THE technique of concentrating valuable minerals from lean ores by flotation depends upon the creation of a finite contact angle at the three-phase contact, mineral-water-air. If the mineral is completely wetted by the water phase, contact angle zero, there is no tendency for air bubbles to attach themselves to the mineral. However, when the contact angle is finite, the surface free energy of the system, water-air bubble-mineral particle, can be diminished by contact between the bubble and the particle, and if not too heavy the mineral will be levitated in the froth. With a few exceptions, all clean minerals are completely wetted by pure water. Thus the art of flotation consists in adding substances to the water to make a finite contact angle with the mineral to be floated, but to leave the other minerals with a zero contact angle. The contact angle concept and experimental measurements of contact angles have played important roles in flotation research for several decades.1-3 Nevertheless, there remain unanswered some basic questions as to the scientific significance of the contact angle and the nature of the processes by which flotation reagents affect contact angles.

The following scanty notes on the Roumanian oil-region may serve as an introduction to more detailed future study and description. The Roumanian oil-belt follows the outer edge of the sweep of the Carpathian mountains, and may, in a broad sense, be regarded as a prolongation of the Galician belt. It is distributed over a tract of country from 300 to 400 miles in length, with a width of from 15 to 20 miles, and is believed to cover an area of at least 20,000 hectares (49,420 acres). The governmerit claims that 16,000 to 17,000 hectares of its land is petroliferous. The primary deposits of petroleum arc considered to be in the Paleogene (Oligocene) and the Neogene (the salines of the Miocene) formations. Most of the other repositories, especially those of Muntenie, are only secondary, the petroleum there having been introduced by the orogenic movements which raised the Carpathian mountains. The oil-field has been divided by the Roumanian Survey into two regions, the Flysch and the Sub-carpathian, as is shown in the accompanying sketch-map, Fig. 1. So far as is yet known, practically all the seepages and productive pits and wells are situated on anticlinals. From the early part of the thirteenth century bituminous coal was called "sea coal" in England, from the fact that the coal seams in the Fife and Northumberland fields outcropped on the shores of the North Sea and wave action and erosion resulted in lumps of coal being found in large quantities along the shores. These were gathered by women and children and sold for fuel to replace wood. Coal first reached London by sea, and there was a "Secole Lane" in that city in 1228. The term was gradually applied to all coal and for some hundreds of years all coal in England was called "sea coal", and the term is not yet obsolete there. Another reason for the use of a defining word was the fact that from time immemorial, in England and elsewhere, the word coal meant char-coal, or coal made from wood, as this was the common fuel of those times when anything other than natural wood was burned. The biblical references to coal all mean wood-coals or charcoal, and one must be careful in writings prior to at least 1750, when "coal" is used to be sure that it means stone, or mineral coal, rather than wood or charcoal. "Sea-coal" was in common use along the Atlantic seaboard until after about 1780; the first map showing coal in Pennsylvania, Ohip and Kentucky, made as of 1750, used the term "sea-coal here."2 In the interior stone coal was used by the early writers almost entirely, partly to differentiate it from charcoal, but largely because it was found with stones and rocks, and in most places then had the same value. "Fossil" coal was used by Hamilton in 1790. Jefferson called it mineral coal and pit coal in 1781. The term mineral coal was usually used in the governmental references to it as late as 1850, but the present use of bituminous coal began as soon as anthracite came on the market in 1820. Both mineral and stone coal still survive in the laws of several states specifying the weight of a bushel of coal.

