The annual meeting of the St. Louis Section was held at the St. Louis Club, Saturday evening, Mar. 10, 1917. Philip N. Moore, President, and Bradley Stoughton, Secretary of the Institute, were the guests of the Section. The meeting was preceded by a dinner, at which 70 were present, and was presided over by F. W. DeWolf. Addresses were made by Mr. Moore and Mr. Stoughton. The routine reports of the officers were- presented and the Executive Committee named above was elected for the current year. The special business of the meeting was a report of progress concerning the arrangements for the Institute meeting to be held in the St. Louis Section district, Oct. 8 to 13, 1917. The general program for the meeting met with the cordial approval and cooperation of the members of the Section. INTRODUCTION AND SUMMARY With respect to the geomechanics aspects, the primary technical objectives in mining by an undercut-cave method are to achieve a controlled, sustained caving of the mineral body and to remove the fragmented ore with a minimum of dilution from surrounding unmineralized rock, while maintaining stability or control of the rock structure around the access openings. The structurally ideal ore body probably does not exist. If the rock mass is so weak as to cave on a short span, it may tend to be too sticky for easy drawing and handling, or create special problems in regard to support of the access openings. If the ore is strong, caving may be difficult and the caved fragments may be of such a large size as to require special equipment for transferring the ore from the caved zone. Given enough time and money to generate data and conduct trials, engineering and ingenuity can devise an appropriate combination of mine layout, sequence of extraction, and mechanical equipment to achieve a technically successful caving extraction operation to meet the foregoing requirements in many types of deposits. The large capital investment involved, however, reduces the freedom to make major changes once the mine development is well under- way, and the penalties for failure to accurately anticipate operating conditions militate against selecting any but the most obvious candidates for mining by an undercut-cave method. The demonstrated capability to extract large, deep, economically marginal deposits by this low-cost, high-volume method of mining provides an incentive to develop a rationale for predicting the cavability and stability characteristics of a deposit prior to mining, so that the undercut-cave method may be extended to a much wider range of mineral deposit characteristics. The ultimate goal is to establish as explicitly as possible the quantitative interrelationships between the measured rock-mass characteristics, the caving span, the size distribution of caved ore fragments, and the sizes and locations of stable access openings. Lacking an understanding of these relation- ships, a designer may readily change some factor in the wrong direction (e.g., excessively reduce the distance between the extraction level and the undercut to increase the convenience of operations for the undercutting crew, increasing the frequency of repairs to the extraction-level support system) or create unnecessary problems elsewhere in the system by introducing a design change that can achieve only minimal improvement in the factor of direct interest (e.g., unnecessarily complicate the ore-transfer system by changing the orientations of the openings, with- out succeeding in the objective of improving the ground support conditions). Although successful predesign is the prime objective, subsequent modifications in mine lay- out and sequence of extraction operations are inevitable. In developing the modified solution, systematic experimentation based on an understanding of the underlying structural relationships, coupled with monitoring measurements of selected diagnostic structural-behavior parameters, can achieve an acceptable solution in a minimum number of steps, which is far superior to the typical operational trial-and-error approach, in view of the cost of implementing each successive change. Since a drill-core sample of ore rock from a successful undercut-cave operation may exhibit a uniaxial crushing strength in excess of 100 MPa, the caving of such a rock mass is now commonly believed to be ascribable to the presence of discontinuities such as joints or fractures throughout the ore body. An essential part of the present investigation was