We are accustomed to think that we are efficient in the United States, particularly with respect to such things as mining and manufacturing. The conduct of the war has demanded in England and in France a complete readjustment of manufacturing methods and plans, and today England, is probably as efficient a country as there is in the world, not even excepting Germany. This is all the more remarkable because it has been notorious for years that England has been inefficient in her manufacturing and the country has been flooded with things "Made in Germany.'' Today England is almost a socialistic community and the State is doing almost everything. England is now in such a position that practically everyone in the country is engaged in industry necessary for the conduct of the war, and this has been accomplished by increasing the efficiency both of her tools and of her man power. In the United States we certainly have been efficient so far as machines and perhaps so far as methods have been concerned, but we have not been efficient in the utilization of our man power. Before the war, our labor was undoubtedly far more efficient than that of England, but it certainly was not so highly efficient as it should have been, and the problem that confronts us today, and will all the more confront us after the war, is to make our man power efficient. England has had a taste of what you may call State Socialism, and her laboring men are not going to be content to return to the old order of things. There is one feature of the labor problem in England which has permitted her to reach this condition of state socialism with comparative rapidity; this is that practically all of her laborers are English; she has little or no foreign population. While an Englishman may be a strong union man and ready to fight his employer tooth and nail, at heart he is still a British subject, and when his country was in danger he rose to the occasion. In the United States we have such an admixture of unassimilated foreigners that the problem is more difficult, and as yet we have not been brought to that point of stress which has arrived in England. OFFICIAL Washington is gravely concerned over the adverse military situation caused by the all-out intervention of the Chinese Communists in Korea. What the policies of the United Nations and the United States will be in the new crisis is unknown. However, Stuart Symington, chairman of the NSRB, set the general pattern for mobilization in the near future when he said that this country would move from a "light gray to a dark gray mobilization." The implications of accelerated mobilization for the mining industry are particularly apparent with respect to the manpower situation. Revised policies recently initiated for the recall of reservists may be abrogated, in which case key personnel in the mining industry may face calls to active duty with insufficient consideration given to their indispensability to national defense in their present positions.

GWILLIAM H. CLAMER (Philadelphia, Pa.).-About 16,000 tons of tin is used annually in the production of white metals. The real reason for using the so-called genuine babbitt, which is a high-tin base babbitt, perhaps in the majority of cases, is that tin has always been. a high-priced metal and people naturally believe that what they pay a high price for must be good. Mr. Jones has shown that the common metal, lead, is a superior base for most purposes for Which babbitt metal is used. The addition of lead is often looked upon as adulterant to genuine babbitt, and specifications for this reason rigidly restrict the lead content. A sub-committee of the Society for Testing Materials, at the meeting in June, presented tentative specifications on babbitt metal, in which were included twelve formulas, containing from zero to: 20, per cent. of tin, and several containing from 65 and 92 per cent. Many of the current methods for producing metallic silver particles having specific characteristics involve several steps, are time consuming and subject to contamination. The novel non-aqueous chemistry of silver and copper is used in a simple two step process capable of producing high purity silver powders of specific size and shape. The chemical basis of the process involves the manipulation of the equilibrium -- Cu(I1) + Ag [=]Cu(1) + Ag(1). The addition of at least 50% (V/V) acetonitrile (CH3CN) stabilizes both Cu(1) and Ag(1) ions in aqueous sulphate medium, and the metallic silver dissolves. Removal of the volatile nitrile by distillation reverses the equilibrium and silver powder is precipitated. The nature of the powder depends on the presence of additives such as gelatin, thiourea and polyacrylamide.

Introduction Computer simulation is a technique that has been around for many years. Its applications include designing steel mills, planning space shots, or even developing ways to beat the casinos in Las Vegas. However, the use of computer simulation in surface coal mining is fairly recent. To promote its use, several government agencies, including the US Bureau of Mines, Forest Service, and Department of Energy, contracted with universities and private companies to develop computer simulation programs for surface coal mining. Your esteemed favors transmitting my discharge as your representative on the War Minerals Committee have come duly to hand and the kind words of commendation contained are greatly appreciated. Like other war committees, The War Minerals Committee's business in Washington was to meet an emergency as best it could, and as soon as the emergency had passed pressure of personal responsibilities immediately scattered the individual members. A detailed report of the Committee's work is therefore impossible. But before the matter is closed I feel it incumbent on me to ask you to report to the Directors and the Council, and through them to the members of the Institute and of the Society, the inestimable value to our Committee of the unstinted support given by both your officers and members. The instant response to all requests for funds was of the greatest assistance in getting started with office force, stationery, etc., and led later to a regular organization in the Bureau of Mines, working under a special appropriation, which is still doing good work as the War Minerals Investigation under Dr. Spurr. The voluntary work of the special sulphur and manganese committees formed by the War Minerals Committee was of great value to the Government. Copies of private reports supplied were of much assistance. But the great service of engineers and geologists as a whole was rendered in connection with the passage of the War Minerals Bill by Congress. Though every assistance possible was rendered by the Bureau of Mines and the Geological Survey, by the close of 1917 our Committee had about reached the limit of its usefulness in the way of stimulating the various Government executive committees, bureaus and departments to a realization of the country's need of preparation for domestic production of "war minerals" and had found that special Congressional action was imperative if the war was to continue for anything like the time then generally feared. This was necessary not only 'to insure a. supply of war minerals but to make possible the appointment of some able mining administrator of large experience in the mineral industry who, with ample authority, could sit in the councils of the Government and see to it that the ever increasing autocratic powers the war was developing were used toward the mining industry so as to foster rather than crush the latter in its effort to produce sufficient raw material for war and essential civil requirements.

