WHEN we consider the efforts made in Europe to promote the physical and moral well-being of the working classes, the question is suggested whether in this country, where, theoretically, every man is peculiarly the arbiter of his own destiny, we may not be too prone to expect every man to take care of himself, and neglect to make those provisions for the welfare of the employed, demanded alike by enlightened economy and humanity. In the older countries, where the disproportion between capital and labor is greater, and the working classes are more dependent, their welfare largely occupies the attention of employers. The subject is involved in the problem of the just relations of capital and labor, and we are rapidly approaching the time, if we have not already reached it, when a generous paternal interest in the welfare of the employed should be more generally manifested. It is a subject which is of special importance to mine-owners and engineers in this country, especially to those located in the coal regions. My own attention has been particularly directed to it by a visit made to the Hassard collieries, a few miles from Liege, Belgium, under the direction of M. Andrimont. This celebrated engineer has established a comfortable home for the miners near the mouth of the shaft of the mine. It has been highly successful and beneficent in its results, and may to a great degree be regarded as a, model for such undertakings. It is known as "Hotel Louise," this being the name of Madame d'Andrimont, who laid the corner-stone of the building April 4th, 1871. The structure is of brick, upon three sides of a square, and

The generation of operating information for mineral beneficiation processes has become more sophisticated as a result of the use of improved laboratory analytical techniques, some of which provide multiple component assays, as well as the introduction and gradual industrial acceptance of process sensors for the measurement of flow, density, size, and chemical composition. In general, however, the mineral processing engineer's ability to tie together this wealth of information has not kept pace with these developments. In fact, in almost all existing plants, the metallurgical inflow-output balance, wed to indicate current process performance, is still being calculated from only a small portion of the information routinely available. There is substantial activity in the development of techniques for using all available process information to significantly improve the reliability of the metallurgical balance. While the use of these improved techniques does require access to computing facilities and a slight change in perspective on the part of the mineral processing engineer regarding the inviolability of process information, there are numerous practical benefits to be derived from their application. In addition to summarizing some of the concepts basic to these techniques, this paper describes the experience of the author in applying one of these advanced metallurgical balance techniques to a variety of pilot plant and commercial plant flowsheets during the past eight years.

(Cleveland Meeting, October, 1912.) ALEXANDER PARKES patented in England in 1851-52-53 a process for desilvering lead by means of zinc, making use of the greater affinity of silver for zinc than for lead, discovered by Karsten in 1842. The efforts in England to develop it commercially were not particularly successful, nor was the attempted introduction into the United States. This last was not surprising, as it was about the beginning of our Civil War, and at that period there was very little lead-bullion produced in the united States and there was no field for the process here. There was at that time on Staten Island an establishment that pattisonized lead, probably from Rossie, N. Y., and Chester, Pa., and possibly some Spanish lead, but the production of lead-bullion in the Far West had not yet begun. In 1864, Edward Balbach, of Newark, N. J., patented in this country a process for desilvering lead by means of zinc, and in 1867 Edward Balbach, Jr., patented a " movable black-lead retort with a neck, placed in a furnace," for the purpose of distilling the alloy of zinc, lead, and the precious metals. A brief comparison of the Parkes and the Balbach processes is interesting. The Parkes process as practiced in England consisted in stirring into silver-bearing lead, melted in a kettle, from 1 to 2 per cent. of zinc, cooling, skimming the alloy of lead, zinc, and silver that rose to the surface, liquating it in an iron retort, distilling the residual rich alloy in fire-clay retorts, thus regaining the zinc, and refining the desilvered lead at a low heat in a shallow cast-iron pan that formed the hearth of a reverberatory furnace. PREVIOUS studies1 by the writer dealing with the embrittlement of copper have been concerned with the behavior of various pure and deoxidized coppers when exposed to an oxidation-reduction cycle, and the consequent evaluation of these materials on the basis of their resist-ance to this action. No attention was devoted to the variations in pene-tration of embrittlement with time, when these copper materials are exposed to a strong reducing gas, such as hydrogen, nor to the variations in oxygen penetration, with time and temperature, into the "pure" coppers. The cause of the embrittlement is the reduction of the oxygen in the copper by the hot reducing gas, so that a consideration of time, tempera-ture, the occurrence of hydrogen and oxygen must be given. For the purpose of differentiating some of "the involved factors, the present work may be divided into two separate series of experiments. The first of these deals with the oxidation of purified coppers under various conditions and then the subjection of these to a standard hydrogen treatment. The second series concerns the reduction, under different conditions, of tough-pitch coppers of several oxygen contents. The resulting data will give the rates of oxidation, and of reduction, for the materials involved. The first series of experiments will reveal how rapidly copper may become oxidized, while the second series will indicate how rapidly embrittlement will penetrate into an oxygen-containing copper when it is exposed to hydrogen at different temperatures.

