Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.

The Nova Ni-Cu-Co Operation, located in the Fraser Range of Western Australia, commenced commercial production in July 2017 only five years after discovery. Owned by Independence Group NL (IGO), the operation has successfully ramped up over an accelerated schedule and currently deploying leading technologies. This paper begins with a description of the Nova Operation, and its journey to achieve full production in such a short time frame. It includes discussions on development and production design, selection of fixed plant infrastructure, and the features challenges of running a low-pressure primary ventilation circuit. The paper also discusses key technologies that have improved overall safety for the underground workforce, and improved operational efficiencies. Investigations continue into the implementation of further technological applications for safety and productivity enhancements. This paper also discusses the findings from a study into transitioning from a diesel to an all-electric underground mining fleet, based on a review of Nova if it were to be developed today with the current EV offerings. The study indicates compelling savings will be available to future mines when considering development design, project schedule, capital outlay and operational savings, and the ‘next Nova’ is expected to be all electric.

Development face destress blasting is a construction technique in deep mining, which aims to prevent, reduce the frequency, or manipulate the timing of violent, stress-driven rock mass instability at the face. This paper presents a destress blasting design concept that was optimised for the specific rock mass conditions of a deep mine using the Hybrid Stress Blasting Model (HSBM) software. The design was then implemented in an area of the mine where stress-driven instability of the face regularly occurred during development. An adjacent tunnel was constructed in parallel without destressing, within the same rock mass conditions, as a control. The rock mass response to each excavation was quantitatively compared using high-resolution local seismic monitoring. Visual observations of the fractures created by destress blasting were also made. The analysis indicated that destressing reduced both seismicity and the rock mass stiffness ahead of the face. This was inferred from the spatial broadening of the development seismogenic zone and the typically significant reduction in the spatial density of seismic events. Seismic source mechanism analysis also indicated that destress blasting generated a much wider variety of failure modes than conventional blasting. Most seismic source mechanisms following destressing were associated with natural joint structures. A relatively small portion were consistent with newly created blast-induced fractures. The greater diversity of rock mass failure modes associated with destressing implied a lower potential for stain-energy accumulation within the rock mass at the face, and thus a lower risk of hazardous instability. Observations of visible rock fracturing indicated that the major principal stress influenced the damage intensity on natural geological structures within the destressed zone, and that numerical predictions of radial fracturing limits made by HSBM analysis were realistic representations of the real blasting performance.

In December 2010, a trial of borehole radar technology was conducted to test the usefulness of the technique in better refining the position and geometry of narrow vein orebodies away from the primary data sources of drilling and mapping of development excavations. This paper summarises the reasons why the technique was applied, describes the testing methods selected and summarises the outcomes of the trial.Poor reconciliations of recovered metal from a section of an orebody at Jundee mine site, Western Australia, led to an investigation that identified insufficient understanding of the geometry of a narrow vein orebody as a potential cause. This orebody was situated between mapped development excavations and away from surrounding drill holes. Borehole radar was identified as a possible technique that could supply information on vein location and continuity away from other data sources allowing more accurate orebody modelling and subsequent stope optimisation.A borehole radar instrument (10 - 100 MHz frequency) was inserted into pairs of purpose-drilled boreholes on either side of relatively well-constrained mineralisation and the radar reflection data was collected. This process was repeated in five locations across the mine to represent the most common geological settings, lithologies and orebody varieties encountered at Jundee to determine the suitability of applying the technique in each of these settings. Collected, processed and interpreted radar data was compared to other geology data collected independently for verification and interpretation.Conclusions drawn from the analysis were that the technique could effectively determine the following features of the mineralised veins in the majority of test environments: geometry of veins, magnitude of offsets where structures intersect and orientations of planar structures with short strike length. As a direct result of the Mining Industries need to improve efficiency and production in Open Pit type operations, the size of haulage units have increased dramatically. This trend has continued such, that the majority of dump trucks operating in Open Pit operations are in the 170 ton class. Continued mining in existing locations has meant that the increase in vertical lift and resultant grades, and increases in hauling distances are making electric drive systems unsuitable. This is largely due to the electric drive systems heat limitations on major propulsion components. With these mining requirements in view and the present limitations on electric drive systems in mind, Komatsu have been developing the Komatsu HD1600M. Oceana Gold CorporationÆs (OGC) Frasers underground (FRUG) transitioned into production in early 2008. The mine uses a relatively unique yielding pillars mining method that takes its lessons from empirical coal mining practices more so than hard rock techniques. Being a low-grade, flat-dipping resource hosted in the highly structured relatively weak Otago schist in central South Island in New Zealand, meant a number of iterations were undertaken to find the right mix of mining cost and resource extraction. Mining is on the down dip extension of the active Frasers open pit at the Macraes site (that extracts the full shear zone package at a head grade of 1.5 g/t). The challenges for the FRUG feasibility study team was to deliver an net present value (NPV) positive operation that would exist as a coproduct with OGCÆs other New Zealand operations, allowing it to make use of the high throughput low cost refractory ore treatment facility.Key factors in the successful project design were: Net capital costs kept to less than NZ$30 M by realising significant gold revenues from mine development from month four onwards. Virtually eliminating waste development by putting all key capital infrastructure in the low-grade ore adjacent to panels and maintaining the option of extracting this resource on retreat from the mine. Targeting a specific higher grade halo ore package within the entire mineralised shear zone. Applying a mining method that accepted a higher degree of dilution, ore loss and resource loss (in yielding and non-yielding pillars) to the flat-dipping resource. Thus providing an acceptable margin per tonne and resource tonnes mix, as the resource could not support a conventional low-cost caving operation, nor a higher cost room and pillar or open stope and backfill operation. 2008 has seen increasing tonnes and grade performance with a corresponding decrease in cost per tonne and cost per ounce as the mine has reached nominal capacity and is producing an operating surplus. The challenge will be to maintain and improve.

