This article by Spokes and Mitchell de- serves high commendation. For many years mineral dressers have been at a loss to explain the variation in magnetic susceptibility of the same mineral species obtained from different localities. In fact, they do not even have a list of accurately measured data on the specific magnetic susceptibility of weakly magnetic minerals to consult. Experience as a university teacher has firmly convinced me that the average student has more difficulty in acquiring a satisfactory knowledge of magnetism than of any other branch of mineral dressing. This is almost entirely because the subject has been treated far too much from a strict practical standpoint and far too little from a fundamental one. It is no exaggeration to state that almost all the published theoretical discussions are based on the experimental results of manufactured chemicals and alloys, but not of naturally occurring minerals. In an attempt to remedy this state of affairs, the author of this article not only set up a new magnetic balance in the Department of Mineral Preparation of The Pennsylvania State University, but also performed work of fundamental value, thus pointing the way to further research. This is evidenced by the fact that an investigation of the magnetic susceptibilities of manganese minerals was recently completed by S. G. Watt under the direction of David R. Mitchell, now acting dean of the College of Mineral Industries of the Pennsylvania State University. D. J. Cook is studying the magnetic susceptibility of titanium minerals under my supervision. It is hoped that our research program can be continued for several years and that similar investigations will be Initiated at other universities and research institutions.

The opening session of the A. I. M. E. was held at the King Edward Hotel, Toronto, on Tuesday, July 25th. Dr. W. G. Miller, on behalf of the Local Committee, opened the proceedings. [ ] President John Hays Hammond, who occupied the chair, introduced Alderman Graham, Chairman of the Reception Committee, and representative of the city, in the absence of His Worship the Mayor. A brief address of welcome was delivered by the Alderman and responded to by President Hammond. The President then requested Dr. James Douglas to present to the honoured Secretary of the Institute, Dr. Rossiter W. Raymond, an oil portrait.

P. Coheur and L. Habraken—We read this paper with great interest and are glad to congratulate the authors for their valuable work, supplying an important contribution to the mechanism of tempering on the carbides in vanadium steels. We are in a good position to appreciate this work since we have been studying, for more than a year, Cr-Mo steels of a composition similar, but less highly alloyed (namely 0.1 pct C, 3 pct Cr, 1 pct Mo). Our results are quite in concordance with the authors', however, we wish to point out that it is very interesting to use equally the electron microscope in order to observe the variations of microstructure in steels. We have studied simultaneouslv the evolution of the carbides in situ with the electron microscope, and, after extraction, again with the electron microscope, and then with X-rays. The first results which we have obtained have been communicated at the Congress of Delft (July 1949) and at the "Journbes de la Metallurgie" in Paris (October 1949). These may be summarized as follows: After tempering with varying either the tempering temperatures or the tempering times, the carbides show two evolutions. The first one is connected to the carbides existing in the steels, principally in the boundaries of the grains. For some groups of steels these carbides may coalesce and for other groups they may

Fractions of glass particles in the size range 0.5 to 5.0 µ were prepared by an elutriator that operates in a centrifugal field. Although mean sizes of commercially graded abrasive powders were ten times greater than those of samples prepared by the elutriator, frequency size plots for elutriator samples compared favorably. Efficiency of separation was low and amounts of material recovered by the elutriator were small, but the method should find use in preparation of small amounts of sized materials for laboratory investigations.

In the fall of 1969, ASARCO and Newmont Mining Co. began the design of the 700tpd concentrator at their Black Cloud shaft located near Leadville, Colo. The concentractor would treat by flotation a Pb-Zn-Ag ore containing minor gold values. Flowsheet design was based on laboratory test work performed at the Minerals Research Testing Laboratory of ASARCO. Since the concentrator is located at an elevation of 11,000 ft, cold weather was a major factor in design considerations. The original capacity was designed as 700 tpd but for various reasons an ultimate capacity of 1,000 tpd was desired. This necessitated special consideration in the design of several areas, particularly the grinding circuit. The grinding circuit chosen was a single 9 X 12 ball mill operating in closed circuit with one 20-in. cyclone. The ball mill will operate at low speed and as an overflow type originally. The mill can be speeded up and converted to grate type for handling the larger tonnage when required. Thickeners and filters were oversized and space was left for additional flotation cells in order to handle the increased tonnage in these areas. Pumps were sized so that they could handle the increased tonnage by increasing their speed. Construction began in May 1970; the Black Cloud concentrator went on-stream in April 1791.

