Article IX of the Bylaws constitutes the basic instructions to the Nominating Committee The first duty of the Nominating Committee is to select a candidate for Director and President-elect It is desirable that the successive Presidents from year to year be men of differing professional interests so selected that over a period of years each major group in the Institute will be represented in the Presidency a number of times bearing some reasonable relationship to the numerical strength of that group in the Institute In Section 2 of Article IX it is stated that "a sufficient number of Directors be selected on the basis of geographical districts so that each district will have at least one representative" These districts, as now established, are shown in the accompanying map There are ten districts including the New York metropolitan district Each of these districts is entitled to one Director, except the metropolitan district which is entitled to six Each year each district, the term of whose officially recommended Director expires, shall suggest a candidate and if desired an alternate candidate to the Nominating Committee to fill the vacancy If a candidate and an alternate are suggested they should preferably have different Divisional or Branch affiliations The Chairmen of the Sections In the district shall constitute a committee to select the candidate or candidates The Sections shall rotate the chairmanship, as shown in the Appendix to this instruction It is desirable that in filling a quota vacancy in any district, the selection be made from the name or names suggested by the district

TWELVE years ago, the Director of the United States Geological Survey addressed to the Secretary of the Interior a letter calling attention to the government's need for liquid fuel for naval use and pointing out that the rate of increase in demand was more rapid than the increase in production.1 This letter, in a way, inaugurated the policy of public oil-land withdrawals, which was well founded in its primary purpose of protecting the oil industry and highly desirable in its immediate effect of checking the over-development of that day in California. Unfortunately, however, through delays in legislation, this policy may be regarded now as having outlived both its intent and its usefulness. In 1908, the country's production of oil was 178,500,000 bbl., and there was a surplus above consumption of more than 20,000,000 bbl. available to go into storage.: In 1918, 10 years later, the oil wells of the United States yielded 356,000,000 bbl.-nearly twice the yield of 1908-but to meet the demands of the increased consumption more than 24,000,000 bbl. had to be drawn from storage. Nor is this all of the brief comparison. In 1918, our excess of imports over exports of crude petroleum was nearly 33,000,000 bbl. whereas in 1908 we exported 3,500,000 bbl., which was net, as we had not begun to import Mexican oil. In this period, the annual fuel-oil consumption of the railroads alone has increased from 16,871,000 to 36,714,000. bbl.; the annual gasoline production from 540,000,000 gal. to 3,500,000,000 gal. This record may be taken not only as justifying the earlier appeal for Federal action, but as warranting deliberate attention to the oil problem of today.

J. V. N. DORR, New York, N. Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

The Ti-C phase diagram exhibits a peritectic point at 1750°C and 0.8 pct C, and a peritectoid point at 920°C and 0.48 pct C. The maximum solubility of carbon in a titanium is 0.48 pct. The 6 region containing the Tic compound (20 pct C) extends to 11 pct C at the peritectic temperature. THE interest in the Ti-C alloy system stems from the fact that carbon occurs as an impurity in titanium alloys when graphite electrodes or graphite crucibles are used in their melting. Since titanium-base alloys are still in the development stage, some virtue may be found in carbon addition to titanium. The Tic compound is currently emerging as an important powder metallurgy base constituent similar to the WC compound. Ehrlich' identified the phases and structures present in the Ti-C system. The peritectoid region of the phase diagram was investigated by Jaffee et al." A preliminary diagram based on theoretical considerations was proposed at the outset of this research." The Tic compound has been investigated extensively and has been reported on in a large number of papers. Experimental Procedure Arc-melted alloys of 24 compositions in the range 0 to 20 wt pct C were investigated using metallography, X-ray diffraction, and, for the liquidus and solidus regions, incipient and complete melting. All alloys were prepared from iodide titanium (New Jersey Zinc Co., 99.95 pct Ti minimum) and spectroscopic grade carbon (National Carbon Co.). To prevent carbon spattering during arc melting the carbon was encapsulated in titanium. For alloys containing less than 1 pct C the powder was inserted into a capsule formed by drilling a hole in the as-received rod. For higher compositions, capsules were formed from titanium sheet. Arc Melting: The charges were melted in the copper-hearth cold electrode furnace shown in Fig. 1. This furnace is similar in principle to the all-metal unit adapted for titanium melting at Battelle Memorial Institute.' Engineering truths are not best expressed by adjectives, yet my wish, today, is not to attempt a quantitative measure of the dominant position of the mineral industry of the United States in the existing scheme of material things, but rather to seek a clualitative appraisal of what mining and metallurgical engineers are doing to promote and make secure our , national progress. Statistics help when we wish to gage material prosperity, but they fail when we desire to determine what share the engineers have in adding to the happiness and welfare of our people

At the SME Fall Meeting held in Phoenix, Ariz. last October, Ernest P. Hall, addressing an Air and Water Pollution session, noted that water pollution caused by acid drainage from bituminous coal measures had begun long before recorded history. "Until recently," he said, "man did not begin to understand the physical phenomena which took place to cause [it] and even today he does not know what can be done to prevent it." CAUSES "It is known from the reports of early explorers that drainage from bituminous coal measures was causing water pollution before coal mines were opened on this continent. They noted the nature of the polluted water in the runs and creeks and predicted the presence of substantial deposits of coal based on the appearance and character of the water. Even today, polluted water drains from virgin coal areas which have not been touched by mining machines," Mr. Hall said.
