SINCE oil journals commenced to feature the progress of Iraq pipe-line developments and since newspapers undertook to follow the discussions between a certain large oil company and an Asiatic nation, I have repeatedly been asked questions that are only answerable by setting forth the essential geographic and historical facts of concessions in that part of the world. In so doing effort will be made to correct erroneous statements made in various quarters: and mistakes herein are being kept as low in number as possible. Perhaps the best-known concession in the Middle East is the one of the Iraq Petroleum Co., covering the greater part of the portion of the kingdom of that name- lying east of the Tigris River. West of the stream is the concession of the British Oil Development Co., which takes in all presumed petroliferous areas in western Iraq. No other important oil concessions exist in that country, except for the lands of the Khanikin Oil Co., which operates in "Transferred Territories" on the border of Persia. East of and continuous with the Iraq fields are those of Persia where the Anglo-Persian Oil Co. holds the well-known D'Arcy concession comprising three-quarters of the country, omitting the five northern provinces. This is the only valid existing concession in Persia, so far as known, except certain old firmans that permit development at Semnan in central Persia and possibly also certain regional grants to a French banking syndicate in eastern Mazanderan Province.

An equation has been developed which will permit the direct determination of free settling velocity of any sized particle encountered in mineral benefici-ation. The equation is based on Newton's Law with the friction factor defined as a function of the laminar boundary layer. Development of the equation is described first from an empirical trial-and-error approach. Examples are given of actual settling data from the literature versus calculated data to prove the validity of the new equation. Newton's law of resistance of a fluid to flow around a sphere is expressed in Eq. 1. Free settling velocities can be determined by setting Eq. 1 equal to the gravitational force on a particle and solving for V. Experience has shown that when the solids are greater than 1 mm in diam, or when Reynold's number for the system is greater than 800-1000, the friction factor term, fD, essentially becomes a constant, and Eq. 2-b becomes Newton's equation for free-settling and is applicable under the conditions stated. Another special condition exists for particles smaller than 0.05 mm or when Reynold's number for the system is less than three. In this case fD=24/NRor24µ/pL,dV,. Eq. 2-b can then be rewritten as

THE Institute of Mining Engineers has shown so much interest in the educational problem of profitably combining theory and practice, that it seems especially appropriate to lay before its members the methods and aims of the mining laboratory of which I have charge, and in which one form of combination of hand with head work is now being tried. If anything may be contributed toward the solution of this problem by the discussion which follows, my purpose mill be attained. Whether it was wise or not to establish a mining school so far from the principal mining centres, does not now enter into the question. Given, a mining school already begun, how shall it be made most efficient in developing engineers who are trained to think for themselves as well as versed in the works of others ? This is the question with which we have had to deal. In considering the bearing of this laboratory work upon the students' preparation, it will be convenient to take it up under five different heads: 1. The methods and aims of the laboratory. 2. The advantage to students of having a part, at least, of their practical work in the curriculum of their school. 3. The advantage to be derived by mine; and works. 4. Degree of accuracy which may be attained in working ores on a small scale. 5. Reslts of work in the laboratory. 1. The Methods and Aims of the Laboratory.—During the May meeting of 1873, held in Boston, I had the privilege of reading before you a paper stating the plan; and aims of this laboratory. Since that time me have been constantly following out those plans, and are more than ever convineed that me are working in the right direction. We do not feel that the time we have spent has been in any sense thrown away. Perhaps the aims of the laboratory can be most clearly shown by illustration. Many young engineers have school thinking that they know everything. They go to the works, and expect to teach the superintendent something and the men a good deal, regardless of the fact that it is this spirit that has prejudiced workmen against schoolmen. BETWEEN 1945 and 1948 the author made studies of the western phosphate industry and its potentialities. These included an appraisal of the opportunities for western development of the industry, studies of production costs, of market potentials, of transportation economics, and of industry location. This paper will be directed toward pointing up the factors which have an important bearing on the establishment of fertilizer plants in the western area. Industry Location Factors: There are, of course, an infinite number of possible organizational setups which might require consideration. However, the phosphate industry is simple enough so that studies of the most probable alternatives can be made conveniently. The salient factors which require special consideration in such a study are: (I) the location of the raw materials, (2) the location, size, and character of the present and potential markets, (3) the location of energy sources and materials required for fertilizer processing, (4) the location and capacity of present manufacturing facilities, (5) the cost of assembling the materials and energy needed in manufacturing, and (6) the cost of distributing the manufactured product. Raw Material Supplies: Rock phosphate is the raw material for the manufacturing of phosphate fertilizer. In the United States the important known deposits of this material are located in three general areas (fig. 1). The western deposits, comprising about 60 pct of the nation's supply, are in the four-state area—Idaho, Wyoming, Utah, and Montana. The Florida deposits comprise roughly 38 pct of the national supply. The Tennessee deposits, comprising about 2 pct of the national supply, have been the most important source until recent years. The western deposits, which are virtually undeveloped, have not been used to any extent to meet the nation's need for phosphate rock and phosphate fertilizer. Fertilizer Markets: The large national markets for fertilizer are in the midwestern and eastern United States (fig. 2). The principal far-western markets are along the Pacific Coast, especially in California. Until recent years the western markets have been extremely limited, whereas the markets in the eastern United States have long been established and manufacturing facilities have been provided to meet these needs (fig. 3). In recent years the western markets have expanded very rapidly, continuing to grow throughout the war years and postwar period at a similar rate. The question always arises as to whether this is a temporary war-swollen market which will shrink back to its original size as soon as the present agricultural price levels drop. In order to answer this question consideration must be given to the character of the market (fig. 4). I have considered seventeen western and midwestern states in the western market area where transportation costs from the western deposits are equal to or lower than those from Florida. They include all states west of a line drawn through Chicago, Kansas City and the western boundary of New Mexico. In the mewar period this was a small market totaling only 37,000 tons of P,O, annually. The 1946 total for this same area was approximately 200,000 tons. Considerably more fertilizer would have been used in 1946 had adequate supplies been available. Estimates of future markets are difficult to make, but we do have some indices that are useful. The