therefore to characterize the natural discontinuities at each of the test sites by measuring their attitudes and spacings. The term "fracture" is used herein in a general sense to include any planar discontinuity without implication as to its suggested mode of origin. Most, but not all, of the fractures are properly termed joints. As a point of departure we may consider the possibility that the rock mass is transected by three families of joints, each family possessing a distinct orientation, such that parallelepipeds of intact rock are delineated by the jointing. Even if cementation is absent between adjoining parallelepipeds, the undercutting of the rock mass will not necessarily initiate sustained caving--owing to the all-around confinement, an arch may tend to stabilize over the undercut unless prevented from doing so by the failures of key blocks of intact rock. THE temperature of the ferrite to austenite re-action is established frequently by continuous heating experiments. However, equilibrium studies of this reaction have demonstrated that austenite may form at temperatures considerably below those at which the reaction is first observed during continuous heating. Because of this discrepancy, tempering is sometimes performed above the true critical temperature and in these cases austenite forms during tempering. The lowest temperature at which austenite forms and the kinetics of the reaction have been studied by Bain,' Bleakney and Gros-venor,2 and Dube and Cunningham. This austenite can affect the properties either as austenite per se, if it is retained at room temperature, or as a decomposition product if it transforms. The effect of austenite formation during tempering on low temperature impact properties of an 8 1/2 pct nickel steel was reported by Brophy and Miller4 in work published after the present investigation was initiated. They concluded that the improvement in low-temperature notch toughness which followed tempering at certain temperatures could be attributed to the austenite formed during tempering. Kramer et al.5 found anomalous hardness increases and embrittlement after tempering of a low-carbon manganese-nickel steel. They concluded that austenite formed during tempering, and that the decomposition products were responsible for the increase in hardness and the embrittlement. Quan-titative correlations of the microconstituents and mechanical properties were not made by these investigators. The present study was undertaken in order to establish the kinetics of formation of austenite at various temperatures, the characteristics of the decomposition of this austenite, and the relationship between mechanical properties and the phases present. Experimental Procedure A low-carbon manganese-nickel steel was selected because of the sluggishness of its austenite decom-position reactions. The composition of this steel in percent was: C, 0.10; Mn, 3.52; Ni, 2.34; Mo, 0.52; Cr, 0.17; Si, 0.19; V, 0.15; P, 0.019; and S, 0.020. Samples were prepared by forging sections from a large ingot to 3/4 in. bars. Formation and decomposition of austenite were investigated by dilatometric techniques which were checked by X-ray measurements. Dilatometer specimens were hollow cylinders 1 in. long, 1/2 in. diam, with a 1/8 in. central hole. All specimens were aus-tenitized for 1 hr at 1650°F and quenched in water prior to insertion in the dilatometer. Oxidation was prevented by using an inert atmosphere of purified nitrogen. Dilation was measured with a dial gauge which could be read by interpolation to 0.00005 in. Temperature was maintained within ± 3°F by a Brown Electronik Controller. Chromel-alumel thermocouple leads were welded to opposite ends of the specimen with the specimen serving as the hot junction. As a check on temperature uniformity comparison was made of the specimen temperature as measured with the chromel-alumel leads and the temperature of the center of the specimen as measured with a calibrated platinum—platinum-rhodium thermocouple embedded in asbestos in the central hole of the specimen. During heating a 5°F temperature difference was noted below 1000°F, but none above, while in cooling, a 5°F difference was observed from 1300" to 735°F, but none below. Heating rates of 35°F per min and cooling rates of 60°F per min were employed for all dilatometric studies. For transformation studies below room temperature, the dilatometer was allowed to cool to 150°F and then was quenched into liquid nitrogen.

