"Since the adoption of open-door policy 30 years ago, rapid economic growth has resulted in serious resource depletion and environmental destruction, especially in mining areas. As an urgent response to this situation, the central government and the Ministry of Land and Resources (MLR) have adjusted policies with concrete and realistic actions for halting this trend of non-sustainable mining activities in China. æGreen Mine CampaignÆ is one of the actions implemented. In 2010, MLR announced the æGreen Mine CampaignÆ, in which existing and new mines will be evaluated against the æGreen Mine Construction StandardsÆ and certified as æGreen MineÆ if complying with these standards. The standards cover five key aspects: the considerations of science-supported resource exploitation efficient resource utilisation standardised management environmental friendliness harmonious community relationship.Every year, MLR reviews ægreen minesÆ from all provinces. Thirty seven mines, including coal, metal, non-metal, gold, chemical industry and building materials mines, passed the review and were certified as green mines in 2010. In 2011, 187 out of 194 mines that participated in the review were certified as ægreen minesÆ. Over the past three decades, mining operations have seen a significant increase in the use of contractors for mining, camp management and catering, recruitment, maintenance, power management, and commissioning. More recently contractors have been engaged for stores and logistics, OH&S, environmental, exploration, training etc. In some countries, such as South Africa, the trend is towards total outsourcing of all aspects of a mining operation which is coordinated by the owners’ management team.During the Global Financial Crisis (GFC) more Australian companies considered and/or took on this approach to recruiting for both projects and operations as mining companies were forced to rethink their corporate strategies as commodity prices plummeted to low levels, pushing operations and projects into potentially financially unviable territory.This paper discusses the labour recruitment, commissioning and operating strategy of Western Areas NL (WSA), with the assistance of Independent Metallurgical Operations Pty Ltd (IMO), as it progressed construction, commissioning and operation of the Cosmic Boy nickel concentrator at the Forrestania Nickel Project during and post GFC. The use of IMO contractors allowed Western Areas to mitigate labour cost risk during the uncertainty caused by the GFC and let their management team focus on the task of bringing a new operation into viable and profitable production.

Digital computer based control systems are used to implement control and monitoring over most unit operations in Mount Isa Mines Limited lead-zinc concentrator and copper concentrator. Implementation has been gradually devel- oped and expanded since the first process computer installation in 1969. Operations currently using high level control logic include crushing, grinding, on-stream analysis of flotation products, flotation reagent additions, and tailings thickening. Details of gains in metallurgical efficiency for each system are considered.

During the 1998/99 Asian crisis Solid Energy's export revenues collapsed from over US$70M to under US$40M. Simultaneously, domestic market uncertainty led to decreases in volumes and prices. A major new underground mine was not technically viable, and was closed, and several other mines were marginal. Less than two years later, Solid Energy and its JV partner closed a second new underground mine. The company was in financial crisis, and reported an $86M loss for 1998/99. After refinancing with stringent workout conditions it still had minimal returns due to low prices, unaffordable transportation costs and huge unrealised FX losses as the NZ dollar fell 40 per cent in value. The obvious scenario was to æcash upÆ û complete extraction at remaining mines, sell off any viable parts of the business, pay off debt and wind the company down.In 2002 Solid Energy has completed its recovery. Although margins remain slim and volatile in both export and domestic markets, it is achieving record volumes and revenues. It has paid off its shareholder loan, has minimal remaining FX losses, and cashflow is allowing further mine and infrastructure development. The key to the turnaround has been implementation of rigorous planning, analysis and decision-making in all aspects of the business. The company has a comprehensive, rolling 20-year plan used annually to update rolling five year and annual business plans. Solid Energy augments strong line management operations with rigorous standards and processes for mine planning and development, operational decision-making, and functional support. Detailed, quantitative risk analysis is used in all aspects of the business and allows comprehensive integration of opportunity and risk management across all activities in the company.Coal mining is widely perceived as an æold-economyÆ industry. But, like other successful æold economyÆ companies, the information systems and management processes used by Solid Energy are as leading edge as any in the high-tech sector. They are the key to managing to add and sustain maximum value for a company that has access to coal resources sufficient for hundreds of years.

