Discussion of the paper of P. B. LIEBERMANN, presented at the St. Louis meeting October, 1917, and printed in Bulletin No. 127, July, 1917, pp. 1051 to 1062. P. B. LIEBERMANN.-As mentioned in my paper, a special investigation was made on the effect of dirt on the track, for the -express purpose of educating mine operators to the advantage of keeping their tracks clean. As to the benefit of clean tracks to the saving in battery consumption, that can be easily determined if the rate of discharge is known under existing conditions, that is, on dirty tracks. The tests have shown that tracks covered with coal dust cause an increase in draw-bar pull of about 30 per cent. The battery discharge table will show the capacity corresponding to the new rate of discharge and will thereby disclose the possible saving in battery consumption. The difference between dirty tracks and clean tracks will be found large enough to have an appreciable effect on the size of the storage-battery locomotive, and for a locomotive of any given size it may mean

When I had the honor of presenting to the Institute at the Buffalo meeting in October, 1888 (Trans., xvii., 226), my paper on " Steel Rails and Specifications for their Manufacture," I expressed my hesitancy in submitting my ideal rail-sections. Since then, continued residence in Chicago, perhaps, or greater intercourse with railroad officials, has either given me more courage or has taught me that so little is really known on the subject that one is safe in expressing one's views, let them be ever so erroneous. As a further personal excuse, I may remind you that " fools rush in," etc. At all events, I would now call attention to certain rail-sections which I believe to be good. I do not say they are the best, but I feel sure they have more merit than the majority of the adopted heavier-sectioned rails. In determining the proper form for a rail, the subject should be considered from two points; first, and most important, the duty required ; second, and of almost equal importance, the influence of existing details of manufacture upon the character of the finished product. It is perfectly proper that all the strains to which the rail will be subjected should be considered and calculated. But its ability to resist them will depend quite as much upon the character of the metal as upon the form of its section. That which would be the realization of the ideal with good steel would be disappointment with poorer metal. Therefore, the railroad engineer should always have in mind and pay due respect to what the metal worker may give him—the may being the factór of danger to be covered by his factor of safety, and possessing greater importance than any formula laid down by never so eminent authorities. It is well-known how positive is my conviction that high heat during manufacture and good rails cannot go together; hence, if we insist upon the avoidance of this evil by rail-makers, we must give them sections which can be made at low temperatures with commercial as well as technical success. WHEN the privilege was extended to me to address this meeting I could not help but make a mental review of my own activities and experiences in connection with association work. After having spent about 16 years in the mining engineering field, I entered into the operating branch of coal mining which afforded, about 12 years ago, my first opportunity of attending a meeting of our local Association and sitting in with the "big boys" of the industry. This was quite a thrilling experience because I had heard a great deal about the various operators who belonged to the Association and knew, or at least thought I knew, that a certain group dominated its affairs and that a "clique" was in control of a sizable "roller" which could be "steamed up" at will to flatten out any opposition which might appear upon the horizon or under it, too, for that matter. Now, I was to have the privilege of observing this "clique" at first hand, of seeing a small group making the policies and shaping the destinies of a great industry and planning the activities of an important Association while a large majority of the members would sit by either complacently or otherwise with the full knowledge that the "roller" was in waiting to reduce them to ribbons at the first sign of resistance.

A tough Conservation Act has been in force in Pennsylvania since January, 1964. Known as the Bituminous Coal Open Pit Mining Conservation Act, it is now under study by other coal producing states, and seems likely to serve as the blueprint for similar legislation elsewhere. It provides for the conservation and improvement of areas of land affected by open pit mining to decrease soil erosion, prevent pollution of rivers and streams, prevent combustion of unmined coal and generally improve the use and enjoyment of such lands. The cost of backfilling may go to as much as 40[c] or more per recovered ton and is cutting deeply into already reduced profit margins brought on by rising labor and equipment costs, static coal prices and less accessible coal. As a result, operators will be forced to seek greater efficiency.

When Robert H. Richards wrote Ore Dressing, the famous four-volume work published in the first decade of this century, the ore dresser was still largely concerned, with the mechanical treatment of ores. Since then, however, economics have transformed him into a mineral processing engineer who must increasingly deal with closely integrated facilities designed to produce a commodity for manufacturing. Moreover, this change will grow marked as the complex low- grade ores of the future make it ever more necessary for him not only to use the best combination of pyrometallurgical, hydrometallurgical and physical separation processes, but also to integrate these processes at the mine site. Nor are economic pressures the only ones propelling the processing engineer into a new era. The ecology drive has thrown him into a new situation in which his economic base is radically altered, and it could well precipitate as drastic a revolution in his technology as that which took place when flotation was developed.

