In the spring of 1935 the authors undertook to compare the geomagnetic and direct-current carth-resistivity methods of tracing a concealed dike along its strike. An area near Chapel Hill, North Carolina, was selected, where a diabase dike was known. For rapid reconnaissance the magnetic method offers several advantages ovcr the electrical. The resistivity method is useful in determining the position of underground water, a factor of consideration in regions where mining is contemplated. All factors considered, the coincidence between the positions of the dike as determined by the two methods is striking.

I WISH to call the attention of the Institute to a peculiar variety of anthracite which occurs in the Buck Mountain vein at our collieries at Drifton, and in the same and other veins in different localities in the anthracite coal-fields. It is known among the workmen as iron-gray or cast-iron. It has a dull, greasy appearance, as if a piece of ordinary anthracite had been rubbed with a dirty and greasy rag and allowed to dry. It was formerly considered a very impure coal containing a high percentage of ash, and was picked out of the coal and thrown away. But the following analysis of it and of its ash, made by Mr. J. Blodget Britton, of Philadelphia, shows that such is not the case, the percentage of ash not being much higher than that of the ordinary anthracites as they are prepared for market.

THE aftermath of a world war brings up a number of economic problems for the consideration of all thinking and patriotic citizens. The solution of the problems which confront the country at this time cannot well be accomplished by reference to past experience, for such conditions as confront us today have not existed in the past. We must, therefore, in any attempt to solve the present problems, rely to a great extent upon a careful analysis of present conditions to determine what is wrong; and after this is determined, seek the remedy and apply it. It needs no argument to establish the fact that, in the effort to win the war, the cost of so doing, and the waste in connection with it were, to a large extent, lost sight of; and this situation caused high wages, high cost of all materials, and of food supplies.

Four generations ago, the Mount Morgan ore deposit sustained the hurly-burly of frantic development common to the finding of a rich discovery. In this case, it was gold discovered in gossan capping on one of the hills of the Dee Range. The bonanza ore, like the flush of youth, has been spent. Today, one recognizes in this operation the orderly manner of the senior citizen, keeping up with the times and husbanding resources. As mining towns go, Mt. Morgan has an enviable situation. The approach is from Rockhampton, Qld, a peaceful, affluent agricultural and cattle center near the sea. To reach the mine, one goes 22 miles, first across farming country, passing orange groves and occasional children on horseback. The ascent into the Dee Range is winding and rapid. In the winter, the hills are green and Bougainvillaea and flowering yellow bracken grow wild on the hillsides. Around a bend, the brown waste terraces of the mine come into view, rising above the surrounding country. The top of the mountain has been sawed off and a deep pit sunk into the core. A little further on, around a few more curves, the town of Mt. Morgan is seen nestling comfortably in the hollows, reaching up the slopes.

Prof. HEnRy Louis, Newcastle-upon-Tyne, Eng. (communication to the Secretary*):—I welcome Mr. Hammond's paper as an attempt to give definiteness to the best modern professional practice. Such a codification of our professiollal ethics is urgently needed, seeing how widely the views of nlining engineers direr on some of the points raised; for example, I have no hesitation in performing a class of work, as to which Mr. Hammond seems to entertain some doubts, and, on the other hand, I strongly condemn a practice which he appears to recommend. I have not the least hesitation in making reports for vendors of mining-properties, and am constantly doing so; the best justification for this practice may be found in the fact that such reports have been repeatedly accepted by buyers as giving a correct representation of the facts of the case, which is all that should be demanded from any report. On the other hand, Mr. Hammond advocates that mining engineers should take payment for their reports in shares of a company to be floated upon the basis of such reports. I hold that this is ethically wrong, as even themost honest of men is liable to be unconsciously biased under these conditions. Indeed, I go much further, and maintain that a mining engineer who reports or advises upon mining-properties should never hold any mining-shares at all, or be himself interested in any mine, and this has been my consistent practice for many years. A man who hold shares in a mine, and is called upon to report upon a neighboring property or a similar mine, can never be wholly unbiased; and even if he could be, he would always lay himself open to the suspicion that he was giving a favorable report 80 as to enhance the value of the property in which he himself is interested, or an unfavorable report so as to stifle competition. It is quite as bad for the manager of a mine or the consulting manager to be interested, because he will have access