This paper contains solutions of the differential equation of diffusion in binary alloys if the diffusion coefficient is an exponential function of the concentration of one of the components. THE general differential equation for one-dimensional diffusion in a binary system can be written as: where c is the concentration of one of the two components in any suitable units; x, the distance from a reference plane; t, time; and D, the diffusion coefficient. Hartley and Crank&apos; have pointed out that eq 1 with conventional length units for measuring the distance x holds only if the alloy can be regarded as a rigid framework. In general, this is not the case, especially if the lattice parameter varies appreciably with composition. If a modified coordinate system is used instead of an orthodox system based on the centimeter a:: length unit, eq 52 is obtained, which has the same general form as eq 1 and is generally valid. The necessary transformations are presented in the appendix. If&apos; D is independent of concentration, analytical solutions of eq 1 are known for numerous boundary conditions. If D depends on concentration, solutions based on known analytical functions are not available. Among others, Boltzmann2 and Matano3 have shown that the concentration c depends only on (x/t1/2) in the case of diffusion between two semi- infinite spaces with uniform initial concentrations: c = c, for x < 0, t = 0, i.e., x/tl/2 = — x [21] c = c2 for x > 0, t = 0, i.e., x/tl/2 = + a Moreover, Boltzmann and Matano have shown how D may be calculated as a function of concentration over the whole range of composition from c -c, to c = c2 if c as a function of (x/t1/2) for the initial conditions stated in eq 2 has been determined experimentally. Thus, for instance, in principle, the diffusion coefficient in silver-gold alloys may be calculated as a function of concentration for the whole range of composition from only one diffusion experiment with a couple of pure silver and pure gold welded together. If the diffusion coefficient D as a function of concentration c is known, a solution of eq 1 for boundary conditions as stated in eq 2 with arbitrarily chosen values of c, and C2 may be wanted. For instance, if the diffusion coefficient in an alloy A-B as a function of concentration has been derived from an experiment with a diffusion couple involving 0 and 30 pct B as initial. concentrations, the calculation of the concentration distribution in a diffusion couple involving other initial concentrations, e.g., 5 and 20 pct B, may be desired. This problem may be solved by numerical or graphical integration of eq l. microscopic ohservations on alloys of organic trzaterials show that dendrite arms can melt off under normal conditiorzs of growth. This occurs because of the interactiorz of&apos; heat and matter fluxes during dendritic growth. The re melting occurs where the den-drite arms are joined onto the main deizclrite sterrz. Many detached crystals can be produced in this fashion. It is postulated that this remelting phenornenon occurs in metal alloys, giving rise to the equi-axed region in castings. Experiments peyformed orr castings of transparent materials support remelting as a primary source of detached crystals. Ob~ervations an equiaxed tones in metal castings are discussed in terms of this and other mechanisms. It is concluded that the partial remelting of dendrites is on important mechanisnl for producing the equiaxed regions in castings. THE freezing of a casting can be divided into three regions: a chill zone formed near the mold wall, a columnar region, and a third region, at the center of the casting, which is called the equiaxed zone. The origin of the grains that comprise the equiaxed region is the subject of this paper. We will first outline the mechanisms which have been proposed to account for the origin of the equiaxed region and discuss some recent experiments which cannot be explained by these theories. We will then present some microscopic observations of dendritic growth which have led us to conclude that the equiaxed zone in castings can arise from partial remelting of dendrites. This proposal is supported by observations on transparent castings. Finally, we will discuss several observations on metal castings which could not be explained previously, and which can be accounted for by the present proposal. Previous Mechanisms. Winegard and Chalmers3 pointed out that the molten central region of an ingot could be constitutionally supercooled, because of the solute layer at the growing interface. In this supercooled region, nucleation on