This report describes the progress made in the research work on the development of a new method for preparing lower-cost titanium tetrachloride and preparing titanium oxide pigment. One of the requirements for the commercial production of ductile titanium in the process used by the Bureau of Mines is a source of lower-cost titanium tetrachloride. The production of ductile titanium by a modification of the Kroll1 process, recently developed by the Bureau of Mines, requires such a source of lower-cost titanium tetrachloride to make it commercially feasible. This report describes the progress of work done at the Mississippi Valley Experiment Station at Rolla, Missouri, on the development of a new method for preparing titanium tetrachloride. During the course of this research a new method for preparing pigment-grade titanium oxide was developed. At present, the price of technical-grade titanium tetrachloride is $0.32 a pound, which makes the price of the contained titanium $1.28 a pound.2 In addition, the titanium tetrachloride must be purified further before it is suitable for processing into metal, thus making its cost still higher.3 There were 8,562 tons of rutile produced in the United States in 1947, which was 900 tons in excess of that consumed. In addition there were 13,937 tons in various stocks, exclusive of the stocks in the Government strategic stock pile. No estimates of the domestic production of rutile are given for any of the prewar years. However, in 1939, 442 tons of rutile were imported as compared to 14,307 tons in 1947. One of the reasons for the large increase in the production of rutile is the working of the Florida beach sands for ilmenite, during which a considerable amount of rutile is produced as a by-product. It would be of value to determine methods for utilizing the excess production of rutile. The Arkansas titanium deposits in Hot Spring County produced commercial-grade rutile concentrates from 1933 to 1942. These were sold mainly to England, Germany, and Russia.

It is of importance to analysts to have a ready means of detecting the presence of small quantities of titaninm in iron ores and in certain fluxes and slags. The method given in Elderhorst's Blowpipe Analysis (fusion with potassium hydrogen sulphate) requires considerable practice, in order so to regulate the heat that the titanium oxide shall become soluble. In Brash's Determinative Mineralogy is found a method which, at least in inexperienced hands, has given better results, i. e., fusion of the substance to be tested with sodium carbonate on charcoal in the reducing flame. The solution in hydrochloric acid of the bead thus obtained, boiled with tin or zinc, gives the characteristic violet color; but when the mineral contains less than four per cent. of titanium oxide, long boiling and consequent concentration is necessary. In fact the test would seem to be much less delicate than is generally supposed. In the course of some analyses I quite accidentally found that a peculiar color is given to turmeric paper by solutions of titanium chloride. This color is hard to describe, being modified by the quantity of ferric chloride present in the solution ; but it is neither the orange of zirconia nor the red of' boron. It is rather a dull shade of purple, arid is easily recognized when the paper is dried, although the color fades in a few hours. By this means a solution containing .015 per cent. of titanium oxide can easily be tested. The same solution, treated with tin, required to be concentrated to one-tenth its bulk before a decided color could be obtained. The color given to turmeric paper is intensified after the solution has been treated with tin. This and some other indications show that the best shade of color is given by the titanons chloride rather than by the titanic chloride, and no other salt of titanium than the chloride has been found to give the color. Another peculiar property of titanium salts has come tinder my observation. When titaniferous minerals are soluble in nitric acid, and the solution is subjected to the action of the battery, the soluble titanium salt is converted into the insoluble oxide and appears on the electrode, in some cases, as a white coating; this

THE subject which has been allotted to me is so vast and far-reaching that it is impossible to deal adequately with it in the time available. HOISTING is one of the earliest endeavors of man with machinery, for hoisting was probably used by the early Egyptians. Treadmills were used for general hoisting until early in the nineteenth century and it was a short step only to attach a Watt steam engine to the rope drum of a hoist. One of the earliest steam hoists was built for a coal mine at Frisne, near Valenciennes, France. It was a remarkable piece of engineering created by James Watt in 1811, using a wooden drum on a vertical shaft. This followed the crude hoist by Holtzhausen in 1803, which used a drum of wood on a horizontal shaft.1 In this country there were examples of crude mine hoists, which have been developed into the efficient machines in use today. African and Australian mines show examples of both extremes, and have an array of fine hoisting equipment exemplified in those built by British manufacturers. The influence of both English and American engineering in hoisting is interestingly evident in Canada. The information available to the writer does not reveal this to be true of South Africa, although American-built hoists have been furnished. Mining camps develop their own style of equipment, adapted to local conditions. For instance, the Butte mining district adheres to the straight drum with friction clutches, because of the great number of levels from which hoisting is done or to which men and material are lowered and the necessity for hoisting or lowering unbalanced. The north Michigan copper country uses both straight and cylindroconical drums and hoists continually in balance, so that the drums are not clutched to the main driving shaft. The Joplin mining district, Missouri, has its own peculiar small hoists. Other individual mines or localities in which a number of mines have been developed show individualistic types of hoists, depending upon their particular problems. In each instance, however, the particular problem must be carefully analyzed, as conditions are seldom so near the same that a number of identical hoists can be used to advantage.