THERE have been two important accomplishments of the Truman administration; the Hoover Commission report on inefficiency and waste in government and the report of the Paley Commission on the natural resources of the United States. Both reports are in the interest of the American people and should transcend the boundaries of political parties. Both reports are starting points for the formulation of policies which must be continuously revised to meet changing conditions. Regardless of the outcome of the election the principles embodied in these two great documents must be kept alive. The Paley report is right in our own bailiwick of mineral raw materials and it behooves us to study it carefully as our responsibility to posterity. To those in the mining industry who have limited their field of observation to moving rock or to metal prices it may come as a surprise that our production of such staples as copper, lead, and zinc has fallen behind increased requirements to the point that substantial tonnages must be imported. Iron ore is next on the list and everybody knows that such metals as tin, tungsten, chromium, manganese, nickel, and cobalt are imported almost exclusively. The crisis in raw materials pointed up by the Paley report has been reported annually by Elmer Pehrson and others to small gatherings at the Mineral Economics Division sessions at the Annual Meeting for as long as we can remember. In September 1949, the United Nations Economic and Social Council held an international resource conference at Lake Success which disclosed these same grave conclusions: - Consumption of raw materials is multiplying at an alarming rate, faster than discoveries or replacements are being made. - Production has been wasteful and utilization lavishly beyond enginee¬ing and practical requirements. - Industrialized nations are depleted and many raw materials consumed by industry are not found in the industrialized countries. - Nations formerly exporters of raw materials are increasingly building their own consuming industries. - Political forces in the world are limiting access to raw materials. The Paley Commission selecting the quarter century, 1950 to 1975, to project raw material requirements for the United States, pointed out obstacles to meeting these requirements, and made recommendations for procurement. It is not important that we disagree that cobalt consumption will reach 344 pct of present, or fluorspar 187 pct when iron and ferroalloys are only expected to increase 75 pct. What is important it that the fabulous appetite of the United States for mineral raw materials has consumed more since World War I than was consumed by the entire world in all recorded history prior to 1914. And, unless the people of the United States are satisfied to remain at their present standard of living (which is unthinkable) this consumption is correctly plotted by the Paley Commission as continuing to expand. If the U. S. is to continue on a course of progress, it must procure raw materials wherever it can at the lowest possible cost. Natural resources are clearly an area in which the broadest cooperation between industry and government must exist to achieve efficient exploitation, economic consumption, and expansion of sources of supply. The message of the Paley report requires action comparable to that of the North Atlantic Pact. Its implication is as significant as military preparedness. It is a world problem. It is a mining engineering problem. Don't let it die!

The following letter has been received from Prof. Alfred C. Lane, of Tufts College, who is now in charge of the department, of mining in the College of Engineering, American E. F. University, Beaune, France. My DEAR MR. STOUGHTON: I have had a very interesting time here. We were received fast Saturday with great courtesy by the Schneiders at the Creusot plant, and saw many interesting things, from the mammoth guns clown. In one trip I saw a coal mine, an iron mine, an oilshale mine, a gypsum mine, and a most beautiful fluorspar mine. So you see we were not badly located. A mine like Epinac, which has a washery, a briquetting plant, and great central electric plant where coal that might otherwise be waste is converted into electricity and shipped away at 30,000 volts pressure, is of interest mechanically as well as geologically. Many of the French coal seams are very thick here and have especial mining methods. The Department of Mining has been manned by men with whom it was a pleasure and an honor to be associated, as well as with Dean Reber who was in charge of the College of Engineering as a whole. Names like Captain H. C. Ray, former professor at the University of Pittsburgh, on leave in the army, Captain Archbald of the Colliery Engineer at one time, whose work in the Pennsylvania coal mines is well known, Captain Vail of the Engineering and Mining Journal staff and Captain E. C. Dietrich of the Southwest, are familiar to members of the Institute, and Are guarantees of competent instruction.

Introduction In the mining industry, comminution typically begins in the mine with a blast of explosive to break rock so that it can be handled by the avail- able equipment. Though the breaking of the rock is essential for material handling in the mine and plant, this is not the only reason for ore reduction in the mineral industry. Comminution is primarily required to liberate minerals from ore so that they can be concentrated into valuable products or to prepare minerals, such as talc, for market as mined. The size of the equipment used for comminution ranges from small to massive. Regardless of equipment size, the power required to reduce the rock is a major expense. Years ago, mineral deposits could be mined more selectively and required less grinding to produce saleable products. However, as richer deposits were depleted, it has become necessary to mine low-grade deposits, with the valuables dispersed throughout the rock. Comminution equipment evolved in physical size and capacities to meet the new mine and process requirements. A modern, modestly sized mining operation, with a capacity of 25.000 TPD may use crushers two stories high weighing over a million pounds, SAG mills 36 feet in diameter driven by dual motors putting out 10.000 horse- power, and ball mills over 16 feet in diameter . Because of the increasing size and weight of modern equipment, the builder is faced with the problems of erecting massive foundations and field assembling equipment on these foundations. As equipment costs and plant construction costs increase, builders are finding that owners are asking for more detailed progress and cost data. Comminution construction projects are generally classified as grass roots plants or expansions or modifications to existing plants. It is estimated that 60-702 of the jobs involve existing plants. Today ' s costs for construction of small, new comminution plants can reach tens of millions of dollars; larger plants can cost hundreds of millions of dollars. Modifications, on the other hand, usually run from a few thousand to several million dollars. Though many problems are common to the construction of both new plants

