Chairman, MRS. JESSE SCOBEY The Foreign War Relief Committee closed its dispensary fund during the past month with a contribution to the American Fund for French Wounded of $1720.51, balance on hand, principal and interest, as a gift from the New York Section of the Woman's Auxiliary for pressing emergency dispensary work in France. The American Fund for French Wounded was authorized to cable this sun at once, in consideration of the fact that their existing dispensaries, including the one established by the New York Section at Briey, were in excellent condition, while their mobile dispensary fund was confronted by the most urgent need for work among the refugees now returning in pitiable condition and in great numbers to certain distressing centers. The committee sewing at Fund headquarters every week has had seven working days, with an enrollment of twenty: The average attendance was ten; largest attendance for any one day, thirteen; smallest attendance, eight. Interest in this activity is growing steadily and it is the intention of the committee to push the work vigorously for the next few weeks.

As the specific gravity of low-carbon steel seems to be attracting considerable attention as a means of détermining the quality and value of the metal, I give here a few of the results of a long series of experiments recently made by me. The object of the experiments not requiring more than approximate correctness in the third place of decimals, the extreme precautions to obtain accuracy which are sometimes used in determining specific gravity were not observed. But each piece of metal was carefully cleaned to remove scale, rust, dirt, etc., thoroughly dried, and then weighed in air, all weighings being carefully repeated. The balance used was one of Troemner's finest, and sensitive to one-tenth of a milligram. Before weighing in distilled water, care was taken to remove, as far as possible, the air enclosed in the pores of the metal. The pieces of metal were suspended by means of fine silk thread, a correction of course being made for the weight of the silk. Care was taken that the water in which they were weighed should he always at the same level, and, as far as possible, at the same temperature.

Our moment of truth is in the offing. When the SME Directory is published in this July issue of [8:] we will know how good or how bad our system is for this computerized Directory. At this writing we have not seen the printout. The SME Directory is designed for maximum utility by the membership but this, of necessity, makes the job complicated. In the alphabetical section, names are listed last name first, followed by codes indicating the class of membership, year of election and divisional interests of each Member. This information is followed by job title, company division, company name and address complete with zip code, or simply by the mailing address of the Member in cases where he either has no company or has not supplied the company information.

The mining of coal, phosphate, oil, gas, and sodium on the public lands of the United States has, during a long period of years, been prevented by the failure of Congress to legislate, notwithstanding the fact that each successive Congress has vainly attempted to enact a law. Disagreements among members of Congress, many of which have related to non-essential matters, have prevented the passage of a bill, the failure at the last session having been due to a fillibuster in the Senate against the conference report led by Senator LaFollette of Wisconsin. Seven bills covering this subject have been introduced into the present Congress, four of which are identical in nearly all essential respects and follow either precisely or closely the conference agreement of the last Congress. These bills are too long to permit of review in this column. In general they provide for the leasing of lands or privileges to mine or to recover the various minerals above mentioned under terms and conditions as to the amount of land that may be leased by any one applicant, the diligence with which the work must be prosecuted, the return or royalty demanded, and the term of the lease and extensions thereof.

THE death of Privy Councilor Bruno Kerl, on March 25, 1905, terminated a distinguished and useful career. Bruno Kerl was born March 24, 1824, at St. Andreasberg in the Harz, and entered in 1840 the mining school of Clausthal, where he studied for three years, working at the same time in the mines and stamp-mills. After an additional year of practice in the silver-reduction and iron-works of the Upper Harz, he passed his examination as a metallurgical graduate, and studied for a year at Göttingen under WV filer in chemistry, Hausmann in mineralogy, and eminent teachers in other branches. In 1846 he was employed at the Oker works, but very soon left this post, to become a tutor in chemistry, metallurgy, etc., at Clausthal, where he continued to labor until 1867. During this period the Clausthal school became a completely equipped Mining Academy, and Kerl was made in 1862 a full professor. Meanwhile, in addition to the work of instruction, he discharged, simultaneously or successively, the duties of many responsible official positions in the Royal Hanoverian administration of mines and smelting-works, and also published many valuable books and treatises. Among these were professional guide-books to the Upper and Lower Harz, and their characteristic metallurgical processes; a manual of qualitative and quantitative blow-pipe analysis; another of metallurgical assaying ; and, most important of all, a Handbook of Metallurgy in four volumes, the second edition of which was issued in Leipzig, 1861-1865. This book was speedily recognized as the leading authority in its field. In this country, the English translation and revision, by Crookes and Röhrig, published about 1869, had a large circulation. WHEN the National Forests Were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claim in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the, ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment

Albert Sauveur, Cambridge, Mass. (written discussion).— In his introductory paragraph, the author states that he has come to bury Beilby, not to praise him. The paper, however, gives the impression that while he may have dug the grave, Beilby is still at large. I am not one of those whom the author calls enthusiastic supporters of Beilby's amorphous theory and in support of this claim quote from a book I am writing: "Attractive as the amorphous theory is, and notwithstanding the ability with which it has been presented and the renown of its sponsors and supporters, it should not be accepted without reservations as a demonstrated fact.... So long as it explains more satisfactorily than other theories a greater number of phenomena in which it may play a part, we should use it in preference to others as the best available. Let us avoid the danger, however, into which too many fall, of accepting as indisputable truths, statements and theories emanating from those whom we hold in great esteem. It is not what those men themselves would wish us to do. I am entitled, I think, to occupy a position in the middle ground. Neither should Howe be classified with the enthusiastic supporters for he has written that the theory should be classed rather among the precious working theories than among those firmly established," a very wise and prudent statement. Jeffries, on the other hand, I would not hesitate to describe as an enthusiastic supporter. The author reproaches the advocates of the amorphous theory with having taken whatever properties they needed and with having assigned them arbitrarily to the hypothetical amorphous phase. He then applics their method to small crystals. If the existence of an amorphous phase is assumed, its greater tenacity and greater hardness is satisfactorily explained in the words of Howc: '(This greater strength is natural, because the amorphous state lacks the cleavages and slip planes which weaken crystalline substances." Can the greater strength and hardness claimed for small crystals be as satisfactorily explained? Nor do I think that the cold deformation of metals through successive slips within the crystalline grains can he accounted for as acceptably by the "small crystals theory."

ALTHOUGH bad grammar, the above query is probably, at the present moment, good sense. Why was the Institute started and why does it continue to exist? The small group of men who worked out the original idea felt keenly the necessity of mining engineers and metallurgists getting together in order to discuss their professional problems. That necessity still exists but it does not strike the present generation of engineers so keenly because they have always had the Institute: they do not know what it is to be without it. The Institute is a great graduate school of mining and metallurgy. All of its members who have something to say worth saying are the teachers; all the rest may be learners or critics. No university or technical school can match the experience and information which the authors of its papers possess, no institution of learning has a body of potential listeners so extensive and so vitally interested.

The mining industry has been a leader in the application of ultrasonic level monitoring systems, utilizing the "sonar-in-air" concept for the accurate inventorying of material not only as an end within itself, but going on to activate alarms, turn off feeders, operate tripper systems, and totalize the inventory in numerous bins as well as other more sophisticated applications. The virtues of ultrasonic level monitoring are no doubt appreciated by most users. However, to be of maximum service to the expanding mining industry, the manufacturer must be fair in pointing out ultrasonic's limitations as well as its virtues. The limitations can be surmounted with new technology and through a proper understanding of the principles of operation and application.