During the war, American chemists were puzzled as to the scource of the enormous amount of sulfuric acid the Germans were able to secure. Information now in the hands of the Bureau of Mines shows. that at no time during the war was there any particular stringency in Germany's supply of this acid. During the early months of the war, before conventions could be made with neutral countries, very large shipments of pyrites were made to Germany; in fact, the importation of pyrites into Germany continued in some volume throughout the war. This reserve built up at the beginning of the war gave Germany time to find new resources of sulfuric acid. A noteworthy development of the Meggen pyrites took place and other pyrite beds were opened in Germany and Hungary. Considerable sulfur was also obtained from Asia Minor. In addition, Germany made important use of its rich beds of blende and galena. Means was found promptly to eliminate the lead dust, which has been a source of trouble in the contact process of manufacture. Kaiserite and plaster of Paris also were sources of sulfuric acid; some sulfur was also obtained by purifying gas at coke plants. As a matter of fact, sulfuric acid was so plentiful in Germany near the close of the war that restrictions on its use by industries were rapidly being lifted.

The control of dusts and fumes of submicron size is involved in many process industries. This paper presents in tabular form the quantitative data from a number of metallurgical operations and discusses allowable discharge in terms of effluent-weight ratio. Typical installations for recovery of stack effluents are cited. THERE are many sources of smoke, fumes, gases, and dusts that may cause undesirable contamination in an industrial area. Fumes and gases are the result of chemical action or volatilization, while dusts are produced in processes of disintegration and dispersion. Commonly, smokes are suspended particles formed by combustion or destructive distillation. Methods for controlling smoke are generally known, and great improvements have been made in equipment for removing fine dusts and fumes from gases. In most of the industrial centers of the country, the chief duty of the air-pollution abatement agency is the elimination or reduction of emissions resulting from improper combustion. Correct methods of firing, proper fuel selection, and installation of properly designed equipment may accomplish this. It is becoming more widely recognized that much of the contamination of an industrial atmosphere is caused by dusts, fumes, and gases that are not related to the process of combustion. As such emissions are usually a functional part of plant operation, they rarely can be prevented even by better design and careful operation. When dusts, fumes, and gases are an integral part of the operation, mechanical equipment must be designed to remove these emissions. Most of the dusts and fumes that should be controlled are less than 1 micron in size. Control of such small particles is largely a new and untried field in many industrial areas. However, where conditions have been critical, effective control equipment for dusts, fumes, and gases has been in operation for many years. The problem is not one of smoke abatement and requires an entirely different set of standards for effective solution. Identical standards need not be applied to all industrial areas because of differences in meteorology, physiography, plant location, plant density, and nature of stack effluents. In this paper, discussion of control of atmospheric contamination by industrial plants refers specifically to the Los Angeles area, but the method of approach is applicable to any area where similar problems are encountered. Quantities of particulate matter reported in analysis of stack effluents indicate the need for standards of emission. Many types of dusts and fumes that contribute materially to the air-pollution problem are discharged into the atmosphere at a lower rate than 0.40 grain per cu ft at standard conditions. The smelting of titaniferous ores for the past hundred years has not been successful because of thickening of the slags in the furnaces. The interest in the utilization of these iron bearing materials has been due to the extensive deposits which have been found in various parts of the world.1 The literature contains references2 to the use of titaniferous ores in blast furnaces. None of these attempts has met with success due to the lack of sufficient information as to the cause of failures and to economic considerations. Evaluation of the published information, as to the probable cause of failure in various attempts, has indicated that the presence of lower valence titanium oxide and formation of titanium carbide contributed to the failure. It was apparent that severe reducing conditions which are present in a blast furnace had been one of