1. Any society of undergraduates at a technical school, comprising students in any branch of engineering, metallurgy, chemistry, geology, etc., may be recognized by the Board of Directors in its discretion as an Affiliated Student Society, and its name, together with the names of its President and its Secretary, may be published in the Bulletin or the Year Book of the Institute. The individual members of such a society will not be catalogued as individual members or associates of the Institute, but may at any time be proposed for election as members or associates of the Institute, in the usual way. 2. Membership in an Affiliated Student Society, certified by the official representative thereof, and accompanied with suitable testimony as to character and qualifications, will have special ,weight with the Membership Committee of the Institute, in its consideration of the proposal of a candidate for membership or for Junior membership.

Since the beginning of the 20th century the world has been trying to find a new political system, even as it did at the end of the 18th century. The French Revolution instigated the destruction of absolute monarchies when Napoleon unwittingly showed the masses the advantages of freedom, as opposed to the abuses of unlimited power by the imperialists. In spite of advances in culture, science, and technology during the past 50 years, there is a hangover of laissez-faire economic principles. Failure to divert the trends of minority pressure groups has caused two world wars and is the basis for the current social unrest and turmoil. In the ebullition of ideas there have risen to the surface the dregs of ideas, old and new-Nazism, Fascism, Russian Communism-a hodgepodge of imperialistic, socialistic, communistic and capitalistic maneuverings where state monopoly of capital enables ruthless exploitation of the masses. The United States owes much of its industrial greatness to the work of pioneers in the mineral industries. The task of the pioneer was to locate and develop in a rude way the mineral resources of the nation. Today, mineral industries leaders are still in great demand, but for a different purpose-to direct intelligent utilization of the limited, waning, submarginal mineral resources. Brush plating has been thought of by many as black magic bordering on alchemy. Actually it is a science that uses both electro-chemical and mechanical engineering skills and technology. We are not sure when brush plating was first used or by whom. I do know that many times when we would put in for patents on things we thought of as new and innovative, we would find that someone had done it many years before. It took World War I1 to get brush plating off and running. Now at this point, someone may be asking just what is brush plating? And why are we plating brushes? One way of describing what brush plating is, is by telling what it is not such as tankless plating. Brush plating-is an electro deposition of an electro-platable element or alloy onto a conductive surface. To do this a source of direct current is required; this can vary widely. I prefer stepless voltage control from 0-35 volts with a capacity depending on the size job to be done. This can vary up to 500 amps for normal applications. In one case we have used 7500 amps.. In the beginning a brush was actually used with a wire in the middle of the bristles and a jelly-like paste made up from tank plating solutions. The bristles were saturated with the gunk and the spot to be plated was muddled with the concoction at a potential which was the same as the applied tank Voltage. Metal was deposited but only thin coats were achieved. Today we use graphite wrapped or covered with cotton to form a Q-tip type anode. By using graphite rather than a specific metal we are able to either plate, de-plate or strip, electro- mill, electropolish, or anodize--all with the same equipment. Only the electrolyte needs to be changed.

ERNST PROCHASKA, Bonne Terre, Mo. (written discussion*).-The special importance of this paper is the fact that it calls special attention to the existence of organic sulfur in coal. Many writers have denied the existence of a chemical compound of carbon with sulfur in coal, .but later investigations, and especially the paper by Fraser and Yancey, prove undeniably its existence. As we become more fully convinced of its existence and as the present methods of washing, either in a jig or on tables, are unable to separate the organic sulfur, it remains for an inven-tive genius to perfect a chemical washing process whereby the sulfur will be, dissolved out of the coal, or we must abandon entirely the washing of such coal.

THE measure of value of an oil property is approximated by the length of time it takes to "pay out;" viz., the time required for it to return the original investment. This time varies in different fields. In the Appalachian and Mid-Continent fields, a good investment pays out in about four years; in California, it requires a slightly longer time; and in the Gulf field about two years. The two principal methods for establishing these values are based on acreage, as in California, and on production, as in the Appalachian field. The method of establishing values based on production1 was worked out in the Appalachian fields and approximates the value remarkably well in some fields; but it is a rule of thumb and should be used intelligently. Briefly, the method is as follows: An arbitrary number of dollars (called the barrel-day price) multiplied by the number of barrels of settled daily production of the property gives the value.. In its crudest application, the barrel-day price is determined by the "$10 to $.01" rule, which means that the barrel-day price is one thousand times the prevailing price of oil. For instance, with oil at $3.50 per bbl. the barrel-day price would be $3500 per bbl. This rule, however, is not strictly applied, for the, barrel price is varied according to whether or not the wells "hold up." But when a barrel price for a district has been fixed it is quite general to raise or lower the price with the fluctuation in the price of oil; here the" $10 to $.01" rule is used extensively. However, the prospective purchaser takes into account tangible equipment upon the property, the extent to which the drilling program has been carried out, whether or not the wells are "shot" or natural, depth of wells, spacing of wells, paraffin trouble, etc.

