FIRST TOWN PLANNING PROPOSALS Initially, accommodation at the minesite was provided at the Pastoral Homestead situated some seven kilometres north-east of the mine and between 1963 and 1966 was the base of the exploration camp. Tents were used for sleeping of 100 men and the Homestead used for dining and office facilities. With the beginning of ore production and shipment due to commence in 1969 a permanent town location was sought. Early town planning studies had been commissioned by Amax Inc. and Colonial Sugar Refining Co. Ltd. and in 1967 The Broken Hill Proprietary Company Ltd. took over the responsibility for putting them into effect. The location chosen was about four kilometres due east of the mine. Certain dominant factors influenced this choice. It was near enough to the mine to share services, yet far enough away not to be affected by dust and noise and received the additional shelter of a range of hills separating it from the mine. A predominant slope to the east provided good drainage and the ground was easy to excavate for services.

NQ Minerals PLC, through Hellyer Gold Mines Pty Ltd, plans to reprocess the contents of the Hellyer tailings dam to produce lead/silver concentrate, zinc concentrate and pyrite concentrate (containing Au and Ag). This paper discusses the project development, mineralogy, metallurgy and chemistry of processing Hellyer tailings and the associated environmental benefits. The Hellyer and Fossey orebodies were volcanic hosted polymetallic massive sulphide deposits located within the Mount Read volcanic arc of western Tasmania. Mineralisation was hosted in massive sulphide (pyrite) and comprised predominantly of sphalerite, with lesser galena, chalcopyrite and arsenopyrite. The Hellyer orebody was mineralogically complex (fine grained) and was treated through differential flotation with initially modest recoveries. Fossey ore processing characteristics were similar to those of Que River ore and simpler than Hellyer but treatment still resulted in significant grades in flotation tailings. Narrow vein mining, as most types of mining, faces important geotechnical challenges. The specificity of geotechnical challenges in narrow vein mines stems from the nature of the deposits, which are often inclined, discordant and found within fractured rock or faults or in shear zones within country rock. This complicates the construction of representative geomechanical models and limits the applicability of several engineering design tools. Furthermore, in certain cases, the severity of encountered geotechnical problems is considerably greater in narrow vein than in wider orebodies. This paper provides an overview of geotechnical and other challenges in narrow vein mines with a focus on how these are currently addressed. Of particular concern is the use of manual labour working close to the mining face where there is greater exposure to geomechanical hazards. This review concludes with a particular emphasis on understanding the limitations of commonly used engineering tools and techniques to address geotechnical problems in narrow vein mines.CITATION:Hadjigeorgiou, J, 2012. Most aspects of process design are best addressed via bench scale or pilot plant scale test work. However, as experience is gained, fundamental or indicative data can provide more than adequate information to manage the risk associated with some process aspects of concentrator design.Historical precedence exists where minimal design test work has resulted in successful projects. On many occasions benchmarking, sometimes supported by fundamental data such as mineralogy, has been used to successfully develop effective process plant outcomes. Of course, this style of approach is most common with æfast trackÆ projects and often comes with the usual surprises that result from inadequate geometallurgy to define the project cash flow.This paper explores the risks and opportunities associated with the various facets of process development and design for a base metals concentrator. Benchmarking, comparing an operation or process with the industry standard, is known to be a useful method for identifying plant optimisation opportunities, and in many cases providing the pathway to realise the benefits. The difficulty is generating the database of plant data necessary for a benchmarking exercise. Larger companies can benchmark internally; this option is not available to smaller companies, and the full value can only be realised with a comprehensive “industry wide” approach.The Gold Technology Group at Curtin University through the AMIRA P420 series of projects has undertaken several comprehensive metallurgical industry surveys in the gold industry over the last two decades. Analysis of these surveys has demonstrated areas where many operations can benefit from re-assessment of their operating practices.This paper will review the work undertaken by the Group in this area, in particular the 1999 surveys of gold companies in the Australasian region, and the 2012 international survey of the industry. The challenges of, and opportunities arising from these surveys will be discussed. BHP Billiton Iron Ore is one of the world’s premier suppliers of iron ore. It currently has operations in Western Australia and Brazil and also has some iron ore interests in West Africa.BHP Billiton’s Optimisation R&D team has developed a proprietary mine planning optimisation tool that uses a mixed integer linear programming (MILP). This tool is called Blasor and it is used to rapidly evaluate the resource development potential (RDP) scenarios for the company’s business development strategy. In addition it generates life of asset (LOA) mine plans for the company’s operations and growth projects. The Blasor optimiser maximises the discounted operating cash fl ow (DCF) as the objective function, subject to mining, processing and transportation capacity constraints and blended product quality constraints. The paper will outline how Blasor has been applied to the resource development potential (RDP) strategy scenario studies, growth project evaluations and LOA mine planning within BHP Billiton Iron Ore.The practical application of Blasor to resource planning optimisation within BHP Billiton Iron Ore has demonstrated the value of such a tool for optimising strategic directions through the evaluation of a number of carefully proposed scenarios and maximisation of operational decisions, such as cut-off grade, open pit development sequence, etc. Particularly for the company’s business development direction studies, Blasor plays the role of a fair valuation tool in that it discovers the most valuable resource development scenario, thus establishing a sound basis for comparing the economic merits of each scenario.