The equilibrium vapor pressure of zinc has been determined over the systems: ZnS(s) + Fe(s) = FeS(s) + Zn (vapor) and ZnS(s) + 2Cu(s) = Cu2S(s) + Zn (vapor) by reacting the components in an evacuated tube containing a thin copper fiber, and allowing equilibrium to be established with respect to the brass formed and the zinc in the vapor phase. The composition of the brass formed was determined and equilibrium vapor pressure values obtained from existing data. Between 850' and 1000°C, values for the first reaction ranged from 8 to 58 mm Hg; for the second reaction from 1.8 to 22 mm Hg. THE direct reduction of metallic sulphides may be indicated by an equation of the form MS + X = XS + M [1] where X is some suitable reducing agent. In the case where M is a metal of relatively high volatility, the use of vacuum will displace the equilibrium to the right at comparatively low temperatures in the face of the usually unfavorable thermochemistry. For this technique to be feasible, MS, X, and XS, must of course be nonvolatile compared to M. In this regard, zinc becomes an obvious metal both from the point of view of its volatility and the fact that most commercial ore deposits of this metal occur as the sulphide, and its direct reduction would avoid the expensive roasting process necessary prior to present day reduction methods. Two reducing agents are of interest, namely copper and iron, with the former having the added attraction of being relatively easily regenerated by oxidation in the copper converter. The possibility of these reactions has been considered before. Imbert1 patented a process whereby zinc sulphide was reduced by either copper or iron. The process as described took place at atmospheric pressure and, at the high temperatures required, the system was molten, resulting in the formation of a matte with the consequent reduction in the activities of the reactants. Peterson2 did further experimental work on these reactions and, although promising results were obtained on a small scale, attempts to increase the size of the furnace led to excessive "blue powder" formation. The early workers failed to realize the large reduction in temperature afforded by the use of vacuum and its desirable results. More recently, the direct reduction of zinc sulphide by iron has been the subject of a thermody-namic investigation by Kelley,3 and Gross and War-rington' have studied the kinetics of the reaction in the temperature range 900" to 1000°C, their experiments being conducted using vacuum and indicating that the reaction would proceed practically to completion in 1 to 3 hr, depending on the temperature. A qualitative examination of the system ZnS-Cu carried out at this University indicated that 98 pct of the theoretical zinc in the charge could be recovered in 1 hr at 1000°C when operating under reduced pressure. The purpose of this research program was to study the equilibrium of the two reactions. During the investigation, reference to the experimental work of Schenk5 was found but, due to lack of detail in the report, it was felt that it would be desirable to continue the equilibrium measurements. Selection of Method The measurement of vapor pressure of metals presents obvious problems resulting from the high temperatures which must be employed. In the present case, the production of the "reaction pressure" introduces a further difficulty since a chemical reaction must proceed before any metal vapor pressure is produced, resulting in depletion of the re-

Over 200 billion tons of coal reserves lie locked up in deposits west of the Mississippi River-and of this, well over 100 billion tons are recoverable only by underground mining methods. Yet, because of the associated problems of unfavorable economics and inadequate technology, western underground mines contribute less than 2% to the annual US coal production. In order to reach the billion-ton coal production level called for by President Carter, it a pears the majority of new coal development will come from the West. But for this to be possible, new mining methods and equipment must be designed to match the unique thick seam conditions.

A KNOWLEDGE of the fundamental principles of locating, sampling, testing and evaluating materials is essential in prospecting for mineral aggregates. In this discussion, mineral aggregates will be considered sand, gravel, crushed stone and slag that are used as materials of con-struction. The quantity of mineral aggregates produced in the United States during the year 1935 for such purposes was roughly 165,000,000 tons, about 60 per cent of which was sand and gravel, 37 per cent crushed stone and 3 per cent crushed slag. The total value of this material was approximately $100,000,000. It is apparent therefore that the prospect-ing for suitable mineral aggregates is of considerable economic importance. In prospecting for mineral aggregates, the methods employed are the same whether the organization is large or small. In the large organiza-tion there may be available geologists for locating sources of supply, a land acquisition department to arrange for the necessary options or permits, engineers to do the sampling, a laboratory for testing, and a board of consulting materials engineers to make the final selection. Even small organizations must follow the same general procedure, though the respon-sibility for the selection of aggregates may rest with one man, who may or may not be an engineer, but who must depend entirely upon his own judgment.

In some research work carried out by the writer, certain results have been obtained which bear on the fundamental nature and origin of coal and the relationship between coal and petroleum. Without entering into a discussion of the details of the experiments, which were conducted on petroleum and derived bitumens, there are given here, by way of definition, some of the relations that the writer has established between certain classes of bitumens of petroliferous origin. Bitumen.—-A natural organic substance, gaseous, liquid, or solid, consisting of hydrocarbons and the oxy-or thionic derivatives of the same, or of a mixture of all three. Diaspha1tenes.—-Those portions of bitumens that are soluble in ether or carbon disulfide, but are insoluble in a mixture of equal parts of ether and alcohol. Diasphaltenes are produced by the oxidation or thionization of petroleum oils; they have, as the name indicates, twice the molecular weight of asphaltenes, into which they are converted when subjected to moderate temperature. For example, an artificially produced diasphaltene, which was readily soluble in pentane and ether, was quite insoluble in either of these solvents after heating for three weeks at a temperature of 100" C., and was converted into an insoluble asphaltene. Aspha1tenes.—Those portions of bitumen that are insoluble in ether or ether alcohol but are soluble in carbon disulfide. Aspha1tites.—Those solid or semisolid natural bitumens that are composed, for the most part, of asphaltenes or diasphaltenes. A pure asphaltitel would be composed wholly of asphaltenes and diasphaltenes, but most asphaltites contain small percentages of oil and wax, which have not yet been converted into asphaltenes; they may also contain A small percent.age of kerotenes, which represent the next stage of the metamorphosis of asphaltenes. Among the naturally occurring oxyasphaltites may be mentioned grahamite; and among the thioasphaltites, gilsonite.