In the valuable paper of Mr. Dunbar D. Scott and its varied discussion, on the evolution of mine-surveying instruments, the tripod-head has not received the attention it merits. During the last 50 years this very necessary adjunct to the surveyor's instrument has been much improved. The legs are of better construction; and the devices for laterally moving the instrument over the station-point and for quick leveling, without the use of the screws, have given to the instrument fitted with the modern tripod-head the same facilities possessed by the oldfashioned ball-and-socket, with more perfect accuracy, not attainable in the latter, while saving from 30 to 50 per cent. of the time required for setting the instrument over a station. The never ending search for lower unit costs led Pima Min- ing Company's management to study various alternatives shortly after Expansion III was completed. A considerable amount of ore as- saying 0.35% copper had to be moved to maintain mill feed at the desired 0.54 % copper content, which is the overall grade of the ore reserves. Detailed investigations revealed that for a period of 8-10 yr, about 14,000 tpd of 0.30- 0.40% copper ore pass the crusher enroute to the low grade stockpile. This ore is very hard, very clean and has to be mined at a uniform rate. A six month pilot plant run testing autogenous and semi-autogenous grinding gave encouraging results. Since no mining costs need to be charged to the extra tonnage (it had to be mined anyway), the major costs would be against milling. The decision to proceed was made in August 1970. Fluor-Utah was retained as the prime design construction contractor. Ore was put through the new mill on December 29, 1971. By March of 1972 design tonnage

The South Texas Mineral Trend is now estimated to contain uranium reserves of 150 million pounds U308 . Within the past year, an estimated 10 million pounds U308 have been added to this gross reserve. It is probable that a similar amount has been identified in previously unknown orebodies that, as yet, have not been delimited or announced. Exploration that was limited in the past to a narrow band containing only the known trend has now expanded into older sediments updip and into younger units towards the coast. Uranium host formations are also now being explored at a considerable depth and distance eastward from known deposits. Only about 30 percent of the potential uranium host rocks in South Texas have been adequately explored. Geology The South Texas uranium deposits are confined mainly to sediments of the Tertiary system. Reserves are divided almost equally between the Whitsett Formation of the Jackson Group, the Catahoula Formation, and the Oakville Formation. A minor amount of the reserves occurs in sands of the Goliad Formation which may be either in the Tertiary or Quaternary Epoch. Figure 1 is a geologic column of the South Texas uranium host formations. These producing formations are marked with a mine symbol but there are also several prospect symbols that denote potentially favorable uranium host formations both younger and older from the producing formations. It is generally accepted by most workers in South Texas that the source for the uranium is the volcanic ash that is abundant within several of the formations. Likewise, the required reductant is considered to be hydrogen sulfide gas, derived from deeper seated hydrocarbon accumulations, that emanate upward along fault zones into favorable host-rock sand units. Within this basic framework of source, host, structure and hydrocarbons is where most of the reserves have been discovered and where most of the current exploration is either concentrating or expanding. Structure in South Texas is predominantly faults. Swarms of faults exist in zones paralleling the coast and running from the Rio Grande to the Sabine River. These faults are usually growth faults with the down-dropped block on the coastward side. Displacement may range from a few feet to a few hundred feet. Dips are near vertical in the younger rocks at the surface but become flatter as the fault cuts older beds in the subsurface. A map of the oil and gas fields in South Texas indicates a correlation between these fault swarms and accumulations of hydrocarbons. It is not coincidental that the known uranium trends closely follow the hydrocarbon accumulations and the faults swarms, all of which supports the theory of uranium concentration by groundwater movement through volcanic ash-rich beds into favorable host rocks impregnated with reducing hydrogen sulfide gases that migrate upward along fault planes from hydrocarbon accumulations. History Newcomers to South Texas are often amazed that active entry is possible in a district that has produced uranium for over 20 years. Understanding the conditions and occurrences of the past would explain why the opportunity still exists for companies not now active in South Texas to become active. Uranium was discovered in the middle 1950's in sandstone units of the Jackson Group at Tordillo Hill in Karnes County. This discovery was followed by a rush involving most of the major uranium exploration companies as well as several of the not-so-major. Those western prospectors who were used to numerous outcrops and neat land subdivisions were further discouraged by the small size and low grade of the deposits. Then after a brief blast, they left South Texas as they found it and returned to the richer diggings of New Mexico and Wyoming. Susquehanna Western was the only one to stay and develop mines in the area. Eventually they discovered enough ore along the Jackson outcrop to warrant constructing a small mill. They managed, with limited budget and diligent effort, to find enough ore to keep the mill going and eventually expanded into exploration in other formations. By the late 1960's, Susquehanna was mining from both the Jackson and Oakville deposits. About this time, the oil companies began to enter the uranium industry and found, that because of sound forward planning, they controlled the uranium on vast tracts of acreage. At this time, which was more than ten years after discovery, there was so little literature on South Texas uranium deposits that the oil companies began following the known trends and off-setting known orebodies. This, and a few kicks on some well gammaray logs, lead to the discovery of new areas in formations that previously had n o uranium discoveries. Still, the following of the trend as it crossed from one formation to another was the main geologic guide. Nowadays, we in South Texas feel that science has entered into the quest to discover new orebodies. The work of Galloway has indicated new pathways to explore. The understanding of multiple stages of oxidation and reduction has created some doubt about areas drilled in the past and abandoned. The expanded use of oil well logs and geochemical prospecting has lured the more progressive exploration companies off the mineral trend and into unexplored areas. Prognostication The fact that uranium exploration in South Texas has been active for only the past ten years is not an indication that South Texas is not a major uranium district. The geology of the South Texas uranium deposits as described here serves only to indicate that similar geology extends in all directions from the known mineral trend as can be seen on Figure 2.