Conditional simulation (CS) has been extensively used in metal industry to assess uncertainty of geo metallurgical variables to build robust distributions around grade tonnages across different time horizons. Coal’s entry to nonlinear stochastic modelling is relatively new and this paper summarises the work done at BHP to enable its practical usage from production time frames to Life of Asset planning. CS in coal using Sequential Gaussian Simulation (SGS) is used to understand resource confidence around specific variables within pre-defined boundaries of spatially continuous domains for each coal seam. The variation between simulations for a given parameter reflects uncertainty. This paper demonstrates the use of CS to profile resource based upon agreed seam/parameter uncertainty thresholds which affect planning, forecasting, extraction and inform identification of key production risks and defining mitigation strategies. The end goal is to de-risk long-term plans by optimising infill data collection and improve stability in short-term planning through increased understanding of confidences locally rather than at global resource definition stages. The paper also briefly discusses the use of automated workflows and systems to minimise the time spent on the process to enable use in decision-making.

The fire safety design for road tunnels includes the following aspects: active systems, passive provisions and operational procedures. The active systems include the smoke control system, fire suppression system, detection system and fire fighter’s assistance systems. Passive provisions include escape passages, fire separation and fire resistance systems. The operational procedures refer to fire fighter access, reporting and alerts, evacuation processes and crowd control.Currently, these systems are typically designed by different designers or teams. These systems are intended to work together in a coordinated manner to provide the desired safety outcome. However, in practice, this is not always happening. The fire engineering process is supposed to bring together all these aspects and arrive at an integrated safety system. The fi re engineering process in practice is not integrating the design with the practice or reality and is thus arriving at less than desirably efficient safety systems.The example of design inputs shows how disconnected each system design basis is. The smoke control system design is based on the design fire size. The performance of the smoke control system is to achieve a smoke free environment for a defined space for a particular fire size – the design fire. The fire suppression system – most commonly sprinklers or deluge systems, is designed according to codes and to achieve a certain water discharge rate. The fire detection system is designed to detect temperature rise/rate of rise and perhaps density of smoke. Fire separation is determined to provide a certain period of service – mostly for structural elements. Escape route size and location is determined mostly by code compliance. Evacuation procedures are determined by Authority operational requirements rather than human behaviour.To arrive at an integrated fire safety system, the design basis and performances must be coordinated. An approach using fire scenarios would ensure all systems are designed to a common performance requirement. This paper will discuss how the current design approach outcomes compared with a fire scenario approach. More effective and efficient fire safety systems would require the stake holders to understand the implication of this approach and to embrace this through the fire engineering process.