The Parachute Creek member of the Green River formation in the Piceance Basin, Colorado, contains vast reserves of oil shale, nahcolite, dawsonite, and other accessory minerals. The dry alkali process of sulfur dioxide removal using nahcolite (naturally occurring sodium bicarbonate) has great potential. A room and pillar mining scheme has been designed to extract a nahcolite zone occurring at a depth of 472 m, from the lease application area of the Yankee Gulch joint venture. Geotechnical parameters affecting mine design will be discussed. A preliminary development plan for mining at the rate of 1000 t/d will be described in detail.

It is usual practice in engineering to design a stable structure by ensuring that the stresses in the elements of the structure are always less than their strength, which may be defined as the yield stress, the ultimate stress, or the fatigue stress, according to the type of the load. Such restrictive design is not practical in the design of underground excavations since the rock surrounding such structures is usually failed, but only occasionally does this give rise to instability of the structure. Thus, while the usual criterion for the design of a stable structure is certainly sufficient, it is not necessary for underground excavations. A proper understanding of the conditions necessary for stability is vital to the useful application of rock mechanics knowledge to the design of underground structures. Most tests on the properties and strength of brittle rocks are disrupted at or near maximum load by the rapid release into the specimen of energy stored in the resilience of the testing machine. This is in contrast with a phenomenon, which may be observed frequently, where the rock immediately surrounding an excavation is both failed and subject to stress. By postulating a complete stress-strain curve for rock, it can be shown that failure is unstable or stable, depending upon whether the stress-strain curve of the rock lies inside or outside the stress-strain characteristics of the applied stress. Stability is, therefore, a function of the stiffness of the system applying the stress relative to that of the failing rock. Many workers have established that the strength of rock specimens under a lateral hydrostatic confining stress varies linearly with confining stress, in a way which may be expressed by the equation CT=Co+K[o]3