particles could occur, giving rise to the equiaxed crystals. Another mechanism has also been suggested,4y5 that the nuclei originate in the chill zone then float or are carried by convection to the center of the casting, where they grow to produce equiaxed crystals. In this case, all the crystals nucleate immediately on casting, so this mechanism will be termed "big-bang" nucleation. Walker&apos;s Experiments. J. L. Walker has made observations on the solidification of nickel and Ni-Cu alloys which cannot be accounted for by either of the above mechanisms. In studying the grain size resulting from freezing of nickel at various undercoolings, walker6 found that at large undercoolings the grain size was small, due to mechanical nucleation, as discussed by walker7 and Horvay.&apos; At small undercoolings, the grain size was large, and the growth dendritic. In Ni-Cu alloys, however, for initial undercoolings starting from just below the melting point and extending for a hundred or so degrees of undercooling, fine grains were also observed. Samples were undercooled 200 Centigrade degrees without nucleating, and were then heated 130 Centigrade degrees so that the undercooling was 70 Centigrade degrees, and nucleated. The samples had a small grain size, indicating multiple nucleation. There were no heterogeneous nuclei in the liquid which could operate at the temperature of growth. Constitutional supercooling could not have been greater than the supercooling of the initial melt, since the temperature rose as the freezing continued. walker -as also shown that a Ni-Cu alloy which can be undercooled to below its solidus will produce typical columnar and equiaxed regions when cast into a cold mold. This alloy could not reach a temperature below its solidus by constitutional supercooling. It could not, therefore, have nucleated heterogeneously. TO improve blasting methods it is necessary to know how the explosive force acts and how rock resists this force. Because of the tremendous power developed within milliseconds and the great number of other factors directly affecting the technical and economic results, an analysis of the fundamentals of blasting theory is difficult. But since the rules used for layout design and for calculations of size of explosive charges are based on theoretical assumptions, complete knowledge of blasting theory has great practical importance in mining. Analysis of Blasting Theory: It is interesting to note the opinion of blasting experts with respect to contemporary blasting theories. F. Stussi; Professor of the University of Zurich, stated: "We do not have enough experience yet to change our army engineering regulations in blasting and base it on new fundamentals. It is our duty to collect more practical data and to do more research in blasting to close this gap." K. H. Fraenkel,2 editor of the Manual on Rock Blasting published in 1953 in Sweden and written by well-known Swedish, German, Swiss, and French blasting and explosive experts, said: "To the best of our knowledge no suitable formulas for civil blasting work are to be found in the American, French or German literature." Present blasting theory is based upon two assumptions. 1) The blasting force of explosive acts in concentrical and spherical form. 2) Rock resistance against the explosive force is directly proportional to the strength characteristics of the rock. The first classical formula based on theoretical fundamental in blasting theory for explosive charge calculation was introduced by Vauban, a military engineer who lived 300 years ago. It was Vauban who proposed the famous formula L = w3 q, where L is the explosive charge, w = line of least resistance, and q = specific explosive consumption proportional to the weight of rock. Later engineers used q as proportional to the strength of the rock. Since Vauban&apos;s time different suggestions concerning blasting theory have been proposed. However, the principles stated at that time so affected the thinking of later generations that his formula is still in use and practically unchanged. The first controversy concerned the form of crater. It was found that geological features of rock affected its form. The factor q was analyzed thoroughly by Lares3 and later by Ohnesorge," Weichelt,5 Bendel,6 and others, but the assumption remained that resistance against explosive force is directly proportional to the strength of the rock blasted. The greatest controversy, which has not yet been settled, concerned w. It was noted that w3 is more appropriate for long lines of resistance and w2 for lines of resistance less than 