The amendment to Article III, Section 1, of the Constitution, raising the dues from $10 to $12 a year commencing in 1917, which was submitted to the members for letter ballot, was passed by a vote of 1,039 to 401.

The careful work of Gross and Zimmerleyl has established the fact that the energy actually used in grinding is proportional to the new surface produced. This confirmation of Rittinger's law was made by crushing quartz in a frictionless drop-weight machine and determining the surface of the quartz by its rate of solution in hydrofluoric acid. The details of this procedure have been described adequately elsewhere and need not be repeated here. The resultant data furnish the only available basis for comparing accurately the efficiency of grinding machines. This method is so cumbersome experimentally that it has been little used. As an alternative all sorts of approximations have been proposed. The best of these is complete size analysis by sieving and elutria-tion. Such procedure is very lengthy and difficult to carry out accurately. Furthermore, any sizing method becomes very inaccurate for determining surface with very fine sizes where the ratio of surface to volume becomes very large. To avoid the lengthy and difficult technique of elutriation it has been proposed to estimate the size distribution below 200 mesh from various probability formulas. Such a procedure is at best an engineering approximation; at worst it is a mere guess. Some time ago Dr. V. H. Gottschalk2 found that the coercive forces of magnetite powders were directly proportional to the surface area, regardless of size distribution. It was at once apparent that this furnished a method for determining grinding efficiency quickly and accurately. The only requirement was a single determination of the relation between the work input of the Gross-Zimmerley drop-weight machine and the coercive force of the resultant crushed magnetite. "The mines of Butte, in addition to the square timber used, consume each year large quantities of round timber, which are called stulls. The Stull business is an important industry, as will be seen from a brief description of the operations of the Mines Timber Co., which institution furnishes most of the stulls and lagging poles used in the Butte mines.Timber produced by the Mines' Timber Co. is mostly cut on the government forest reserve, on California gulch, American gulch and French gulch. To bring the timber to market, a flume 16 miles long has been constructed from Big American gulch to Mill creek. The flume, which heads on Big American gulch, on the Atlantic slope, crosses the Continental Divide at an elevation of 6,525 ft., and delivers timber at Mill creek on the Butte, Anaconda & Pacific railway, which is on the Pacific slope. Timber is loaded on cars at Mill creek and shipped to the Butte mines, a distance of twenty-six miles. There are 29 trestles on the flume line over 25 ft. high. The highest trestle is 78 ft. and the longest is 775 ft. The longest tunnel on the line of the flume is 565 ft. from portal to portal."

THE telluride of gold and silver, the " Tellurgold-silver" of Hausmann, and " Petzite" of other mineralogists, has been found in so few localities, that a late discovery of the mineral in a new locality may not be uninteresbing. So far this mineral has been found in Europe only in a few mines in Transylvania, and in Hungary; and in the United States in the Stanislaus Mine, in Calaveras County, California, in the Golden Rule Mine, Tuolumne County, California, and in a mine in Montana, the precise locality of which I have forgot, ten. The new locality referred to is at the Red Cloud Mine, Gold Hill District, Boulder County, Colorado.

Twelve Directors, the Secretary, and ten guests were present. It was unanimously resolved that the sense of this body is that the name of the Institute should be changed to American Institute of Mining and Metallurgical Engineers. Messrs. J. W. Richards and Bradley Stoughton were appointed a committee to formulate the necessary steps for bringing the matter to a vote. The committee in charge of the New York meeting, with Allen Rogers, Chairman, was appointed. The rules of the American Engineering Standards Committee were approved. The Bulletin was presented to the Springfield Arsenal. The sum of $250 was appropriated to the Southern California Section. The By-laws were changed to increase the Secretary's cash from $500 to $1000. The report of the Treasurer was accepted. Sixty-eight members, thirteen associates, and forty-eight junior associates were elected. Four members were reinstated. The resignations of seven members were accepted. Thirteen members on active duty at the front had their dues remitted. Upon the recommendation of the Finance Committee, it was resolved that the clues of any members who have attained the age of seventy (70) years and have been members for a continuous period of at least thirty (30) years shall be remitted.

I REGRET that I am unable to present this subject in definite form and detail. All I shall attempt at this meeting is to lay before you some curious facts, the bearings and explanations of which must be reserved for future consideration. I hope before the next meeting to have carried experiments far enough to furnish a more important contribution to the science of iron metallurgy. The Wickersham process consists in the introduction into the molten metal, as it runs from the furnace, of air from the hot blast. Mr. Samuel Wickersham is the originator of the plan, as applied in practice, although Mr. Martien had the idea a long time ago, and, I believe, went to England about it. But at that time Mr. Bessemer was coming before the public with his invention, which engrossed the attention of iron-masters, and Mr. Martien accomplished nothing. The principal difficulty in our experiments at Dunbar was to get a practicable runner or trough, through which the molten metal should pass, and in which it should be exposed to the action of the Mast. The runner we used was ten feet long, and perforated on the sides to permit the entrance of the air-currents. When we used a cast-iron and fire-clay runner, the heat was so great that before we were more than half done with a run, the lower part of the runner was melted, and we had a magnificent Fourth of July display of fireworks until the blast was shut off. We had to abandon fire clay. The runner with which we have had the best success is made of wrong- ht-iron tubes, 29 inches in diameter, attached to a wrought-iron frame, and lined with a mixture of crushed conglornerate (quartz) and a little fire clay to give it cohesion. The wrought-iron shell curves inward over the upper edges, so as to catch and throw back into the current the flying sparks and particles of metal thrown out by ebullition. With this we have been able to run 12 to 14 tons at a heat with great ease. Mr. Wickersham has since prepared this material (pounded quartz) into a shaped brick or tile, with the necessary perforations for the passage of the air, which promises to answer every requirement for steady working. THIS short discussion of the effects of deoxidation on the mechanical properties of cast steels is intended to serve as general introduction to the subject of this afternoon's session. The subject is covered in detail in Mr. Carter's excellent paper. My material has been collected from the works of various investigators, several of whom are present today. For a definition of deoxidation, as applied to steel-furnace melting practice, we can best go to Briggs' book, "The Metallurgy of Steel Castings." Briggs says that deoxidation "includes all the phenomena in the final preparation of steel that would permit it to solidify free from gas cavities and from dissolved oxygen of all kinds." Various practices are used by welters to produce these end results.
