The following resolution was passed by the Military Engineering Committee of New York on April 12, 1917. Copies are being sent to each member of Congress and to each of the five members in every State forming the committee representing, the five National engineering societies which carried on the industrial census under the direction of Howard Coffin. The Committee is urging every man to wire his Congressman and his Senator, asking him to do everything in his power to obtain favorable action by Congress on this resolution: Whereas in any large army to be created for the war, engineer troops will be needed in large numbers, and Whereas they should be officered by skilled engineers only, and Whereas the composition and training of such troops differ so much from the composition and training of non-technical troops that they should be organized under one central authority rather than under many scattered authorities. Now, therefore, be it resolved: That the members of the Senate and House of Representatives be requested to insist that all new units of engineer troops be organized and maintained by the War Department and not by the individual States.

BILL BREWSTER was a natural for the steel business. His family lived at Iron Mountain, Mich., when Bill was born on June 14, 1889, so that he had iron in his blood. Always he has looked toward the finished product, rather than the raw material, so that it was a fore-gone conclusion that he should work toward the steel end of the business. After preparing for college at Hotch-kiss Academy he entered the Sheffield Scientific School of Yale University from which he graduated in 1910 with the degree of Bachelor of Philosophy. No reunion of his class would be complete without Bill Brewster. Unlike many of us who try several jobs before settling down, Bill shot straight for the mark. After a summer's work at Iron Mountain, making sure of his background in the production of the raw iron ore, he entered the employ of Wisconsin Steel Works of the International Harvester Co. in September 1910 and has been there ever since. It wasn't much of a job to start with, just a laborer in the billet dock department, but soon there was an opening in the blast-furnace department, where he started as superintendent's clerk in December 1910.

ALTHOUGH the retiring Chairman of the Industrial Minerals Division, Charles Henry Behre, Jr., does not say "you all" he is a product of the deep South, since he was born at Atlanta, on March 16, 1896. At the Boy Scout age he moved to New Orleans, where his father owned an ice plant, which seems an intelligent business for that climate. Intelligence evidently runs in the family, for Charlie, as his friends call him, has one sister who is a professor of zoology and another who is a concert pianist. Charlie has no explanation of why, when he reached college age, he decided to go to the University of Wisconsin, other than something more than an ordinary boyish interest in science, and the reputation which Wisconsin then enjoyed. At Madison he fell under the influence of Eliot Blackwelder, chose paleontology as his objective, and transferred, at the end of his sophomore year, to the University of Chicago, where the paleontological panorama seemed more extensive. He took his B.S. there in 1918, and graduated into the U. S. Army, where he eventually became a Sergeant in the Medical Corps.

GASIFICATION is important to the anthracite industry, as it is to the entire solid-fuel industry and to the nation. However, to the anthracite industry it may have particular significance in that it would increase the market value of many millions of tons of a by-product fuel, which the industry now has in storage and is currently producing, in addition to increasing the potential market for all its products. The by-product fuel is of usable quality but the ash content is higher than it can be in other products and therefore it must be converted or used at the point of production. Gasification is one method by which the product may be given increased value. The inherent characteristics of anthracite make it well suited for producing a fuel or synthesis gas. It is the most concentrated form of natural commercial carbon, noncaking and noncoking; it does not produce smoke, tar, or soot and has a low sulphur content; and the volatile matter, which ranges between 2 and 8 pct, is 80 to 85 pct hydrogen with small amounts of methane, carbon dioxide, carbon monoxide, and nitrogen. The ash fuses at high temperatures, which allows it to be burned at high rates without slagging. However, with the addition of small amounts of dolomite, the ash will form a slag, or glass, which is very fluid. Anthracite has long been used in the manufacture of city gas and it is extensively used in various parts of the country to make water gas to be converted to hydrogen. Buckwheat and rice anthracite are used in Galusha producers to make producer gas. Excellent synthesis gas has been made in a Galusha producer with rice and barley anthracite with oxygen in tests at the Consolidated Mining and Smelting Co., Trail, British Columbia. In these tests, anthracite was shown to have advantages over competitive fuels, in that the gas had a higher hydrogen content and could be cleaned with less difficulty. The anthracite seams are steeply pitching and in mining the parting strata and some of the roof and bottom materials are taken with the coal. In preparation, these materials are separated by gravity from the commercial product and stored in refuse banks. This refuse contains a mixture of rock, slate, or shale, and high-ash anthracite with bone coal, which is low-ash coal that is interspersed with thin bands of shale. THE CHAIRMAN of the fast growing Petroleum Division is not only a graduate of the University of California, but a third generation native son. After a few years spent in hard-rock geology, his professional efforts were transferred to the sedimentaries and to petroleum investigations, as a consulting geologist. For ten years these investigations covered the Rocky Mountain, Oklahoma, Texas, and eastern districts. After the war he returned to Casper, Wyo., as chief geologist for the Consolidated Royalty Oil and Western Exploration Companies. This employment afforded him the opportunity to study particularly the economic relationship between the lessor-lessee interests in development and production, a somewhat unusual type of petroleum specialization.