15 ft. Based on the assumption that the explosive force acts concentrically and spherically, spacings between charges were limited to distances not greater than the length of line of least resistance. Sometimes larger spacing is recommended, but this is due to the advantageous geological and physical properties of rock and not to the action of an explosive force as such. In addition to the classical formula, empirical formulas are used widely. These state that the explosive charge is directly proportional to the volume of blasted rock in cubic yards, and the amounts of explosive required are usually expressed in pounds of explosive per cubic yard of rock. Empirical and classical formulas are contradictory. In the empirical formula, but not in the classical formula, explosive charge is taken proportional to all three space axes: line of least resistance, spacing, and bench height. In spite of this contradiction, both formulas give good results. This is possible because as now practiced the explosive charge calculation for heavy burdens need not be highly accurate. Each, open pit or quarry, usually works with a certain relation between bench height and line of least resistance and between charge spacing and line of least resistance. When these relations are changed, however, the specific explosive consumption q changes greatly. This is one of the reasons why the principles on which the formulas are based appear to be incorrect. A party, consisting of George I. Adams, of the United States Geological Survey, A. H. Purdue, of the University of Arkansas, and Ernest F. Burchard, was engaged, during the summer of 1902, in the study of the zinc- and lead-deposits of Northern Arkansas. An extensive report on this field is now in preparation. The following preliminary statement of results and conclusions is made in advance of the final publication, which will be accompanied by detailed geologic maps and other illustrations and a fuller treatment of the subject. Location.—The Northern Arkansas field embraces Marion county and adjacent portions of Boone, Baxter, Newton and Searcy counties. Outside of this area there are a few scat tered mines, notably in Sharp and Lawrence counties. The mining development lies north of the Boston mountains, in what is known as the Ozark Plateau. The country has a broken surface, as a result of dissection by streams, and there are numerous exposures of the mineral-bearing horizons in the valley slopes. This has greatly facilitated prospecting. History.—Lead-ore was discovered in Northern Arkansas by the early explorers and pioneers, and at first was utilized for rifle-ballets. Later, it attracted considerable attention, and in the &apos;50&apos;s was smelted in the vicinity of Lead Hill. There was a revival of the industry during the "70&apos;s, but the cost of transportation was so great that it was practically abandoned. Zinc-ores at first attracted little attention, probably because they were not so well understood. Before the Civil War, however, some zinc was smelted. In the &apos;80&apos;s, prospecting was carried on generally throughout the field, and resulted in finding zinc at so many places and so readily accessible that

A relaxation peak thought to be due to the presence of C-C pairs in cobalt has been observed. It exists both above 420"C, where cobalt has the fcc structure, and below 420"C, where cobalt has the hcp structure at equilibrium. The effect is thought, however, to be caused by motion of C-C pairs in the fcc phase in both instances; enough retained fcc phase was deduced to be present at temperatures below 420°C to make the phenomenon possible. Measurements of the aniso-tropy of the effect in single crystals of various orientations of fcc phase showed the effect to have a maximum value in longitudinal strain for a [loo] crystal and a minimum value for a [Ill] crystal. This observation seems to rule out the possibility of (110) nn pairs being responsible for the effect. From measurements of the strength of the relaxation in the alloys, we reach the conclusion that both the binding energy of the pairs and the specific relaxation per pair are smaller than corresponding quantities for interstitial pairs in bcc metals. DETERMINATION of the details of atom placement of small atoms such as carbon, nitrogen, oxygen, and hydrogen in metals has been a difficult problem. In certain alloys such as martensite extensive departure from random placement of the interstitials can be deduced from X-ray diffraction off the atoms of the host metal, but such diffraction techniques are of small help for small departures