F. W. Matthiessen, who, with E. C. Hegeler, of La Salle, was one of the creators of the zinc industry in the-United States, was born in Altona, Schleswig-Holstein, Germany, Mar. 5, 1835. He was one of a family of remarkable brothers, two of whom were long absociated in this country with the sugar and glucose industry. Mr. Matthiessen was educated at Freiberg, and came to this country in 1857 with Mr. E. C. Hegeler, after having, in company with that gentleman, visited the mining districts of Germany, Belgium, and England. They first went to Friedensville, near Bethlehem, Lehigh County, Penn., wherc attempts had already been made to produce zinc from the ore deposits found in that place. The ore was a he silicate but all attempts to extract zinc from it had failed. Mr. Matthiessen and Mr. Hegclcr were successful, but declined to invest their money in the zinc industry at Bethlehem because 01 certain local conditions. Hearing of the discovery of zinc -ore in the West, they visited both Wisconsin and Missouri and thought of settling in the coal region of East St. Louis. Finally La Salle, as being near to the Wisconsin fields and having much coal, was selected ae the site of the new smelting company, and on Dec. 24, 1858, the first shovelful of dirt was turned for the buildings of the new industry. The Civil War at first interfered with the manufacture of zinc, but afterward a lively demand for the metal arose and the future success of the institution was established. A large rolling mill was added in 1866, and in 1881 the manufacture of sulfuric acid as a byproduct was begun. Mr. Matthiessen also developed the Western Clock hlanufacturing Co. of La Salle, which manufactures the Big Ben alarm clock, from a small plant having 25 men to the present large institution which employs some 2000 workers. Mr. Matthiessen's affiliations with other metal industriefi have been numerous. But the contributions of the great zinc manufacturer to the causes of philanthropy and education have made his name known throughout the country, beyond industrial circles. He has given to the city of La Salle probably a sum total of $500,000 in various benefactions. Among the objects of his philanthropy were the La Salle-Peru Township High School, which he has made a model institution of secondary education for the entire United States; also the Tri-City Hygienic Institute of La Salle, Peru, and Oglesby, Ill., which he endowed for $200,000 This Hygienic Institute, which is unique in the United States, has a traincd staff of health officers, bacteriological laboratory, medical library, infant welfare station, milk station, free dental clinic, school nurse, and isolation hospital. Mr. Matthiessen was elected mayor of the City of La Salle three times and gave generously to the municipality of which he was the head. He also saved for the people of Illinois one of the great scenic districts of the state, Deer Park, with its cafions and natural beauties, which he con-verted into a model scenic resort, and the proceeds of which he gave to the charities of the Tri-Cities in which he lived. He died on Feb. 11, 1918.

In order to secure good results in the prevention of accidents, it is generally recognized that the desire for such accomplishment, as well as the aggressive and constructive action to achieve it, must emanate from the Top Management and permeate successively down through the "Chart of Authority" to the workmen. Several years ago, with the above as a basis and with full support of the Top Management, the Mining Department started a program of selling the foremen and bosses the idea that safety could be achieved and that it was desired and required. Using psychology, persistence and numerous other methods, the foremen and bosses were finally impressed with the idea that "It can be done" and "It will be done." With this in mind, new ideas were brought forth by the foremen and bosses regarding the caving operation and the specific jobs in the operation. These new ideas were taken up in round-table discussions and resulted in certain changes in the undercutting method and the actual drawing of the blocks. These changes resulted in increasing fragmentation of the blocks which prevented the usual hang-up areas in the blocks. With the rock smaller in size and within reasonable reach from the tapping drifts, accidents were prevented in the tapping section. At the same time, an enforced campaign of housekeeping throughout the mine was undertaken with very beneficial results. The foremen and bosses then, in turn, educated and trained the workers themselves to become safety conscious. In so doing, a constant reminder was given on all jobs assigned that the job was to be done safely as well as efficiently. No man is assigned a job who is not qualified for the type of work required. Efficiency and safety go hand in hand. Safety Rules To supplement and aid this safety conscious attitude, certain safety rules applicable to our operation, a modified block caving system of mining limestone, in addition to the established state regulations, were put into effect and enforced. The specific rules referred to above and which will be mentioned below are in most cases simply a means of applying and complying with the very adequate "Mine Safety Orders" issued by the Industrial Accident Commission of the State of California. The Industrial Board of the Department of Commerce has been formed under the chairmanship of George N. Peek, formerly vice-chairman of the War Industries Board. This Board is to put into practical effect a program for the readjustment of prices for basic materials in such a fashion as to create a firm foundation on which the consumer can base his future purchases, and the producer can form necessary estimates. It has the assistance of the Council of National Defense. One of the first steps off the Board was to call into conference the leaders of industry. At these conferences the general conditions of the country are carefully considered and an effort made to determine and understand the principles that should be applied to permit the successful solution of the problem. It will be the endeavor of the Board to act promptly by consulting and interchanging views with these representatives of industry in the fullest and freest manner possible with a view to aiding and assisting industry in general to resume activities to the fullest practicable extent.