Fluorine is a penalty element due to its reactive nature. In acidic environments many fluorine minerals dissolve to form hydrofluoric acid (HF), changing processing conditions. When smelted HF can be released, causing negative effects to nearby people and the environment, as well as potentially damaging the smelter. Sale of ore with high fluorine levels elicit a financial penalty or are banned outright. Real-time sensors create the opportunity for instantaneous decisions on ore processing due to changing conditions. A fluorine sensor would allow rises in fluorine concentration in a processing stream to be flagged, and decisions on processing conditions or diversion to stockpile before processing could be undertaken. As fluorine is a light element, it is difficult to detect with in-field XRF devices and does not work well with PGNAA. There are currently no existing sensors to quantify the presence of fluorine in real-time, and thus decisions based on fluorine grade cannot be made at minute- or even hour-scales. Sensors designed to measure the presence of minerals that contain fluorine are a possible avenue to enable the real-time detection of this element. Mineral-based sensing may also give an added advantage of additional information about how the fluorine will react under different processing steps. The authors were given a grant under CRC ORE II (project number P1–005) to search for mineralspecific signatures suitable for real-time analysis. The work focused on novel regimes and applications of fluorescence as a means to detect specific minerals. The aim was to exploit fluorescence responses unique to minerals of interest in mining systems in order to produce sensors that address gaps in existing capability. After the successful discovery of signatures specific to two major fluorine minerals an additional grant (P1–014) was funded to develop the research into a prototype on-belt sensor, in partnership with Scantech International Pty Ltd. This paper details the development of a sensor package through multiple Technology Readiness Levels (TRLs) through collaboration with government/industry grant schemes, academics from university, and a sensor-focused Mining Equipment and Technology Services (METS) company. We give a brief description of the new sensor technique and provide a case study of multi-disciplinary collaboration.

Depletion of shallow ore reserves is forcing the South African gold mining industry to exploit reefs at ever-increasing depths. By 2010 around 30 per cent of South African gold production probably will come from depths greater than 3 km (Johnson and Schweitzer, 1996). At such depths, virgin stresses will rise significantly, producing complex rock engineering problems (Malan and Basson, 1998). Concern over structural instability at depth has led planners to seek a technology capable of ædetection of geological structures with a displacement of 2 m or greater (or as appropriate to the mining technique) 200 m ahead of mining at an acceptable costÆ. Borehole radar probably is such a technology. Cover holes are drilled routinely ahead of development. The evaluation of its candidacy for a tactical role in ultra-deep gold mining dependsùamong other thingsùupon establishing the electromagnetic characteristics of the environment hosting significant gold reefs. The Ventersdorp Contact Reef (VCR) is one such reef. Recent borehole radar field trials, presented here, suggest that the VCRÆs overburden is a remarkably translucent, clutter-free dielectric with a Q of ~35 and that the VCR itself is the dominant radar reflector.

Mass Blasts are generally required at the completion of longhole stoping cycles to maximise the recovery of ore from a specific orebody. During the course of mining, the practice is to leave pillars of ore to support the opening left by extracted ore and to mitigate stresses from working areas of the stope. These pillars usually contain ore that has been included in the resource evaluation and is highly valuable to the mining operation. Due to their stressed nature, the removal of pillars by conventional blasting techniques, through small blasts, can result in pillars being reduced beyond their critical size and ultimately failing, rendering the ore unrecoverable. The AurionGold Kanowna Belle Gold Mine operates a Mine to Mill philosophy. This philosopy requires the fine tuning of blasting to provide the best possibe ore feed at the highest grade for mill productivity. This means that ore to the mill must be well fragmented from blasting that provides high extraction rates from draw points, with minimal dilution from overbreak or fall off, and sized to maximise SAG mill throughput. The AT04 Mass Blast contained significant ore reserves which were required to meet gold production targets. KBGB needed the AT04 Mass Blast to perform as well as if not better than conventional stope blasts to maintain mill production. This paper describes the circumstances, planning philosophy, techniques, including the use of Electronic Initiation Systems and Bulk Emulsion Explosives, and results that provided a highly successful outcome.