The Sao Chico gold project is located on the Tocantinzinho trend which is the most mineralised zone in the Tapajos Mineral Field of Brazil (see Figure 1). The Tapajos goldfi eld was the site of the biggest gold rush in Brazilian history in the late 1970s and 1980s when approximately 500 000 garimpeiros (artisanal miners) rushed to the area to exploit extensive areas of newly discovered alluvial gold. Approximately 20 - 30 million ounces of gold were produced from these operations before the easily won alluvial gold deposits were largely depleted. The Tapajos region has had little exploration by modern exploration methods compared to any other equivalent gold fields in the world. The gold occurs in sulfide veins developed in shear zones within Proterozoic granites. Gold grades vary from approximately 15 g/t in the hard rock veins, to up to several ounces per tonne in the supergene weathered upper portions of the veins. Goldbearing vein zones in the weathered profile are free digging. In addition, tailings dumps from previous mining operations contain gold grades of approximately 1 g/t. Metallurgical test work conducted to date indicates that gold recoveries of at least 70 per cent can be achieved via gravity concentration. Gold Anomaly, via its 100 per cent owned Brazilian subsidiary, Gold Aura Do Brasil Mineracao Ltda (GOAB), plans to mine the tailings and weathered vein material by open cut methods to generate a quick cash fl ow and to provide a better understanding of the mineralisation as part of a feasibility study for mining the underlying sulfide zone mineralisation (see Figure 2). Mining will utilise locally hired excavators and trucks and ramp up to a rate of 100 tonnes per day. To treat the gold-bearing material, GOAB has purchased an integrated 'state of the art' gravity concentration processing plant from Gekko Systems of Australia. The processing plant includes a scrubber for clay and oversize removal, coarse gold gravity separation via an inline pressure jig and an inline spinner; and fine gold gravity separation via a Falcon Concentrator. The plant is expected to be operational by late 2010. This is an ABSTRACT ONLY. No paper was prepared for this presentation.

A number of rehabilitated open cast coalmines in SA are already decanting. The paper focuses on the situation at one of these mines where the following information exist: monthly decant rates and rainfall; sulfate concentrations of the decanting water; water level measurements inside the mine prior to decanting; ABA analyses; information about the rehabilitation (drainage slope, vegetation, soil used). A 2D-model was constructed for the mine and calibrated against six years of flow data. About 85 per cent of the decant outflow rate comes from direct recharge on top of the rehabilitated mine while the other 15 per cent is derived from lateral groundwater inflows. The estimated recharge value was 17 per cent of the rainfall. Measured sulfate values showed that the sulfate generation rate for the mine was in the order of 7 kg/ha/d. Conclusions from the study are:most of the water decanting from rehabilitated open cast coal mines is derived from recharge via rainfall; given a specific sulfate generation rate, then: the lower the recharge the less the decant rate but the higher the sulfate concentration of the decanting water and vice versa; future prediction of the decant rate must be stochastic according to expected percentile monthly rainfall values; and as a first assessment of the predicted sulfate concentration of decant water from rehabilitated open case mines, the 7 kg/ha/d sulfate generation rate can be used.

Somewhat to the surprise of many heavy mineral sands (TiO2 and zircon) producers, there are important geological structures within their typical placers and aeolian sands deposits that affect plant metallurgical performance. After many years of operations, even experienced producers have encountered unexpected changes in production, product quality and recovery. After looking in all the obvious (but wrong) places, it is recognised that the mine has advanced into ore with different separation characteristics. Metallurgical process response can vary significantly between ore sourced from different geological domains. The mineral characteristics that are exploited for effective separation may be associated with differences in the depositional environment, or be post-depositional in origin. Surface coatings that interfere with electrostatic separation might be associated with paleo-water table movements. Major storm events in the deposition history can also leave distorted mineral assemblage through stranded formations or incisions in older deposits.Apart from the influence on capital and operating costs, geometallurgical variances add another dimension to orebody modelling. Each domain could have specific recovery, mineral assemblage and product quality values to be considered in the value model. Project success is often directly dependent on understanding the geometallurgy of the resource. Tailoring the exploration and early process flow sheet development programs to account for such variances should be standard practice. Such practices have had a chequered history in the mineral sands industry, with sophisticated processes having been developed, only to be shelved for ‘economic’ reasons, and then once again ‘discovered’ when problems re-emerge.It is clear that knowledge gained through a higher level understanding of the changing mineral separation characteristics and advance warning of mineral behavioural differences can mean the difference between lost recoveries and disappointed customers or well timed capital plans and maximised revenues.

