas/daughters and heat generated from both engines and wall rock.Due to the nature of the orebodies, the mine workings will continue to expand laterally necessitating the addition of at least one major surface raise every year.

Although efforts towards producing a `total quality rockfill product' have allowed cemented rockfill costs to be reduced considerably, there is still tremendous potential for further cost reductions. Cemented rockfill costs range from approximately $7 to $12 (US) per tonne of fill placed. Approximately 50 per cent of the rockfill costs are associated with cement costs. A large portion of the remaining 50 per cent is associated with labour and materials handling costs. Several Canadian underground mines utilise haulage trucks and/or conventional belt conveyors to distribute the rockfill. However, due to the restrictive nature of the underground environment, these current materials handling systems have limitations (ie spillage from trucks, dust from conveyors). The Sicon conveyor system (developed in Sweden) has considerable potential for replacing these current methods. The Sicon conveyor utilises a revolutionary approach - the conveyor belt is folded over upon itself (forming a tear drop shape) so that the transported material is completely encased within the belt. The Sicon conveyor's ability to negotiate very tight comers (without transfer points) makes the conveyor very appealing for underground mining applications. An analysis comparing the pros and cons associated with the Sicon conveyor system versus conventional materials handling systems will be presented in this paper.

The increasing use of continuous miners in the extraction of high coal seams has amplified the need for enhanced ventilation systems in the headings. Owing to larger face dimensions and higher production rates, more ventilating air is required to effectively dilute liberated methane to acceptable concentrations. However, the increased air quantities raise and entrain greater amounts of dust, to which the operator is subjected. Various methods (eg sprayfans, on-board scrubbers and jet fans) are used in various configurations and combinations to ventilate the headings. These arrangements generally result in a complex air flow pattern, which complicates achieving an optimum balance between diluting methane and minimising dust capture. In order to cost effectively investigate and propose solutions to this problem for the South African coal mining industry, the Division of Mining Technology has embarked on an extensive work program to evaluate various ventilation methods presently in use. Four currently generic ventilation patterns in various heading scenarios have been simulated using the Computational Fluid Dynamics (CFD) computer program. Evaluating these outputs against a predetermined set of criteria allows the best system for a particular situation to be chosen. The program also facilitates fine-tuning of an adopted system without incurring the cost and inconvenience of doing such tests in situ. This process not only provides solutions at significantly reduced costs, but also yields deeper insights into the factors affecting heading ventilation than hitherto possible.

SIROSMELT is a successful new pyrometallurgi- cal furnace system using a top-entry lance which can be submerged in both slag and matte. The lance is of simple construction, and is cooled by process air. Pilot plant work commenced in the CSIRO Division of Chemical Engineering in 1972 using a 50 kg batch reactor. This paper traces the development of the technology through various slag cleaning and smelting processes up to a scale of 5 tonnes per hour continuous feed. Strong co- operation between CSIRO and the Australian smelting industry has contributed greatly to the success of SIROSMELT.

Techniques for flotation optimisation were investigated at Cobar [lines Pty:Ltd., in anticipation of the proposed installation of a computer and on-stream analysis. Successful laboratory and pilot plant tests for flotation performance optimisation using the Simplex Evolutionary Operation Technique (Simplex) lead to a full scale plant test using this method. The index developed for" Simplex response evaluation of flotation performance was based on metallurgical and economic criteria. This index was further modified to minimise the effect of head grade fluctuations. The test program was carried out on one of two parallel copper flotation circuits to allow comparison with normal "manual" operating control, and was conducted for thirty eight shifts. Results from the test section operating under Simplex direction were superior to those obtained using normal "manual" operating techniques and demonstrated the use of the Simplex Evolutionary Operation Technique as a method of reducing reagent consumption in flotation but, at the same time, maintaining satisfactory metallurgical performance. Experience in the use of the technique indicated the need for modifications to the rules of Simplex operations. Modifications were proposed, tested and appeared satisfactory.

In the last 15 years, it has become increasingly popular to win gold and silver from carbon strip solutions with electrolytic æsludgeÆ cells. The precious metal sludges produced in the cells are washed to the cell bottom and pumped into filters. Most new operations are specifying sludging cells, and many older operations are being retrofitted with up-to-date electrolytic sludge cells and filters. The new sludging cells are generally more energy efficient than older cells, but more importantly, the cell operations to remove product are much less labour intensive, cleaner, and the operator need not have physical contact with the electrolytically produced metal. A case study of a major North American gold producer (50 000 kg/yr) that removed old style stainless steel wool cathode cells and installed new sludging cells and sludge filters is presented. The effect of various impurities is discussed.