from randomness. A technique which does offer promise in the latter instance is the anelasticity of these interstitial alloys. Most previous investigations using this property have utilized alloys in which the solvent is one of the bcc metals, alloys such as These studies have been interpreted to show that an interaction exists between interstitials which causes them to form clusters in more than random numbers; the binding energy of interstitials in such clusters has been deduced to be about 0.1 ev per atom (for small clusters of size two to four atoms). Similar investigations have been carried out on close-packed solvent metals, Ni-C by and Diamond and Ag-O by Papazian.8- In both of these svstems. no relaxation of the singly dissolved interstitial is expected, so an-elastic behavior of the interstitials must be caused by their association in some cluster or complex of non-cubic symmetry. Since relaxations in these alloys were observed to have a strength which varied about as the square of the interstitial concentration, the effect was deduced to be caused predominately by motion of i-i pairs in the crystal. A striking difference is observed in relaxation strength of interstitial alloys between the bcc and fcc systems. The specific effect per interstitial atom is much larger for the alloys in the bcc crystals than for those in fcc crystals. Comparing clusters of size two in the Nb-O system4 and the Ni-C system,7 one finds the magnitude of the anelastic effect per interstitial atom in the former to be some 100 times greater than that in the latter. Such a difference in relaxation strength might be caused by a difference in concentration of the pairs (this means a higher binding energy in the bcc crystals). It might also be caused by a large difference in shape factor of the elastic strain field about the pairs between the two cases (a much more noncubic shape factor would be required for the bcc crystals). This investigation was undertaken to examine the possibility of C-C pair formation in alloys of cobalt and carbon using anelastic effects. Since cobalt has both fcc and hep phases, it seemed to offer the chance that measurements over a range of frequency might permit comparison of properties of pairs in the two crystal types. Although this goal was not reached, several significant facts were deduced from the observations. 1) An anelastic phenomenon believed to be associated with the presence of C-C pairs in cobalt exists. It has many features in common with that observed in nickel. 2) The effect is thought to be caused by pair motion in the fcc phase. 3) Calculations of the relaxation strength A, which includes as a parameter the product of the pair concentration, C, and the square of the shape factor &apos;, show that this parameter is much smaller in the CO-C alloy system than in the interstitial alloys in the bcc systems. 4) From this finding, we reach the conclusion that both the binding energy of C-C pairs in cobalt and the specific relaxation strength per pair are small compared to corresponding values for such pairs in the bcc systems. 5) The crystalline anisotropy of the effect permits the identification of reasonable geometrical models of close C-C pairs. I) EXPERIMENTAL PROCEDURE A) Method of Measurement. The anelastic measurements-—all of which were constant frequency measurements of internal friction—were designed to study the expected phenomenon in both the hcp and fcc structures in cobalt. Knowledge of similar measurements in Ni-C alloys led us to believe that the damping peak should occur below the transformation temperature for frequencies near 1 cps and above for frequencies near 100 kcps. This surmise was correct. The low-frequency measurements were made on wire specimens using a vacuum torsion pendulum; the damping peak was found at about 2&apos;70°C at a frequency of 1 cps. During the last 15 years, the bucket wheel has become increasingly popular as a mining tool. Being a large-capacity continuous mining excavator, the machine offers low actual operating costs and low unit costs. Of German origin, the bucket wheel has now appeared on the American mining scene as well as in such other places as Australia, Northern Rhodesia, South Africa, Congo, Indonesia, and India. Patented in 1913, the first practical application waited until 1920 when a bucket wheel excavator was placed in operation at an open pit lignite mine in central Germany. This initial experiment met with little success due to difficulties in solving the technical problems of the machine&apos;s construction rather than to the design of the wheel itself.

