The need for mechanized drilling to decrease mining costs has resulted in the development of the jumbo from column-and-bar drill carriages to hydraulically controlled jib jumbos. Resultant savings from use of improved jumbos have been high enough usually to retire the machinery investment within a year. The jib jumbo unit has been applied successfully to development and preparation programs and flat-bedded stopes, and an even wider field is forecast for its use.

INTRODUCTION Historically, planning a mine involved the economic decision of whether to mine by open-pit methods or underground methods. The method selected was influenced by a number of factors, including size, tenor, and location of the deposit. If the project could not be justified by either underground or open-pit practices, it remained in fallow until economic conditions changed or technology advanced. Technology has advanced and the mining industry now has another option, that of in situ leaching. This method is on the threshold of becoming a commonly used alternative for production in many types of metal and mineral deposits. It will be utilized as the primary method for developing an ore body or as an adjunct to open-pit or underground operations. The following considers application of the technique to a deposit that had been partially exploited by open-pit methods. HISTORY The Big Mike Copper Mine is located approximately 30 miles south of Winnemucca, in Pershing County, Nevada. Interest in the property dates from the turn of the century, but little exploration was undertaken until the mid '60s. In 1967 Cerro Corporation acquired the property and initiated a major drilling effort. Ranchers Exploration obtained the property after this exploration program in late 1969 and confirmation drilling was undertaken. The deposit was delineated and it was determined that reserves amounted to about 100,000 tons of 10.0% massive copper sulfide ore and 700,000 tons of 2 .O% mixed oxide-sulfide ore. 9.61. Introduction. Open pit mining methods produce more than 80% of all raw materials today in the United States. Much of this comes either from properties that formerly employed underground methods and were converted to open pit or from mines that ultimately must go underground when the economic stripping limit is reached. Generally the ores are transported over large vertical distances and techniques have been developed to do this economically. One approach is to combine conventional surface trucking, over relatively level roads, with the use of gravity and underground facilities. There are various modifications, depending upon the character of the orebody and the topography. Several schemes, as used in Sweden, Canada, and the United States, merit describing. One of the critical problems involved in the transference of ores from surface to underground is that of flow of bulk solids. Must it be crushed? Will it hang up in the transfer? What size and inclination of ore pass are required. How is the ore best fed onto the transporting device underground? As an example, the planning engineers for the Carol Project of the Iron Ore Company of Canada faced these problems in making their designs for the production and transportation of some 55,000 tpd from their Smallwood Mine in Labrador. Other operations, facing somewhat similar conditions, used other approaches of interest. IT SEEMS particularly appropriate that the Institute's Regional Meeting should be held in Minnesota this year. Whether we like it or not, we cannot help looking at things now in the light of the World War and the all-out effort we, as a nation, are making to defend our resources, our institutions, and our way of life. The ability to do this lies in large measure in the ability to forge weapons of defense-the machines of war. The basic ingredients of any defense system, or war machine, are the raw materials of industry-iron ore, providing steel for guns, shells, tanks, and warships; coal for stoking the nation's furnaces; oil to furnish power for war planes, ships, trucks, and mechanized weapons; and all the other materials that play a vital role in the operation of modern armies and navies. The tremendous requirements of full-scale defense programs are indicated by the large number of commodities that are now under priorities because the supply is not sufficient to meet both defense needs and all normal civilian consumption. But out of all these items two are of paramount importance-steel and petroleum. In this age no nation can hope to main¬tain a position as a first-class power in the world without a highly developed industry, particularly the heavy industries based on steel, and without access to the necessary resources for those industries. In 1918, 70 per cent of the iron and steel production of the United States was required for defense purposes. In 1940, 15 per cent of our iron and steel production was consumed for defense purposes, and with the acceleration of the defense program, it appears that the proportion of steel output required for defense purposes will reach 40

In estimating the unmined petroleum reserves of Central America, it is not feasible to employ the methods that have been worked out in thc oil fields of the United States. No producing wells have been brought in and no drilling sections have been made public. It is accordingly necessary to fall back on a crude "barrels per square mile" estimate. The method chosen is a comparison of the structure of the foreign field of unknown reserves with that of some supposedly analogous North American field of which the reserves have been estimated. This method makes no pretense at scientific accuracy, but furnishes a working basis for an estimate. The areal geology of Central America is illustrated in the inap prepared by Sapper and more recently in the geologic map of North America accompanying U. S. Geological Survey Professional Paper No. 71, "Index to the stratigraphy of North America." Disregarding for the present the narrow Quaternary coastal plains and alluvial deposits of the river valleys, three chief zones may be distinguished. These arc: A zone of late eruptive and effusive rocks; a zone of highly folded prr-Cambrian(?) or early Paleozoic crystalline schists and slates, considerably intruded by pre-Tertiary plutonic rocks; and a zone of more or less folded sediments, chiefly of Cretaceous or Tertiary age. The zone of late eruptive and effusive rocks of Central America begins in southeastern Chiapas, Mexico, and extends, with increasing breadth, across southern Guatemala, across practically the whole of El Salvador, and across southern Honduras to the valley of Rio Goascorhn, where the igneous zone attains a width of about 100 mi. (160 km.) East of the Goascordn Valley late eruptives and effusives play a subordinate part, being confined largely to thc Departments of Valle and Choluteca. Dikes and sills of igneous rocks intrude the sedimentary formations of central and northern Honduras. Late igneous rocks cover about four-fifths of the area of Nicaragua. In Costa Rica, late igneous rocks form the diagonal ranges of the Sierra de Guanacaste and the Cordillma Central, and play a part in the upbnild-