The coal seam gas (CSG) industry is expanding rapidly in the Surat and Bowen basins. CSG production involves pumping water from the coal seams to release the gas adsorbed to coal particles. The reduction in water pressure in the coal seams will cause some reductions in water pressure in overlying and underlying aquifers because there will always be some interconnectivity between the formations. The Surat Basin is a sub-basin of the Great Artesian Basin, which contains aquifers of high economic, environmental and cultural value. The Condamine Alluvium is also an important water resource, which overlies parts of the eastern margin of the Surat Basin.Under the Queensland (Qld) regulatory framework, an area of intensive CSG development involving multiple CSG operators can be declared to be a cumulative management area. For such areas the Office of Groundwater Impact Assessment develops assessments of future impacts on aquifer water pressures and develops and manages arrangements. The results are published in underground water impact reports.The Surat underground water impact report (QWC, 2012) was approved in December 2012. Seismic systems are a tool for the monitoring and forecasting the rock mass response to excavation. Common issues encountered at mine site audits and reviews are: how to design an effective seismic system, implementation of the design, interpretation of seismic source results and understanding the reliability of the seismic source. These issues are often a function of several items including: • Experience of site personnel in undertaking seismic system design. • Personnel not envisioning multiple phases of system expansion to understand system robustness issues. • System design/expansion occurring in response to damaging seismic activity rather than planned expansion of a system • The mine access development is often localised in comparison to the total orebody being mined hence, planning sensors in longholes in advance of development rather than in short holes close to development will improve the three-dimensional aspect of the network. • Limited site processing of the seismic event data, hence engineers do not see the uncertainty associated with event location, size, source and system layout. Mine site users require a framework to appreciate the challenges and limitations in locating large events. For example, event locations are given as precise measurements (to the nearest centimetre) whereas the volume of deformation resulting in the event often has dimensions of tens of metres or more (as defined by the source radius). A stronger awareness of the uncertainty of rock mass yield within large seismic sources will assist site users in the interpretation of rock mass damage. The encountered design and implementation errors are reviewed and discussed with a practical set of rules presented to provide a robust seismic system that provides consistent results and increases the user’s understanding of uncertainty in source location and size. The authors’ experience across multiple mine sites, seismic systems and damaging seismic events over a 30 year period has been summarised into practical rules for site personnel of all experience levels.

In 1983, open cut coal mining operations were suspended at the Tent Mountain coalmine, located in Alberta, Canada in an area called Crowsnest Pass. Montem Resources (‘Montem’), an Australian mining company, purchased the asset in 2016. They conducted several drilling campaigns and undertook environmental monitoring with the intent to restart operations. In 2020, Montem completed a Definitive Feasibility Study, which indicated a mine life of more than 14 years.

Solvent extraction of cobalt from an ammoniacal ammonium sulphate medium was carried out using Di(2-Ethyl Hexyl) phosphoric acid in kerosene as diluent. The effect of ammonium chloride and ammonium sulphate on the extraction efficiency was studied. The extracted species in the ammonium chloride and sulphate systems were CoAz2HA.NH4CI and CoA3.HA.2(NH4)2SO4, respectively. Ammonia scrubbing and cobalt stripping studies were carried out from loaded and ammonia free organic Respectively.