IN recent years interest has been aroused in flotation rate studies both from a technical and a more practical aspect. With increasing fineness of grind becoming a necessity in treatment of low grade ores, difference:; in flotation rates of various size ranges will assume importance in the evaluation of overall recovery results. Theoretical analysis of flotation kinetics was initiated by Schuhmann,&apos; who sought to define flotation rate of a given mineral and specified size range in terms of certain physical variables of the flotation system. Using as a basis for his analysis the bubble-particle encounter hypothesis previously advanced by Gaudin,&apos; Schuhmann writes for the rate of flotation (R,.) of particles of average size x, Rx = PcPa(x) V F. [1] In this relation Pc and Pa represent, respectively, the probability of collision between particle and gas bubble in a given time interval and the probability of adhesion of particle to the bubble after collision. Rigorously speaking, the term PC does not have the significance of a probability factor, since it depends on the time interval and therefore can be numerically greater than unity. The term c(x) expresses the concentration of particles of an average size x in the flotation cell in weight per unit volume of pulp, and V denotes the total volume of pulp in the cell. The product, P,c(x)V, defines the frequency of particle-bubble collisl.on, and when it is multiplied by P,, the number of collisions per unit time resulting in successful adherence is obtained. The factor, F, measures the froth stability and is introduced because after fruitful bubble-particle contact some particles may still riot reach the froth launder. Coalescence of bubbles in the froth column or too short a bubble life could account for this effect. Schuhmann also introduced the concept of "specific flotation rate" (Q) to allow for the relative abundance of different mineral species in the flotation pulp. The specific flotation rate, having the dimension of reciprocal time, is defined as Eq. 2: Qx =Rx/c(x)v [2] and it also follows from Eq. 1 that Qx = PcPaF. [31 The theoretical aspects of flotation kinetics were also considered by Sutherland,3 who tried to improve Eq. 1 by expressing the probability factors in terms of such physical variables as particle radius (x), bubble radius (X), velocity of bubble relative to particle (v), the number of bubbles per unit volume of pulp (N) and the induction period (A) necessary for air-mineral adhesion. The short-time tensile-strength test, while it has not attained the practical importance of the creep test at elevated temperatures, has the advantage of being rapid and is satisfactory for determining relatire strengths. For platinum and its alloys, which frequently are used at high temperatures under ill-defined conditions, the short-time test provides useful data that aid in the selection of the most promising alloy for each use. Measurements have been made upon 13 alloys, using wire 0.0031 in. in diameter, the choice of alloys and of wire size being determined by the requirements of a practical problem. The short-time tensile-strength test, while it has not attained the practical importance of the creep test at elevated temperatures, has the advantage of being rapid and is satisfactory for determining relatire strengths. For platinum and its alloys, which frequently are used at high temperatures under ill-defined conditions, the short-time test provides useful data that aid in the selection of the most promising alloy for each use. Measurements have been made upon 13 alloys, using wire 0.0031 in. in diameter, the choice of alloys and of wire size being determined by the requirements of a practical problem. Observations of dislocations in zinc using Berg-Barrett X-ray micrography confirm the validity of a dislocation etch for (1010) surfaces. A technique for measurement of the depth in which dislocations can be imaged in X-ray micrographs is given. This depth on (0001) surfaces of zinc was found to be 2.5 µ using a (1013) reflection and CoKa radiation. BUCHANAN and Reed-Hill (B & RH) have recently questioned the ability of a dislocation etch to reveal all of the basal dislocations which intersect (1010) surfaces in annealed zinc crystals.&apos; This etch was developed by Brandt, Adams, and Vreeland who conducted a number of different experiments to check its ability to reveal dislocations.2,3 B & RH prepared (0001) foil specimens for transmission electron microscopy from annealed crystals and observed dislocation densities of about l08 cm per cu cm in the foils, while the etch indicated densities of the order of l04 cm per cu cm in their annealed crystals. As this etch has been used in a number of studies of dislocations in zinc, it is of considerable importance to reassess its validity in the light of the B & RH results. The X-ray work reported here was undertaken to check the ability of the etch to reveal dislocation intersections on (1070) surfaces of zinc. The X-ray technique was chosen for this check because it could be applied to the as-grown crystals with a relatively small amount of specimen preparation. We believe that the possibility of accidental deformation in preparation of the bulk specimens is considerably less than that for thin foil specimens suitable for transmission electron microscopy. Unfortunately, basal dislocations are not visible on Berg-Barrett topo-graphs of (1010) surfaces, which are the surfaces on which the etch is most effective. Therefore, a one-to-one