the factors for such failures. The previous smelting operations had as a primary objective the recovery of iron from these ores. Under these conditions the highest recovery of iron could only occur with severe reducing conditions. Application of Melting Point Data The application of the melting point data, from the system CaO-MgO-Al2O3-TiO2 reported in another paper,3 to the smelting of titaniferous ores required an extrapolation of these melting points due to the presence of other impurities from the ores. Likewise, a study of the effect of varying FeO and reduced titanium content of the slag was necessary before the data could be fully applied. The melting point data under oxidizing conditions had clearly indicated that a fluid slag with a melting point in the temperature range of 1370°C could be obtained. The smelting of a titaniferous ore had as a primary objective the production of a high titanium slag which was fluid and substantially free of iron and low in trivalent titanium. Since production of a high titanium slag was of primary importance, rather than the recovery of iron from these ores, the smelting concept could be altered to a marked degree. The ferrous oxide could be maintained at higher levels than is the normal practice in iron ores slags without being detrimental to the slags, although a loss in iron recovery resulted. During the reduction of the molten mixtures of ferrous iron and titanium, carbon acts as the reductant for changing the valence of the titanium and iron. The reaction can go further than in the case of the reduction which occurs in iron-titanium solutions. The formation of metallic iron removes iron from the system, so that the titanium oxide can be reduced to trivalent and divalent titanium oxides and also form titanium carbide which removes the titanium from the slags as a soluble constituent. The problem, therefore, resolves itself into maintaining the proper amount of ferrous iron in the slag thereby avoiding the formation of appreciable amounts of trivalent titanium and no divalent titanium oxide or titanium carbide. C. S. Smith has described a method for measuring the relative values of different solid-solid and solid-liquid interfacial tensi0ns. When a polyphase alloy is held at an elevated temperature, individual particles of each phase adjust their shapes and minimize the interfacial energy. Wherever three interfaces meet, the dihedral angles are such that the three interfacial tensions, considered as forces, are in equilibrium. When the angles between three forces in equilibrium at a point are known, it is possible to determine any two in terms of the third. In this way ratios of interfacial tensions have been .obtained. The value of a given interfacial tension ratio was found to be independent of the alloy system from which it was determined. Smith also has employed the method when one of the phases is liquid. When equilibrium is reached with respect to In the course of work on grain growth in high purity aluminum a simple optical method was developed for detecting the presence or absence of preferred orientation in annealed specimens. My function here today is not to illuminate any particular subject but simply to welcome you to Penn State and to the College of Earth and Mineral Sciences. Our college is, of course, dedicated to the same thing to which most of you have dedicated your lives--the exploration of the earth, the extraction of materials from it, and the production of useful things from those materials. We have about 2,000 students engaged in studying in preparation for service in these activities at the present time. Like other colleges of our type, we've undergone a great expansion just at a time when university budgets are contracting. This creates an interesting situation as to how we can best use our resources. This, of course, is the thing a lot of you are going to be talking about here--how we can best use the world's resources. As you well know, the expectations of the people of the world are rising, and, with the numbers of people increasing and with finite resources, there never was a time in history when it was more important that we become "quantitative" in our discovery, estimation, extraction, and utilization of those resources. I think it is admirable and very timely that you are gathered together to discuss your various approaches to this particu¬lar problem of quantifying and making most efficient use of the resources of the world. Yours is sort of a hidden profession, not just because you actually go underground, but because the public in general is not aware of where the materials they use come from. If you are successful in your professions the public will continue to be unaware. Only if you fail will your essential function become patently obvious. I wish you success both in your professional pursuits and in this particular meeting.

