This paper deals with the calculation of the composition of the infinitesimal trace of alloy that transfers from the liquid to the solid state at each temperature during the equilibrium solidification of a binary solid solution, and which thereby enables the compositions of the coexisting liquid and solid phases to follow along the liquidus and solidus lines respectively during the cooling. A general expressioll for the composition (6) of the liquid-to-solid transfer at each temperature has been derived: , = Zlxl{xl - P) + ZsXsiP - xs) [I] Zl(xl -P)+ Zs{P - xs) where ZL and Zs are the slopes of the liquidus and solidus lines at the given temperature, xl and xs are the compositions of the stable liquid and solid phases at the same temperature, and P is the composition of the alloy under consideration. The d equation is valid for the process of equilibrium heating as well as cooling, and may be applied to vapor-to-liquid, vapor-to-solid, liquid-to-liquid, and solid-to-solid transfers if the corresponding equilibrium diagrams are known. The d-versus-temperature curves for two alloys P1 and P2 are shown in Fig. I. In each case, the liquid-to-solid transfer has the same composition as the stable solid phase only at the temperature of the beginning of solidification, and has the same composition as the stable liquid phase only at the temperature of the completion of solidification. At each intermediate temperature, the composition of the liquid-to-solid transfer differs by a finite amount from those of the two coexisting phases. Therefore, during equilibrium cooling. the transfers must merge into the solid phase from the liquid without forming a transition phase; otherwise the condition of equilibrium would be violated. LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

SHORTLY after Ambrose Swasey suggested the creation of the Engineering Foundation in 1914, the World War broke. upon the scene. Consequently all eyes were soon turned to national security problems. In 1916 the newly-organized Engineering Foundation and the four National Societies joined with the National Academy of Sciences in establishing the National Research Council. From then until 1923 the Engineering Foundation devoted the greater part of its resources to the support of the Research Council and the Council's division of engineering. Since 1923, how-ever, it has turned to the original intention for which it was created, of cooperating with the national societies in proj-ects affecting engineering at large, though it still retains a connection with the Research Council. Mere enumeration and tabulation of work undertaken can of course lend but a vague idea of actual accomplish-ments. The reports of the Foundation give information of its widespread activities.

ROBERT E. TALLY,* Jerome, Ariz. (written discussion ?).-Mr. Sherman's paper, entitled "Measures for Controlling Fires at the Copper Queen Mine," embodies two new and very important features: First, automatic closing of doors communicating with the dangerous area; second, the use of a portable storage-battery fan. His other procedures, such as giving a general fire alarm, getting workmen to the surface, etc., are equally important, but have long been in use in other places. Fire and ventilating doors in connections leading to shafts, air raises, and other large timbered areas, have been in use at other mines; but the method described by Mr. Sherman for operating these doors by compressed air, through a valve on the surface, is, so far as I know, original, and should be installed in every mine where there is danger of fire. Nearly all large mines are now using artificial ventilation, with the result that there are strong air currents in the shafts and other important workings. The most important feature in mine fires is a quick and positive control of the ventilation, for it takes but a few moments for smoke to travel over a large area, with the usual results of suffocation, and destruction of property. A strong air current in an upcast shaft acts as a draft in case of fire, and unless quickly cut off the fire would soon get beyond control. An upcast shaft usually changes to a downcast when large amounts of water are used. Human lives are in more danger from downcast currents, as the smoke travels into the workings.

INTRODUCTION A study has been made of the stability of blocks and wedges of rock subjected to gravity forces in the roofs of underground excavations. Rock wedges may become wholly or partly self supporting with the mobilization of shear resistance of discontinuities bounding such wedges. The influence of in-situ stresses and the relative stiffnesses of the intact rock, and shear and normal stiffnesses of the discontinuities has been investigated. A two dimensional, plane strain model of symmetric rock wegdes in a horizontal stress field has been utilized. A comparison between the results of an extension of a closed form solution proposed by Bray(1981), and numerical analyses with Displacement Discontinuity elements (Crouch, 1976), are presented. These analyses indicate that the stability of the wedge and the stress redistribution around the wedge upon excavation of an opening is markedly influenced by the ratio of intact rock stiffness to seam normal and shear stiffness. It is shown that the analytical solution provides a reasonable measure of the lower and upper bounds of the loads necessary to cause failure of the wedge. MODELS The problem considered (Fig. 1) is a two dimensional plane strain model containing two discontinuities. The discontinuities are symmetrically disposed with respect to a horizontal excavation which forms a wedge of rock bounded by these discontinuities. The angle of the intersecting discontinuities at the apex of the wedge is 2[a]. Mechanical properties of the two discontinuities are identical, being represented by linear normal and shear joint stiffnesses Kn and Ks and angle of friction [o]. Of the many types of capital equipment found in a surface operation, draglines and mining shovels are probably subjected to the most severe service. Yet, some excavators have seen a generation or more of continuous service-proof, if any is needed, of their ruggedness. To keep these expensive pieces of machinery operating, a continuing maintenance program which includes field weld repairs is essential. During an excavator's working life, minor cracks may appear in parts of the steel structure, caused by fatigue and sometimes material defects-defects so small they could not be detected during manufacture.

The thirteenth meeting of the Boston Local Section was held at the Engineers' Club, 2 Commonwealth Avenue, Boston, on Monday evening, Oct. 6, 1913. Fourteen members and three guests were present at the dinner, at which Chairman Robert H. Richards presided. After the dinner, the Chairman expressed his pleasure in welcoming the members at the first dinner following the vacation. He said that lie had attended a meeting of the Directors of the parent society in New York ; that they had asked what the Boston Section were doing, and expressed their hope that we would be able to make some of our papers formal and offer them for publication. The Chairman then said that lie realized the objection to this; that members were less willing to speak for publication than informally, but that lie hoped, nevertheless, that some of the speakers this year would see their way to write up a formal paper at some later date, along the general lines of their informal ,addresses.

WILLIAM BAYARD HEROY, Director of the Institute since 1935 and Vice-President for the past year, has been active in both geological and engineering circles of the petroleum industry for many years. "Bill," as he is generally called, was born in New York City in 1883, and graduated from the department of geology at Syracuse University in 1909 with a Ph.B. degree. Immediately he joined the U. S. Geological Survey, where he established an enviable record during the next eleven years. While with the Survey he acted variously as chairman, chief, and advisory engineer for a variety of Governmental bodies, many concerned with power.

It is only in recent years that substantial progress has been made in developing a physico-chemical picture of the solid state. The molecular concept, so useful in dealing with gases, was naturally carried over to the field of crystalline solids; it has resulted in the firm implanting of erroneous concepts that only now are being eradicated successfully. Two simply written and effective books on the subject are Crystal Chemistry by Stillwell' and An Introduction to Crystal Chemistry by Evans. A more complete treatment of the subject is available in a book by Wells. The monograph by Hucke14 also touches on a subject most easily perceived by reference to the brief introduction by Bragg; that master of the field. These texts make it clear that while some solids are built of molecules, many are built of ions, others of atoms connected in the form of giant molecules, and still others of cations and electrons. The various lattices in which these entities are systematically arranged, the joint use of several of these entities, and the transitional character of some of the bonds make for the great variety of crystalline solids. The purpose of this paper is to point out a most important corollary of present views on the structure of solids. In this connection the classification of solids in Table I is helpful.

Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.