MAGNETITE deposits in the Eastern States have been mined uninterruptedly since pre-Revolutionary War days. The industry, thriving in normal times, was given impetus in all periods of tumult, and continued to advance and expand, until the Lake Superior ores came into production. A period of comparative quiet existed until increased freight rates, together with increased mining costs on Lake Region ores, permitted the magnetites again to compete. This, coupled with World War demands, created unpre¬cedented activity. Producing plants were at their peak, new mines were equipped and put in operation and the industry pushed production beyond the absorption point. Ore stocks were tremendous, internal competition severe, and a great increase in import of European ores brought the industry to a low ebb in 1923.

EMPHASIS on the importance of grain boundary sliding as a mode of deformation at elevated temperatures has been presented elsewhere.' The extent to which boundary sliding occurs under certain creep conditions has been determined for high purity aluminum2,3 and aluminum alloys.' In general, boundary deformation extends quite far into the adjoining grains, resulting in a rather wide band of deformation along the grain boundaries. This has led some investigators to doubt that grain boundary sliding consists of shearing along the boundary surface; it has been contended instead that boundary sliding is a result of concentrated slip in the neighborhood of the deformed grain boundaries."' The purpose of this note is to present evidence that grain boundary sliding takes place by a bulk shear process. gh purity polycrystalline aluminum, wherever and whenever there is grain boundary sliding, boundary migration and concentrated deformation along both sides of the deformed boundary are associated with it. Therefore, it has been rather difficult to obtain unambiguous evidence of boundary sliding. On the other hand, it would be expected in certain alloys of aluminum, when tested under particular conditions. that the severity of the interfering effects of boundary migration and concentrated deformation along the deformed boundary might be reduced. Current research in this laboratory' shows that a 20 pct Zn-A1 solid solution alloy fractures in an intercrystalline manner during creep at 500°F with a small total elongation of not more than about 14 pct, and that it does so with extremely limited grain boundary migration. Accordingly, this alloy was chosen for the present study. The experimental procedure was similar to that used in previous work and has been presented elsewhere.' Two parallel flat surfaces were milled from a round specimen. The gage portion of the specimen was 1 in. x .09 in. x .17 in. The specimens, which were annealed at 1030°F for 24 hr, showed two to four grains across the width of the test bar. The specimens were subjected to creep at 500°F at stresses of 2000 to 5000 psi. The rupture times were from 10 sec to 3 hr. Appreciable boundary sliding occurred in all the tests. A typical example of boundary sliding is shown in Fig. 1. (The tension axis is vertical in the micrographs.) Sliding has taken place along the boundary between grains A and B unaccompanied by important boundary migration. The sharpness of the offset at the triple point can be clearly seen in grain C. As a result of sliding along the boundary between grains A and B, a new boundary surface between grains A and C was created. The offset at the triple point is about 0.07 mm. This boundary sliding is accompanied by the formation of rather sharp kinking bands and, of course, slip on several slip systems in grain C. This type of deformation has been referred to as fold formation' in previous work with high purity aluminum.

GEORGE F. COMSTOCK (author's reply to discussion*).-Mr. Thum's description of the effects of butt welding and spot welding on the micro-structure of steel are interesting and timely. The speed with which the changes noted by Mr. Thum must take place is indeed remarkable, but the writer has noted a similar very rapid diffusion of carbide in annealing a t a rather high temperature certain samples of soft sheet steel containing massive cementite segregated on a small scale. The massive cementite in such steel can be dissolved and distributed very quickly if the proper temperature is attained. Mr. Thum's explanation of the structure he found in the spot welds seems entirely reasonable, but the mystery of the decarburized material in the butt weld is one that might well be the subject of further research. The possibility of decarburization by air ,might perhaps be worthy of a little more consideration than he gives it, for the oxides formed would be gaseous on account of the presence of carbon, and hence not visible in the microscope, and the effect of the pressure might be to squeeze the carbon oxides, which would normally form blow-holes, out of the metal or possibly into such small volumes as not to be noticed The removal of carbon by liquation and squeezing into the fin would be an effect similar to the "bleeding" of a steel ingot that is rolled while the center is still liquid, giving a soft low-carbon interior in the finished section while the segregate was removed in cropping the pipe. This effect in Mr. Thum's butt welds could, however, only be obtained if the weld was heated to near the melting point of the steel, and if the carbon was considerably segregated in the bars at the start, for the first effect of the high temperature would be to promote diffusion rather than the contrary segregation and Equation. It is gratifying to learn from Dr. Ruder's remarks that his researches have resulted in no disagreement with the few points brought out by the writer's experiments. In addition to the three forms in which nitrogen may occur in iron that he mentions, it would seem that a fourth form is often found; This is apparently a eutectoid, like pearlite, and sometimes almost as coarse as the massive cementite seen in soft steel sheets that have been annealed for a long time. One of the things needed in the metallographic study of steel is an etching reagent that will distinguish definitely between nitride in this form and the more common pearlite or cementite.