The suitability of magnetic surveys flown at low altitudes to identify buried heavy mineral (HM) strands has long been accepted. This is despite the low intensity magnetic response often obtained from such strands. The fundamentals of the magnetic survey method dictate that the closer the instrument is to the source the stronger the response. As such the optimal elevation for the magnetometer is at or near the surface. Iluka sought to use a ground based magnetometer to aid in the exploration target generation process and allow accurate targeting of exploration drill holes. Following the initial trial Iluka recognised the potential additional application of data obtained by a ground based magnetometer over known strand deposits. The detail of the ground magnetic images can confirm the assumed strand continuity between cross-sections of close spaced drilling and can aid in the definition of the geometry of different generations of mineralisation. The ability to confidently determine that the deposit has not been truncated by post emplacement erosion of the mineralised deposit may enable reductions in drilling requirements as well as assisting mine planning activities. Iluka intends to investigate advanced modelling of the magnetic data to determine the level of strand geometry and HM content resolution that can be achieved from the ground magnetic survey data and its potential application in the mining grade control process.It is anticipated that the surveying of Iluka’s known resource deposits will provide the ability to correlate the magnetic response from new exploration targets with those from known deposits for a given depth, HM grade and mineralogy suite.

Namakwa Sands is a heavy minerals mining and beneficiation business in the Exxaro Sands Division, and operates along the West Coast of South Africa (see Figure 1). The business encompasses mining, mineral concentration, separation, and smelting operations. Inflated commodity prices and increasing operating costs demands greater attention to the management of process performance and the company wide coordination of resources. Consequently, the task of deploying operational/technical skills and budgets into the most appropriate parts of the business assumes great importance in order to increase productivity from its capital assets. The mineral sands industry is under the same sort of economic scrutiny that all other industries find themselves, and as such, Exxaro – Namakwa Sands has taken the strategic initiative to improve overall resource utilisation within the processing steps and to measure the costs associated with obtaining this value.This paper provides details of the successful implementation of a Kelsey Centrifugal Jig (KCJ) at Namakwa Sands to recover primary and secondary zircon products from the wet gravity (quartz) rejects generated and stockpiled at the Mineral Separation plant (MSP).

The Savage River open cut magnetite mine is located in rugged terrain in densely rain forested northwest Tasmania. The mine and concentrating plant are both in the Savage River valley. Pickand Mather Incorporated (PMI) operated Savage River as an open cut magnetite mine between 1966 and 1996. Acid rock drainage (ARD) was first noted in the last ten years of the operation, leading to elevated concentrations of heavy metals downstream of the mine. When operations ceased in 1996, PMI returned the mine to the Tasmanian Government along with a remediation fund of $11.4 million. At that time, the assessed cost of remediation was in excess of $120 million. As a result of the ongoing ARD contamination and to facilitate both a new operation and effective remediation, Goldamere Pty Ltd negotiated an agreement with the Tasmanian Government in 1996, which resulted in the Goldamere Act and the Goldamere Agreement. The agreement has allowed Australian Bulk Minerals (ABM) to remediate the Savage River mine in conjunction with the Tasmanian Government while re-invigorating a previously closed mine by providing ABM with an indemnity against past pollution. ABM can configure its mine and waste planning activities to maximise remediation benefits without fear of future litigation for past mistakes. The effect to date has been the development of a long-term strategy to remediate the Savage River and short-term remediation works such as water management, which provide benefits to the ecosystem. After five years, the Savage River is no longer significantly impacted by ARD for 30 kilometres downstream and trout are now reported within the reaches of the mining lease. The arrangements between ABM and the Tasmanian Government are an example of a genuine WIN WIN situation where co-operative environmental management of the site results in significant improvements and where the æregulatorÆ and the æminerÆ are working together to achieve mutually beneficial goals. The end result is a significant benefit to Tasmania.