F. C. HENDERSCHOTT,* New York, N. Y.-I am going to take, as the text of what I shall discuss, a portion of the second paragraph of Mr. Stanford's paper. It read as follows: "The most vital need of the management is for more brains. The logical course for an engineer ;in charge of an industrial organization is, therefore, to direct whatever forces may be at his command toward the development, training and guiding of-all the brains in his organization. This is easier said than done, for it involves the carrying on toward two objectives, the maximum of productive work and the development of the individuals, who perform it;" and the last sentence of the paper; "Industry has no greater asset than an intelligent workman." The United States of America, at the outbreak of the present war, had the best equipment of any nation in the world. That statement holds not only for our -shops and our transportation systems and our stores and our farms and our homes, but it holds generally.. There was no other nation in. the world that had so good equipment as the United States. There was no other nation in the world that could be called progressive that has such poorly trained workers as the United States. Even Norway, Denmark, Sweden and New Zealand ranked ahead of us. Now that is the, problem, generally speaking, and there was recognition of that fact, a growing recognition which-took form, and one of its forms was what we call the corporation school. Now obviously a corporation has no particular educational functions, but as is said in the closing sentence of Mr. Stanford's paper, or as is implied, an industrial institution is, after all, the reflection of the aggregate of the efficiency of the individuals who compose that organization. There is no way of getting away from that. If your individuals, from your president down, are efficient, if your individual has developed his brains, if he is a trained man, you have got an efficient organization, and if you haven't that condition, you have got weaknesses and your organization is no stronger than those weaknesses. I maintain that the same thing holds for a nation; .a nation is as efficient as the collective efficiency of the individuals who compose the nation, and no more so.

IN view of the immense amount of attention that silicosis has received in this country in the past few years, it is timely to review the status of the silicosis problem at present. Who gets silicosis? The individual exposed to the inhalation of free silica dust. The effects upon the individual depend upon the amount of silica inhaled or, in other words, the severity of exposure, rather than upon any special variation or susceptibility among those exposed. A considerable amount of study has been given to determine what may be the role of predisposing causes in the development of silicosis. To mention one instance, at the Picher Clinic careful records were kept of all previous illnesses of the men examined as well as abnormalities present at the time of examination. Examinations of over 27,000 miners were made during the years the clinic was conducted under governmental auspices-a very fair sized sample. The general conclusions from all this work were that the incidence of silicosis is not appreciably influenced by racial, structural, or other inherent qualities; it is influenced by acquired defects-particularly as these affect the lungs. That is to say, the average run of human beings respond similarly to similar exposures to silica dust and those whose lungs are already impaired by tuberculosis or other pulmonary disease acquire silicosis more readily than those with healthy lungs. It may well be, and there is some clinical evidence in support, that negroes acquire silicosis more readily than do whites, but the infection factor has not been so carefully studied among negroes exposed to silica as it has among whites. We know that tubercle infection is more prevalent among negroes than among whites. There may be other factors concerned in the development of silicosis in negroes as compared to whites, but there is not available information upon which to base positive statements. This is a nontechnical paper on flotation, subdivided under three general headings: (I) Definition of flotation; (2) what flotation is now doing in Utah; and (3) what is the future of flotation? Definition T. A. Rickard defines flotation' as "the act or state of floating," from the French flottaison, water-line and flotter, to float. The dictionary defines flotation as "the science of floating bodies." The flotation process is a method of concentrating ores by frothing. Weinig and Palmer,2 define flotation as follows: What is the flotation process? Briefly, it consists in the agitation of finely divided ore in water containing bubbles of air or gas, a small amount of oil and, usually, other reagents, soluble and insoluble; under these conditions the small particles of native metals, sulfides, arsenides, antimonides, selenides and tellurides show a tendency to attach themselves to the films of the bubbles, and are thus carried to the surface of the water. The oxidized gangue minerals, such as quartz, feldspar, limestone, hematite, etc., show much less affinity for the bubbles, are easily wetted by the water, and either remain in suspension in the water, or sink to the bottom of the vessel. If the bubbles are sufficiently stable they can be removed, carrying their load of sulfide-mineral particles with them. Thus there can be effected a separation of the two classes of minerals from each other, assuming that the grinding has been sufficient to unlock all of the particles of different composition. The separation does not depend upon differences in specific gravity of the various minerals; in fact, the sulfides are usually heavier than the oxides, and some of the heaviest sulfide minerals are the easiest to float. A particle of mineral may be so large, however, that its weight will counteract its affinity for the film of the bubble. In most cases the ore must be fine enough to pass a screen having at least 48 meshes to the linear inch. Taggart3 defines flotation as follows: Flotation is a method of wet concentration of ores in which separation of mineral from gangue is effected by causing the mineral to float at or above the surface of a body of liquid pulp while the gangue becomes or remains submerged. MECHANICAL loading and conveying equipment has been available for the coal-mining industry for more than twenty years. The earlier equip-ment-was admittedly crude and ill-fitted to perform its intended functions, but there are available today a variety of mechanical loaders and conveyors which may be said to be almost on a par with coal-cutting machines. Despite the fact that such equipment is available and that better and other types of equipment are continually being developed, mechanical loading of coal cannot yet be said to be economically successful, except in a few special cases. It is not an accomplished fact in the sense that machine cutting of coal and electric haulage are accomplished facts and a part of accepted practice. There are two general opinions why we have failed to obtain better results with mechanical loading and con-veying equipment. The equipment manufacturers will say that coal-mine operators have generally failed to establish and maintain the conditions required for suc-cess. The coal-mine operator says that the equipment is not adapted to cope with his specific conditions to the extent required for economically successful results. Just what is the objective of this movement toward mechanical loading? We speak of mechanical loading in such a way as to lead one to believe that we are mere-ly seeking a mechanical equivalent of the human loader and his shovel. Really, we are impressed with the fact that the coal-mining industry has not advanced toward greater productive efficiency to anything like the degree achieved by practically all of the other productive in-dustries, and we are seeking the means to remedy this. We have seen the advantages which follow the intro-duction of coal-cutters and electric haulage-locomotives. The loading of coal is the one major operation in coal mining which has not been mechanized. We believe that a satisfactory, mechanical substitute for the man with the shovel will help us increase our productive efficiency to the same degree as has been accomplished in the other productive industries.

