As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. As you are aware, he had been elected an honorary member of this Institute, as well as of our sister Institutes in England and in America...

This paper presents the results of a test program evaluating the impact of sample mass on the precision of Stage 1 gravity recoverable gold (GRG) test results. Four ore types ranging from low to high GRG contents were the focus of testing. A method to predict the influence of sample mass on the confidence limits of the Stage 1 GRG test result is demonstrated. The results suggest that although small samples tend to overestimate Stage 1 GRG in samples with low gravity gold values due to higher mass pull to concentrate, such samples can give acceptable estimates of the Stage 1 GRG content with focussed sample treatment protocols.CITATION:Giblett, A and Napier-Munn, T J, 2015. THE South Mine. owned by the Broken Hill South Limited, occupies mineral leases 7 and 8 on the Broken Hill lode. The ore reserves are 4,250,000 tons, and the ore hauled for the year ended June, 1930, was 387,000 tons, the total to date being 7,840,000.The mine, down to the 1070-ft. level, is naturally divided into two sections, the northern and southern ends. Ore extraction is practically completed in the northern end to this horizon, while the southern end is developed ready for a concentrated attack.Fig. 1 shows the state of the 8215-ft. level, after connection to the new shaft.The levels above and below to the 1070-ft. level are in a similar condition, while below the 1070-ft. level the stoping has been confined to the north end, but not completed. The south end on these levels is also partially developed.The ore at present is hauled up No. 1 shaft, which is centrally situated to the present workings. This shaft was put into use in 1909, and in 20 years has had approximately 5,000,000 tons of ore pulled through it.The company, having proved the existence of large ore-bodies in the southern end of the mine, decided to sink No. 7 shaft. This is a six-compartment frame-set shaft (see Fig. 2) equipped with two cages and two 5-ton skips, the remaining compartments being utilised for electric cables, pipes, and ladders. The surface arrangements will include a steel head frame, electric winders, and breaker station.

Namakwa Sands, a heavy minerals beneficiation business situated along the west coast of South Africa, is a major producer of titanium slag, pig iron, ceramics quality zircon and rutile concentrate to the international export market. The bulk of the economic mineralisation, which includes zircon, rutile, ilmenite and leucoxene is hosted by a late Cainozoic aeolian succession overlying remnant palaeo-strandline sediments. Relatively younger duricrust layers that cement a significant part of the generally unconsolidated ore compounds the challenging processing character of the primary mineralogy. The complex nature and hardness of the duricrust ore influence their mineability negatively, and can potentially destabilise downstream ore preparation processes. Effectively, up to ten per cent of the entire mineral resource is sterilised as the present infrastructure is not geared to treat the hard-mineralised ore. The metallurgical performance of the primary processing stage, which entails wet density separation, is strongly a function of the quality of the heavy mineral assemblage, liberation state of the economic minerals and slimes content. Elevated concentrations of garnet, a gangue contaminant exhibiting similar physical characteristics as the economic minerals, subtract substantially from the recovery performance of the secondary concentration process, which comprises mainly wet magnetic separation. By contrast, the intrinsic mineral purity of the economic fraction governs its successful recovery to saleable products as stringent product quality specifications apply. Improved mine planning through geometallurgical enhancement of the existing mineral resource model is envisaged to benefit the entire Namakwa SandsÆ mineral beneficiation chain, ultimately aiming to optimise mineral resource utilisation.

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

In this paper, some of the constraints to applying bioremediation to the decontamination of polluted soils are introduced. Particularly, attention has been given to those associated with the geology of the polluted site. Areas which require further research have been addressed and indicate that geologists will play a key role, alongside microbial ecologists and engineers, in designing and implementing bioremediation strategies.

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

Tomago sandbeds is an unconfined coastal aquifer located 20km. north of Newcastle in New South Wales, Australia. These sandbeds extend over an area of about 130km. The average aquifer depth is about 20m. with a mean transmissivity of about 400sq.m/day and a specific yield of about 0.2. The city of Newcastle and surrounding areas derive water from Tomago for potable purposes. The average extraction being about 50 ML/day. The iron value of the ground water varies between 5 and 15mg/1. This iron is removed by a conventional water treatment plant using Alum. The aquifer whilst principally quartzose also contains deposits of heavy minerals like rutile, zircon, ilmenite, etc., The mineral sand mining has been in progress at Tomago since 1972. Mining is carried out in a con- structed pond with a water depth of about 5m. on which is floated a suction cutter dredge that moves across the front of the pond using a water jet to entrain the soil from the ground surface to the bottom of the mineralised zone. Effect of mineral sand mining on ground water quality, particularly iron, was the subject of intensive investigations undertaken at Tomago since 1970. The effect on water quality was studied by collecting and analysing water samples from network of observation wells established during the period of mining. Water samples were collected about 4-5 years prior to mining and analysed for iron, sulphate, chloride, pH, etc., After mining the observation wells were re-established at the same locations and water samples were collected and analysed for at least 5 years after mining. From time to time failures occur in structures made of lead, and the failure may be due to corrosion involving a definite thinning of the lead sheet, or it may be of such a nature that cracks develop and the lead appears to disintegrate. The idea of lead cracking will at once suggest something abnormal, for common experience shows that this metal is very ductile and will withstand considerable bending without showing any sign of fracture. Cracking, on the other hand, is usually associated with brittleness.Fig. 1 is a natural-size photograph of a cracked sheet of lead. Prior to photographing, the sheet was etched byimmersion in a solution of ammonium molybdate. Several characteristics of this crack will be evident. First of all it is distinctly a zigzag crack, and secondly it passes between, rather than through, certain well-defined areas which appear bright in the photograph. This is particularly noticeable at the lower end where the crack appears to terminate.

