Changes to water industry practice are required as a consequence of the Council of Australian Governments water reform agenda which binds all states and territories to a range of measures intended to drive new efficiency, sustainability, higher value use and proper provision for environmental needs. Queensland is implementing its reforms program through its water resource planning process, a legislatively underpinned program that provides for a new level of social, economic and environmental security. A water resource plan for the Fitzroy Basin has been finalised and its implementation plan, which details infrastructure operational arrangements for the basin, is due to be released later this year. The mining industry is a major contributor to the economy of the Basin, and although a comparatively minor water consumer, is now aligning its water use practices with the stateÆs maturing integrated resource management paradigm. This new culture presents both challenges and opportunities. Water reform in the Fitzroy basin is well advanced. The processes and institutional arrangements that have been developed are of significant importance to the aspirations of current and future minerals development. This paper outlines the current status of those reforms and the likely institutional framework for the near future. The paper also discusses how the reforms impact on the availability, access and security of water available to mining interests.

Copper entering a lead ,smelter in concentrate or from other sources is recoVered as matte and speiss which contain appreciable quantities of lead. The matte and speiss are usually sold to copper smelters to recover the copper content and also any gold and silver in these products, but the value of the lead is largely lost. Some copper plants pay for portion of the lead content, but regarded as a means of recovering lead it is more costly and less efficient than if the lead were recovered at the lead smelter.Because of the value of this lead loss, the metallurgy of copper recovery has assumed greater importance in recent years owing to the rise on the price of lead.Two processes are in use today to produce matte and speiss, namely the iron matte process and the soda matte process developed by the American Smelting and Refining Co. 1 in D.S.A. The latter process is characterised by a higher copper to lead ratio than the older iron matting process.The following analyses are typical of matte and speiss produced at Broken Hill Associated Smelters, by both processes, although the soda matte process is still in a developmental stage and experience indicates that matte and speiss of lower lead tenor can be produced under favourable conditions.

Geological modelling is a crucial preparatory stage to most facets of the mine planning of an orebody. The process of modelling involves skilled geological interpretation. Recent innovations in computer software and graphics hardware provide many tools which can be used to dramatically improve on manual methods of interpreting orebody data. Geological interpretation can be carried out quickly to produce accurate block models for many orebody attributes, such as grades, and these models can be easily updated locally as exploration and mine development data become available. The speed of the modelling process coupled with the mass storage capabilities of the computer now allows geologists to optimise the geological model or carry more than one model through to the mine planning phase.