Few subjects in iron metallurgy and steelmaking have caused so much discussion and have resulted in so many divergent and partly contradictory statements as the theory of the distribution of sulphur between molten iron and slag. An interesting survey of the different points of view is given by Grant and Chipman.1 Grant and Chipman themselves conclude in their paper that, at least in the open hearth and electric steel furnaces, the governing reaction is a simple distribution like: FeS steel ? FeS alas [Ia] and MnS steel ? MnS alas [Ib] They conclude that no significant reaction takes place according to the more classical scheme: FeS steel + CaO slag ? FeOslag + CaS slag [2a] This is the reaction which is regarded by most investigators as the primary sulphur reaction in the blast furnaces, where it is accompanied by the reaction with carbon: FeO slag + C ? Fe + CO [2b] The writer suggests an alternative to the reactions mentioned above. It is the opinion of the writer that the a priori assumption of defined molecular compounds being present in molten steel as well as in molten slag, has retarded rather than promoted a solution of the sulphur problem. As for the constituents of molten steel, it is taking too much for granted to mention the presence of FeS and MnS. If this infers that the melt contains diatomic molecules, the statement must be made that at least such molecules do not exist in the solid state at room temperature. Solid FeS crystallizes in the nickel-arsenide structure, and MnS (high temperature form) in the sodium-chloride structure. In these structures the sulphur is surrounded by six metal neighbors, and no molecular groups can be isolated. When sulphur is dissolved in molten steel, it is expected to maintain the same coordination number as in the solid state. We know that sulphur in steel has a certain chemical potential and a chemical activity which can be expressed by the reaction: S steel + H2 ? H2S where the activity A. is proportional to the ratio PH2S/Ph2. We know also that this activity is influenced by the presence of other constituents. For instance, there is reason to assume that carbon and silicon increase the sulphur activity and manganese decreases it. However, the exact relationship here is scarcely known, and further investigations are needed. Concerning the molten slags, if anything should be assumed a priori it would be that they are composed of ionic rather than molecular parts. There are indications of this in that solid silicates form ionic structures, and molten slags show high electric conductivity and can be electrolyzed.2 It has been claimed by Taylor and Chipman3 that their activity investigations

IN order not to deviate from the proposed order both in speaking of melts and of things necessary for guns, I shall tell you at present the method by which iron balls are made. This is surely a very fine invention and a horrible one because of its very powerful effect. It is a new thing in warfare,* because (as far as I know) iron balls shot from guns were never seen in, Italy before those that King Charles of France brought here for the conquest of the Kingdom of Naples against King Ferrandino in the year 1495. Now, although I spoke to you briefly of these when I told you above of the purification of iron, it seems to me necessary to show you again in more detail here how they are made. Therefore I tell you that in addition to iron, bellows, blast furnace, and charcoal, it is necessary to have the moulds, without which they could not be cast. At first, when this work was begun in Italy, it was customary to make these moulds of bronze so as not to be obliged always to be making them of clay. Now the present masters cast the moulds of the same iron in order to save expense. Although I am aware that you should already know how to make these from the methods of moulding taught you before, still I shall tell you the method that is followed in making these, because in the practice of every particular thing there is some divergence from the general procedure. For these balls, first make a ball of wood or of clay, or have one made of lead or iron, round and of exactly the dimensions that you wish. This is if you wish to make only one in your mould; otherwise take as many as you wish it to contain. Bury half of this, or these, in a board or in clay and, having greased them with oil or lard, make a mould over them of plaster of Paris, or of clay if you have no plaster, exactly as you wish it to be in iron or bronze. Then make the other half opposite this. After having taken out the balls make little openings for the gates and vents and like- wise four holes for pegging the parts together. A geologist may produce for himself a surprisingly accurate photo base map and stereo coverage at low cost without the use of expensive equipment and complex photogrammetry. If care is taken and the program well thought out, good results can be expected. The only equipment necessary in this method is a small format (small negative size) camera, a few rolls of film and the appropriate filters. A light aircraft, with an opening in the bottom, is preferable so that the pictures can be taken vertically and from inside - the aircraft. The method will produce high resolution prints at large scales in the range of 1: 1200 to 1:7200.