I HAVE hitherto shown you as well as I knew how the procedure for those operations which are needed in melting on either a large or small scale, as you might need them. Now I wish to pass on to some other operations which, while related to the operations and power of fires and also to certain kinds of melting, are not wholly connected with the art of casting. First I wish to begin with the actual substance of the art of alchemy, which is sought and desired with so much zeal. Then, as a useful and ingenious thing, I wish to inform you of the art of distilling, and, afterwards, how you should operate a mint in an orderly fashion and without burden on the conscience. The work that has formerly been done by the Waste-reclamation Section of the War Industries Board has been tranferred to the Department of Commerce and will be continued as the "Waste-reclamation Service" of this Department. The plan contemplates the establishment of a national waste-reclamation system-comprehensively organized, effective and systematic, and animated by a sympathetic understanding of the purposes and principles of the Service. It is the expectation of the Service that the work will be taken over by the several municipalities or other local governments and made permanent through the creation of a department or bureau for the salvage of waste materials. The local Waste-reclamation Council should be composed of representatives of cooperating national organizations, selected by the mayor; or chief executive officer of the city, town, or village. It will be the duty of the Council to inaugurate an educational campaign to conserve materials so as to make less waste, together with a reclamation movement that shall reclaim the residue of waste in the community, thus conserving the resources of the country both in man power and in materials. The most important materials to reclaim at the present time are: paper, steel, copper, wool, iron, brass, cotton, zinc, aluminum, rubber, babbitt metal, tin-foil, lead, tin and leather.

Downtime cannot be tolerated on electric shovels whose cost may approach or exceed $400,000 each. The same may be said for larger-variety off-highway trucks which require an operational expenditure upwards of $50 per hour. One company, for instance, in order to ensure a more continuous operation, has specified centralized lubrication for all of its new equipment. In wet or dry weather, the mining of asbestos can place undue strains on machinery and other equipment. When the mineral is dry, its dusty, loose fibers work their way into crevices, and when wet, the glutinous asbestos may adhere to axles, gears and other wear components. Such conditions are multiplied during the extreme cold winters of eastern Canada. It is more difficult to lubricate and maintain equipment, and erosiveness becomes more punishing to wear parts. Resultant breakdowns rapidly drain off profits.

Considerable discussion took place at the June 18th Board of Directors Meeting concerning ways the Petroleum Branch office in Dallas could better serve its members and the essentially Petroleum Local Sections, namely the Delta, East Texas, Gulf Coast, Kansas, Mid-Continent, North Texas, Oklahoma City, Permian Basin, and Southwest Texas. The question of whether decentralization strengthens or weakens the Institute was debated, particularly as to what services could be advantageously decentralized and how both offices could keep informed on their mutual problems. Among other things, it was decided that an Auxiliary Admissions Committee could screen applications from Petroleum members before final action by the National Admissions Committee in New York. Finally it was voted, "That all administrative matters that can be properly delegated to a Branch organization may be so delegated". Final details were approved at the July 16th meeting of the Executive and Finance Committees.

As already announced, the Arizona Meeting of the Institute is to be held from the 18th to the "25th of September. There will be a special train from New York City to Arizona and return, to take members and guests of the Institute to the meeting., The Committee in charge consists of Walter Douglas, Chairman, Cleveland E. Dodge, John C. Greenway, Arthur S. Dwight and Julius Kruttschnitt, Jr., and while the plans of this Committee are not complete, it may he announced that 'the train will be run with the requisite number of Pullman, dining and baggage cars to accommodate those who desire to go, which will accompany the party during the entire week of the Arizona Meeting as per the following program, including, of course, the visit to the Grand Canyon. It is especially desirable that the Committee should know, at as early a date as possible, the number of those who desire to make the trip; and those who desire special accommodations such as drawing rooms, state rooms, etc., are especially requested to communicate as soon as possible with the Secretary of the Institute, stating the number in their party.

THE distinguishing principle of the Tromp process is the use of a medium in the bath which is not stable, i.e., the solids will settle and the density of the medium increases with depth. A medium of uniform density can most easily be effected by agitation or by means which increase the viscosity of the medium. Either of these works against the sharpness of separation of coal from its impurities. The Tromp process grinds the medium solids to relative coarseness, allows them to settle downward in the bath without hindrance, and introduces horizontal currents of medium at intermediate levels between top and bottom of the bath. This prevents any accumulation of particles denser than the upper layer of the medium from which the clean coal is conveyed away or an accumulation of particles lighter than the bottom layer or medium whence the refuse is removed. In a relatively shallow bath making a two-product separation, the intermediate horizontal currents sweep these intermediate gravity materials away to be discharged with the refuse removed by the conveyor. Such a system provides a number of advantages. The gravity of separation can be changed simply by changing the density of the medium without changing particle size of medium solids or other conditions, as would be necessary with a system requiring uniform or stable density throughout the bath. Some installations in Europe separate at 1.40 sp gr on one shift, producing a superclean coal, and on the next shift reclean refuse from dry cleaning units and effect a separation at 1.80 sp gr. Medium solids may be much coarser in size consist, which reduces the viscosity of the medium and promotes its fluidity and in turn the sharpness of separation. Coarser medium solids with a more rapid settling rate are much more easily recoverable from the dilute medium rinsed from the products.