WHEN the need for war work was ended, the late Mrs. Sidney J. Jennings felt that the members of the Woman's Auxiliary, who had worked together so successfully, would profit by having a common permanent aim through scholarship work, financed by annual contributions from the Sections. Under her leadership the Sections responded generously and the educational fund was started. Mrs. Jennings became the first chairman of the executive committee and so remained until her death. It was planned to begin with an award of $500 each year, and to pot aside 25 per cent of all moneys re¬ceived from the Sections to establish an endowed fund. In 1921 the first scholarship of a value of $500 per annum was granted, and an award of the same value has been made regularly every year since. It is called the Subscription Scholarship. The 25 per cent, which is set aside each year and carefully invested, is called the Engineering Education Endowment Fund. Three years ago this fund began to yield around $300 annually and this income has been used each year since to finance a scholarship under that name.

The use of portable radon detectors has become routine in reconnaissance uranium surveys where water and sediment samples are analyzed in field labs for radon and radium, and in detailed work where drill hole locations are pinpointed by field determinations of radon in soil gas from shallow holes. During the drilling program itself, however, very few operators are taking advantage of radon and radium analyses to decide whether a barren drill hole was a near miss or whether the immediate area can be written off. The technique is effective both above and below the water table.

IT may be a far cry from the days of the old horse whim, and it is relatively a long way back to hand production in factories. Modern machinery has made possible deep shaft-sinking, newer methods have increased the recovery of mineral. Technically, excavating and ore dressing have advanced as has mass production and its many ramifications in the manufacture of commercial product. To those of the mining industry who would have us believe that mining and manufacturing are totally different enterprises, it can be said that certain differences do exist. These differences rather than being fundamental are the result of adhering to past practices which were possibly sound years ago but do not measure up today. Differences in managerial control, sales, and distribution, cost finding, etc., are often so pronounced that efforts to compare or contrast are almost futile.

THE elementary mechanism of deformation in the body-centered cubic metals has been a subject of dispute for many years. If the problem were merely that of designating the crystallographic plane or planes of slip, the solution would have appeared long ago. However, there must be greater differences in the deformation behaviors of the body-centered and face-centered types than the differences in their lattices would suggest. The lines of slip formed on the polished surface of a strained face-centered cubic metal conform to glide over a single plane of the crystal. Slip in body-centered cubic iron, however, is frequently observed as curved and forked lines which could not possibly define a single plane of atoms. This alone is sufficient reason to expect different modes of deformation to operate in the two lattice types. The literature in this field now has generally accepted the proposition that {110), {112), or (1231 planes will act as slip planes in iron. It is essential that the experimental evidence supposedly supporting this proposition be critically examined. Taylor and Elam1 in 1926, using relatively small single crystals, determined the operative slip systems by measurements of the distortion of a grid engraved on the specimens prior to deformation. Their results indicated that shearing had taken place in the close-packed direction on a plane adjacent to or coinciding with the plane of maximum shear which contained the slip direction. This led the authors to propose a theory of noncrystallographic or banal slip. The authors considered an alternate rationalization of banal glide. Slip on two (1101 planes or possibly two {112} planes containing the same <1ll> direction could produce the wavy slip lines. By employing plane segments of varying widths, the integrated plane could take any position in the <111> zone. They rejected this explanation, however, feeling that the preponderance of evidence was against it. Taylor&apos; continued the investigation of the plasticity of the body-centered cubic lattice on ß brass. He reasoned that the resistance to shearing of a given plane in the zone of the slip direction was a function of the angle between the glide plane and the closest (110),: P F=—cose sine cos(X —?) [1] where F is the resistance to shear; P, the axial load at yielding; A, the cross sectional area; e, the angle between slip direction and load axis; x, the angle between plane of maximum shear containing the slip direction and the (101) pole; and ?, the angle between observed glide plane and the (101) pole. [3] Here, F, is the resistance to shear of the (110) plane and F is the resistance to shear of a plane $ degrees from the (110). Thus, the variation of shear resistance with $ can be calculated from an experimentally measured x vs $ relationship. The Board of Directors, at its meeting on March 22, 1918, extended an invitation to the American .Institute of Metals to become the Institute of Metals Division of-the American Institute of Mining Engineers in accordance with the terms of By-Law VII. This invitation was presented to the membership of the American Institute of Metals for letter ballot, and, at the meeting of the Board of Directors of the American Institute of Mining Engineers on April 26 191 ,it-was reported that the replies had been in favor of accepting the invitation.