Dr. Arthur H. Elliott has been connected with the gas industry for upward of thirty-eight years and was a chemist to whom the industry is deeply indebted for the application of the science of chemistry to its problems and processes. He was born in London, England, in 1851, and was the son-of a physician. While a child he was taken to France, where he received his early education, learning to speak the French language before his native English. His father having destined him for the medical profession, he commenced his studies on his return to England, but his attention being attracted to chemistry, he gave up the study of medicine to pursue that of chemistry. While still a student, he obtained a reputation as an iron and steel analyst, publishing two methods of analysis, one for the determination of sulphur .and the other for the determination of carbon in cast iron. On his graduation from the School of Mines at South Kensington, he left England intending to go to Australia, where an uncle resided, having in mind also the possibility of a trip to China. On his arrival in New York, he met Professor Charles F. Chandler, to whom he had a letter of introduction, and who induced young Elliott to remain. He graduated from Columbia College with the degree of Doctor of Philosophy in 1883. He became demonstrator in chemistry at the College of Pharmacy and afterward professor of chemistry and physics at the same college. He became connected with the Municipal Gas Lighting Co. in May, 1880. In. November, 1.884, when consolidation took place, he became engineer-chemist of the Consolidated Gas Co., which position he held until May, 1910, when he resigned, but was retained as consulting chemist until his death. Recently Columbia University conferred on him the honorary degree of Master of Science.

New economic forces are at work in the petroleum industry. In order to visualize these forces and to see clearly their bearing upon the producer, refiner, and marketer, it is necessary, first, to go back and gain a perspective of the economic evolution of the business. Early Trend to Integration For several decades prior to 1911, the outstanding feature of the petroleum industry was a trend toward integration, culminating in a huge combine, the Standard Oil Co. An important aspect of this integrative trend, however, was its concentration upon a combination and control of refining and marketing, leaving crude oil production, for the most part, to the exigencies of small-unit competition. It is a noteworthy coincidence that during this era the law of oil and gas was formulated and applied, whereby these substances had to be reduced to possession to establish ownership; and the forces of competition in crude oil production were thereby intensified. It was to the interest of an industry, safeguarded in its control of manufacturing and markets, to have supply stimulated by legal convention as well as by individual initiative in order that the growing demand could be met without interruption. And so overproduction of crude oil during this era was no handicap, but rather an aid, to the progress of the industry. Disintegration But the idea of superintegration, despite its efficiencies, became repugnant to the temper of the times and so the Standard Oil Co. was dissolved by Court decree—disintegrated into over 30 parts. And thus, in 1911, was ushered in the second era of the petroleum industry, a period of intense competition. This era coincided with the development of automotive transportation, and a tremendous growth resulted in the effort to keep pace with the mounting demand for gasoline. Brass mills are familiar with a recurring problem which reveals itself during deformation of annealed metal as an opening up of cracks which are suggestive of a grain boundary pattern. A typical example is seen in Fig 1, which shows part of the convex surface of a cartridge brass disc which was slightly dished by the punching operation. Another illustration of the same type of defect was found in the surface of a finished cartridge case which split open on firing. These cracks, shown in Fig 2, were away from the split but indicate the presence of the type of weakness which permitted the splitting. Usually the weakness consists of separate cracks, the lengths of which are of the same order of magnitude as the grain size prior to the final anneal. Their typical appearance in a polished section is shown in Fig 3. This structure was found below the surface of a fractured tensile-specimen that had been cut from a large cartridge blank showing the defects on its convex surface. While the pattern formed by these cracks suggests a grain boundary origin, the cracks bear no relation to the currently existing grain structure. Thus Fig 3 shows that the grains have grown up to cracks already present. Since it is doubtful that the cracks were present in the metal before the anneal, they must have formed during the anneal but prior to recrystallization. The term "fire-cracking" has been generally applied to cracking that occurs during an anneal under the influence of internal stress, but refers more specifically to obvious macroscopic cracking attributable to the presence of a low melting phase, usually lead. Since the type of cracking described above may occur when the lead content is very low, we have considered it a somewhat different phenomenon, and have called it "inter-granular parting." While most examples involve cartridge brass, intergranular parting has also been observed in the