ANNOUNCEMENT on August 6 of the historic event of dropping an atomic bomb on Hiroshima, Japan, was more dramatic even than V-E day, since that had so long been forecast whereas the bomb production had been the best-kept secret of the war, even though at one time more than 100,000 people had been at work in connection with its production, and some two billion dollars had been spent on the project. Mining men had long been aware of an unexplained abnormal interest in uranium production, and suspected that something of the sort was on foot, while metallurgists were aware that various men of their acquaintance were engaged in some top secret research. The first announcement was soon supplemented by other official releases which told more about the research laboratories for theoretical and pilot studies, and the plants in Tennessee and Washington, but none of them made clear what the modus operandi is of these terrific bombs. Inquiry at Colum. bia University, where Dr. Dunning and his associates had succeeded in 1939 in splitting the uranium atom, and where laboratories known only as SAM have been feverishly active since the beginning of the war, was unproductive, since none of those officially connected with the project could give out anything beyond the official releases.

Adolph Greiner, Seraing, Belgium:—I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have corrected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent. was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix 11. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p. in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. The year 1942 in the South Central Texas area was marked by a sharp curtailment of exploratory drilling as compared with the past several years. In the 33 counties that compose this district, 17 of which are nonproducing counties, only 51 exploratory wells were drilled during the year 1942. This compares with 118 exploratory wells drilled during 1941, or a decrease of more than 50 per cent. At the end of the year 10 active exploratory wells were drilling in this area, as against 19 being drilled at the end of 1941. Of the exploratory wells drilled, two brought in oil wells and were new field discoveries and one was a gas well extending a recently discovered shallow gas area in the western part of the district. This compares with five new oil fields, one new . gas field and two extension wells drilled in 1941. Both new field discoveries were small and in areas outside of the general trend of the main producing horizon of the district in Edwards limestone: One new field, the Imogene, in Atascosa County, is a deep Edwards limestone prospect at 7500 ft., and the other new field, the Poth, in Wilson County, is a sSEa110w Wilcox (Eocene) prospect at 4000 ft. Subsequent drilling in each field to the end of I942 has proved disappointing. There were no new discoveries along the old Balcones fault-line trend, although 35 of the exploratory wells were drilled in counties along this trend. Approximately 38 wells were drilled in or adjacent to the proven fields of the district, of which 18 were oil wells, 2 were gas wells and 17 were dry holes. The district produced 6,186,178 bbl. of oil during 1942, which was a 7 per cent decrease under production for 1941. Approximately 4,961,000 bbl. of this total production, a slight increase over 1941, was produced by the four Edwards-limestone fields, Luling, Branyon, Salt Flat and Darst Creek, and the rest of the production came from the other 42 active fields in the district. During the year, 20 new producing wells were completed and 221 wells were abandoned in the producing fields. This alarming excess rate of abandonment~ over completions will be further reflected undoubtedly by a further decreased rate of 1943 production under 1942. Two active fields in the district in which more than one producing well was completed during the year were Bee Creek and Washburn. The majority of exploratory work in the district was confined to areas along the Wilcox trend, with a certain amount in progress along the deeper Edwards limestone trend. The successful completion of sevemi wells in the Washburn field from multiple sands in the Lower Wilcor (Eocene) has stimulated exploratory work along this trend, while the completion of a small well in the Imogene field from the Edwards limestone at 7500 ft. has renewed interest in this horizon at depths greater than generally are producing in the district. There were no radical changes in the petroleum situation in the Russian Soviet Union during the 1926 to 1927 operating year. The developments of the previous year were continued, but the major undertakings were far from being completed. The pipe lines from Baku to Batum and from Grozny to Touapse, and the large refineries on the Black Sea are delayed in their completion by the insufficient authorizations; until their completion the changes in the general situation will be necessarily of a halfway nature. The marketing situation was subject to much controversy during the past year and, though certain statements are quite true, the bulk of the criticism against the petroleum industry hardly deserves mention. The home market in Russia is steadily growing, with the per capita kerosene consumption already exceeding the prewar figure and fuel oil consumption obviously gaining. The foreign trade is making rapid and well-grounded success, but continues to suffer from low world quotations. There is no apparent sacrifice of home consumers in favor of export trade. The production of all Russian fields increased by 13,750,000 bbl. as compared with the 1925 to 1926 operating year, and next year's program anticipates a further increase of 9,720,000 bbl. (Table 1). The increased and improved refining facilities will make the real gain in production in the next year even larger than these figures indicate.