Movements in the mineral trade cycle are almost invariably out of phase with the gradua- tion rate of mining engineers, metallurgists and geologists. This commonly leads to situations where graduates are scarce in "boom" periods and in free supply when the trade cycle is depressed. This problem reflects the difference in elasticity and flexibility between the educational and industrial environments. In the educational system the decision that brings students to graduation is made three to five years prior to the event. This is quite a lengthy period of time in terms of mineral trade cycles. By contrast, the mineral industry has far more elasticity in responding to short term fluctuations in mineral trade. The authors do not believe that the mis- match between the availability of skilled personnel and the manpower requirements of industry in the short term is intractable. Much is to be gained by more realistic and rational manpower forecasting combined with greater flexibility in the educational realm.

One of the major causes of accidents and loss of production in underground mines is falls of ground.As mines go deeper, higher stresses are encountered and strain energy stored in the rocks is more likely to be released dynamically. This results in bumping in the rock mass around a stope or development face. Such noises and increasingly difficult ground conditions are obviously a warning of more serious problems ahead. The activity is collectively referred to as rock bursting.In Australia the mining of metalliferous deposits is taking place at increasing depths at Mt Isa, Broken Hill and the Eastern Goldfields and ground control problems with rock bursts has already been experienced at all three sites.

For many years it was realised that the methods used for unloading concentrates at Port Pirie were inefficient and labour intensive, therefore, when a decision was reached to standardise the east-west rail link from Sydney to Perth, the opportunity was taken to consider entirely new schemes for the handling of concentrates at Broken Hill and Port Pirie. After considerable testing and investigation, it was decided to install a completely new concentrates handling plant incorporating a tippler at Port Pirieòto replace the previous long established methods of unloading and dis- tributing concentrates to the operating plant.and the shipping berths. To achieve this, wagons of concentrates from the various mines are marshalled in a set order at Broken Hill and conveyed to Port Pirie in 56-wagon trains. On arrival at Port Pirie, the wagons are checked and moved to a position where they come under the control of the automatic wagon marshalling equipment.

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

It is important to understand skarn-porphyry transitions in order to use exposed skarns to look for associated and potentially larger porphyries. For such purposes, a good start is to understand the transition between porphyry and skarn in known deposits. In this contribution, we report the transition at Antamina, Peru, where skarns occur in and around a Miocene complex comprised of more than seven porphyritic intrusions. There are three types of skarn-porphyry relationships. The earliest intrusive phase, P1A, contains both endoskarn and porphyry-style quartz veins with secondary biotite halos. The porphyry quartz veins and endoskarns formed at the same time. Locally, the intrusion contains only endoskarn without porphyry quartz veins and is surrounded by exoskarns in carbonate wall rocks. In the third scenario, later porphyry (P2) intruding into P1A porphyry and skarns related to P1A contains abundant granular quartz veins and secondary biotite alteration but does not have significant endoskarn. The granular quartz veins also extend into earlier P1A skarns. The scarcity of endoskarn associated with P2 is related to the supply of Ca. The earliest P1A intrusion intruded into carbonates that supplied abundant Ca, therefore both endoskarns and exoskarns formed. In contrast, where the wall rocks of the later P2 intrusion are P1A or skarn related to P1A, there was little free Ca, therefore only porphyry-style quartz veins formed.CITATION:Chang, Z, Mrozek, S A, Meinert, L D and Windle, S, 2015. This paper summarises the results of a study carried out for the Sustainable Minerals Institute, University of Queensland, aimed at identifying the major water-related issues facing the minerals industry internationally and the research required to support the development of practicable solutions. An overview is given of the sources and uses of the worldÆs water resources and of the regional and global sustainability of water supply and management. Agriculture is the worldÆs major user of water; it wastes more water than the minerals industry uses. Water reform and its potential impact on the minerals industry are discussed with particular reference to Australia and South Africa. The sources, uses and management of water on mine and processing sites are outlined. Particular attention is paid to the importance of groundwater as a source of often saline water that can be used in mineral processing and for other purposes. Aquifer storage and recovery has the potential to help conserve water resources. Generally, the major uses of water on mining and processing sites are for mineral processing and refining and for the associated tailings disposal. Water consumption for these purposes may be reduced by recycling process water, using saline water, paying close attention to water management, thickening tailings and using techniques such as dry stacking and paste. A change in the minerals processing paradigm in respect of water use could come through research into new, improved and less costly dry processing techniques. The treatment of mine and processing water will be required increasingly before water is reused, stored, discharged or sold, and before sites are decommissioned. Research and development are required to reduce costs and develop new treatment methods. Mine closure and decommissioning raise a number of long-term water issues requiring continuing generic and site-specific research and development.