"The Garfield plant of the American Smelting & Refining Company is situated about seventeen miles west of Salt Lake City, on the Los Angeles & Salt Lake Railroad, and has freight service by the Denver & Rio Grande Western, Western Pacific and Bingham & Garfield Railways.The site lies between the picturesque Great Salt Lake, with its mountain islands, and the northern point of the Oquirrh Range, which forms the western boundary of the Salt Lake Valley.The location includes several hundred acres of land rising from the southern shore of the lake, selected on account of its adaptability to the economical handling of materials by gravity methods.The smelter is a custom smelter, treating copper ores and concentrates produced in Utah and adjoining states.The ores treated consist mainly of oxides from the Tintic and Park City Districts, sulphides from Bingham District, and concentrates from the mills of the Utah Copper Company, from mills in California, and copper precipitates from the Ohio Copper Company. The number of wells drilled in Ohio in 1943 was slightly in excess of the number drilled in 1942. Compared with the average annual completions for the five years preceding, the year 1943 was short 11 per cent, hut the average initial volume of gas wells was considerably improved. In 1942 the average initial open flow per gas well was 668 M cu. ft., whereas in 1943 the average was 913 M cu. ft. Although no large gas-producing areas were discovered during the year under review, some 30 small pools were found in 17 of the counties of eastern Ohio. These new pools averaged about 300 acres each, and most of them were not extensions but were separate pools adjacent to older production. The Clinton sand furnished most of these discoveries, although six were from the Berea, one was Newburg, and three were shallow sands. No discoveries were made outside former producing counties, and there was no new development the Trenton area of western Ohio. The number of oil wells decreased from 181 drilled in 1942, to 170 in the year 1943. The production of Pennsylvania-grade oil increased 7644 bbl. The total Corning production, however, decreased 91,325 bbl. The present price of Corning-grade oil, $1.31 per bbl., is too low, in the opinion of the operator, to justify exploration. Until something is done in correcting the price level of Corning grade, the production probably will continue to decline. The oil industry in Ohio is making a concentrated effort toward increased production and improved methods of recovering Pennsylvania-grade oil, and a.s this report is written a research and engineering program is being formulated for the benefit and information of the various producers of that grade in Ohio.

[ ] IN 1880, an electric arc was struck over metal for the first time to experiment with controllable melting. The glare of this arc has reflected on the stacks of the steel industry and continued to light the path of steelmakers in their never ending quest -for faster, more economical, and better ways of producing steel. William Siemens is credited with first employing the electric arc to melt metal in a closed hearth and produce basic metallurgical reactions. By the turn of the century, an Italian, named Stassano, was experimenting with ore reduction by the electric arc. In 1899, Dr. Paul Heroult, in France, used the direct arc principle for producing ferro-chromium. His experiments quickly led him to develop a dosed-top arc furnace for the production of steel, and his first commercial shipment was recorded in December, 1900. American steelmakers, quick to sense the possibilities of this method of melting, invited Heroult to our shores, where, in 1905, he was responsible for installing the first arc furnace on the North American continent. This furnace, at Sault Ste. Marie, was built for ore reduction. But Charles Holcomb, founder of Holcomb Steel. Co. of Syracuse, N. Y. contacted Heroult in 1905 and contracted for the first American direct-arc electric furnace for steelmaking. On April 5, 1906, the first heat was tapped from this 3-ton unit. The furnace was basic lined and powered by a single-phase, 500 kw generator, -producing high amperage at low voltage. It is interesting to note that, although the first few heats were made with cold charges, subsequent heats were duplexed. R. H. Bully, first superintendent of Holcomb Steel, persuaded the directors to purchase the unit to effect a more economical and efficient means of making tool steel by duplexing prime melting in a combustion fired furnace, and transfer of hot metal to the arc furnace for temperature adjusting, refining, and adding carbon and alloying elements. Today, duplexing is foreseen by some as the steelmaking process of the future. The promise shown by America's first arc furnace for ingot production quickly led to the purchase of a similar unit by The Firth Sterling Steel Co., in 1909, and to the purchase of the first arc furnace for production of steel castings, by the Treadwell Engineering Co., in 1911. From its humble start in 1906, production of arc furnace steel has never ceased to increase its yearly percentage of total steel production in the U. S., although certain other methods have declined or almost disappeared. By its ability to be used intermittently, the arc furnace gained favor and enhanced its reputation during depression days. When the attack on Pearl Harbor plunged us headlong into the long days of World War II, the arc furnace stood ready, flexible enough to be overburdened hearth wise 30 pct and power wise 25 pct, pouring its endless flood of alloy for the guns, tanks, ships, and planes which ultimately brought victory. During the post war boom, the now, proven virtues of low initial cost, faster installation, better yield, improved availability, and lower operating cost, enabled industry-particularly the small, new, independent producers-to locate strategically and profitably to meet the demand of an America that had been starved for new homes, appliances, cars, and highways. In the Korean police action, the arc furnace again proved itself by providing the latest alloys metallurgists could develop to meet the demands that the jet age and the innovations of guided missiles required. In today's peacetime prosperity, the arc furnace is continuing to provide the economic flexibility required to meet an ever increasing demand for better steel in the face of mounting costs, scrap shortages, and pressure toward decentralized location of industry.

