FOR the second consecutive year, attendance at the Coal Division sessions far exceeded exoectations. Those in charge were continually faced with problems of finding seats and space for attending members. 115 seats were set - II~ for the annual luncheon meeting of the Division and approximately 175 members showed un. Since the hotel management would not serve more than the 115 it meant that 60 members were forced to eat elsewhere. This created hard feelings with some members. How- ever, officials of the Division were not able to obtain in advance any indication of this overflow crowd, but are suggesting to the New York Office that some means other than ticket sales be adopted to obtain an estimate of Division luncheon and dinner attendance. Members could be circularized prior to he meeting or they could be checked when registering as to the events they expect to attend. Under the inspiring leadership of Cadwallader Evans, Jr., Chairman, the Coal Division had a phenomenal growth during the year. Reporting at the luncheon meeting, Newel1 Alford stated that approximately 190 new members had been obtained. A few more years of continuing increase at this rate will make the Coal Division one of the largest Divisions in the Institute.

THE present study is intended as a preliminary statistical survey of the world's production of petroleum substitutes. The information presented is admittedly deficient. It is believed, however, that the increasing importance of these substitutes, particularly with Europe at war, justifies its presentation at this time, if for no other [ ] reason than to encourage enlightened pertinent discussion. The world's production in 1939 of petroleum substitutes-of which approximately 97 per cent are direct substitutes for motor fuels-is tentatively estimated at 108,000,000 bbl., or equivalent to the combined output of crude oil in 1939 of Rumania, Mexico and Colombia. With few exceptions, these figures of production represent also actual figures of consumption. The United States, owing mainly to its output of natural gasoline, leads all countries in the production of these products, with about 53 per cent of the total. In European countries, particularly Germany, the imminence of war in 1939 forced an increase in production and improvement of methods of manufacturing motor fuels, largely from coal, with the result that this country produced in that year over 20,000,000 bbl. of substitutes. Since the beginning of hostilities, substitutes have offered more and more the means of meeting the unfavorable balance between supply and demand in European [ ] countries; the increase in production of these products being at least in part offset by the systematic bombing of synthetic plants and oil storage. The source materials and the resulting substitutes are listed in Table I. The following are the approximate gross heat equivalents of some substitutes to barrels of gasoline:

THERE are, as I have heard, varying opinions among men experienced in minerals as to whether silver has its own mineral [i.e., occurs native] or not. Mineralogical reasons and the authority of the majority persuade me that it has, not only because I have seen the natural material separate but also because I know that in mines of gold, copper, lead, and other metals pieces of pure metal are found without admixture, and I have heard that pieces of silver, gold, and copper have been found that had been reduced to their ultimate purity by natural causes. This is also confirmed by a German, Georgius Agricola, who says* that in a mine in Saxony a piece of metallic silver was found so large that the Duke who was prince and patron of the place had a whole dining table of square German style made from it without its being enlarged or worked on by any human artifice except for the tripod legs, and he often boasted that in this he surpassed the greatness of the Emperor. In truth I have never seen any metal except copper that was brought out from the mine pure and without any mineral, but I think that such a thing is indeed possible, since I believe in the greatness and power of Nature, who strives toward no other goal than perfection and purity. Indeed most of the minerals that I have seen have not been without admixture, not only of their earth but also of other metals, and this is more true of that which I have heard called silver than of any of the others. I except the silver that is mined in Schio in the region of Vicenza. These doubts, therefore, are not born without some shadow of apparent reason. As I told you above I believe that silver may have and does have its own mineral, for every substance that is converted into metal can exist pure by itself in its own species, as it also exists separately even though it be mixed with others, since it is seen that in each ore its metal is generated in a single body. Therefore it happens many times that whoever speaks of the ore of silver in one breath, without distinction, speaks of that of all the other metals, because there are few ores that are not mixed. But because the most noble things always have the prerogative of including in their name that of the others, where there is gold or silver the ores are not called

