The resolution drafted by J. W. Richards, J. V. N. Dorr, and Allen H. Rogers on the death of J. E. Johnson, Jr., and adopted by the Board of Directors, is as follows: "The Boards of Directors of the American Institute of Mining and Metallurgical Engineers wishes to place on record its great personal loss in the sudden death of Mr. J. E. Johnson, Jr., our fellow Director of the activities of the Institute, a member our Executive Committee, Chairman of the Institute's Committee on Admissions, and Vice-chairman of its Iron and Steel Committee. "A mere recital of these positions of trust and responsibility, which he filled with conscientious efficiency and marked ability, shows how greatly the Institute has lost by his death. No one else of the Institute's officers could have been so illy spared. We, his colleagues, take up his tasks with a sense of our inability to discharge them as well as he, and this with a doubled sense of our loss. "Others have written and spoken of the blow which his death has been to the furtherance of the metallurgy of iron and steel. His pre-eminence in this line is one of the facts of which the Institute is justly proud. Here his personality, originality, courageousness in advocating new principles, clearness of writing and forcible presentation of facts, are irreplaceable. His two great treatises on the blast furnace are his literary and scientific memorial.

The thirty-second annual meeting of the Montana Society of Engineers was held at Great Falls, Mont., on Apr. 10-12. The first day was given to the reception of visitors and the second day to the inspection of points of engineering interest. On Saturday, at the business meeting, the following officers were elected: President, Samuel Barker, Jr.; first vice-president, Charles A. Lemmon; second vice-president, George T. McGee; secretary and librarian, Clinton H. Moore; treasurer, Harry H. Cochrane; trustee for three years, Theodore Simons.

The symposium on production for the year 1940 contains few papers on the foreign situation. It is probable that the foreign part of next year's symposium will be even shorter. This is due to rigid censorship in various countries, as the question of the volume of petroleum supplies has become one of great strategic importance. This is even more true than in the last war, owing to greater mechanization of armies. 'It has always been the policy of officers in charge of the symposium to refrain from publishing information that might possibly injure national or private interests. At the close of the war we hope again to publish full and accurate records of production abroad. Excerpts from Circular to Authors In order to facilitate interpretation of the data in this chapter, we print the following excerpts from the Circular to Authors. The field is the unit in this tabulation. In cases of fields extending across State boundaries, such as Rodessa, it is suggested that each State author treat the section of the field in his State as a unit, and by a footnote indicate that the field extends into an adjacent State. Each space in Table I may represent one of four possibilities; either it is not applicable to the particular field, or the proper entry is not determinable, or the proper entry may be determinable but is not determinable from data available to the author, or the proper entry is determinable. When spaces are not applicable, leave blank; in spaces where the proper entries are determinable but not de-terminable frod data available to the author, please inserty; in spaces where the proper entries are determinable by the author, make such entries. y implies a hope that in some future year a definite figure will be available. The entry of a zero is a positive declaration, and an important declaration where it is in order. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries are not subject to precise determination. In sucli cases the author should use his good judgment and make the best entry possible under the circumstances. For many spaces the correct entries represent the opinion of the author (for example, "Area Proved') and in such cases the entry need not be hedged to such extent as when the quantities are definite yet can be ascertained only approximately by the author. In cases under definite headings but where figures are only approximate, the author may use x. It is thought that the nearest whole numbers are sufficiently accurate for our purposes except as to percentage of sulphur in oil. If an author desires to report any other figures to tenths, he may do so. The quantity of gas produced should include, where possible, gas sold or otherwise marketed, and gas blown into the air, burned as flares or otherwise wasted. Segregation of these figures would be interesting if the authors can make such segregation. In any event, the figures should represent as nearly as possible the total quantity of gas removed from the reservoir. THE strike of the coal miners began on April 1, as had been expected, the entire force of unionized miners-both anthracite and bituminous-going out and making this the most widespread strike of record. Up to the present writing there has been no serious inconvenience to industry in general, the accu-mulated stocks of coal being large and the non-union mines having continued to make a substantial production. However, the union labor leaders, having concentrated their efforts toward inducing the non-union miners to go out also, met with some measure of success in certain fields and created a shortage of coking coal, which caused iron makers to bank a few furnaces. The strike of textile workers in New England spread further. Here and there, throughout the country there were sporadic troubles with the builders. Rail-way labor was the subject of continued palavers, which did not get anywhere. On the whole the events of April were in line with the forecast that this would be a year of labor troubles. In domestic politics, the soldier bonus bill, having been passed by the House, went to committee consider-ation in the Senate. Public opposition to it manifestly waxed. On the floor of the Senate the tariff bill was under consideration and is drawing nigh to passage, without there being much consideration of its probable economic consequences. It is going to be a very high tariff and there is much in it that is equivalent to subsidizing small and normally unprofitable industries at the expense of the people as a whole. Abroad affairs were more quiet, superficially at least; than they were in March. In Egypt, India and South Africa things calmed, down, so far as we know, but in Ireland there was continued turmoil. The Irish, having won their freedom to the same degree as the Canadians, have entered upon violent quarrels among themselves, more over phrases than anything .else, so far as we can see. Lloyd George obtained a spectacular vote of confidence from Parliament and thus postponed, the exigency of a general election.

REFINERY SECURITY "Highgrading, " a polite word for stealing gold and silver, has been a way of life since the metals in native form have been mined or produced. Unfortunately, in the past, highgraders were not always severely prosecuted or even looked upon unfavorably in their communities. Recent high metal prices with attendent world wide publicity, however, has made highgrading or thievery again a serious problem in mines and plants. When a small button of gold the size of the end of ones little finger has a value equal to about one week's wages, the safe-guarding of gold production by enforcing tight security measures becomes a prime responsibility of management. The higher the gold price, coupled with unrestricted owner- ship, the greater the temptation to “get-your-cut”, and diligence by management must become an integral part of plant security. Primary security begins by knowing the expected gold production and the sampling of a gold ore mill feed for this determination has proved not reliable. However, solution flows can be accurately sampled and measured thereby closely predicting the gold recovered each day as precipitate. The progressive record of total ounces of gold contained in the precipitation press, referred to in cyanidation plants as I1solution calll1 predicts the accumulated production. The "callH is an important adjunct to security and extreme caution must be used so that the pregnant solution meter and sample are confined in a security area. It should be recognized that this key sample may be the target for Ifdoctoring" by trusted insiders (assay office employees) as a preliminary step for stealing precipitates and/or metal. Security measures similar to the following were adopted after one operation experienced a sizeable theft of gold precipitate and metal by trusted employees. The refinery area where precipitates are handled and melted to bullion and all other gold products are kept should be completely enclosed with a tight security fence preferably of solid construction. Access to this enclosure should be through one of two electrically controlled gates, one for personnel and another for occasional truck entrance. Admittance should be restricted to essential personnel who are required to sign a register in and out with the date and time. I£ there is a "back gate" to the restricted fenced area, it should remain locked except in an emergency and then opened only by a supervisor. Television monitoring cameras viewing the gate entrance and other sensitive areas connected to a viewing screen located in the general office afford visual observation at all times.