The Yabulu Nickel Refinery commissioned in 1974, processes lateritic ore via a modified Caron process to produce high quality nickel and cobalt products. The Greenvale orebody provided the sole source of feed to the plant until 1990 and with well-blended mineralogy, it resulted in stable and predictable plant performance, allowing the operating focus to be on reducing energy consumption and increasing ore throughput. This approach provided better economics than pursuing increased reduction efficiency. From 1990, increasing quantities of lateritic ore were imported from Indonesia, Philippines and New Caledonia. This introduced considerable variation in ore blends and instability in plant operation but also provided the opportunity to treat higher grade ore blends which yielded higher reduction efficiencies. Ore reduction is conducted using 12 Herreshoff multiple hearth reduction furnaces, using heavy fuel oil as reductant. The æROASTERÆ Project was approved in November 2000 with the primary objective of improving Nickel reduction efficiency by: Stabilising Roaster Operation via a structured program including focused maintenance efforts, capital equipment upgrades, new process measurements, process re-design and improvements to operating skills and process troubleshooting. A structured technical program including laboratory and plant studies using one plant furnace as a pilot unit to develop improved knowledge of how the reduction process proceeds in the Herreshoff furnace. Armed with this knowledge, optimised process conditions and a reduction process model were developed contributing to a significant demonstrated reduction efficiency improvement. Technical input to the project was provided by QNI with Hatch providing the engineering and project management for the $8.5 M capital work. Execution of the work included extensive consultation with the plant operators and close cooperation between the Hatch project team and QNI operations personnel ensuring installations were completed with minimal production disruption. A strong focus on safety management resulted in a number of brownfields project relevant safety initiatives being implemented resulting in project completion without a serious injury.

Mineral exploration conducted over a wide area of the State during the period 1960 to 1973 has resulted in the discovery of a number of significant deposits. Base metals, particularly copper, have been of prime interest while, more recently, the search for uranium and coal have assumed import- ance. Expenditure of $27.6 million by companies during the period under re- view has located 580,000 tonnes of cop- per, 370,000 tonnes of zinc, 350,000 tonnes of lead, 24 million Kg of uran- ium oxide and 2,500 million tonnes of coal. A variety of other metals and non metallic and industrial minerals have been investigated in a diversity of geological environments.

Capricorn Copper Pty Ltd (CCPL) are operating the Capricorn Copper Mine located at Gunpowder, Queensland. As current holder of the environmental authority for the site, CCPL have obligations to rehabilitate areas of the mine that are no longer operational and have the potential to cause/contribute to environmental harm. CCPL sought a voluntary Transitional Environmental Program (TEP) to provide an agreed program of works to cap and rehabilitate the former Mammoth Tailings Storage Facility. The voluntary TEP contained conditions that were required to be met, to reduce the potential for environmental harm from the facility. The former Mammoth Tailings Storage Facility commenced use in the early 1970’s, and is an unlined valley in-fill structure, contemporary in design compared with other such approved structures of the era. The decommissioned Mammoth Tailings Storage Facility, now known as the Old Tailings Storage Facility (Old TSF), has been a legacy source of contamination due to the existing capping not meeting modern cover criterion, and allowing oxidisation and infiltration to the underlying acid forming tailings resulting in Acid and Metalliferous Drainage (AMD) from the facility. A cover design for the Old TSF, and other mine waste storages onsite that required clay capping, had been proposed by previous operators. Under the TEP cover design phase, it was identified that a key constraint was the lack of significant quantities of low permeability clay onsite. The lack of available clay prompted the consideration of alternate lining materials for the Old TSF, with a Bituminous Geomembrane Liner (BGM) being adopted as the preferred alternative. The BGM compared favourably with clay-based materials on seepage analysis, and led to other benefits by eliminating the need for borrowing clay off site, reducing the site’s environmental footprint, and reducing construction time. The BGM cover system on the Old TSF is being monitored with the intent to use this as a case study to confirm expected performance, enabling the cover design to potentially be adopted on the remainder of the site’s mine waste storages that require capping.