Bruce C. Netschert—It is unfortunate that the authors of this paper consider it necessary to begin with an expression of concern over possible false interpretations of the word "economics." In their preoccupation with the definition of economics, they have adopted a definition of mineral economics which is, to say the least, unduly narrow. Just as the broad field of economics is not confined to a study of the profitability of business concerns, but includes the problems of production, distribution, and consumption as they pertain to society as a whole; so an inclusive definition of mineral economics should not be confined to the determination of the profitability of mineral-producing and processing enterprises, but should include the significance of the unique characteristics of mineral resources as raw materials for the use of society. Such features as the exhaustibility and localized, haphazard occurrence of deposits, the existence of a secondary (scrap) supply, and the increasing cost of operation during the life of a mining enterprise are obviously factors which concern those businesses which are producing mineral raw materials, since they partially determine the profitability of such enterprises. They are also of concern to society as a whole, however, as characteristics of one of the basic elements of the economic system. In the last analysis, the contribution which mineral economics can make as a means of determining and guiding social policy with respect to the production and utilization of mineral resources is perhaps more important than its use as a basis for determining the cost accounting procedure of individual firms. The list of "economic factors peculiar to the industrial minerals" which the authors present is in reality an application of such a broad definition of mineral economics. An inconsistency appears, however, in the inclusion of items 8 and 9 in the list. As this writer sees it, the point in question is: What influences do the characteristics of industrial minerals have on the characteristics and operating procedures of industrial mineral enterprises which are not present in the metallic mineral field? In answering this question with items 8 and 9, Messrs. Ladoo and Stokes do not recognize that there are two distinct types of differences between the two fields of enterprise. There are, on the one hand, important basic economic distinctions due to inherent economic characteristics of industrial minerals which do not pertain to metallic minerals. On the other hand are those characteristics of the industrial mineral enterprises peculiar to them alone, but which are superficial and temporary, in that they may be changed or eliminated at the discretion of the managers of those enterprises. The lack of adequate research and development in industrial mineral production, processing, and marketing (item 8) is not due to an inherent characteristic of industrial minerals. It is true that one may perhaps describe the field of industrial mineral enterprise in terms of such a deficiency, just as one could, until recently, point to a similar lack of research and development in the coal industry; but unless it can be shown that the deficiency has been wholly or partially due to the very nature of industrial minerals themselves it is not an "economic factor peculiar to the industrial minerals" but a temporary characteristic peculiar to the industry. In the writer's opinion, the authors have not demonstrated that the former relationship exists. Similarly, item 9, the "influence of technologic developments," is also not inherently peculiar to industrial minerals. Nowhere in the discussion of this item do the authors mention anything that is not equally applicable to the field of metallic minerals. This is not meant to imply that the specific technologic developments which the authors list are of equal significance in both fields. It does mean that such a statement as, "technological advances together with new consuming areas to provide markets make deposits commercially valuable which once were of no interest" cannot be considered as an argument that technological developments have significance in the field of industrial minerals alone. In considering the problem of stockpiling, the authors note that the stockpiling of nonstrategic materials might be desirable if future wartime needs could exceed domestic production capacity, but dismiss this as hardly adequate to justify such stockpiling. The problem, however, can be stated in broader economic terms, i.e., the real costs (as distinguished from the money costs) of prewar versus wartime production. In other words, it might well be that the labor and capital required to produce a given amount of a certain mineral raw material could be used more efficiently in another industry. In such a case it is obviously advantageous to stockpile the material in prewar times rather than forego the benefits of additional production in another line of endeavor during wartime under conditions which demand the optimum use of all resources, including manpower and capital. OUR first air travel began at Barranquilla on a trip to the platinum dredging-operations at Andagoya. The fare is based on a minimum weight of passenger, and I will have to admit that the minimum is too low. To make this trip by boat would have necessitated going back to the Canal, thence down to Buena Ventura, and up the San Juan river, which would have taken, counting delays, two or three weeks. The time by Scadta airplane was six hours. We stopped at Cartagena for a day to look over that historic city. The route from there lay along the north coast to the mouth of the Atrato river, then up this river, over the jungle, and over a divide some 300'ft. in elevation and down the San Juan river a few miles to Andagoya at the junction of the Condoto. FOR years the expression "except rubber, tin, and manganese" has appeared in practically every discussion of the natural resources of the United States. Knowledge that natural rubber is not produced in the United States has now spread from the relatively few who have reason to be interested in the country's basic raw material supplies to all those who ride in automobiles, which means everybody. This "everybody" reads in the daily papers that we have a stock pile of natural rubber and that plenty of synthetic rubber is just around the corner. Statistics as to the United States' rubber requirements and sources of supply are of interest to him only to arrive at an answer to the question : "After taking care of rubber requirements for military purposes, will there be rubber for my automobile and the many other rubber articles I want?" More than 30,000 different rubber articles are manufactured in addition to the tires and tubes which use up about 70 per cent of the rubber supply.