The object of this paper is to bring to notice a method in use at the Cedar Point laboratory of Witherbees, Sherman & Co., for determining the phosphorus in the ore mined at Mineville, N. Y. This ore is magnetite, with a gangue containing crystals of apatite. In 1886, Mr. H. F. Dawes, then head chemist at the works, suggested that as all the phosphorus seemed to be in the apatite, it could be obtained in solution by dilute nitric acid. After some experimenting the following method was adopted, and has proved invaluable for rapidity and ease; half a dozen determinations requiring very little more time or trouble than one. From + to 10 grammes of ore are weighed into a 150 c.c. beaker; 50 C.C. hot water and 10 c.c. strong nitric acid are added; the beaker is covered and the contents are boiled for 1/2 hour (10 minutes sometimes proves sufficient; but 4 hour is safer). The bumping which ensues if more than & gramme is used need cause no trouble. The hot solution is filtered into a 250 C.C. beaker. The filtration and washing (with hot water) proceed rapidly, as the magnetite itself is but slightly acted upon. After the addition of 15 C.C. ammonia and 15 c.c. nitric acid, the solution is cooled to 45' C., and from 15 to 40 C.C. of molybdic acid solution is added and stirred vigorously. In 5 minutes the precipitate will be down, and the determination can be finished by any good method. At Cedar Point the method more commonly used is weighing as yellow salt. Good washed filter-paper is used, No. 0 Swedish being preferred; and dozen 3 1/2-inch filters are numbered and dried and weighed at 110°C. These are always kept in stock. The yellow salt is filtered on one of these, washed with dilute nitric acid (2 per cent. by volume); dried for 1 hour at 110' C., and then weighed, 1.63 per cent. of weight being calculated as phosphorus. THROUGHOUT its history the American iron and steel industry has constantly striven to improve the quality and reduce the cost of its products. No one needs to be told how well it has succeeded. Its success in making steel products at such a low cost has been achieved mainly through large-scale production. While costs have gone down as the rate of production and the degree of mechanization increased, quality of product has been actually improved. Thus high-tonnage records are important only in the light of high quality of the steel. Quality is the watchword! Continual improvement in quality has come as a result of research, not only in the laboratory but in the large commercial units in the plant. In fact, so many operations of the industry are on such a huge scale that experimental work must be done under commercial operating conditions so every progressive steel plant is a research laboratory.

In open cast mining of coal, the cost per ton of output is four to five times less and labor productivity five to six times higher than in under- ground mining. This is why the coal industry of the USSR is oriented toward giving priority to the development of open cast coal mining. Deposits of coal which lend themselves to open cast mining in the USSR are enormous, with 90% of them located in the eastern part of the country. The technique is by no means limited to the eastern part, however-despite wide variations in climate, other parts of the Soviet Union also use open cast mining. The occurrence and type of coal deposits in the USSR vary greatly. Some of them are flat coal seams 2 to 40 m thick, and a few are even thicker. There are also deposits having a complex mode of occurrence, such as a series of seams of different thicknesses with angles of dip varying from slightly inclined to steep, often with dislocations. Overburden materials are quite diverse with regard to physical and mechanical properties. There are three kinds encountered-loose or unconsolidated overburden, medium-hard material, and hard rock. The stripping ratio, i.e., the amount of cover per ton of mined coal, varies from 1 to 12 cu m per ton. SYSTEMS OF MINING The great diversity of natural conditions has brought forth a variety of technologies and techniques in the open cast mining of coal. In open cast practice, the following systems of mining are used : (1) a transportation system in which the overburden is transported to spoil banks by rail or by truck; (2) a system with direct disposal of overburden, the rocks being dumped on spoil banks with a stripping excavator; and