A full understanding of the behavior of sulphur in the basic open-hearth process has been delayed by lack of dependable data covering a wide range of slag conditions in the absence of other complicating factors that are likely to be present under operating conditions. It has been generally accepted that strongly basic slags will dissolve more sulphur than will those in which the acidic and basic constituents are more nearly balanced. It has been known that both slag and metal would absorb sulphur from the flame when the sulphur content of the fuel is high. It has been generally believed that manganese assists in the transfer of sulphur from metal to slag. Almost nothing has been known of the effect of temperature upon desulphurization;the data have been conflicting and there has been a tendency to depend rather heavily upon analogy with the better understood desulphurizing reaction of the blast furnace. Many attempts have been made to build up from open-hearth data a satisfactory theory of the chemical reactions involved in the process. That this has been an extremely difficult task is owing to two reasons that have been very generally recognized. The first is the parallel and simultaneous reaction of sulphur transfer between flame and bath. The second is the difficulty of distinguishing between the factors that ultimately limit the transfer from metal to slag—i.e., equilibrium conditions—and those whose influence is only upon the rate of transfer. It has been the object of the work here recounted to study the equilibrium distribution of sulphur between slag and metal in the absence of these complicating factors, with the hope that a better understanding of the equilibria involved would lead to a better control of the over-all process in the open-hearth furnace. A review of the literature on steelmaking reveals almost complete agreement with respect to the paramount importance of lime in promoting desulphurization. In expressing this effect in quantitative terms, however, and in formulating the relationships between the concentrations of other slag components and the desulphurizing power, there is little agreement. For instance, the "basicity" or basic strength of the slag is commonly measured by some kind of ratio of concentration of basic to acidic oxides. Of these, the following have been reviewed by Schenck:20 V radio = % CaO/%SiO, Körber and Oelsen's _ % CaO'. 100/% CaO + % SiO2 where (%CaO') = % CaO- 1.18% P2O5. The orebodies are long bedding-plane lenses of chalcopyrite and sphalerite, associated with garnetite masses. Most of the orebodies are within a 50-ft thickness of Cambrian limestone; other Paleozoic limestones and dolomites are locally metamorphosed but only slightly mineralized. Pre-mineral faults are numerous, but shallow folds were the main ore-localizing structures. JOHNSON camp is in the northwestern part of Cochise County, Ariz., about 50 miles east of Tucson. The nearest major mining districts are Tombstone and Bisbee, respectively 27 and 50 miles to the south, and the Superior-Miami-Globe-Ray porphyry copper group, about 90 miles northwest. Like many mining camps of the Southwest, Johnson camp is said to have been worked by the Spaniards. The first production on record was in the early 1880's, when an unknown amount of oxidized copper-silver ore in the Peabody mine was mined from replacement orebodies in the Pennsyl-vanian Naco formation. From 1904 to 1911 outcropping oxidized ores in the Cambrian Abrigo formation were worked, and an estimated 100,000 tons of copper ore were shipped. In 1912 the first large sulphide orebody of the district, the Republic Manto orebody, was discovered, and in the following few years some 250,000 tons of predominantly sulphide ore were shipped. The average grade of this ore was approximately 4.5 pct Cu, 6 pct Zn, 0.8 oz. Ag, and 0.001 oz Au. The Republic, Copper Chief, and Mammoth mines were the principal producers during this period. Mining ceased in the district after 1920, and until 1943 only small-scale leasing operations were carried on. In 1943 all the mines that had been productive were acquired by the Coronado Copper and Zinc Co., the present operators, and in the 10 years since that time the district production has amounted to approximately 350,000 tons of milling ore averaging 2 pct Cu and 6 pct Zn. Most of this ore was produced from the Republic and Mammoth mines, but since 1950 a