The specifications for bridge-steel are usually not severe. The main difficulty is to secure a material which will roll easily, without showing signs of cracking on the corners of the blooms or on the flanges of the beams. In many mills sulphur has been deemed the most harmful constituent in this respect. It has been thought hazardous.to roll steel containing over 0.07 per cent. of sulphur. Yet, in making steel for the Phoenix Iron Company, I have produced from stock running as high as 0.13 per cent. of sulphur a material which rolled very satisfactorily. It is reasonable to infer that the injurious effect of sulphur can be neutralized, to a great extent, by proper treatment in the open-hearth furnace; and the following notes from my usual practice here may be of interest to those obliged to use high-sulphur stock. The steel made at Phoenixville in the 20-ton furnaces has about the following composition : Per cent. Carbon,...0.15 to 0.20 Manganese,.........0.50 to 0.60 Sulphur,..........0.11 to 0.13 Phosphorus,.: .0.04 to 0.06 Silicon,.......... 0.01 to 0.02 The best running heats were made with a small amount of pigiron. In using large proportions of pig the quantity of ore is also increased. This not only cuts the bottom, but also lengthens the time required to bring the charge down. Up to 50 per cent. of pig may be used, but 25 per cent. is much better. A 40,000-pound charge, containing 10,000 pounds of pig and 30,000 pounds of Bessemer butts or beam-scrap, works very well.

A major problem whose importance touches the entire underdeveloped world is how to reconcile the demands of nationalism with the requirements of the international economy. Chile's copper industry presents a study of how one such accommodation has been slowly, if precariously, evolved. The dependence of a low-income country on the international economy presents, on the one hand, opportunities for speeding up the rate of development and, on the other, imposes a set of constraints on national behavior. Nationalism may be indispensable in motivating low-income countries to bear the economic costs and absorb the social changes involved in modernization, but it may also inhibit the acceleration of economic growth by its failure to come to terms with the international economy. Nationalism is a two-edged sword. An outstanding feature of Chile's economy since the mid-1920s has been its considerable dependence on the export of a single primary commodity- copper. Moreover, the affiliates of two US.-owned firms-the Anaconda Co. and the Kennecott Copper Corp.-have dominated Chile's copper industry, a fact which from time to time has posed conflict between that nation's long-range economic opportunities and more immediate political realities.

HAVING previously described the metals to you, before I proceed any farther I do not wish to fail to tell you, as I promised to do in the first chapter on metals, what I have learned through experience concerning the semiminerals, although this may seem to you outside our proposed subject. Since these are not produced by Nature as all rock or all metal they are called semiminerals by speculative physicians. Many kinds of these are found; those that resemble rocks are earthy, very difficult to liquefy, and much more adapted for adorning paintings than for anything else. Those that liquefy with fire, like sulphur, antimony, marcasite, [22] calamine, zaffre, manganese, and others, resemble the metals almost like brothers. Some others are more watery so that they dissolve in water, although they are fairly dense, and are obtained and reduced to their, perfection by means of water. These are the salts, vitriol, rock alum, and saltpeter. To these, as a watery thing, belongs also quicksilver, as it is commonly called because of its motion. Although it appears. not only liquid, but very liquid, this is not at all similar in its effects to any of the above. Indeed, it retains its same being until its very form is consumed. Since the reasons for its effects are almost impossible to investigate, I do not intend to speak of them here or to enter now this maze of speculation, because I wish to make definitely clear to you what this quicksilver really is. Therefore, leaving aside opinions and disputes, I shall take only those of the said semiminerals that I know are useful. First we shall see the method by which the semiminerals can be found and then how they are to be extracted from their matrices. These, perhaps, have no less need of effort and industry than the metals since they are substances completely hidden in the rocks or in the earth. For this reason some of these that are sought are made use of by means of fusion after they have been mined from their mother mountains, and some others need to be disposed by a certain maturative corruption, now with moisture and coldness, now with dryness and heat, as with waters, rains, frosts, or long baking in the sun, with fire, or even with a strong reheating within themselves. Most of them can finally be brought to the desired end by means of solution with water and fire.

The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.

THE CHAIRMAN (G. C. STONE, New York, N. Y.).-It is a matter of history that the smelting of zinc ore in, a reverberatory furnace was the first process used in this country for making oxide of zinc, and it was abandoned for three reasons: it was very expensive, the recovery was, very poor, and the color of the oxide was worse. It is probable, however, that the Anaconda company is working in a totally different way. While Mr. Ingalls does not say so, my own suspicion is that they are using coal-dust firing, very much as they do in the copper furnaces, and by that method there is much more chance of getting good recovery.