In January and February of the current year, at the Tooele plant of the hternational Smelting Co., Tooele, Utah, a modification of the usual method of converting, for the treatment of copper-lead matte from lead blast furnaces, was developed and put into successful operation. In brief, the method consists in blowing molten matte direct from the blast furnaces in basic-lined converters, without the addition of siliceous fluxing ores, to the almost complete elimination of the lead contained, and to the production of copper bullion, the resulting lead fume being recovered by the filtration of the converter gases through woolen fume bags. The process is carried out in conjunction with the converting of rever-beratory copper matte, the heavy iron slag, together with the copper precipitated, being transferred to converters blowing copper matte. The purpose of this transfer is to reduce the copper oxide formed, due to the necessary overblowing of the lead-matte charge, and to utilize, as far as possible, the value of iron from the lead matte, for the fluxing of siliceous dry ores. The final slag from the copper converters is then skimmed off and transferred molten to a reverberatory smelting furnace treating copper ores. This variation from general converting practice was the outgrowth of results obtained during 1913 when it was endeavored to convert copper-lead matte in the usual manner, with the direct addition of siliceous fluxing ores. To make clear the reasons lying back of the process it is necessary to recount at some length the results of operations during that year. In the design of the lead plant it mas planned to treat the copper-lead matte from the furnaces by direct converting without reconcentration and thereby to recover the copper, silver, and gold as quickly as possible. A converter plant of ample capacity, treating copper matte, already being in operation, it was only necessary to install a bag house, a fan, and the necessary flues to complete the equipment. The bag house constructed has a bag-cloth filtering area of 136,000 sq. ft., provided by 960 fume bags, 18 in. in diameter by 30 ft. in length. As a result of the publication, several years ago, of some articles on determining the constants of empirical formulas, the determining the constants of types of curves used for estimating the production decline of oil wells was brought to the writer for study. Methods requiring the minimum of time and labor and the maximum of rigor were sought, as it appeared that the nature of the data from which such curves are computed and the relative uncertainty of occurrence of the events predicted from them did not justify close adherence to the theory on which the solution of such problems is ordinarily based. The technical deficiencies of the solutions presented in this paper, from the standpoint of the method of least squares, are readily apparent to those familiar with that method, but their presentation in detail here is irrelevant to the subject matter. However, it is the author's conviction, after a rather exhaustive study of the problem, that the value of the solutions lose little by the approximate application of the conventional theory. It must be understood by those who use these formulas that the solutions herein given, and the formulas based on them, are merely facilities to aid the valuation engineer in forecasting future events. It is assumed, also, that before application is made of them, prescient judgment based on the circumstances in each case, shows that the forecast has some probability of realization. On this basis only will these formulas be found useful.

OBSERVING in the Engineering and Mining Journal, of January 16th, 1875, page 35, a report of a brief discussion upon the nature and origin of this unique and interesting coal, I take the liberty-on thus finding it a subject of interest to members of the Institute, and especially as my name came into this discussion-to communicate some results which may serve at least to overthrow certain erroneous ideas that have prevailed. While I would not claim to have made much approach to an understanding of this mineral-the whole of what I call Apozoic Mineralogy being as yet dark and almost unknown ground-yet I believe I have shown that few minerals of such importance and abundance, and so long before the world, have been so singularly misunderstood. On first examination of a sample of the substance to which the name of carbonite has been given, my surprise was not small, at failing to recognize in it one individual characteristic of true coke; neither the hardness, lustre, color, streak, porosity, sonorosity, structure, fracture, nor any of the so-called "pyrognostic" characters. Indeed, comparison with any coke, or variety or modification thereof, seemed altogether fantastic. Therefore the controversy regarding supposed trap dykes, whose existence at the locality is denied by some, seems useless, as we have no question of a natural coking, there having been no coking at all.

With the improvements in design and efficiency of machinery the element of danger in its use is becoming less, but it is a question whether the strain involved in operating modern plants is not increasing somewhat the danger of accident due to human fallibility. I propose to describe a somewhat uncommon casualty resulting from a not infrequent incident in the use of air-compressors. It is not necessary to state the location of the mine in which the accident occurred nor the makers of the compreseor, and the object of this brief paper is more to draw out suggestions from members more familiar than am I with the practical handling of mining machinery, than to point a moral. The compressor in question was a three-drill machine of standard make. At the time of the accident it was furnishing air to a single drill working in an upraise from a well-ventilated tunnel, and giving ventilation to a winze below the tnnnel where two men were hand-drilling. The compressor also furnished power to a small hoist in the winze, but the hoist was only operated occasionally, and never while the drills were working. The drills were located about 1200 ft. from the compressor. The engineer testified that he never had been short of air, and that there had been no complaillts that the

The strike and dip of bedded formations is readily determined by trigonometry if some marker horizon is intercepted by three holes. If no marker can be identified and if orientation of the cores is unknown, as is the usual case in diamond drilling, the determination still can be made readily by the use of a stereonet if the bearing, inclination, and angle the bedding makes with the core axis is known for each of the three holes. Such determination, valid only if the bedding orientation is fairly uniform within the area drilled, is considered simpler, faster, and more effective than any solution previously published. Method: The steps of this procedure are as follows: 1) Mark north and south poles on tracing paper placed over stereonet. 2) Plot the three diamond drillholes by drawing a line from the center of the net in the direction of the bearings of the holes. Then rotate the paper until each line, in turn, lies along the equatorial diameter of the net; the end of each line is determined by the inclination of the hole measured in degrees from the periphery toward the center of the net along the equatorial diameter. Fig. 1 illustrates a vertical hole and a hole inclined at -23° due east.