1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local. Sections should be recognized and stim¬ulated by appropriation of funds from the Institute's treasury; and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character, of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A . standing Committee on Local Section Appropriations, consisting of one past chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active sections to the welfare of the Institute as a whole.

TITANIUM is estimated to be the ninth most plentiful element, ranking after iron, aluminum, and magnesium, and ahead of copper, lead, and zinc. Vast quantities of titanium are widespread throughout the world in ore deposits and beach sands. Before the war, processing plants were operated in England, France, Italy, Czechoslovakia, Norway, Russia, Australia, United States, and Japan. In spite of its widespread occurrence, however, the U. S. Department of Justice has held the titanium industry to be a world monopoly and action was taken in the Federal court during the summer of 1945 to enjoin international patent and marketing agreements and to restore free competition. Possibly the rather surprising lack of public familiarity with this industry of international importance arises from its astonishingly rapid development and growth in the strong hands of some of the greatest chemical companies in the world, including the important foreign companies, Imperial Chemical Industries (British), Montecatini (Italian), I. G. Farben (German), and Titan Kogko Kabushiki Kaisha (Japanese). The rapid growth of the titanium industry in the United States is indicated by a tenfold increase of ore imports in the 1930 to 1940 decade before the war began to affect shipments from overseas. The fact that the industry formerly derived practically all ore for chemical processing in American plants from foreign sources probably also accounts for lack of general public knowledge of titanium. In 1939, to meet the requirements of increasing demand for the white pigment. titanium dioxide, more than 250,000 tons of titanium concentrates moved to this country, principally from the Travancore coast of India where the ilmenite concentrate from the beach sand runs as high as 60 per cent in titanium dioxide. Global warfare put a stop to shipping and thus gave rise to the development of titanium mining on a substantial scale in the United States during 1941.

Manganese is a nearly white metal, having about the same appearance when fractured as white cast-iron. Its specific gravity is about 8, while that of white cast-iron, reasonably free from impurities, is but a little above 7.5. As produced commercially, it is combined with iron, and with small percentages of silicon, phosphorus, and sulphur. It is generally produced in the blast-furnace. If the silicon is under 0.50 per cent., the product will be white. If the manganese is under 40 per cent., with the remainder mostly iron, and silicon not high enough to make the product gray, the alloy is called spiegeleisen, and the fracture will show flat reflecting surfaces, from which it takes its name. With manganese above 50 per cent., the iron alloy is called ferromanganese. As manganese increases beyond 50 per cent., the mass cracks in cooling, and when it approaches 98 per cent. the mass crumbles or falls in small pieces. When the percentage of manganese is high, the planes of the fracture are not so bright as when it is lower. The ferro-manganese which we have used in the experiments reported in this paper, contains Mn, 81.62; Si, 0.256 ; and combined carbon, 6.153 per cent. We have not been able to make test-bars from this, because the alloy cracks in small pieces in cooling. Manganese combines with iron in almost any proportion, but if an iron containing manganese is remelted, more or less of the manganese will escape by volatilization, and by oxidation with other elements present in the iron. If sulphur be present, some of the manganese will be likely to unite with it and escape, thus reducing the amount of both elements in the casting. Hence, in remelting irons, some of the sulphur which has entered from the fuel with which the iron is melted will very likely unite with some of the manganese in irons which make up the mixture and escape. Remelting, therefore,' reduces the percentage of manganese in cast-iron.