Recent lignite investigations indicate their potential as a strategic long-term fuel resource. This potential however would be determined not only by lignite quantity and quality, but also by economic, physical and social resources required to support it. The following discussion uses the example of a typical lignite mining operation to review the major resource requirements. While recognising that the implications of supplying those resources may be as important as their actual existence, this paper has purposely omitted such discussion as this will be one of the main target areas for the next phase of investigations.

The efficiency of any iron ore value-adding operation is closely associated with detailed knowledge of the mineralogy, especially in the processing of lower grade and complex ores. There are a number of physico-chemical properties of iron oxide mineral phases (eg goethite, hematite and magnetite) that can be prudently exploited to enhance their processing efficiency. Recent iron ore studies on the upgrading of high-goethite iron ores have highlighted that the knowledge of the various phases of both iron oxide and gangue minerals is critical to the economic processing of these ores. Appropriate knowledge of this kind can lead to better-designed flow sheets for economically viable production of saleable products. With the increasing use of goethitic materials as blend components of iron ore concentrates for steelmaking, this review paper focuses on relevant beneficiation processes and the pivotal role of mineralogy and petrology in producing saleable iron oxide concentrates from ore blends. For goethites, mineral impurities including silica, phosphorus and alumina are very important. Physical separations, as well as those incorporating higher temperatures, have also been included in this review as potential processes to upgrade high-goethite ores.CITATION:Quast, K, Addai-Mensah, J and W, Skinner, 2017. At its Port Kembla Plant, Australian Fertilizers Ltd. manufactures Superphosphate and other Phosphatic Fertilizers.Phosphate Rock is received from Nauru and Ocean Island. It contains water insoluble tri-calcium phosphate, Ca3(PO4), to an average of about 86%.It is crushed to pass a 20-mesh x 26-gauge woven wire screen, and is then treated with Sulphuric Acid to give the product Superphosphate with a water solubie prosphate content of 20.5%, estimated as P205. Sulphuric Acid is made by the chamber process. Three sets of chambers are installed, on,e five-chamber set of timber frame work construction and the other two of more recent date, each with four chambers of steel frame work construction. A fourth chamber set is now being built.Sulphuric Acid is delivered for use. at about 70% H2S04, the strength depending upon the rock used.Mixing - The crushed rock and sulphuric acid are mixed in weighed and measured proportions respectiyely in one-ton batches in revolving cast fron pans, mechanically stirred. The mixture, while still slurry, is run into a closed horizontal concrete cylinder (den) where, with the completion of the chemical reaction, it rapidly sets as Superphosphate.Approximately fifty batches are required to fill a den. When full, the den is opened ana the mass cut out by a revolving cutter. The product is elevated and conveyed to any required position in the Superphosphate storage shed, where it dries and matures.Despatch - As required, the Superphosphate is excavated by a two ton grab and conveyed from the matured "dump" to bagging units where it is disintegrated, screened and bagged at twelve bags to the ton. The filled !Jags are closed by machine and delivered to railway trucks immediately.Mixed Fertilizers - Sulphate of Ammonia, Sulphate and Muriate, of Potash, and Blood and Bone are mixed with Superphosphate and thoroughly incorporated to give different mixtures to meet special plant requirements.