MISSOURI SCHOOL OF MINES On the tenth of January, 1919, a meeting was held by the juniors and seniors for the purpose of reorganizing the Missouri Mining Association. The reorganization was brought about in this manner because at that time there were no old members left in school. At that meeting, the following officers were elected for the remainder of the year: Gerald F. Rackett, president, Harland H. Hoppock, Secretary. The Association has held several interesting meetings and is arranging interesting programs for some to be held in the future. At present the Association has thirty-four members. H. H. The Naval Consulting Board is asking the aid of all the members of the Institute in its effort to help solve the submarine problem. Probably every member of the Institute has some suggestion, and while each one of these may be of only slight value in furnishing the remedy, the aggregate may be of great service. Every member of the Institute will soon receive a pamphlet known as Bulletin No. 1 of the Naval Consulting. Board of the United States in which full information and instructions will be given to all of those who are willing to assist. It is hoped when this information is received the members of the Institute will give it their prompt attention and write as soon as possible to the Secretary of the Naval Consulting Board, 13 Park Row, New York, N. Y.

LET us return and follow our first intention of discussing the art of melting. Since I have demonstrated to you how large works are made, you may have thought that the way to the small ones was also open to you, and you would not have been mistaken. But in order to avoid work and expense there are shorter and easier ways to be used, both because the things can be handled more easily and because it is not necessary to have so much regard for the forces of small materials. Therefore, wishing to make a distinction for you, I shall call this the small art of casting. Before speaking of this, I shall tell you of several methods of making powders for moulding. Then I shall also tell you of the methods of moulding in boxes and in frames, and how the said powders are to be prepared for casting either dry or green. Then I shall tell you some methods that are held as secret by the masters for handling the metals in melting and making them flow readily, so that you may easily fill the cavities of your moulds.

This piece of Carpenter crucible steel has exhibited a tensile strength of 116,000 pounds per square inch, an elastic limit of 89,170 pounds, an elongation of 25 per cent., and a reduction in area of 42 per cent. The test-specimen had a length of 2 inches between fillets, and was an inch bar reduced to an area of 0.504 square inch. This unusual tensile strength was determined before the bar had been hardened so as to show the remarkably velvety fracture here exhibited; but a piece of the same, tested after hardening, is reported to have stood a stress of 214,000 pounds per square inch. Another test-piece is said to have shown 136,000 pounds tensile strength, 97,300 pounds elastic limit, 20 per cent. elongation in 2 inches, and 40 per cent. reduction of area. Mr. Carpenter claims that this steel, containing 2.27 per cent. chromium and 1.04 per cent. carbon, can be welded like iron, and has proved most desirable,for the highest class of die-steel.

AN analysis of this subject demands a study of the theory and practice of the present system, conclusions as to its merits, and recommendations for remedying its defects if any be found. Theory of the Present Law The theory of the present law with reference to lode locations contemplates the existence upon the surface of mineral-bearing veins which have clearly marked boundaries, and which can be so readily traced that a locator may immediately mark the boundaries of his 600 by 1,500 ft. claim in such a way that the vein will pass through both of its end-lines. It also supposes that, having discovered such a mineral-bearing vein, the locator will at once post a notice upon such discovery, mark the boundaries of his location in such a manner that they can be readily traced, and from that time forward have absolute title to the ground embraced within such boundaries, as against every person except the United States. For initiating title to placer ground, the law presupposes the discovery of a valuable mineral deposit; but not necessarily in place, as in the case of lode claims; and the location must be made to conform "as nearly as may be" to the legal subdivisions of the United States public land survey. When the placer law was extended to include the acquisition of title to oil lands, no exception was made as to the necessity for the discovery of valuable mineral in advance of location!

I HAVE told you of two parts of the mould for guns. You lack the third, which is the one for making the breech. This, in addition to being a part that is always ornamented with some piece of sculpture to make the gun beautiful, is that part which forms the bottom and closes the whole mould. It is also the one that sustains the entire burden of the bronze, and it must therefore be made with great consideration and diligence, taking care to make it strong with clay and with iron bands. Various methods are used in making this. Every master does as he knows how, either preferring to do it quickly or delighting to make his work ornate and beautiful. His choice also depends on whether they are to be just artillery or occasions for artistry. There are some who, if the guns are of a round form, make the pattern for the breech on a lathe, either of wood or of clay. If they are fluted, they make the flutes by hand in wood or clay, following the pattern of the board. In a part that perchance might not come out of the mould, they put some tallow underneath or make it entirely of tallow or wax so that it will come out. Likewise, if they wish to make cornices or other projections these can be put on either in wood or in clay. In the same way they also apply leafwork of clay or wax so that it can be taken out by hand or with the fire.

Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.