A USEFUL and very ingenious idea was surely that of the inventor of AN a short way of extracting gold and silver from the sweepings of all those arts that handle them as well as every particle that smelters of ores might have left in the slags, and also that in some ores themselves. This is done without using great labor in smelting but by the sole means and virtue of mercury. To do this, first make a large bricked pan of stone or wood and arrange a millstone inside which rotates in the hollow of this pan like that of a flour mill. In the hollow of the pan put some of your material containing gold after it has been crushed well in a mortar and then washed and dried. Grind it in the said mill, moistening it meanwhile with vinegar or water in which sublimate, verdigris, and common salt have been dissolved. Then enough mercury to cover these materials is poured over them. They are agitated inside for an hour or two, by turning the mill either by hand or with a horse, depending on the device that you have arranged. Remember that the more the mercury and the material are rubbed together in the mill the more it can be believed that the mercury absorbs the substance that the materials contain. Finally, thus prepared, the mercury is separated from the earthiness with a sieve or by washing and thus the mercury is retrieved. Then, make it rise with a little cucurbit or pass it through a purse and there will remain at the bottom the gold, silver,. copper, or whatever metal you placed in the pan under the millstone to be ground. Wishing to know this secret, I gave to the one who taught it to me a ring with a diamond worth twenty-five ducats, and I also pledged myself to give him the eighth part of whatever profit I should gain from this

There are many methods of analysis available for compounds similar to those used in solvent extraction processes. However, the majority of these methods are not directly applicable to the determination of solvent extraction reagents, especially in raffinates. The number which are applicable is further reduced if limited to the more simple methods suitable for process control purposes. Commercial extractants are complex mixtures. The complexity is increased by the addition of diluents and modifiers in two-phase systems containing metals. Raffinates from solvent extraction processes contain the more polar components of the extractants and the products of decomposition. Only a limited amount of information is provided by total organic carbon or spectrophotometric analysis. The complexities of the systems require a combination of methods.

This chapter will deal with the policy issues relating to mineral land disposal. The first portion of the chapter will discuss in general terms the legal systems utilized in disposing of mineral rights and the major problems encountered; the second section will comprise an analysis of the policy alternatives with emphasis on the pricing aspects. In this section, we are not attempting to provide a legal text, but simply to outline very briefly and sketchily the details of the systems. More detailed information can be obtained by contacting the appropriate governmental agency for specific information. Mining laws throughout the world are based on two major legal groupings: English Common Law and the Civil Law. These basic systems are often modified by Islamic Law and by negotiated -mixtures of these. Under English Common Law, which is embraced by the United States, Canada, and many of the members of the British Commonwealth of Nations, individuals can hold property and can extract minerals from it. The owner can dispose of minerals as he sees fit, either through contract, deed, or whatever other system is appropriate. CIVIL LAW Under Civil Law (also known as Regalian Law), mineral ownership is normally placed in the state, regardless of who owns the surface. This legal system applies in most European countries and their former colonies. It is derived from Roman law. The mineral deposits, thus, are worked under concessions. Most countries use a negotiated concession system and sometimes a combination of negotiation and competitive leasing. The negotiated system has advantages as well as disadvantages for both government and industry. In a system where the government administratively determines who is to get what, the concessions are normally large. Frequently they range up to several millions of acres and involve a considerable investment on the part of the concessionaire. There is no duplication of effort on the part of producers to obtain information, since a single concessionaire controls a given area. Consequently, less money is spent in toto because several prospective operators are not required to seek the same information. The system also has the advantage to the industry of permitting the concessionaire to select and retain the best producting area. Thus, major developmental expenditures are made on the production unit only, with a resulting reduction in the risk factor. The large initial size of the concession also minimizes the possibility of expending a large bonus payment for a barren property. The major governmental advantage of a concession is its flexibility in accomplishing other national objectives.