Minor magnetic anomalies which may be un represented on a magnetic contour map can be extracted from the original survey data and plotted by the described method to provide a rapid interpretation of the magnetic survey, provided that the data has been recorded digi- tally on magnetic tape. Geochemical assessment of mine waste materials prior to commencement of a proposed mining operation is a fundamental component of mine feasibility studies and the regulatory approvals process. Static and kinetic geochemical test methodologies are widely used to predict the geochemical nature of mine waste materials and to develop strategies for managing potentially æhostileÆ materials. These data can also be integrated with data from other fundamental studies such as hydrogeology to predict specific environmental outcomes and potential impacts at mine closure and post-closure.A case study is presented for a proposed open pit gold mine in Mongolia, which illustrates how geochemical, hydrogeological and groundwater quality data can be used as part of a geochemical modelling process to predict the final pit lake water quality over time. A series of static and kinetic test geochemical test programs were completed and acquired data integrated with hydrogeological and groundwater quality data provided by the proponent. A widely used geochemical modelling program (PHREEQC) was used to develop the geochemical model and predict water chemistry in the pit void after mine closure. Sensitivity analyses were completed to explore the effects on the model output of groundwater to leachate water ratio, pit wall rock type and climate.Modelling has indicated that pit void water should be pH circum-neutral at mine closure and should remain within Mongolian and World Bank water quality guideline limits under the modelled simulation most likely to occur in the field. Final void water salinity is expected to increase eight fold over 14 years after end of mine life due to a continuous flux of salts (particularly sulfate salts) into the pit lake whilst the pit lake volume will remain relatively constant due to evaporation and a slow recharge rate. Dissolved metal and sulfate salt concentrations in pit water are also predicted to increase over time and could be moderately elevated compared to applied water quality guideline values. Some of the metal concentrations, however, may be lower as these would be expected to precipitate at circum-neutral pH and greater. Recommended additional assessment work on the project when mining commences includes determining the magnitude of adsorption and co-precipitation of metals occurring in the pit void water/sludge system.CITATION:Robertson, A, Rait, R and Swane, I, 2013. Paragenetic, fluid inclusion, stable isotope, and 87Sr/86Sr and 143Nd/144Nd isotope studies of the Mt Carbine tungsten deposit in North Queensland provide information on the sources of the mineralising components and record the history of fluid-rock interaction during the hydrothermal process. The ore minerals , wolframite and scheelite , are contained in quartz veins which post-date the major deformations in the Siluro-Devonian Hodgkinson Formation . Mineralisation was immediately preceded by the emplacement of the Mossman Batholith (280 ¦ 7 Ma). Two major stages of mineralisation are present and separated by a brittle fracturing episode . The stable isotope and Sr and Nd isotope data suggest that the ore fluids during stage I and most of stage II mineralisation were a mixture of magmatic water and non-magmatic water (connate or metamorphic) which had experienced a long residence time and had extensively exchanged with the sediments at high temperature. Subsequent mineralisation events were dominated by fluids of meteoric derivation with a short residence time. The data imply that other solutes, such as W, were probably derived in minor part from local country rock sources with the major contribution coming from a magmatic source related to the granite batholith.

The Australian Mineral Industries Research Association, set up by the mineral industry in 1959, acts as a research and development broker and manager for the industry. In 1984/85 it contracted out just over $3 million of projects. Its structure and method of operation is described and highlights of some of the successful projects are given. The complex process of developing new proposals is described. This involves the establishment of effective communication networks within the industry and between the industry and research personnel working outside it. The advantages of the industry tackling some of its problems on a jointly sponsored basis are listed. Possible avenues for future development by the Association are given.

Mineralisation adjacent to Herberton occurs within three main subcentres. The Her- berton Hill subcentre is characterised by the association of Sn,W the Herberton Dividing Range South subcentre by Sn, and the Herberton Dividing Range North by Cu, As. The relation- ships between the subcentres are discussed in terms of metal distribution, production, deposit types, wall rock alteration and re- lationships with granitoid intrusives. The temporal and three dimensional spatial re- lationships between the centres are uncertain.

Cable bolts are being used more extensively by the mining industry for many different rock reinforcement applications. The configuration of these bolts has evolved over the last 20 years to meet the immediate needs of industry at the particular time. Most improvements to date have focussed on increasing the mechanical performance with little attention given to issues such as ease of handling, matching response to that of the rock mass or corrosion protection. Ultrastrand has been designed and being developed with this broad perspective in mind so that it will satisfy the ground reinforcement needs of today's and tomorrow's mining industry.Laboratory tests on Ultrastrand prototypes have confirmed that mechanical performance is superior or equivalent to Standard and Birdcage Strand respectively. Preliminary discussions have been held with an installation equipment manufacturer with a view to conducting a trial at a mine site by early-1992.