The Graham Farmer Freeway Project in Perth, Western Australia, is the largest urban infrastructure project ever carried out in the State. At a project cost of over $360 million, it also ranks as one of the largest in Australia and is even large by world class standards. The project provides a much needed east-west freeway bypass around the CBD of Perth, linking the Great Eastern Highway in the east with the Kwinana and Mitchell Freeway system in the west. The Bypass will have 6.5 kilometres of freeway, a major bridge over the Swan River, several pedestrian overpasses and underpasses, dual use paths, interchanges and flyover bridges and a rail tunnel. The whole project is being carried out over a four-year time frame, due to be complete and open to traffic in June 2000. The project has been divided into two stages, with Stage 1 including the 1.63 kilometre long Northbridge Tunnel, the subject of this paper.

The following is based on two examples of emission control with coal fired power stations as practised in Germany at Heilbronn Block 7 power station and the Rheinbraun coal combined power station with integrated high-temperature Winkler system (HTW). Heilbronn Block 7 demonstrates the successful emission control of sulphur and nitrogen oxides and the (HTW) system the reduction of the specific carbon dioxide emission. Both were sparked off by legislation which demanded certain emission control standards. Since the early eighties environment protection has been a matter of heated public debate in the European Community. A recent survey in Germany showed unemployment as being the only subject matter more frequently in the minds of people than environment protection. A new kind of forest devastation in areas away from industry has caused investigations by several government departments and private enterprise. Because of lack of conclusive evidence so far, the principle of PRECAUTION has replaced the CONCLUSIVE evidence as a base for new legislation concerning the environment. The new legislative standards for nitrogen oxide emissions in Germany for example have reduced NOx emissions of power stations from 1000 mg NOx per cubic metre of flue gas in the beginning of 1983 to 200 mg NOx per cubic metre of flue gas in April 1984. These new standards were enshrined in legislation when research provided some evidence linking nitrogen oxide emissions through photo-chemical reactions with forest devastation. Thirty European countries signed a treaty in 1983 expressing their concern about air pollution and their willingness to co-operate with each other in controlling large scale emissions.

Globalisation and consolidation is resulting in the mining industry coming to be dominated by a small number of very large companies seeking to lever assets and knowledge to create wealth. As an important service provider to the mining industry, the minerals tertiary education sector needs to understand these global drivers and respond to them. However, it is under-resourced and its sustainability is under challenge in all Western countries. Through the establishment and funding of the Minerals Tertiary Education Council (MTEC), the Minerals Council of Australia (MCA) has provided a unique opportunity to build a national, world-class minerals tertiary education environment in Australia that can be sustained in the long-term. This paper reviews how the global changes occurring in the mining industry provide the model for what needs to occur in the minerals education sector and how MTEC is the logical vehicle to facilitate these changes. It concludes by suggesting that the time has come to integrate the minerals tertiary education providers into one business. Furthermore, the vision should be for a global mining education academy based around a virtual university capable of servicing the cultural diversity and continuing education needs of the global minerals industry.

"Suboptimal performance of clusters of hydrocyclones (cyclones), relative to the performance of the individual cyclones that comprise the cluster, is a common phenomenon. The primary cause is well known: uneven distribution of the slurry feed into the individual cyclones. The direct result of uneven distribution is that each cyclone in a cluster performs somewhat differently. Hence, some, if not all, of them do not work at their intended operating points, and the classification is not as sharp as intended. The impact on grade, recovery and milling efficiency will vary depending on the duty of the processing circuit, but the most immediately apparent consequence of uneven distribution is a difference in wear rates in the individual cyclones; this exacerbates the problems of unequal performance of the individual cyclones. In severe cases, and as differential wear proceeds, flows from the individual cyclones may become visibly different. Uneven distribution, once the phenomenon was identified, was seen to be a significant issue in the high-solids hydrocyclone cluster in the ball mill recycle section of Evolution Mining’s Edna May Operation (EMO, Westonia, Western Australia) gold processing plant. In 2012, a FloCEP® hydrocyclone feed distributor system was installed to alleviate the problem. Over the next four years of operation, this innovation has proven its value in the metallurgical and maintenance areas. Individual cyclones now wear at the same rate, greatly reducing the need for operator intervention, as well as increasing overall plant availability through minimising unplanned maintenance. The costs of the installation can be justified by savings in maintenance alone, though the greatest value, as is described in this paper, is in allowing the plant to produce consistently closer to its operational design limits. The FloCEP® system is a low maintenance, readily installed retrofit, based on two patented devices that are combined with complementary proprietary design methodology allowing customisation for specific flow rates and slurry particle properties. A process has been developed to recover at least 75% of the 2-naphthol contained in cobalt precipitate produced during the removal of cobalt from electrolytic zinc plant solution. The recovered material is in a form suitable for recycling to precipitate further cobalt from solution. The process consists essentially of two steps. The first involves leaching of cobalt precipitate in 400 g/l sodium hydroxide solution at 95¦C in the presence of an additive. The second step involves treating the filtrate from the leaching stage with sodium sulphide to precipitate cobalt as the sulphide thereby re- generating the sodium hydroxide for recycling. The process is only marginally profitable at present 2-naphthol prices, giving a net return of 20% on a capital investment of $1 200 000. A reaction mechanism is proposed which accounts for the 25% loss of the 2-naphthol in the recovery process.