fabrication of large seamless tubes from discs of both 85/15 red brass and 70/30 cupro-nickel. Similar cracking in nickel silver was investigated by Jones and Whitehead,1 who showed that it could occur during healing or cooling. That which occurred on heating they called "fire cracking," and they suggested that, a transformation at about 320°C might account for its occurrence. It was felt in this laboratory that the observed parting was probably one aspect of the general observation, first made by Rosenhain and Archbutt,2 that a tendency toward intergranular fracture under tensile stress increases with increasing temperature and decreasing rate of strain. In this case the stress involved would be internal. The rate of strain would be exceedingly slow, a localized internal creep. Reference to the literature uncovered no efforts to extend the observations of Rosenhain to conditions involving only internal stress. Accordingly, an exploratory research, sufficient in detail to satisfy us as to the probable truth of this explanation of the observed intergranular parting, was undertaken. The internal stresses present during the early stages of an anneal (prior to recrystallization) would be from two sources: residual stresses developed during deformation, and thermal stresses caused by uneven heating and expansion. Thermal stresses would vary widely according to shape, size and manner of heating, and can be considered as supplementary to residual stresses. It seemed necessary to determine the stress and temperature conditions under which parting would occur in a relatively short time, and then to establish whether or not in- ternal stresses may persist to an extent adequate to cause parting at such temperatures. (Jones and Whitehead1 and Moore and Beckinsale3 made tests which indicated that stress relief required an appreciable time.) During the course of the research the desirability of studying the effect of grain size became apparent, and this factor is one of the major variables of our investigation. Intergranular Parting under Tension at Elevated Temperatures In early experiments, hard 70/30 brass tensile specimens, with unknown residual stresses, held for 10 min. at applied stresses from 30,000 to 40,000 psi at temperatures from 300 to 350°C, showed no macroscopically visible cracks when unloaded and cooled, but cracks very similar in appearance to those observed in commercial practice were revealed in these specimens by pulling them to fracture. Annealed specimens, on the other hand, showed no cracks in such experiments, apparently because they deformed plastically at stresses below those necessary to cause parting in a reasonable time. Hence, the specimens used for this study were first strengthened by cold tensile elongation, giving them an unavoidable residual stress pattern (determined largely by grain size and orientation) which would, however, correspond in direction, at least, to the stress pattern obtained under stress at temperature. A variation in these residual stresses might be expected with variations in grain size, but following any given anneal the reproducibility of stress pattern should be as good as that of the grain size measurement. With no information as to the effect of the amount of prior deformation, tests were conducted on specimens given the same cold elongation, using a stress applied at temperature which was a constant proportion of the stress required to produce this elongation. THE Woman's Auxiliary now has its own publica-tion, a monthly news letter that is mailed direct to all its members. It is a lively and readable sheet. Any member of the Auxiliary failing to receive it should communicate with Mrs. J. E. Johnson, Jr., 49 Church Lane, Scarsdale, N. Y., and get on the mailing list. The detailed reports of the meetings will hereafter ap-pear in the News Letter rather than in MINING AND METALLURGY. The regular Board meeting held on March 3, with Mrs. Barron presiding, was well attended and the re-ports of the committees, and from local sections, showed a keen interest in the work. of the organization. Steps are being taken to endow a "Mary Young Westervelt Scholarship," libraries are being built up in mining towns, and interesting reunions .are being held by the members in the various local sections. The Auxiliary is filling an important place and doing it well. Women of the families of Institute members not already affili-ated with it would find it pleasant to get in touch.

THE zinc deposits under development by the Universal Exploration Co., a subsidiary of the United States Steel Corporation, are close to Jefferson City, Tenn., a small town about 30 miles northeast of Knoxville, Tenn., and are served by the Southern Railway. The first zinc mining in this district was in the old Mossy Creek mine at the north edge of the town, opened for oxidized ores in 1871 and later worked for sulfide ores. An oxidized zinc ore deposit (carbonates and silicates) was opened near New Market in 1900 and worked through the war period by the G1'8sselli Chemical Co., producing around 25,000 tons of oxidized ore. In recent years a sulfide deposit has been found and developed but is not producing. About 1% miles south of this a small body of sulfide ore was developed by open cut, but the operation was unsuccessful. The Universal Exploration Co. entered the district in 1926 and, after extensive exploration, has been operating an oxidized ore-body since Janual:y, 1928, and has been developing a sulfide ore body since July, 1928.