large part of the production has been from the new Moore mine. The total known production from the district, then, is about 3/4 million tons of copper and copper-zinc ore of low grade. All of this ore was produced from orebodies associated with garnetite in the middle member of the Cambrian Abrigo formation. In addition to this known production, an unknown tonnage of ore was extracted from the Peabody mine orebodies that lie in the Pennsylvanian Naco formation. Published information on the geology of the district is limited. Aside from brief references in various mining journals, only three papers on the district have been published.1-3 One of these is a U. S. Bureau of Mines report on a diamond drilling program, one is a brief paper on the general geology of the district, and the third is a report on geochemical experiments, with a section on the occurrence of the orebodies. The last two are by John Cooper, of the United States Geological Survey, who has done much detailed work in the area. Stratigraphy The rocks of the mineralized area are Paleozoic sediments ranging in age from Cambrian to Penn-sylvanian. Several disconformities are present in the stratigraphic column, the most important one being between the Cambrian Abrigo formation and the Devonian Martin formation. There are no angular unconformities. Within the district, the Paleozoic sediments lie in a fairly uniform monocline, striking northwest and dipping 30" to 50" northeast. This local monocline is part of a domal struc-ture centered in the Little Dragoon mountains to the southwest. The Texas Canyon stock, a quartz monzonite body intruded probably during the Laramide revolution, lies south of the mineralized area (Ref. 2, p. 33). The Paleozoic rocks dip away from the stock, and on the surface are separated from it by at least 1500 ft of Pre-Cambrian rocks. The outcrop pattern of the northeastern edge of the stock suggests that it may dip gently northeastward, passing below the mineralized area at moderate depth. No quartz monzonite has been found in mine workings or diamond drill holes, which reach to depths of 1000 ft. The only igneous rock found in the mineralized area is a lamprophyre dike cutting the Naco limestone in and near workings of the Peabody mine. With the exception of the lowermost beds—the Bolsa quartzite and the shaly lower member of the Abrigo formation—the Paleozoic sediments are predominantly carbonate rocks, Fig. 1. The middle member of the Abrigo formation, which contains the principal ore-bearing beds, is limestone, with thin shale partings throughout most of its 250-ft thick-ness. Near the top of this member is a sandy bed some 25 ft thick. The upper member of the Abrigo formation and the lower half of the overlying Devonian Martin formation are dolomitic, with num-

Since the last publication of tabulated results of grindability tests by the authors1 the total number of ball-mill tests made has more than doubled, and rod-mill tests have become increasingly important. Nearly all of the standard closed-circuit ball-mill and rod-mill tests made to date are included in the present tabulation, together with additional information not previously published. Standard Ball-mill Grindability Tests The method of conducting these closed-circuit tests has not been altered. A sample of the ore or other material is stage-crushed in rolls set at 1/16-in. opening with a 6-mesh screen until all of it has passed the screen. The combined minus 6-mesh screen undersize is mixed, sampled and screen-analyzed, and its apparent specific gravity is determined by packing and shaking in a standard container, and weighing. The apparent specific gravity ordinarily is about 60 per cent of the true specific gravity. The unit volume present in the mill .in all tests is 700 C.C. of the packed minus 6-mesh roll product, and the number of grams occupying 700 C.C. is the unit test weight. This weight is placed in the mill dry, ground for the number of revolutions estimated to be necessary, discharged, and screened mechanically in three testing sieves of the mesh size at which the test is to be conducted. The oversize, or circulating load, is weighed, sufficient fresh minus 6-mesh feed is added to bring the total weight up to that of 700 c.c., and the charge is returned to the mill for a second grinding period. All standard ball-mill tests are conducted at 250 per cent circulating load, and the number