THE American copper mining industry is threatened with disintegration and destruction. This threat is not one which may only materialize in the distant future. The destruction has already commenced. At present, many domestic mines have already closed down. .Others are operating on a greatly curtailed basis. Those operating are doing so only at tremendous loss-because the selling price of copper is below the cost of production and rapidly diminishing financial resources and credit clearly forecast the early suspension of operations in most of the industry. Unemployment in the mining districts is increasing by leaps and bounds. While this condition is due in some measure to the present unsatisfactory state of business in general, the copper industry, unlike other lines of business, sees no possibility of recovery without definite aid. The fundamental, underlying cause of present conditions in the American copper mining industry is the unprecedented rise in foreign production, and the basic change which has taken place in the world copper industry in the last three years. The American industry had begun to feel this change early in 1929 long before the general collapse of business in the fall of that year. While the distress in the industry is undoubtedly aggravated by the present economic depression, it nevertheless would have arrived and. have been present at this time, regardless of general business conditions.

Discussion of the paper of Herbert F.. Miller, Jr., presented at the New York meeting, February, 1913, and printed in Bulletin No. 75, March, 1913, pp. 409 to 413. HENRY D. HIBBARD, Plainfield, N. J.:-Looking at the illustrations, it seems to me that a furnace made with the width of port that is shown here would not be a good working furnace. The economy of brick and gas might be all right, but I do not think it would melt the steel properly. I should say that the flame would not spread out suitably to fill the whole hearth of the furnace, and there would be undue waste, and it seems to me that it would be an undesirable furnace to adopt. The question as to whether a producer-gas flame would lie down in the furnace, hugging the bottom better than the natural-gas flame, is settled, not so much by the specific gravity of the gases themselves, as by the relative temperatures at which they enter the laboratory of the furnace. We know in that case that producer gas would be lighter than a natural gas which had not been run through a regenerator and expanded four or five volumes in consequence. I would like to hear what Mr. Miller has to say about the action of the flame spreading properly over the charge to give good metallurgical results in the form of furnace which he presents.