Improved process control can be achieved through the accurate and reliable on-line measurement of critical process parameters in real time. Over the past few decades on-line analysis techniques have been developed and applied in the mineral and energy industries for the measurement of process stream composition, mineralogy, particle size and flow rates. This has led to increased throughput and product quality while reducing processing costs and minimising emissions. The support of a sustainable mineral processing industry will require the further development of on-line analysis and control technologies. The application of developments in instrumentation combined with improved control strategies will lead to improvements in process efficiency resulting in large economic benefits to the industry, reduced energy usage and lower process emissions. There is a clear convergence of interests in being able to better measure and control minerals processing in terms of the triple bottom line of economic, social and environmental impacts. Technology is increasingly becoming available enabling measurement across the entire spectrum of minerals processing from mining to hydrometallurgy and pyrometallurgy. CSIRO is developing a range of these new technologies. A number of these developments are discussed in the present paper, namely: on-line particle size analysis and acoustic emission methods to enhance the control and optimisation of grinding circuits; on-line mineralogy of dry powders and slurries; on-line bulk elemental analysers for application on conveyor belts and in smelters; and the development of new sensing technologies for sorting base metal ores.

Converter slag assaying 3.7 per cent Cu is produced by Mount Isa copper smelter at a rate of up to 180 000 tonnes per annum.Priority is given to the processing of ore, however concentrator capacity periodically exceeds that of the mine and the opportunity is taken to treat converter slag. It is processed in batch campaigns, typically through the Copper Concentrator, but the Hilton Concentrator has also been used. Slag and ore are kept as separate as possible, since each has an adverse effect on the flotation performance of the other.

The mainline running tunnels for Legacy Way comprise two tunnel boring machine (TBM) driven tunnels. Both TBM drives commenced at the Launch Portal adjacent the Mt Coot-tha Road. Excessive surface settlement arising from tunnelling would have had a significant impact to the road infrastructure. The geological structure above the tunnel springline is a mixture of fill, residual soil and weak rock. Given the combination of low ground cover and weak ground materials, along with the use of an open face TBM, an oversize pipe umbrella system has been installed above the tunnels. This pipe umbrella system is similar to that commonly adopted in conventional mined excavation support in soft ground except that the steel pipes are substantially larger in geometry and filled with concrete. It is acknowledged that similar systems with oversize pipe umbrella have been adopted elsewhere in the world in other projects. These systems often comprise of a full arch formed by conjoining oversize steel pipes (in contact only). By aligning the pipes in contact, the arching behaviour of the steel pipe would have been enhanced. However, this poses a degree of construction difficulty due to excavation and installation method of the pipes. The Legacy Way pipe umbrella system only consists of a partial arch at the tunnel crown and each pipe is spaced approximately 1200 mm apart with 900 mm diameter pipe, leaving a gap of approximately 300 mm between pipes. A reinforced concrete portal block was used to support the exposed ends of the pipes.This paper reviews the design analysis, the recorded deflections from the pipe umbrellas and surface monitoring during TBM launch and revisits the analysis using the newly available RS3 program, from Rocscience for 3D analysis of geotechnical structures.CITATION:Norbert, M and O’Connor, D, 2014. Blasting is the most commonly used excavation technique in mining and civil engineering applications. Blasting induces strong ground motions and fracturing of rock mass in rock excavations. Particularly, high ground motions may also induce some instability problems of rock mass and structures nearby. Furthermore, it may cause some environmental problems due to noise as well as vibrations of structures near the populated areas. Furthermore, flyrocks is another major issue for the safety of people and damage to machinery and equipments when blasting is employed. In this study, the authors explore the ways how to estimate the ground motions as a function of distance, amount of explosive, number of holes. The ground motions were measured by stand-alone accelerometers developed by the first author and some empirical relations are developed. The effect of ground motions on the instability issues of benches such as sliding, toppling and rockfalls were investigated. Furthermore, the flyrock issue is investigated and some empirical relations to estimate the maximum distance of flyrocks from the blasting relations are compared and discussed. Spotted Quoll is a massive sulfide nickel deposit located in the Forrestania greenstone belt in the Archaean Yilgarn block in Western Australia. Discovered in October 2007, mining has progressed from open pit to underground and currently uses longhole open stoping with paste fill as the primary stoping method. Immediately prior to 2019, the Mineral Resource estimate (MRE) was defined by a single grade domain of nickel greater than or equal to 0.8 per cent, irrespective of the host lithology, a legacy of the original ore wireframe being built using explicit methods. While a number of obvious structural offsets were honoured in this nickel grade domain, only one modelled fault was used to undertake domaining of arsenic. From 2019 onwards, implicit modelling in Leapfrog Geo™ was used to construct a mine-scale geological model, which triggered the definition of a high-grade core of massive/matrix nickel sulfides surrounded by a low-grade halo of stringer/disseminated nickel sulfides in the surrounding rock. As part of the evolution of the geological model and with the aid of Seequent Central™ to allow collaboration between site-based mine geologists, Perth-based resource geologists and Melbourne-based consultants, a detailed review of the structural mapping was carried out as additional information from underground development became available. This allowed numerous faults and shears to be identified – particularly in the lower half of the mine. These were used to define further structural domains and to refine the understanding of the nickel and arsenic grade distributions in the mineralised envelope. The increased definition to the domains provided by the geological model resulted in a significant improvement in the accuracy of the Mineral Resource estimate, as measured by reconciliation using voids of the mined stopes determined from the cavity monitoring survey (CMS).