The dilution of blasted ore with cemented backfill materials has been recognised as a significant factor influencing the economics of some underground metalliferous mining operations. Several mechanisms have been identified as possible causes of fill failures. The purpose of this study was to determine the possibility of damage as the result of one mechanism, that of production blasting adjacent to bodies of cemented hydraulic fill (CHF). A vibration amplitude transfer function has been developed to model the transmission of blast vibrations from the source, through ore, across the ore to CHF interface and into the CHF mass. The model may be applied in the near field. The model has permitted estimation of vibration amplitude at a point in a CHF mass, to which damage criteria may be applied. A number of assumptions and simplifications have been made to render the problem relatively tractable. Ore and CHF material characteristics recorded by a number of authors were utilised to formulate preliminary damage estimations. A simple application of the amplitude transfer model indicated that a zone of plastically deformed CHF would be produced, and would extend to a distance of approximately 0.5 metres from the interface into the CHF. A sensitivity analysis was also conducted, that indicated that the zone of plastic deformation would be more extensive given appropriate conditions. Recommendations for further model development and future laboratory and field investigations have been made.

Based primarily on information derived from concurrent research by the author (in form of a Catalogue of Real-time Instrumentation and Monitoring Techniques for Tailings Dams), challenges and opportunities when transitioning to a real-time monitoring system are discussed. Learnings and key considerations between different monitoring approaches are explored, including themes of limitations and advantages that were observed consistently through global supplier feedback.

The original leases making up today's North Kalgurli Mines were developed by independent companies on an ad hoc basis. The major disadvantage which now arises is the varying levels of mining horizons. From Kalgurli Shaft in the south, through main Shaft and to Croesus Shaft in the north, there are three separate sets of levels. work has commenced to link the three areas with either common levels or new development which will facilitate common access and haulage via Main Shaft.Generally, the workings at North Kalgurli were established at the turn of the century. The introduction of techniques and equipment to bring the mine into the 20th Century has been difficult and slow. The general size of openings, a widespread workforce and complex ore distribution often make innovation and change more than a challenge.

This paper describes the application of the Total Productive Management (TPM) technique as a performance improvement initiative for a coal mining operation. It discusses the objectives of TPM, with the driver for improved production performance being the Overall Equipment Effectiveness (OEE) of the equipment or process, and with the development of "ownership" as the behavioral approach to equipment management and continuous improvement through cross-functional and area-based teams. It illustrates the concept of equipment management as defects management.The scope for application of TPM to the coal mining industry is immense. The harshness of the operating environment can be a major generator of equipment defects, and a current paradigm in the industry accepts these defects as an unavoidable outcome defining maintenance costs in this environment. However recent benchmarking studies have highlighted that maintenance costs per operating hour in some mining operations are more than double the vendor's estimate of "best practice". The paper refers to these studies which also compare maintenance costs of fixed and mobile plant and equipment to "best practice" outcomes in comparable process industries.

Although there are sound principles used in the world recognised methods of gas emission prediction, results based on these methods applied to several Australian longwall extractions have yielded unacceptably high discrepancies. With the development of mining in new seams and at higher rates of extraction, the need has grown for a methodical approach to predicting gas emission levels specifically for local Australian mining conditions. Such an approach is developed from results of recorded emission readings during longwall mining at Appin and Pacific Collieries over the past 6 years.

The kinetics of the interfacial reaction of H2O on liquid silica-saturated iron silicates has been studied by means of measurement of the HDO-H2 isotope exchange reaction. The apparent first order rate constant, ka, was found to be inversely proportional to the H20/H2 ratio, consistent with two electron (melt to adsorbed/dissociating molecule) transfer mechanism and can be given by the expression In ka = -1.97 x 104/T + 1.57 - ln(pH2O/pH2), where the units for ka are mol cm -2 s-1 atm 1. The results of the current study are shown to be consistent with the indirect measurements of earlier work.

The current methodology for delineating and subsequently evaluating coal reserves is based on the use of vertical drill holes and surface based geophysics/geology. These techniques have three major problems, these being respectively:-a) Vertical drill holes can only provide a small sample of the coal seam and stratigraphy. Therefore the planar variation in coal reserve and environment parameters can only be approximated.b) Although surface based geophysics has had its fair share of success in recent years, there are still environments which have masked the finding of major structures.c) Access to drill sites is difficult at some locations due to mountaineous terrain, standing water and environmental impact.