DTL2 contract C916 was awarded in March 2009 for S$340 M. This contract includes two mass rapid transit (MRT) 1100?m long bored tunnels using two slurry tunnel boring machines (TBMs), with an internal diameter of 5.8?m, two cross passages and 135?m of cut-and-cover tunnels The contract also includes the design and construction of a new underground station including station entrances, subway links, architectural finishes and external landscaping. The station, located at Upper Bukit Timah Road near Jalan Jurong Kechil will also double as a civil defence shelter.The works included significant traffic management in a dense urban area in order to create the working areas whilst keeping the requisite number of traffic lanes. This involved numerous utility diversions and included the removal of a 33-year-old pedestrian overhead bridge (POB) over busy Bukit Timah Road. The station and tunnelling works were completed on time, including a ‘dock and dismantle’ TBM retrieval and subsequent breakthrough of the separating wall.This paper will detail the methods and solutions used to construct the tunnels and stations, with a focus on the requirements for construction of the station to be a civil defence shelter if required. This involved solutions to tying reinforcement and placing concrete to high standards in a restricted space, as well as the incorporation of heavy blast doors and other associated protective measures. The efforts of the management team resulted in the project being awarded first prize in the 2011 Land Transport Authority’s Annual Safety Award Convention and being named winner of the Safety and Health Award Recognition for Projects (SHARP) award at the 2011 Workplace Safety and Health (WSH) Awards. As well, McConnell Dowell won a Green and Gracious Builder Award (Excellent Category) from the Building and Construction Authority (BCA).CITATION:McDonough, R, 2014. A key issue facing mine managers in remote locations in Australia and overseas is that of managing a fly-in, fly-out (FIFO) workforce. Current Australian research (Sibbel, in prep) indicates that FIFO employees and their families do not differ from the general population in terms of their overall mental health and the well-being of their family relationships. However, they do face unique issues/pressures associated with the lifestyle, the impacts of which are dependent on the policies and practices of the company as well as individual coping and support mechanisms. Successful management of a FIFO site and its employees therefore requires specialist knowledge and skills beyond those of a solely residential operation. The well-being of the FIFO workforce depends on both site and individual employee characteristics, and has implications for productivity and turnover, as well as safety and health. In addition, although FIFO separates individuals and their families in time and space, the interaction between work and home must be acknowledged and taken into account. Drawing on findings from recent Australian and international FIFO research (eg Annear, Poot and Kingston, 2006; Beach, Brereton and Cliff, 2003; Brereton et al, 2006; Gallegos, 2006; Keown, 2005; Parkes, Carnell and Farmer, 2005; Sibbel, 2001, 2004, in prep; Shrimpton and Storey, 1996; Storey, 2001; Watts, 2004) this paper discusses key understandings of both the positive and negative impacts of FIFO employment on employees and their families, and provides practical management strategies as an aid to the development of best practice. Individual impacts including fatigue and loneliness, as well as family issues such as communication, continually changing roles and responsibilities and the impacts of regular parent absence are key areas which can be ameliorated by appropriate management understanding and action. A flexible framework approach is presented that is suitable for a diversity of operations, including principal and contractor workforces of different sized operations.

The relationship between comminution testwork results and the milling circuit that is subsequently selected is not a direct one and frequently involves recourse to databases of past test results. This in itself reflects the lack of a systematic engineering approach in the design process. This paper reviews comminution tests for SAG mill design in an attempt to identify where the essential information comes from that will be used in mill selection. The conclusion is that results from traditional test methods, including obscure and little used procedures like the Mokken test, are more valuable from an engineering perspective than parameters for breakage rate based modelling. Suggestions are made on ways in which existing test procedures can be enhanced in order to generate parameters that can be directly related to characteristics of the milling circuit being designed.

The International Symposium-cum-Workshop on Management andControl of High Gas Emissions and Outbursts in Underground CoalMines was held in Wollongong in March 1995. Coverage of high gasemissions was virtually confined to instantaneous outburst implications, essentially seam gas pre-drainage. Globally, instantaneous outbursts have been known for 150 years, andthe first Australian outburst occurred in 1895 and Australian occurrences and mines affected have increased since. Few significant coal producing countries are unaffected. The coals affected range in rank from lignites to anthracites. Geological disturbances are the most likely environments for occurrences. The most likely mining geometry is of virgin headings, with some occurrences on longwalls and in other situations. Widespread research into many aspects of the problem has yet to produce a generally accepted explanation. Explosive inducement is a well-known control. Apparently high advance rates increase face gassiness and create higher stress abutments, increasing proneness. The most popular preventive measure, pre-drainage of virgin coal ahead of faces has produced highly successful very long hole drilling performances but without the precision necessary for accurate geometric hole patterns, despite quite sophisticated drilling equipment and hole surveying instruments. For the future, more precise degasification is sought, even from the surface, together with rapid face coal gassiness assessments to confirm lowering below threshold values, as well as other proneness lowering measures, perhaps related to new heading and longwall geometries and to new equipment to provide them. But above all, safe management plans are required for each operation, to safeguard the miners and their working environments, and thus to protect underground coal mining from this mounting threatening problem.

Natural Gas has been available in New Zealand for twenty years. During that time the gas share of the energy market has grown and now natural gas forms a significant part of New Zealand's energy scene, helping consumers to achieve a higher standard of living, and reducing dependence upon imported oil. Natural gas is now used for petrochemical manufacture and power generation in addition to direct supply to consumers. As concern for the environment continues to build, natural gas will have an increasingly important role to fill in these markets. This paper sets out the background to the development of natural gas in New Zealand and identifies the current markets. It then looks at those matters which are likely to influence the role of natural gas in the 1990s.

A study of flocculation of ultra-fine coal particles by ultrasonic waves was investigated on a laboratory scale.The coal suspension was dilute, with low ionic strength, and at pH 6·2.When a stationary sonic wave is set up in a solution containing suspended coal particles, it is believed that high and low pressure regions are alternately established at the half wave-length of the sonic wave and this resultsin the migration of coal particles towards the low pressure regions.As expected the flocculation is more effective as to frequency and the power of the ultrasonic waves is increased.The shape and size of the test equipment are also important variables.