correspondence between the etch and X-ray observations could not be made. Basal dislocations near (0001) surfaces have been observed by Schultz and Armstrong4 using the Berg-Barrett technique, but they did not report the as-grown dislocation density observed in their crystals. We have applied the X-ray technique in this study to surfaces oriented from 1 to 2 deg of the (0001) to determine the basal dislocation density, and have compared this density with that observed using the etch on a (1070) plane of the same crystal. The X-ray observations permit determination of the depth in which basal dislocations can be observed under the diffracting conditions used. SPECIMEN PREPARATION High purity zinc crystals are very soft, so a good deal of care must be exercised in the preparation of observation surfaces. As-grown crystals approximately 2.5 cm in diam and 20 cm long were acid cut into 1.25 cm cubes. A thin slab was cleaved from an (0001) surface to produce an accurately oriented reference surface on the specimen. Some of the cubes were examined in the as-machined condition while some were annealed in argon at 410°C for 2 hr. Heating and cooling rates were less than 2°C per min. Some of the specimens were scratched on a (0001) surface with a razor blade to produce fresh dislocations. Approximately 2 mm of material was acid lapped from one face of a cube to produce a surface oriented between 1 and 2 deg from the basal plane and parallel to the [1210] direction. A (1070) surface was also acid lapped. The lap used a 1 to 3 pct solution of HN03 in water to saturate a soft cloth which was backed by a stainless steel plate. The cloth was moved over the crystal surface at a rate of 20 cm per sec while a normal force of about 4 g was maintained between the cloth and the specimen. As-lapped surfaces were examined as were surfaces which were chemically and electrolytically polished after lapping. The small angle between a lapped surface and the (0001) plane was measured to 0.1 deg using a Unitron microgoniometer microscope (the cleaved surface was used as a reference in this measurement). The microscope was modified so that the intensity of reflected light could be continuously monitored on a meter. This modification produced nearly a ten-fold increase in the reproduceability of orientation readings. OBSERVATIONS The Unitron Microgoniometer observations indicated that the lapped surfaces had a terraced structure with the terraces quite rounded and spaced about 0.1 mm in the [1010] direction. The maximum change in slope between terraces was 0.25 deg, indicating a terrace height of about 0.1 µ. A Unitron measurement of the average angle between (0001) and a lapped surface was checked by micrometer measurement of the specimen and found to agree within 0.1 deg. The Berg-Barrett micrographs using (1013) reflections and CoKa radiation5 revealed subboundaries, short dislocation segments, spirals, and loops near the surfaces which were oriented from 1 to 2 deg of the (0001). Micrographs of surfaces prepared by lapping appeared very similar to those of the chemically and electrolytically polished surfaces. The loops and spirals were not extinct in (1013) or (0002) reflections, indicating that they have a nonbasal Burgers vector. Extinctions of the short, straight dislocations indicated that they belonged to an (0001)(1210) system. THE Federal Coal Mine Safety Act (Public Law 552, 82nd Congress) was approved on July 16, 1952. It incorporates, as Title I, the Coal Mine Inspection and Investigation Act of May 7, 1941 (Public Law 49, 77th Congress), which gave Federal inspectors only the right to enter coal mines for inspection and investigation purposes but no power to require compliance with their recommendations. Title II contains the enforcement provisions of the act; its purpose is to prevent major disasters in coal mines from explosions, fires, inundations, and man-trip or man-hoist accidents. At this point a brief account of events that pre- ceded the enactment of the Federal Coal Mine Safety Act seems appropriate. The hazardous nature of coal mining was recognized by the Federal Government as long ago as 1865, when a bill to create a Federal Mining Bureau was introduced in Congress. Little was done, however, until a series of appalling coal- mine disasters during the first decade of this century provoked a demand for Federal action. As a result an act of Congress established a Bureau of Mines in the Department of the Interior on July 1, 1910. The act made it clear that one of the foremost activities of the Bureau should be to improve health and safety in the mineral industries. One of the first projects selected by the small force of engineers and technicians then employed was to determine the causes of coal-mine explosions and the means to prevent them. By investigations after mine disasters the fundamental causes and means of prevention were soon discovered, and the coal mining industry was informed accordingly. However, despite this knowledge and the enactment of State laws and the Federal Coal Mine Inspection and Investigation Act of 1941, mine disasters continued to occur with disheartening frequency and staggering loss of life. The devastating explosion at the Orient No. 2 mine on December 21, 1951, resulted in the death of 119 men. The Orient disaster rekindled the memory of the Centralia, I11., disaster of March 25, 1947, which caused the death of 111 coal miners. These two tragedies ultimately brought about enactment of the Federal Coal Mine Safety Act.