In the heavy minerals industry wet high intensity magnetic separators (WHIMS) are widely applied for primary magnetic separation of magnetic minerals and non-magnetic minerals. This piece of equipment is well known for its robustness to handle a wide range of feed conditions and still produce stable product qualities and yields. A heavy mineral production plant aimed to increase production through their WHIMS plant containing 11 duties and 26 units. Instead of adding new units an alternative approach was followed to firstly maximise the efficiency of the current circuit and secondly to consider possible reconfiguration of the circuit to produce additional product tons for minimal capital investment. In order to characterise the current circuit’s efficiency, identify pockets of excellence and determine the areas for improvement the whole circuit was surveyed several times and mineral mass balances were drawn up.This paper aims to: discuss the modelling process of the WHIMS circuit,explain the calibration and validation process followed to ensure the accuracy, anddemonstrate the sensitivity analysis performed on the different options. From this analysis an efficiency criteria was developed to compare different circuit configurations that enabled the production plant personnel to make an informed decision on the way forward.

In 2014, Arrium completed an optimisation program on its magnetite concentrator, enabling a reduction in the overall cost base of producing concentrate through an increased ability to treat a wider range of ore types, previously considered waste. The development was the culmination of four years of work, conducted in house by Arrium’s mining development group. The overall intent of the plant design focused on improving the concentrator’s ability to treat a wider range of magnetite ore types. Metallurgical analysis of these feed ore groups outlined a need for more grinding power if production quality was to be maintained and throughput increased. As such, a tertiary grinding circuit was designed which, alongside the rectification of key operational bottlenecks, would allow the plant to continue to produce concentrate at the required specification and rate. The technology chosen for the tertiary grinding application was the XT IsaMillTM, which is known for efficient fine grinding when compared to conventional ball milling. The transfer sizes between the existing comminution circuits were coarsened, allowed for the treatment of different ores at the required rates. The optimisation project was successfully completed in February 2014 after a three month commissioning phase. More than 1000 Ian of seismic reflection data correlated to ten exploration wells along with geological, gravity and magnetic data are used to construct the subsurface structure, in particular the crystalline basement, along a corridor approximately 100 Ian wide that traverses central Iraq in SE-NW direction for a distance of about 500 km from Baghdad in the central part of Iraq to Dohuk near the Turkish border. This transect is one of few such transects that represents the Iraqi contribution to the Global Geoscience Transects (GGT) project. The transect crosses two out of three major tectonic elements of Iraq: the unfolded zone and the folded zone.

"Cash flow modelling during project evaluation is enhanced when probabilistic methods are applied to the inputs. One of the important inputs is the quarterly production profile. Typically, the steady-state production profile provided to project evaluation practitioners is deterministic, with each quarter the same as every other quarter. This is unrealistic as actual production profiles from existing mines exhibit a range or quarter-on-quarter variance. Monte Carlo stochastic simulation of the production profile can be used to provide a range of possible outcomes, but how are these ranges selected? This paper describes the use of quarterly production variance from a large database of mines worldwide as a benchmark to inform the appropriate selection of ranges. The coefficient of variation is used to rank the production from mines, with quartile analysis applied to indicate industry best, median and worst variation. Due diligence of existing mines and evaluation of future production performance can be quantitatively assessed using this approach. Between 1966 and 1976, Australia moved from being a non-producer to a position of meeting more than ten per cent of world nickel demand. New mine developments beginning the early-1990s have the promise of more than doubling the country's world market share - from around eight per cent to perhaps close to 20 per cent. This new surge in activity - the so-called `second nickel boom' - has led to several developments which seem likely to have similar economic impacts to those of the late- 1960s and early-1970s. There are, however, some notable differences this time around. The impact of long distance commuting over the past 30 years has changed the regional development scenario. The gold industry is much stronger in Australia than it was in the late-1960s and this helps to place the importance of new nickel discoveries in a more realistic perspective. As potential players have jockeyed to complete feasibility studies and move into construction and production phases of new long-life mines, established suppliers clearly seem to be taking actions to discourage the newcomers. In what appears to be a classic oligipolistic market situation, the heightening of perceived entry barriers to the industry appears to be a particularly visible strategy undertaken. In the current scenario as well, greater vertical integration among producers appears a significant influence on market power.

Experimentation with new methods, materials and machines to improve primary drilling and blasting is a continuing practice in the hard rock quarry operations of the BMI Group. These experiments will continue in the remote hope that one day we may produce a perfect feed for the primary crusher. As this day is still a long way off, the necessity to break oversize boulders will be a problem to be faced for the foreseeable future. To gauge the efficiency of primary blasting from this point of view, BMI monitor the tonnes of material crushed in the primary crusher for each boulder requiring secondary breaking. Over a period of about 10 years, this figure has improved from 30 tonnes througi the primary crusher per boulder, to 100 tonnes per boulder at our largest operation, which produces in excess of 2 million tonnes per year. Evan with this improvement, 25,000 boulders require secondary breaking each year This paper does not provide the solution to this problem, as like primary blasting, it will have to be constantly reviewed as new products and techniques become available.