ALTHOUGH the firm in which the writer is a partner is not exactly the pioneer in the coring of rotary-drilled wells in Southern California, it has taken the lead in bringing coring to its present status. To the Shell Company of California belongs the, honor of having first used the core drill in its endeavors to locate subsurface structures west of Santa Fe Springs. Following those operations, similar work was done near Wasco in the San, Joaquin Valley. Results of the latter core drilling were successful, in that they made it possible to determine the under-ground structure. At, about the same time that the Shell Company was doing the work at Wasco, it was experimenting in the use of the core drill in connection with rotary-drilled holes. The oil sands in its dis¬covery well at Signal Hill were located by means of the rotary core drill. In 1921, in view of the trouble that the operators were having in the fields of Southern California, and particularly at Huntington Beach, R. E. Collom, of the State Mining Bureau, called their attention to the possibilities of the core drill for eliminating many of the serious problems that were facing them. It was this same difficulty encountered by the operator in locating the oil sands that caused the writer to enter into con-tract core drilling; late in 1921 the California operators became converted to the advantages of that method, and in the short space of one year core drilling in rotary-drilled holes has risen from a theory to an established practice.

Oil is found in commercial quantities in the islands of Sumatra, Java, Borneo, Tarakan and Ceram. The oil deposits of the Dutch East Indies and Sarawak are with one exception of Tertiary origin and as a rule are bound to anticlinal structures. The number of layers varies in most fields and in some of them asmuch as 14 oil-producing levels have been established. The crude oil varies rather much in composition. Some of it, particularly from North and South Sumatra, has a gasoline content up to 50 Per cent. Borneo produces mainly wax oil, while the Tarakan oil can be used directly as liquid fuel. In Java both wax and wax-free oil are produced. ' In all important fields installations have been erected to treat the wet gas. The lean gas is used for gas-lift purposes, Marietta process, and as fuel for boilers and motors, either in the fields or in the refineries. Formerly only percussion systems (Canadian, Californian and a drilling system devised especially for the purposes of the Royal Dutch Petroleum Concern) were applied in the Dutch East Indies, but in recent years the rotary system has been predominant and good results have been obtained with it. The deepest producer has recently been struck in South Sumatra at a depth of 1624 m. (5328 ft.), with a daily production of about 350 cu. m. crude oil. The crude is brought by an extensive system of trunk lines to the refineries, of which one is in North Sumatra (Pangkalan Brandan), two arc in South Sumatra near the town of Palembang, two in East ,Java (Tjepoe and Wonokromo), one in East Borneo (Balik Papan) and one in Sarawak (Miri). PRIOR to July, 1919, the sampler at each mine of the Anaconda Copper Mining Co. in Butte did his work in his own way and was responsible to the mine foreman only. At that time, the sampling at all the company's Butte mines was placed in charge of a member of the geological department and stand-ardized methods of doing the work, were adopted. These standards were incorporated in a set of instruc-tions accompanied by blueprints representing typical conditions. The main features of the instructions were as follows: All samples to be cut at breast height and horizontally, regardless of dip of vein, and the horizontal width reported. A single sample to include not more than a 5-ft. width of the breast and to weigh not less than 4 lb. for this width. Where the vein is made up of two or more streaks of different hardness or mineral content, each streak is to be sampled sepa-rately and the average value of the combined width figured. If two streaks of ore are separated by a streak of waste, which is not sampled, in obtaining the average value of the breast the waste must be figured in with a zero assay. Drifts to be sampled in the breast after each round. Raises to be sampled for each floor raised. Each end to be sampled separately and the average width and value of the two ends to be used as the average of the floor. All veins cross-cut to be sampled along the side of the cross-cut, at breast height and horizontally. Where the vein strikes at an acute angle to the line of the cross-cut, the width of sample must be corrected to show the horizontal width at right angles to the line of strike of the vein. Rill stopes must be sampled across the full mining width. In square-set stopes, each set must be sampled separately along the line of the caps. Waste portions of the vein which are mined for filling must not be included in the sample.