The problem of disposing of excess waste water coming from The Anaconda Co.'s two uranium mills in Grants, N. M., first confronted the company's engineers in 1956. The increased discharge of mill waste water was due to the start-up of a second mill, recently completed to supplement production from a smaller plant which the company had operated since 1953. The waste water is mildly acidic and has a low level of radioactivity due to small amounts of uranium-natural, thorium-230 and radium-226. In addition, it contains large amounts of manganese, iron and the sulfate and chloride salts of sodium, calcium and magnesium.

A massive mudslide blocked a river in Utah, impounding a 61 m (200 ft) deep lake. Under emergency conditions, a system was designed and constructed to: (1) drain the impounded lake; and (2) provide a permanent diversion for the river around the mudslide. The system consisted of a low level tunnel, a connecting vertical shaft daylighting close to the lake shore, control valves mounted within the tunnel, and an inlet channel between the lake and the shaft. This paper focuses on the problems and concerns surrounding the inlet channel excavation and the stabilization of the remaining vertical rock walls.

The uranium deposit of Gunnar Mines Ltd. is on south shore of Crackingstone Peninsula in the Beaverlodge area of northern Saskatchewan. The property spans St. Mary's Channel, a narrow waterway separating the mainland from a group of islands in Lake Athabasca. The mine property, consisting of 12 claims and 7 fractions, was staked in July 1952 by A. O. Zeemel and W. J. Blair. Diamond drilling commenced in the fall of that year and continued until the spring of 1954. In that interval, some 70,000 ft of drilling outlined an orebody plunging from the surface south-ward to a depth of 1000 ft below the shore of St. Mary's Channel. The last 9000 ft of drilling was through lake ice, and when this was interrupted by spring breakup, sufficient ore reserves had been established to warrant the present operation. Surface drilling was therefore terminated.

Everyone should be brought into the planning process preceding each new mining development, the Interior Department urges, and Assistant Secretary Hollis M. Dole seems determined to push this kind of systems approach with everything he can move.

Would it be possible for the author to enlarge on this very important matter of "cataclysmic types of failures? " J. J. Kanter.—Of course, it is always a delicate matter to discuss specific failures. I would prefer to keep the present discussion on fundamentals and principles. H. L. Burghof.*—Mr. Kanter, I should like to ask what you consider the responsibility of the designer in avoiding stress concentrations that would lead to these types of failures? J. J. Kanter.—lt was my feeling in looking over the papers of this symposium that they were significantly lacking in consideration of what happens to the metals when strained under conditions that lead to rupture. Often creep tests are run that produce only a fractional percentage of the deformation, in several thousand hours. That kind of information gives the designer no assurance whatever that cracks will not result in his structure at points where stress concentrations, and therefore deformation concentrations, exist. I think anyone in this day and age who presents a paper on creep should incorporate with those studies a thorough investigation of creep rupture if it is expected to make an impression upon the design engineer.