WE face the postwar problem of the use of minerals as sanctions to control the armament and the re-armament of the Axis powers at the source, minerals being the raw material of armaments. That is the subject of today's discussion. It is one thing to talk about controlling minerals in the interest of rearmament, and it is another thing to put any such ideas into effect. A provision for min- eral sanctions-not by that name but under broader terms-was contained in Article 16 of the League of Nations, and an attempt was made to apply min- eral sanctions when Italy cut loose in Africa. That was a failure because the plan was badly thought out. They did not have the right minerals included in the list. Also, they did not have the machinery set up at all. Somebody said to the League of Nations: Let's apply the sanction, and it was assumed that that was all that was necessary. It turned out to be a rather sad perfor- mance. However, that certainly cannot be taken as an example of what will happen if a properly thought-out pro- gram is adopted.

A FACT not generally understood about the Engineering Societies Library on Thirty-ninth Street in New York -in particular, not realized by many of the great indus-tries of the country-is that it is a free public institution. To utilize its valuable facilities one does not have to be a member of the national engineering societies (which shoul-der its financial deficit each year). Anyone, at any place in the world, can use the library. A man in California, or in South America, or in Persia, can write or cable to the Library staff and receive information on the same basis as any engineer living in New York. For example, a few months ago an American mining en-gineer in China needed additional geological information about a district which he was about to explore. He cabled his need to the Engineering Societies Library and the next steamer brought him the data he wanted. A phosphorus company in Alabama wished to obtain a translation from the Norwegian of an article on cement which they had heard about. They wrote to the Engineer-ing Societies Library; the article was located, and a trans-lation made and sent them.