of revolutions in the mill necessary to obtain this circulating load at any grinding period is estimated from the results of the previous period. The number of net grams of screen undersize produced per revolution of the mill approaches its final equilibrium value after several grinding periods, and this is recorded as the grindability, or relative ease of grinding, of the sample. Since the last publication of tabulated results of grindability tests by the authors1 the total number of ball-mill tests made has more than doubled, and rod-mill tests have become increasingly important. Nearly all of the standard closed-circuit ball-mill and rod-mill tests made to date are included in the present tabulation, together with additional information not previously published. Standard Ball-mill Grindability Tests The method of conducting these closed-circuit tests has not been altered. A sample of the ore or other material is stage-crushed in rolls set at 1/16-in. opening with a 6-mesh screen until all of it has passed the screen. The combined minus 6-mesh screen undersize is mixed, sampled and screen-analyzed, and its apparent specific gravity is determined by packing and shaking in a standard container, and weighing. The apparent specific gravity ordinarily is about 60 per cent of the true specific gravity. The unit volume present in the mill .in all tests is 700 C.C. of the packed minus 6-mesh roll product, and the number of grams occupying 700 C.C. is the unit test weight. This weight is placed in the mill dry, ground for the number of revolutions estimated to be necessary, discharged, and screened mechanically in three testing sieves of the mesh size at which the test is to be conducted. The oversize, or circulating load, is weighed, sufficient fresh minus 6-mesh feed is added to bring the total weight up to that of 700 c.c., and the charge is returned to the mill for a second grinding period. All standard ball-mill tests are conducted at 250 per cent circulating load, and the number of revolutions in the mill necessary to obtain this circulating load at any grinding period is estimated from the results of the previous period. The number of net grams of screen undersize produced per revolution of the mill approaches its final equilibrium value after several grinding periods, and this is recorded as the grindability, or relative ease of grinding, of the sample. Climaxed by the recent start-up of the $6.3 million Young mill in September 1975, Asarco has pushed Tennessee back into number one position as the leading zinc mining state. Furthermore, start-up of the Young mill is expected to insure a much-needed and continuing domestic zinc supply, at a time when US mines can only supply one-half of 1975 domestic consumption.

They have no inside information from occult sources; neither of them feigns clairvoyant powers in the slightest degree. It is true that they have indicated on be graphs an approximate trend for the consumption of seven important mineral commodities up to the year 1954. At best this is a risky business; the figures do not pretend to be any- thing more than reasoned conjectures that are predicated on an attempt to evaluate some of the more obvious of the many factors that are likely to have a bearing on the future.

Microscopic evaluation of trace quantities of metalliferous phases in flotation products requires counting large numbers of particles. Particle counts of many thousands may be required for precision, but cannot be obtained practically by conventional microscopic techniques. A less tedious microscopic method for evaluating trace sulfides in mill tailings was developed for the O'okiep Mining Co. in South Africa. Hundreds of thousands of particles were evaluated by this method called "gross-counting." Gross-counting consists of counting microscopic fields rather than point-counting individual particles. Total counts are calculated by multiplying the average number of particles per field by the total number of fields examined over the entire mount. Total gross-counts range from about 20,000 particles for +200 to 100,000 or more for -400 mesh size material in lucite mounts. Sulfides and metallic particles in each field are identified and tallied along with field counts. Totals for each type of metallic particle are divided by the total gross-count to give volume percent which is corrected to weight percent by specific gravity factors.