The Newmont Waihi Operations mill has undergone significant growth over its life. Initially designed as a single SAG mill operation, the circuit has been progressively upgraded since 1988 from a nameplate capacity of 600 000 tonnes per annum to the current rate of 1.3 million tonnes per annum. With future mining potential there is renewed interest to increase the processing rate even further. Over the next twelve months five sustaining capital projects will be undertaken and two major eco-efficiency projects will be completed. With the exception of the large grinding mills, most equipment on a gold treatment plant is replaced after 10-15 years. Waihi Gold mine has been operating for 14 years and has just recently received approval to replace equipment in five main areas; carbon elution, carbon regeneration, scats crushing, intertank screens and variable speed drives. Each project has been justified on improved process efficiencies and operating/maintenance cost savings. The two eco-efficiency projects involve a water balance model and a cyanide optimisation project, both of which are Corporate key performance indicators (KPI).

The Whitsunday Volcanics occupy most of the offshore islands from the Whitsunday Group, southeastwards through the Cumberland and Northumberland Groups, possibly extending to the mainland adjacent to Shoalwater Bay, a distance of 370 km. Some of the islands of this group are granitic, but preliminary Rb-Sr data indicate these to represent Permo-Triassic basement. Cretaceous volcanism is interpreted to have occurred during initial rifting prior to the continental breakup of northeastern Australia and subsequent development of the Tasman Basin.The volcanics comprise mainly lithic ignimbrites, with local development of inter-bedded surge and bedded tuff, accretionary lapilli tuffs, lithic concentration zones, and lag deposits. Isolated fluidual rhyolite and dacite domes occur. The deposits are considered subaerially emplaced. A Rb-Sr isochron age for volcanism of 110 Ma is determined from new data. The total thickness of the volcanics is unknown, but a minimum thickness of 4-5 km on Whitsunday Is. is suggested. Eruptive centres are inferred to be distributed throughout the volcanic zone. The volcanics are cut by numerous, dominantly near N-S, dykes ranging from dolerite through to rhyolite in composition.Chemically, the volcanics and dykes exhibit a continuous range of compositions from basaltic andesite, through andesite, dacite, to rhyolite, with minor more alkalic compositions. Phenocryst mineralogy in the silicic rocks is mainly plagioclase, augite, and Fe-Ti oxides, with less frequent quartz and hornblende occurrence. Sr and Nd isoptic compositions for volcanics and dykes are close to mantle values. These data are tentatively interpreted in terms of a lower crustal magma arc source separated from the mantle only a geologically short time prior to Cretaceous magmatism.