This contribution is prompted by the fact that the writer has recently published an article" which has in part the same general conclusions as B. S. Butler's, namely, the form of the standard mineral paragenesis in hypogene deposits and the parallel transition from early high temperature acid to late low temperature alkaline or neutral solutions. Since the writer also recognizes that he is not fully qualified to discuss the formation of ore deposits as a chemical problem, this discussion will be limited to summarizing other observations and will suggest how Butler's Table II might be made more effective. The form of Butler's table is not unlike that widely used by European geologists30 in which the various minerals are related to the types of ore fluids-pegmatitic, pneumatolic and hydrothermal. Thus the decrease in temperature and change in pH of the ore- bearing fluids as recognized by Butler may also be paralleled by perhaps even greater changes in composition, density, and character.

No greater opportunity for public service has ever been presented to the engineers of the United States, as a class, than the campaign to make thrift a permanent American habit, conducted through the Savings Division off the Treasury Department. The engineer owes a duty to his community, to his country, by reason of the very fact that he is an engineer. By reason of his position and influence, his education and experience, he owes to his country the duty of public service. The public understands that the opportunities of the engineer have allowed him to equip himself to handle logically and properly questions affecting the public. He has been trained to maintain a constructive viewpoint. His work is constructive and he builds for the future. The qualities that the public deems necessary for public service have been bred in him. The time has gone by when the professional man can perform his whole duty to himself and his community by shrouding himself and his calling in mystery and locking himself away from the public in office or laboratory. The duty of public service is calling for every man whose training has fitted him to perform that service. The engineers of the country have demonstrated their capacity and their willingness for public service. Throughout the war period they, have been found in every branch of governmental and. civilian activity which could contribute to national success, doing their share to promote national efficiency. Their duties are not over.

Two career employees of the US Dept, of the Interior, in a recent study, indicated that by the end of 1974, 73% of all public lands had been entirely or partially closed to exploration and development of essential resources for leasable minerals and 67% had been similarly restricted for locatable minerals.1 This has come about because of the lack of coordination within the executive branch and between the executive and legislative branches of the federal government and without regard for the cumulative, depressing effect on future domestic mineral production. Much of the withdrawn land is felt to have great potential for discovery of significant mineral deposits.

A large number of blast furnace slag-metal tests were examined to determine if the manganese reduction could be used as a primary indicator of the degree of oxidation or reduction of the slag and of its desulphurizing power. Slag basicity and temperature were also evaluated. Two laboratory heats were made and sampled prior to reaching equilibrium to check blast furnace data. IN a recent investigation of the factors affecting desulphurization in the blast furnace, is was evident that manganese reduction appeared to parallel the course of desulphurization. Grant, Kalling, and Chipman1 pointed this out in a series of time studies utilizing closely controlled laboratory melts. Fig. 1 is a composite plot of sulphur removal and manganese reduction as a function of time under two slags of different basicity. Manganese reduction appears to approach equilibrium at approximately the same rate as does sulphur. It was also demonstrated that the addition of oxygen to the slag, as manganese oxide, caused a sharp reversal of sulphur from the slag to the metal.' It has been shown that "Excess CaO" was a primary factor in measuring the degree of desulphurization under ideal reducing conditions,1,2 the following reaction being representative of the process: CaO (slag) + S + C (solid) = CaS(slag) + CO (gas) It was also evident that a second reaction could drive the sulphur from the slag into the metal. A suggested reaction was' CaS (slag) + 0 = CaO (slag) + S Any change in the oxidizing power of the system would thus affect both the sulphur and the manganese without causing any change in the calculated basicity of the slag. "Excess CaO," "Excess Base," and other similar basicity values, under such oxidizing conditions, would therefore not be the best measure of desulphurizing power; instead, as was shown by and Chipman" he oxygen content of the slag at low oxygen levels would be the controlling factor. Unfortunately, the extent to which FeO is reduced in the blast furnace makes it difficult to utilize slag FeO as an accurate indicator of the degree of oxidation. By comparison, manganese reduction in the blast furnace proceeds more slowly and is generally only about 40 to 70 pct complete. manganese, which is present in significant amounts and is readily analyzed, offers an opportun-

It has occurred to me that if in this connection your society would take up the matter of the shape or section of steel rails and the form of joint, and be able to arrive at such form for difEerent weight of rails as you could recommend to the railroa~ls of tbis country with a view of obtaining uniformity, it would be, in caseof adoption, of great value both to the railroads and makers of wils. My idea is that if botb your society and that of the civil engineers ahould join in the adoption of templates and their recoalmendation, it would be more likely tb have the desired effect. If it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. THIS machine is an improvement on the well-known endless traveling belt used for dressing slimes in many mills ; the chief point of difference, and constituting the essential advantage of the present over the old form, is the application to the machine of a secondary agitating or shaking motion, in addition to the ordinary progressive motion of-the belt. In the machine as heretofore made, the inclined belt or apron moved slowly up against a thin stream of water and ore, depositing the concentrations carried over in a tank placed below, through which the belt travelled, of course, in a reversed position. By reference to the accompanying drawings, it will be seen that in this main principle the new modification does not differ materially; but the means by which it is carried out are essentially different. THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. But, lamentably,