Operators of coal preparation plants use equipment such as large-capacity dump trucks and bulldozers to haul, spread, and compact refuse material to conform to federal and state regulations governing the disposal of solid waste. For example, federal regulations require that refuse be spread and compacted in layers not more than 0.6 m (2 ft) thick. If the refuse layers or piles have poor load-bearing characteristics, movement of equipment over them becomes extremely difficult. The increasing cost and limited space for the construction of settling ponds extensively used for fine refuse disposal are leading to the growing practice of dewatering the fine refuse by means of vacuum disk filters and combining the resulting filter cake with coarse refuse for waste bank disposal. However, this filter cake usually contains more than 25% moisture. Therefore, when it is combined with coarse refuse, the moisture level of the total refuse may become high enough to impair the load-bearing strength of the refuse. Precisely this problem and the attendant difficulties of moving heavy equipment arose when vacuum disk filters were installed at a preparation plant in West Virginia. Combining the moist filter cake with the coarse refuse generally results in a 12% moisture level for the total refuse at this plant. At this moisture level, the refuse can still be handled with some dif¬ficulty by the equipment. However, the problem has frequently been compounded after rains. The experimental program described in this paper tested the following methods of improving the load-bearing properties of coal refuse: moisture reduction, addition of crushed coarse refuse, addition of fly ash, addition of lime, and addition of a mixture of lime and fly ash. In terms of a balance between economic and technical considerations, the most effective method was demonstrated by laboratory and plant tests to be a 2% to 5% addition of lime. Test Program During formulation of a test program aimed at improving coal refuse stability, a number of treatment techniques were selected for evaluation of their effect on refuse load-bearing characteristics. The reduction of refuse moisture was the first technique considered, since moisture content plays a key role in the bearing strength of a bulk solid. The reasoning was that a very small reduction in refuse moisture, provided it could be accomplished with minimal effort and cost, would be sufficient for eliminating refuse disposal problems most of the time. At the same time, it was recognized that periods of rainy weather would offset moisture-reduction measures. Other techniques selected for evaluation because of their potential for improving refuse-bearing strength at reasonable cost were: addition of crushed coarse refuse, the addition of fly ash, and the addition of lime. A simple one-dimensional laboratory compaction test was designed for evaluating the effect of each of these techniques on refuse-bearing strength. Those techniques that gave best results in the laboratory would then be tested in the preparation plant in West Virginia. Laboratory Tests The laboratory test for evaluating each of the techniques involved the application of weight to a load module placed on a refuse sample in a container. The distance the load module sank with an increasing amount of applied weight was measured, and the relationship between module displacement and loading was obtained. The refuse container was large enough to minimize the influence of wall effects, and to decrease the effect of the container bottom, a test was terminated when the load module sank to about three fourths the depth of the container. Initially, an attempt was made to conduct compaction experiments with samples of total plant refuse. However, the presence of + 0.13 m (+ 5 in.) material in the refuse interfered with the mechanics of the test, and the large amount of material required for a representative sample made testing extremely tedious and time-consuming. To avoid this problem and because it was believed that only the fine components of the refuse were the major cause of the stability problem, tests were conducted with 13 mm X 0 (1/2 in. X 0) material from the total plant refuse. The equipment consisted of a 0.46 m (18 in.) cubic container, a loading module with 62 cm2 loading area, weights totaling 450 kg, and a portable concrete mixer for combining water and additives with the refuse. Refuse samples of about 110 kg dry weight were used for each test. Experimental compaction test data were evaluated by plotting the linear displacement of the load module vs. loading. THE interesting paper recently submitted by Messrs. Tobelmann and Potter' shows that chemical problems have developed which are of great interest in this new and important branch of metallurgy. Those who realize what a process of this kind really involves will agree that it deserves a better name than "leaching process." The word leaching conveys the idea that the copper is simply leached out of the ore with acid and then precipitated on iron; the chemistry of such a process would be of little interest. As, however, during the first year's operation of this plant 24,400,532 lb. (11,067,837 kg.) or about two-thirds of the produce, was electrolytic copper, while 7,992,033 lb., or about one-third, was cement copper, it would seem more appropriate to term the process electrochemical. It further appears, from the particulars given, that efforts have been made to have the entire production in the form of electrolytic copper. -This could be done if the chemistry of the problem were kept in balance, so that it would not be necessary to discard any solutions that carried copper and acid of commercial value. A process, such as that under consideration, in which the copper is precipitated from solution by electrolysis, the solvent being at the same time regenerated, is one that requires special chemical and electrochemical knowledge and experience if all the -copper in solution that has been extracted from the ore is to be successfully and economically produced as electrolytic copper. The object of this paper is to discuss, from the practical and theoretical standpoints, the chemical and electrochemical problems involved in the working of a process of this kind, and' which must be solved to keep it in chemical and electrochemical equilibrium.