The methyl stretching vibrations for a series of normal xanthates, isoxanthates and normal amines were determined with the aid of an infrared spectro-photometer, and the results were compared with published information on the corresponding alcohols. The frequency shifts of methyl stretching vibrations may be attributed to the inductive effect of polar groups. The hydrogens in the shorter chain alkyl groups are somewhat polar and can be expected to interact with water molecules by hydrogen bonding. Contact angle, surface tension lowering, solubility, and critical micelle concentration appear to be related to the induced polarity of the alkyl groups. Traube&apos;s rule states that in homologous series of compounds solubility decreases and surface activity increases regularly with the size of the hydrocarbon group. Analyzing the work of transfer of a solute from solution to surface, Langmuir&apos; interpreted this rule to mean that each CH2 group added to a molecule produced its effect independently of the others. It is also well known2 that the maximum equilibrium contact angle with sulfhydryl collectors is independent of the polar groups and of the sulfide minerals, and that it increases to a certain limit with the number of carbon atoms in the alkyl group. This observation is thought to demonstrate the orientation of the collector molecules at the sulfide surfaces. The dependence on the hydrocarbon chain length is usually explained as due to the screening of the force field of polar mineral surfaces.3-5 Here again, Langmuir&apos;s principle of independent surface action appears to be implied. Heteropolar compounds consist of nonpolar and polar groups, the former being the hydrocarbon group and the latter containing such electronegative atoms as O, N, S, P, or halogens. According to Palit6 the hydrogens in the alkyl groups are more electroposi- tive than in the paraffins owing to the negative inductive effect of the polar groups and a possibility that a hydrogen bond with water molecules ensues. Goto and Takenaka7 provided direct evidence of the inductive effect by measuring the shift of the C-H stretching vibrations of alcohols, acids, and alkyl bromides with an infrared spectrophotometer. Their approach appeared to be directly applicable to the studies of surface activity both at air-water and water-mineral interfaces encountered in flotation systems. The present article attempts to relate the C-H stretching vibrations of alkyl xanthates, alcohols, and amines with such flotation chemistry parameters as contact angle, surface tension lowering, solubility, and critical micelle concentration. MATERIALS AND METHODS Normal xanthates from methyl to octyl inclusive and the isopropyl, isobutyl, and isoamyl xanthates used in this investigation were prepared in the usual manner.8 Normal amine hydrochlorides with carbon chain lengths of 1, 2, 4, and 6 were from Distillation Products Industries, of 8 from Archer-Daniels-Midland Co., and of 10, 12, 14 and 16 from Armour and Co. Normal propylamines, pentylamines and heptylamines from Distillation Products Industries were used both as received and as hydrochloride formed by converting the amines according to the procedure described by Li9 Perkin-Elmer Model 521 and 621 infrared spectro-photometers were used to investigate the spectra in the frequency region of 3050 to 2800 cm-&apos; with frequency scale expansion. The accuracy of the frequency readings was within + 1 cm-1. The KBr micropellet technique was used to prepare the xan-thate samples for measurements, and the halocarbon mull technique was used for amines and amine hydrochlorides. EXPERIMENTAL RESULTS Fig. 1 shows the CH3 asymmetric stretching vibrations as a function of the number of carbons in the alkyl group for normal xanthates, isoxanthates and amines.