At the meeting of the Institute in Easton, October, 1873,I made a communication on the Ore Knob copper mine, in Ashe County, North Carolina (Transactions, vol. ii, p. 123), in which I called attention to the chemical decomposition alike of the pyritous lode and the inclosing gneiss rock to a depth of 60 feet, by which the feldspar of the latter had been converted into clay, and the whole rock very much softened. Such a decomposition is well known to be almost universal in the crystalline rocks of the Appalachians south of the Potomac; and if it is only seen in rare and exceptional cases farther to the northward, this, as I have elsewhere pointed out, is due to the fact that the decomposition began and ended in the ages anterior to the drift period, and that the decayed portions which still remained were at that time removed from the surface, except in some localities which were protected from the emding agency. I have lately had an opportunity of studying a remarkable instance of this kind in an examination made last month for the corporators of the Hoosac Tunnel.* The locality is at the western base of Hoosac Mountain, the western slope of which rises rapidly 1300 feet above the town of North Adams, in Berkshire County, Massachusetts, itself 700 feet above the sea level. Through this mountain, as is well known, a tunnel for the Troy and Boston Railroad has lately been opened, a distance of 25,081 feet from east to west. The rock of the mountain consists of mica schist and micaceous gneiss, including in its western half a great mass of harder feldspathic and quartzose strata in part a granitoid gneiss, the strata for the most part dipping to the eastward with variable angles, but with occasional western dips, apparently due to inversion. The crystalline strata of the mountain crest and sides are in many places exposed, and present rounded surfaces, often deeply grooved and striated, but with no appearance of decay. At the western base of the mountain, however, the gneissic rock is in a state of complete decomposition, which was well displayed in opening the tunnel, which, for a distance of several hundred feet, was driven through highly inclined strata so much decomposed that they were excavated with pick and shovel, and without the aid of blast-

The primary objectives of this cost analysis are to provide a base for future projections as well as to indicate which cost items are more volatile in their influence on overall cost of producing copper.

A prediction is made of the airflow at the Bureau of Mines Lake Lynn Laboratory with a ventilation computer program that accounts for fan-driven forced ventilation and temperature-induced natural ventilation. There was substantial agreement between measured and predicted airflow rates. The capability of the program is demonstrated as a planning aid for ventilation under emergency conditions in a multilevel coal mine. Smoke spread in a multilevel mine is analyzed following the occurrence of two events, the failure of the main exhaust fan and the development of a fuel-rich fire in a passageway.

MINING, which is at least twenty centuries old, was at first, and long, wholly a practical art. Little more than two centuries have elapsed since the inception of the idea that general education and a knowledge of natural science would be of advantage to those engaged in the mining industry. Though schools of mining began to develop in Europe early in the eighteenth century the concept of educational preparation for technical conduct of the industry was slow in winning general acceptance in the industry itself. John Hays Hammond, in his autobiography,1 recalls that when he sought employment with a mining company after he had graduated from Yale and Freiberg he had to assure its executive, before being even considered for employment, that he did not consider that he had learned anything about mining. This was as late as 1880. Existence in the industry of a prejudice against education of the academic type is perhaps an explanation why inadequate provision has been made by the mining industry for the continuing education of technical employees after they enter employment, although engineering education prior to engaging in industry has now won general acceptance. I am familiar with the existence of "loop" courses for engineering graduates in metallurgical plants, of schemes for giving mining graduates "practical experience," and of the interest in vocational courses for workmen which sprang up in the period of labor shortage during and immediately following World War I (but which quickly died when the depression of 1921 again made experienced workmen available in sufficient supply), having been chairman of a committee appointed by the Mineral Industry Education Division to make a survey of existing provisions for post-employment training for engineers in our industry. The results of that survey, reported elsewhere, clearly indicate that it is inadequate as to amount; the aim of this paper is to present evidence for belief that it is also inadequate in quality. To avoid becoming too involved, no reference will be made here to post-employment vocational training for workmen, which is a subject differing so much from post-employment education for engineers as to require separate treatment. Neither will postgraduate education for metallurgical engineers be discussed, because a distinction must then be made between training for research work and for plant operation, whereas mining engineers engage almost exclusively in operations. Since the situation in the coal-mining industry has been discussed at several recent meetings, that also will be passed over, and what follows should be taken as a discussion applying exclusively to the metal-mining industry. PROFESSIONAL DEVELOPMENT In the operations field (both in mining and metallurgy) the work to which a beginner is assigned is seldom closely related to previous academic education. BLANDFORD. C. BURGESS, the new Chairman of the Industrial Minerals Division, took the advice of Horace Greeley in reverse-he turned his hack on San Francisco and the Golden Gate, and after a few side excursions toward Alaska and Arizona, hit the trail eastward, not for the lonesome pine, but for Spruce Pine, N. C. Born Aug. 10, 1893, in San Francisco. Burgess found his first job, shortly after finishing high school at 19, as axeman for a surveying party of engineers working for the Southern Pacific Co. in Oregon. Later he moved on up with them into Alaska. He liked the engineering profession, and decided to equip himself further so he entered the University of California in the fall of 1913. and for the next two years devoted himself to acquiring an education in civil engineering.