G. Derge—With the development of this last weapon, there is not much of a chance for hydrogen. It is certainly a very interesting paper, and it gives us more confidence in sampling liquid steel for hydrogen than we have ever had before. This satisfactory work gives considerable confidence to all of the chilled methods of sampling which should be more or less successful depending upon the degree of chilling obtained. J. T. MacKenzie—How do you handle a nonmagnetic specimen in that device? D. J. Carney (authors' reply)—I left that out in going over the analytical procedure. For the 18-8 steel, what was done was to get some iron wire which was degassed. One turn of wire was made around the sample; it was inserted into the analytical apparatus, and that was enough to allow the magnet to pull the sample and drop it in the furnace. Other methods could be devised for this apparatus to do the same thing. This was just a quick method. C. E. Sims—This method of sampling and analysis is very ingenious, and the results obtained attest to a satisfactory degree of accuracy. It was noted in the paper that the samples are satisfactory only when there is a complete absence of pipe. This should be empha- sized, particularly in view of the fact that they are cut off under water. Some reservations are held in regard to the adequacy of the method of sample storage prior to analysis. Cooling on dry ice undoubtedly slows down the rate of diffusion to a marked degree, and it obviously suffices when the analysis is made within a few hours. All of the samples, except some of high-nickel steels, were analyzed within 12 hr. It is still unknown how long this method would be safe. In the work at Battelle Institute, it was impracticable always to start analysis within 12 hr for various reasons. Some samples did not reach the laboratory for several days, and some were held as long as a month before analysis. During this period, they were held over mercury, and the gas evolved at room temperature was collected and analyzed. It should be mentioned that both the mercury and the container must be kept very clean.

During the last few years, a great deal of interest has been aroused in the use of more refined blasting techniques. It has been the effort of many mining companies to reduce powder cost, obtain better rock breakage, reduce drilling costs and provide safer working places. With the advent of new types of powder and such techniques as cushion blasting, line blasting, smoothwall or soundwall blasting, and presplitting or preshearing, these goals are approaching reality. Smoothwall blasting and presplitting have re- ceived much attention at the Climax Molybdenum Co., Climax, Colo., mine because of the large cost factor involved. An experimental program was begun in 1961, and during 1964 to the present has been used in many working areas. Some spectacular results have been achieved by the operating personnel in hard ground, but the most beneficial results have been in areas where the ground has been soft and highly fractured.

A COMMITTEE, representing a number of the larger oil companies in California, met in San Francisco on Nov. 12, 1919, for the purpose of discussing the depletion deductions to be allowed in computing the Federal income taxes under the Internal Revenue Act of 1918. It was the general sense of the committee that a system based on sound engineering principles should be formulated for estimating the value of oil properties, so that better and more uniform results might be obtained by the various companies in filing their returns with the' Bureau of Internal Revenue. A subcommittee, consisting of five petroleum engineers, was thereupon appointed to collect information and draft a report. The committee consisted of G. C. Gester, Carl H. Beal, J. H. G. Wolf, E. G. Gaylord, and E. D. Nolan; this report is the work of that subcommittee.

The one hundred and twentieth meeting of the Institute was held at Chicago, Sept. 22 to 26, inclusive, and was in every way success although the steel strike against the United States Steel Corpn. prevented many engineers from attending the steel session and made necessary the annulment of the trip to the steel works at Gary on Tuesday. All of the meetings were held at the Congress Hotel, with the excep-tion of the session on Non-ferrous Metallurgy which was held at the Coliseum where the Fifth National Exposition of Chemical Industries was in progress. This session was a joint one with the American Electro-chemical Society. The total attendance, as shown by the registration, was 850.

MANGANESE is one of the minerals which is principally consumed in countries other than those of origin. Nearly 85 per cent of the pro-duction is used by the United States, England, Germany and France, and roughly a third of the total is used by the United States alone. On the other hand, over 85 per cent of the world production comes from Brazil, Russia, India, the Gold Coast of Africa, and the Sinai Peninsula. It follows from this fact that practically all manganese moves across international boundaries in raw or alloy form, and much the larger part of this movement is for considerable distances and is ocean borne. There is no indication that any one of the principal consuming countries can develop even approximately adequate supplies of its own. Under abnormal war conditions, with high prices and changes in metal-lurgical methods, only 35 per cent of the needs of the United States was met from local sources, and under our recent tariff only 11 per cent. There are thousands of manganese deposits scattered about the world, but only a very few which can figure largely in supplying requirements on a modern scale. The known reserves, together with highly probable extensions and explora-tions now under way, indicate no shortage from a world standpoint for many decades to come. The production and marketing of manganese is going steadily into fewer and stronger hands. The steel in-dustry uses over 90 per cent of all the manganese mined, and is acquiring control of a considerable part of the production in all of the principal fields-the Germans in Nikopol, the English in India and Gold Coast, the Americans in Georgia, India, Gold Coast and Brazil. Some of the controlling companies are of international scope. Concentration of commercial control is a notable tendency. A natural consequence is the growing un-easiness of smaller consumers the world over about their ultimate supplies and desire to know more definitely how and where manganese supplies will be controlled in the future. The sources of supply are few enough to warrant the belief that more or less monopolistic ele-ments of control are not impossible.

The phrase "Clean Synthetic Fluid Fuels From Coal," implies that it is possible to obtain adequate and dependable supplies of fuel without sacrificing the quality of our air, water, and land. Because of the long lead times needed to develop technical feasibility, into commercial reality, however, vigorous efforts must be made now in order to do it. The available options for clean fuels include many exotic sources, like solar and geothermal power, fuel cells, and thermionic and thermoelectric systems. To solve the energy crisis, however, we have three basic energy criteria-abundance, reliability, and commercial availability by 1985. Only processes based on converting coal and oil shale to clean, synthetic fluid fuels can meet all three.