In resource definition and mine development, major capital expenditures are committed on the basis of sparse information and even in production surprises such as bad ground are not uncommon. Drill holes constitute the principal source of information about the orebody and its environment and optimisation of drilling implies maximising the yield of useful information per dollar expended. Geophysical borehole logging provides new flexibility for optimising the drilling budget. Economic benefits can flow from geophysical logging at all stages of the mining cycle. The most commonly cited benefit is substitution of diamond delineation drilling with cheaper percussion or reverse circulation drilling in cases where geophysical logs can substitute for core. This approach can deliver an attractive direct saving in drilling costs (and time) if drill meterage is unchanged, or a potentially greater indirect benefit from better ore control if more holes are drilled within the original drilling budget. More ore contact intercepts per dollar can translate into lower dilution and enhanced ore recovery, thereby increasing revenue as well as reducing mining costs. Substitution of diamond drilling with percussion drilling is not always feasible. However, geophysical logging of diamond holes is often highly advantageous in its own right, both for geotechnical characterisation as well as ore delineation. Operational advantages of logging include data objectivity, speed of interpretation and reduced core handling and analysis costs. Geophysical logging assists mining engineers by providing a continuous measure of in situ rock strength, even over intervals with poor core recovery. The additional expense of geophysical logging in blast holes can be justified in terms of more accurate ore boundary delineation and rock strength evaluation. Precise ore boundary delineation permits refinement of charge placement, to minimise dilution and maximise recovery. Detailed knowledge of rock strength can enable optimisation of blast design. Rock strength can be evaluated in real-time via analysis of drill performance data recorded with measurement-while-drilling (MWD) technology. To successfully apply geophysical logging in mines, its technical, operational and economic viability must all be established. This entails verification of the existence of appropriate physical property contrasts, investigation of the best way to integrate the geophysical results with the mining method and an objective assessment of the value of the resulting mine performance benefit. Geophysical logging is already well established in many mining operations. The greatest impediments to its wider utilisation at mines are: lack of appreciation of geophysics by most mine geologists, engineers and managers; limited interpretational aids; and the necessity to re-enter completed drill holes. In this paper we endeavour to address these issues by informing mine geologists about potential applications of geophysics, by illustrating automated interpretation of geophysical logs and by highlighting the importance of emerging MWD and logging- while-drilling (LWD) technology.

Perhaps no aspect of the investigation of an ore-deposit is of greater importance to the mining geologist and engineer than a consideration of its geological structure. A thorough understanding of the type, size, shape, and arrangement of any ore-body is essential to the proper conduct of exploratory, developmental, and mining, operations. Significant as these remarks are' in relationship to ore-deposits in general, they become of paramount moment when a complex structure such as the Broken Hill Lode is in question. In this connection the use of the term "lode" as applied to the Broken Hill ore-bodies may terid to confusion of ideas among those not familiar with the field or with the literature pertaining thereto, by reason of the fact that it is generally understood that a "lode" is characterised by simple, tabular form, regular outline, defined walls, and persistent attitude. A viscosity model has been developed for both completely liquid and heterogeneous, partly crystallised slags in the Al2O3-CaO-æFeOÆ-SiO2 system in equilibrium with metallic iron. The Urbain formalism has been modified to describe the viscosities of the liquid slag phase over the complete range of compositions and a wide range of temperatures. The Roscoe equation has been used to describe the effect of presence of solid suspension (slurry effect) on the viscosity. The parameters of the viscosity model were optimised to describe large experimental data set in the low-order subsystems, as well as in the multi-component system. The computer package FACT was used for prediction of the proportion of solids and the composition of the remaining liquid phase. The model provides a good description of the experimental data (over four thousand experimental points) in liquid phase, and liquid + solid mixtures, over the complete range of compositions and a wide range of temperatures. This model can now be used for viscosity predictions in industrial slag systems. An example of the application of the new model to slag cleaning and reduction smelting processes is given in this paper.