This Committee, formerly known as the Membership Committee, had its title changed as above by the new Constitution which was adopted February, 1928. During the year 1928, 607 applications for membership were submitted to the Committee for its action; and after careful consideration 601 were recommended to the Board of Directors for election to the various grades. Of this number 597 accepted election and became members during 1928. The changes in the membership resulting therefrom are set forth in tabular form on the following page. The Rocky Mountain members, who now appear in this list for the first time, were added pursuant to the action taken at the Annual Meeting

INTRODUCTION The toughest job for any mining company, large or small, is to locate and identify a property which it feels has the potential for development and which can be tied up through location, lease or option under terms within their means. In the case of a small company, this precludes grass-roots exploration with its attendant high costs and the extended time required to develop a prospect to the point of being a project. The small mining company, therefore must limit its search to known properties which, for various reasons, have been shut down or were never thoroughly developed at the time of discovery. These types of prospects are located either through literature search, familiarity with many mining areas in general, or through contacts and submittals from a variety of sources. In order to develop a marketable presentation to any investor, the basic requirements are the same: - the property must demonstrate the potential to provide a satisfactory return on investment - the evaluation study must be thorough and professionally developed. In order to promote any mining property, it is first necessary to know what you have. INFORMATION DEVELOPMENT We normally begin with a detailed literature search of the district, assembling all available data on the basic geology, production records, and old reports of this or neighboring properties and any other information which can be found. This will aid in the general understanding of the basic geology and hopefully allow a fairly detailed knowledge of the specific occurrence. With this information one can begin to speculate on the reserve potential and develop some high and low figures for estimating purposes as to mining method, production rate, metallurgy and begin developing estimated capital and operating costs. Cashflow runs are developed for varying tonnages (high and low), estimated high and low grades of metal and at differing market prices for the product. FINANCE CONTACTS Brooks Minerals, from its inception, has been an operating company and we have been able to assemble a small but experienced operating staff. For this reason we try to put together projects and joint ventures where we can be the operator and maintain a certain degree of control. Whether due to familiarity with many colleagues in the mining industry or due to unfamiliarity with the banking houses and securities markets, the approach to raising finance has generally been to contact the established mining companies. This requires a familiarity with the corporate philosophies of these companies with respect to their development goals and financial capabilities. A common mistake is to shotgun the proposal to many companies of different sizes and goals in hopes that one might be interested. It is more beneficial, when possible, to tailor a proposal to each company, stressing the positive points where the specific proposal best meets their interests. One company may be more interested in a development program with fairly certain and conservative return potential. The property may well contain both possibilities but a lack of understanding of the individual company's method of operation could spoil the deal. In another instance, one company may look at a property as a moderate income producer over an extended life, yet a second may elect to high-grade the deposit over a shorter period in order to provide early cash flow or take advantage of a favorable market situation. THE dimensions and shapes of mine structures may at present be determined by (1) field experience, (2) structural calculations, and (3) barodynamic tests.§ None of these, however, provide information as to the stresses, their direction and distribution in a mine structure. For the design of pillars, the placing of openings relative to working places such as gangways, haulage levels, etc., this information is desirable. Photoelastic methods provide this and, while relatively new, their application in all engineering fields is assuming increasing importance. This paper, therefore, will present the method with a few applications to mining, and with sufficient reference for further study by the reader. PART I THE PHOTOELASTIC METHOD The photoelastic method of stress measurement determines the stress distribution in a two-dimensional model by optical means. It makes use of the fact that when a piece of isotropic transparent material, such as glass, celluloid, or Bakelite, is stressed and viewed in polarized** light a picture is seen which indicates by its color bands of light, or fringes, the magnitude of the stresses, their direction and their distribution. GENERAL EXPLANATION The stress at any point 0 in a structure (Fig. 1), may be resolved into two components, P and Q, each a pure tension or compression, at right angles to each other, called principal stresses.1 To fully identify the stress, the values of P and Q and their directions or angle [0] must be known.

Location THE hydro-electric plant of the Peninsular Power Co., is located at what is commonly known as Lower Twin Falls on the Menominee River. This location is about 33 miles north of the city of Iron Mountain, Mich. The principal points of delivery of electric energy from this plant are in the mining regions adjacent to Florence, Wis., and Iron River, Mich., and in the cities of Iron River and Iron Mountain. The hydro-electric plant at Twin Falls and the substation of the Iron Mountain Electric Light & Power Co. are connected by a 6,600-volt transmission line carried on steel towers and steel poles, the latter being used within the city limits. The plant at Twin Falls and the substation at Iron River, about 36 miles distant, are connected by a 66,000-volt, duplicate, three-phase transmission line, supported on steel towers. At Iron River, are located a 1,500-kw. auxiliary steam plant, and the substation, from which the current is distributed to the mines in this vicinity. A description of the auxiliary plant, main and customers' substations, and of the main and secondary transmission lines, follows later in this paper.

IT is found when floating oxidized lead ores by sulphidization, that the presence of calcium salts in the water, is usually detrimental and lowers the recovery. This effect is particularly marked in dry countries such as North Africa, where the waters often carry large amounts of calcium sulphate and where the ore may even contain gypsum.