The material balance equation used by reservoir engineers is arranged algebraically, resulting in an equation of a straight line. The straight line method of analysis imposes an additional necessary condition that a successful solution of the material balance equatiott should meet. In addition, this algebraic arrangement attaches a dynamic ineuning to the otherwise static material balance equation. The straight line method requires the plotting of one variable group vs mother variable group. The sequence of the plotted points as well as the general shape of the resulting plot is of utmost importance. Therefore, one cannot progrm the method entirely on a digital computer ar is usually done in the routine solution of the material balance equation. If this method is applied, then plotting and anaIysis are asential. Only the appropriate equations and the method of analysis and interpremtion with comments and discussion are presented in this paper. Illustrative field examples for the various cases treated are deferred to a subsequent writing. INTRODUCTION One of the fundamental principles utilized in engineering work is the law of conservation of matter. The application of this principle to hydrocarbon reservoirs for the purpose of quantitative deductions and prediction is termed "the material balance method of reservoir analysis". While the construction of the material balance equation (MBE) and the computations that go with its application are not difficult tasks, the criteria that a successful solution of the MBE should fulfill have always been a problem facing the reservoir engineer. True and complete criteria should embody necessary and dcient conditions. The criteria which the reservoir engineer uses possess a few necessary but no sufficient conditions. Because of this, the answers obtained from the MBB are always open to question. However, the degree of their acceptability should increase with the increase in the number of the necessary conditions that they should satisfy. Generally, the necessary conditions commonly used are (1) an unspecified consistency of the results and (2) the agreement between the MBE results and those determined volumetrically. This second criterion is usually overemphasized. Actually, the volumetrically determined results are based on geological and petrophysical data of unknown accuracy. In addition, the oil-in-place obtained by the MBE is that oil which contributes to the pressure-production history,' while the volumetrically calculated oil-in-place refers to the total oil, part of which may not contribute to said history. Because of this difference, the disagreement between the two answers might be of paramount importance, and the concordance between them should not be overemphasized as the measure of correctness of either one. In this paper, a third necessary condition of mathematical as well as physical significance is discussed. It is not subject to any geological or petrophysical interpretation, and as such, it is probably the most important necessary condition. It consists essentially of rearranging the MBE to result in an equation of a straight line. This straight line method of the MBE solution has invalidated a few long time accepted concepts. For instance, it has always been advocated that if a water drive exists, but one neglects to take it into account in the MBE, the calculated oil-in-place should increase with time. The straight line method shows that in some cases, depending on the size of the neglected aquifer, the calculated oil-in-place might decrease with time. The straight line method requires the plotting of a variable group vs another variable group, with the variable group selection depending on the mechanism of production under which the reservoir is producing. The most important aspect of this method of solution is that it attaches a significance to the sequence of the plotted points, the direction in which they plot, and to the shape of the resulting plot. Thus, a dynamic meaning has been introduced into the picture in arriving at the final answer. Since the emphasis of this method is placed on the interpretation of the sequence of the points and the shape of the plot, one cannot completely automate the whole sequence to obtain "the best value" as normally done in the routine application of the MBE. If one uses the straight line method, then plotting and analysis are musts. The straight line method was first recognized by van Everdingen, et al,2 but for some reason it was never fully exploited. The advantages and the elegance of this method can be more appreciated after a few cases are carefully treated and worked out by it.