Hart (Chief Geologist, American Smelting & Refining Co.)— Because of a widely recognized association between breccia pipes of one form or another and many important copper deposits, conditions under which breccia pipes develop have been of great scientific interest for many years. Since these phenomena first attracted attention, many theories have been advanced to explain their origin. This is not unexpected, since it is likely that they have been formed by and under a wide range of conditions. Moreover, the entire subject is confused by the fact that the term brec-cia pipe is applied to a wide variety of occurrences. To discuss any part of the subject intelligently, therefore, it is necessary to start with definitions of the terms used. In their discussion of the Toquepala deposit, Richard and Courtright have carefully defined the terms they have used in their presentation of a very logical geological history of Toquepala breccias. This is a real contribution, as there is no reference in the literature known to the writer where the history of a series of breccia pipe epochs, confined essentially within one channelway, may be read with the degree of certainty that appears to be possible at Toquepala. Although the following comments are intended primarily to emphasize points brought out in the article by Richard and Courtright, certan subsequent detailed mapping by Hollister and Houston7 within the main central mineralized area of the Toquepala deposits not only supports most of Richard's and Courtright's con- clusions but also contributes additional facts that strengthen and broaden the whole concept of the origin of the Toquepala breccia pipes. In detailed mapping by Hollister and Houston,' the most significant feature disclosed is a well developed system of concentric fracturing in rocks peripheral to the main breccia pipe throughout an arc of 300°, interrupted only by the late dacite agglomerate in the north quadrant. Although Richard and Courtright noted that such fractures were developed in the southern and southeastern areas, continuity in the east and west quadrants is established by consistent orientation of the stronger set of fractures and joints. The existence of these structural weakness trends is emphasized by the emplacement of dike-like phenomena in and along members of this fracture system. Richard and Courtright described one of these dikes in the southeast quadrant. They referred to it as a ring-dike, composed of dacite porphyry. This suggests an apparent structural control of at least a part of the dacite porphyry intrusion by features related to the Toquepala breccia pipe center. This raises a perplexing question, since the dacite porphyry intrusion had been presumed to antedate breccia pipe activity. However, if this ring-dike is related to the breccia pipe center, it may indicate that some part of the dacite porphyry intrusion advanced in a manner resulting in an intensely localized stress center, which produced the concentrically arranged fracture system. THE second blast furnace of the Azov steel mill was blown in on Feb. 17, says the Economic Review of the Soviet Union. This furnace, the 111th in the U. S. S. R., has a volume of 930 cubic meters, and a daily output of 775 tons of pig iron. The 1934 program at the Azov plant includes three 250-ton-open-hearth furnaces, two coke-oven batteries, a repair shop, mine and agglomeration plant at Gamysh-Burum, and two ports, one at the latter town and one at Mariupol. On Feb. 21 the sixth open-hearth furnace of the Stalinsk (Kuznetsk) mill started operations; on Feb. 12 the fourth open-hearth furnace at the Liebknecht mill at Dniepropetrovsk, produced its, first steel, 47 tons of high-grade boring steel. SUPPLEMENTING surveys of the engineering profession regarding salaries and advancement, based upon data from individual engineers, a survey through a questionnaire to employers of engineers has recently been made by a subcommittee of the Engineers Joint Council's Committee on the Economic Status of the Engineer. Its object was to learn directly from employers their attitudes and policies pertaining to the selection, training, placement, advancement, guidance, and professional activities of engineering graduate employes. The questionnaire was sent in May 1946 to 174 employers of engineers, including colleges. Replies were received from 104 employers in nineteen fields of industry, who employ about 2,000,000 persons, about 40,000 of whom are engineers. The following general observations are based on the questionnaires returned. Who Are Hired? Of the co-operators 96 per cent employ cadet engineers directly upon graduation from engineering schools, but only 4 per cent recruit their engineering staffs exclusively from the new graduates. About 43 per cent hire more than half of their new engineer employes after one or more years' experience with other employers. This is evidently a matter of necessity or expediency rather than preference, because more than sixty per cent of those reporting indicate that they prefer to hire the new graduate.

It is proposed to give, first, a description of the works; second, a report of the first six months of the present blast; and third, such improvements as have been suggested by the practical working. The site selected for this furnace was, at the time of commencing work, October, 1872, entirely covered by the navigable waters of Lake Champlain. A coffer-dam was first built of cribs of round timber filled with stone, forming three sides, while the shore answered for the fourth. Considerable excavating was done with a steam-dredge, a hole being left for it to pass out. The opening was then built up, and the cribbing banked up with blue clay from the bottom of the lake, to render it water-tight and the dam pumped out; the remainder of the excavating being done by hand. All of the foundations, with the exception of the elevator-tower, and fifteen feet of the east side of hot blast, rest on the Potsdam sandstone, which forms the shore line, dipping into the lake at an angle of fifteen degrees. (communication to the Secretary*):—Mr. Blake's recent paper upon this topic undoubtedly partly explains the rationale of a part of the known facts bearing upon discolorat'ion and encrustation of rocks. His quotation from Humboldt, with reference to certain South American examples, may be questioned in the light of further facts, which do not appear to bear out the great traveler's theory of causation. There is no available evidence that the waters of the tropical rivers referred to by Professor Blake contain dissolved organic matter in the varying proportions required to demonstrate Humboldt's guess, nor do the concomitant facts in any manner bear out the hypothesis that the blackening in one case and its absence in the other may, perhaps, be traced to differences in the chemical reactions of the respective waters. Careful consideration of Professor Blake's illustrations, in connection with numerous personal observations extending over widely-scattered areas, convinces me that elements of