All companies and individuals who embark on a business venture incur costs. For the most part these costs can be conveniently categorised, firstly into capital and operating costs and then into the various elements of these major cost centres. Although the nature of expenditure naturally differs as between industries certain broad cost types are characteristic of all heavy industries. The capital costs of gaining access to an orebody, equipping a new mine, building a treatment plant and perhaps refining and smelting facilities are likened to capital expenditure by a manufacturer on new plant and equipment required for an expansion or new product innovation. Similarly the day to day costs of labour and materials employed in the running of a mining operation can be likened to similar costs in other heavy industry. There is another group of costs that are not so easily categorised. Most industries incur unavoidable costs that do not form part of the direct or capital costs of physical production. These costs include taxes and other payments to government and research expenditure. The mining industry has a particularly heavy burden of non-production costs and it is the objective here to highlight and analyse a few of them. These costs are exploration expenditure, infrastructure expenditure, royalties and income tax. This is not to suggest that these are the only major non-production costs that the mining industry needs to bear. The industry may incur significant costs for environment protection, land tenure maintenance and on liaising with Government on a wide variety of matters. It is for reasons of subject manageability that the list is confined to the four costs mentioned. For the mining industry, exploration and infrastructure expenditure, royalties and income tax have several distinguishing features. Firstly, they are generally proportionately large costs. Exploration and infrastructure expenditure for example, could well exceed mine development costs. Depending on how royalties are levied, they may be very high in relation to profits earned and many in fact exceed profits. Secondly, except for income tax, they are costs that are generally not payable by other industries. Exploration expenditure is in some respects comparable with industrial research and development. However, because mines are wasting assets exploration is necessary for survival, and it is likely to form a larger part of costs per dollar of profits or sales than R&D. It can therefore be said that exploration is of far more significance to the miner than R&D is to the typical industrial company. Furthermore, unlike exploration expenditure, R&D results are transportable and patents permitting, transferable. The infrastructure burden that miners must carry is unique to the industry. Whereas urbanised industry is not usually liable for the capital cost of power, water, transport, townships and community facilities, the miner must finance these projects himself. Neither the payment of royalties, nor of course, income tax are unique to the mining industry. Royalties are more properly described as a unique charge on some primary industries but however described, they are a charge that manufacturing and service industries do not have to pay. Whilst we all pay income tax, the mining industry's uniqueness derives from the special problem that the industry has in arriving at annual net income in view of the capital intensity of the industry, partly due to expenditure on infrastructure, the indefinite life of capital equipment and its unpredictable residual value, funds expended on exploration and long lead times associated with a mine development. The third distinguishing feature of these costs is that, with the possible exception of exploration expenditure, they are heavily influenced by the policies and actions of Government. As such the industry has a responsibility to promote the industry by emphasising its potential to improve national product including exports and by requesting that the Government provide for the industry in its long term planning and seek its co-operation to prevent the industry incurring inequitable penalties relative to other industries.Finally, exploration and infrastructure expenditure are significant because they are front-end charges on a project. When due allowance is given the time value of money and the deferment of income from a mining development to which they relate, exploration and infrastructure expenditure assume greater importance than the raw money expenditure suggests. For all these reasons, exploration and infrastructure expenditure, mining royalties and mining income tax are worthy of detailed study. This is the purpose of this paper. The objective is to examine the determinants that give rise to them and provide some thoughts on their impact on on-going and potential mining developments and, where relevant, to make some suggestions as to how they may be minimised.

"Regardless of orebody value, at some stage, the pit will reach a depth where the reward for mining wider and/or deeper is not justified by the anticipated returns. ‘Last-blast’ strategies may help to some degree in recovering additional quantities of the resource but when a pit remains, there is often significant value left in the ground. In addition, in many cases, one or many good reasons may dictate why going underground and pursuing the orebody below the pit is also not justifiable. Whereas the company can hopefully move on to other more prospective parts of the orebody, the remaining options for the pit are usually very limited. Typically the pit is either held for potentially more favourable future pit expansion opportunities or it could be used for an alternative purpose, such as tailings or waste storage. This paper will present an alternative option that involves the direct extraction of values using in situ recovery (ISR) methods to recover additional value metals from the walls and/or floor of the pit. ISR involves circulating a fluid through the remaining orebody, solubilising the target metal and subsequently returning the solution to the surface for metal recovery. ISR is not the panacea to all but it has been employed selectively in the minerals industry for some time and the production of metals, such as uranium, rely heavily on this approach. ISR is not yet considered by many operators as an approach to compete with open pit or underground mining, largely because of the perceived limitations of this approach and the perceptions of risk. Rapid recent development of tools and enabling technologies relevant to ISR have made us reconsider the most economic approach to extracting many other metals from known mineral systems, even those currently listed as subeconomic. We suggest that ISR has the potential to make mine operators rethink the end of the pit life and adopt an innovative ISR approach to work toward a more complete recovery of value metals from existing pits.Citation:Kuhar, L L and Robinson, D J, 2016.