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

The Australian Mining Industry Council (A.M.I.C.) was established in 1967 as a body to co-ordinate the interests of the mining industry on a nation-wide basis. Its member- ship now embraces the great majority of mining groups in Australia. One of A.M.I.C.'s major continuing functions since its formation has been to work with Governments towards the enactment of more effective and efficient mining legislation. Yet, over the period, the,overall position, if anything has deteriorated. The main reason for this was that because of the rapid succession of what appeared to be quite separate problems during the period there was never sufficient time for Govern- ments to take stock of a situation before it would be changed by a new set of circumstances. By early 1973, the Council was certain that most of the various questions raised were really part of the one overall land use problem and its work in this area thus took a new emphasis from that time. In discussing the Council's involvement with Australian mining legislation over the last six years, the paper helps to clarify the present situation. It then explains a land management system which the Council believes could pro- vide the basis for the type of enlighened

The Kunwarara magnesite deposit is the largest known magnesite (MgCO3) deposit in Australia. It is located under black soil plains to the north of Rockhampton in Queensland. The deposit consists of magnesite nodules set in a fine-grained sandstone, siltstone and mudstone matrix. The magnesite is derived from weathering of serpentinite in adjacent hills and transport of magnesium in solution to a Tertiary/Quaternary river system. The magnesium has come out of solution in the active river system, and combined with atmospheric and biogenic CO2 to form magnesite nodules. The magnesite can be very pure with certain varieties up to 98 per cent MgO (LOI free). The deposit has been mined since 1991 and processed into magnesia (MgO) which is sold into refractory, agricultural and other markets. The geologist is an integral part of the small mine technical team. The role of the geologist includes characterisation of the ore through drilling and bulk sampling, supervision of geological aspects of mining and assistance in the optimisation of ore processing.

This paper summarises the research, development and initial application of a sensing platform that has the potential to monitor subsurface deformations, pore pressure and other variables simultaneously to gain a better understanding of rock mass behaviour. The platform is based on Networked Smart Markers (NSMs) devices, which, with their ability for wireless communication between individual sensors and the possibility of real-time data acquisition and processing, will assist in the development of predictive tools to better assess rock mass behaviour.A good opportunity to implement this technology is in the specific application of transitioning from an open pit mine to an underground caving operation. One of the key elements to maintaining the mining business during such a transition is having a good understanding of the unique geotechnical conditions of mutual influence created during the open pit to underground interaction. The knowledge acquisition will require the implementation of a robust platform for geotechnical monitoring, which could be enhanced by incorporating the NSMs. The integration of sensors within the NSMs would enable the collection of additional data about rock mass behaviour (ie caving propagation and crown pillar fracturing), which could be used to improve the management of mining operations and, specifically, allow the development of reliable predictive tools based on the data collected.CITATION:Widzyk-Capehart, E, Hölck Teuber, C, Fredes, O, Rivero, V, Sanchez, E, Pedemonte, I, Gonzalez, N and Steffen, S, 2016.