CLEVENGER, Palo Alto, Cal.-Since the precipitation of extremely dilute solutions as regards cyanide presents one of the greatest problems of zinc-dust precipitation, I should like to ask Mr. Clark the minimum concentration in cyanide of the solution from which it is possible to precipitate satisfactorily the gold with zinc dust in Homestake practice. A. J. CLARK.-For a day's work about 0.015 per cent. That is precipitating a very low-grade solution, very low in alkalinity. It requires probably 0.2 lb. of zinc dust to the ton. JOHN A. FULTON, Melones, Cal.-At the Melones mine, we have been working very low-grade rock for a number of years, the process being amalgamation and concentration up to the last year. The value of the ore increased so that we had to supplement the concentration with a sand and slime plant. Classification was a problem, since to install classifiers would mean tearing the mill all to pieces. We are therefore making use of a Wilfley table for this purpose. JUST as I have told you that it is impossible to give an exact rule for the bell scale, so I say the same concerning the clappers. Yet, if one wishes the bell to sound well, it is necessary that it have a proportioned blow; for if it is struck with a clapper that is lighter than it should be, it will not give out all the sound that it contains, and if it is struck with a heavier one than it can support, it is forced and the sound is made crude and harsh, in addition to the danger of breaking the bell. Therefore-the clappers must be made so that they bear a certain proportion to the bell, and in order not to proceed by chance, I have diligently tried to find the method as well as possible. I have found that experienced masters [99] have given to bells weighing ten pounds a clapper of one and a half pounds [and, to larger ones, clappers as tabulated on the next page].* Larger numbers than these I have not found because, in truth, few of the extraordinarily large ones are made in our regions. In my opinion, the masters should not be limited to these rules for the differences in clappers but should proceed according to the kind of bell, using a certain discretion for it is not possible to give a definite rule.

Circle No. 1 Core Drill The new Acker "Teredo" core drill, is named after the "boringest little animal in the world" to underline its function as a light, compact, portable core drill capable of depths to 600 ft. While light enough to be truck or jeep-mounted, it offers the combination of a three-speed totally enclosed transmission with either hydraulic or screw feed drill heads. Full 24-in. travel gives maximum footage per shift, 360° rotation permits freedom of hole location, a transmission mounted cathead winch is used in pulling rods and casings, and a power take-off is provided for a pump. Circle No. 2 Plastic Pipe Planned production of both flexible and semi-rigid plastic pipe is announced by Triangle Conduit & Cable Co. Rigid and high-impact pipe will be added to the line later. Three types: non-toxic, industrial, and suction, are being made and in sizes from 1/2 to 6 in. Circle No. 3

The Government has for disposal a large stock of horse-drawn vehicles that were produced during the war to transport and handle all kinds of army supplies. These vehicles consist of escort wagons, also the axles and wheels; ambulances, model 1909; sprinkler, wagons, buckboards, combat wagons, hand carts, water carts, ration carts, and medical carts. These vehicles are adapted to numerous commercial purposes. All were produced under the strictest Government rules, specifications, and supervision and are first class in every way.

COLCOCK JONES A meeting of the Southern California Local Section, in honor of the presence of Secretary Bradley Stoughton, was held at luncheon in a private dining room of the Sierra Madre Club on Friday, May 21, 1915, 27 members and guests being present. In the absence, through illness, of the Chairman, Dr. Comstock, the vice-Chairman, Seeley W. Mudd, presided. After the luncheon, Secretary Stoughton made a short address on the activities of the Institute. George S. Rice, of the U. S. Bureau of Mines, who was present, then spoke on the activities of his Bureau. Local Secretary F. J. H. Merrill gave a description of the activities of the Southern California Section and its progress, and reported the latter as substantial and its condition as very good. The primary use of a portable crusher, i.e., a crusher mounted on crawlers or tires, in the rock and mining industries is to reduce costs by permitting the substitution of conveyor belt haulage for truck or track haulage. The usual sequence of operations in surface mining is drilling, blasting, loading, haulage, and crushing. Haulage is normally accomplished by truck or track-mounted cars, the latter method being used for the longer distances. However, by using a portable crusher in the pit, the sequence of operations would be changed so that the crushing stage would occur before haulage (Fig. 1). Such a sequence would permit the use of conveyors to replace the more expensive truck or track haulage methods. Since most quarry and open pit operations normally require a crushing stage, the only additional costs incurred will be due to the investment required to purchase or construct a mobile arrangement for a crusher. But this factor has to be weighed against the advantages to be gained by conveyor haulage. As shown in Fig. 2, transportation of material by belt conveyor over short distances is less ex- pensive than by truck. The inclination of the belt has no effect on belt speed; consequently, the hourly tonnage moved remains the same. Conversely, the output rate of trucks as expressed in tons or ton- miles per shift decreases proportionally to the haulage speed, which is considerably slowed by the steepness of the road (Fig. 3a). Although maximum possible grades and maximum economic grades of haulage are greater for a belt than for a truck (over the same total lift), the longer haulage distances favor the use of trucks.
