One aspect of ocean mining that is frequently overlooked in discussions is the problem of establishing some form of legal control over the seas. Much of the discussion centers on mining in territorial waters, which are controlled by the various countries according to the Geneva Convention on the Continental Shelf, and perhaps by political subdivisions of countries such as the individual states of the U.S. But as technology improves and the mining of deeper waters becomes feasible, the problem of rights outside the continental shelf and territorial waters becomes a significant factor for anyone expending the time and capital for development. Several schemes are possible for regulating ocean mining but as yet none have been instituted, except what might be termed the "wait and see" approach. Even some of the coastal states in the U.S. have no regulations governing mining in the territorial waters under their jurisdiction. Until some regulation is formulated, there may well be little development in ocean mining due to the high risk of capital involved, both with respect to companies wishing to invest their own funds and financial institutions funding a venture to develop offshore mineral deposits.

TELLURIUM has had the rare and unpleasant distinction of having fewer uses than any of the other common elements; indeed, it has had no regular or important uses. It is not only a useless and disagreeable element, but to the metallurgist it has been a nightmare. The interference of tellurium with the recovery of gold and silver from certain ores, as well as the difficulties it occasions in the electrolytic refining of copper, lead, and silver, are too well known to require enumeration here. In fact, the potential producers of the element have been quite willing to throw the crude products from which it might be recovered into the sewer. First isolated from a gold ore in 1782, although remaining a practically unknown element to the general public, it has long been a guiding star to the Western prospector in his quest for the "golden fleece." On the burning sands of the desert, in the frigid North, and in the mountain fastnesses of the more temperate regions of this and other continents, he has endured all manner of hardships in his search for tellurides; for where he found indications of tellurium, there he expected also to find rich deposits of gold and silver. This peculiar superstition, that tellurium, associates itself in nature with the precious metals, is not with-out reason, for witness the fabulously rich gold tellu-ride deposits of Cripple Creek and Western Australia. Selenium, the sister element of tellurium, which it resembles in many of its properties, was first isolated in 1817. It is found in small amounts in certain native sulfur deposits, and in many copper and silver ores from all parts of the world. Until a few years ago, selenium, like tellurium, was practically useless. The, unusual property of having its electrical conductivity influenced by light has long been known. Selenium cells, which for many years have been a scientific curios-ity, in the future may come to be of more commercial importance, but this use could scarcely absorb any large amount of the element.

The subject article is an excellent comparison between two potential oxidants, molecular oxygen and hydrogen peroxide, as used in the Palangana field at the time of the trials. The tests showed no advantage to using hydrogen peroxide; however, it would be unwise to generalize that the experience in these trials was universally true. During the time of the work cited, extremely high levels of an unusual impurity were recycling in the lixiviant, which substance was a catastrophically destructive catalyst for peroxide. Since this material was not removed before recycle, it was not surprising that much of the peroxide fed was decomposing in the feed piping and never made contact with the uranium mineralization. Under these conditions, indeed, peroxide showed no improvement over oxygen. This is, however, perhaps the most adverse environment encountered to date in US in-situ uranium leaching. In other operations, peroxide has proved advantageous where two factors have been exploited: 1.Despite the tendency for Hz02 to decompose to water and oxygen in the in-situ leach environment, its higher redox potential before decomposition has provided higher leach rates. In some formulations, overloading beyond the O2 saturation equivalent with peroxide has allowed higher oxidant levels, and higher leaching rates, when overloading with molecular O2, led to vapor-locking.

ALL gravity methods for the separation of ore from gangue, or of slate and other refuse from coal, are based upon differences in the falling velocities, in some fluid medium such as air or water, of the materials to be separated. As all materials falling in a vacuum have the same velocity, independent of the size, shape, weight or specific gravity of their individual particles, it would be more accurate to describe the operation of these methods as depending upon the. retardation of falling velocities effected by the resistance of a fluid medium, this retardation being greater for small or light particles than for large or heavy particles. This generalization is true also of those appliances utilizing centrifugal force to replace or to supplement the action of gravity. The separation of materials of different specific gravities by means of a fluid having a specific gravity greater than that of the lighter particles and less than that of the heavier particles has not been applied commercially, or on a large scale, to the separation of ores or to the washing of coal, the method being limited to laboratory experimental work or to laboratory determinations for the purpose of checking up the work of jigs, classifiers, and other types of concentrating appliances. A solution of zinc chloride has thus come into general use inn the laboratory to separate coal, bony coal and slate, both to check up the work of coal-washing plants and for the purpose of making tests preliminary to the designing of coal-washing plants. The use of a heavy solution of some chemical in water has often been proposed for making such separations, especially in connection with the washing or preparation of coal. Practically insuperable difficulties, however, have prevented the commercial development of any such process, the difficulties being both physical and financial. The cost of the chemical used to make high-gravity solutions is usually prohibitive, and the freeing of the coal from all traces of the chemical is found to be practically impossible. Such solutions inevitably penetrate the individual lumps and particles of coal, transfusing into the pores and saturating the joint-planes, and very large quantities of wash water

At Kobe Steel Ltd., various improvements in pellet quality have been carried out since beginning lime-fluxed pellet production. Especially, dolomite-fluxed pellets, developed in 1975, have superior high temperature properties. With this improvement, successful BF performance has been achieved. But, in order to achieve more successful BF performance, improvements of physical properties such as the shape factor, reposed angle, and the bulk density are desired. Now, crushed pellets have been developed for the improvement of those characters. The test operation with these new pellets in Kakogawa No. 2 BF was carried out with successful results. This report describes the development of crushed pellets and their use in BF.

SINCE my earliest recollection, the coal business has been in a state of unrest. It has always been a matter of bewilderment to the serious thinking, the instability of this most important industry; second only to agriculture in its effect on the great development of this country, and even more important in certain aspects, because without fuel railroads could not run, agriculture could not get its products to market, nor would the great manufacturing enterprises have been possible. I will not attempt to discuss the present serious -labor dispute or similar disagreements of the past; in the settlement of which more or less successful attempts have been made to equalize, temporarily at least, natural conditions through "joint agreement" as to prices paid labor; but will confine my views to the general underlying conditions of which the disputes are symptoms, and try to show how these must be remedied before there can be any hope of stabilizing conditions.

The National Mine Health and Safety Academy near Beckley, W. Va., is dedicated to reducing accidents and improving health conditions in the mining industry through education and training. Though this basic mission remains unchanged, the Academy now serves a much broader mining community than it did when established in the late 1960s. From its original emphasis on training federal coal, metal, and nonmetal mine safety inspectors, the Academy has expanded its programs to reach mining industry and labor representatives, state agency employees, and university students taking mining-related courses. The Academy's resident programs, short courses, seminars, and continuing education courses cover a wide range of subjects and various experience levels, but all have been developed with one idea in mind - to reduce accidents and health hazards through education and training of the widest possible audience.

IN every commercial establishment,' it is customary and necessary to take inventory, periodically, and to account for profits and detect losses, to achieve productiveness and enhance efficiency. So, too, in the ordered life of every individual, there is the need of periodic introspection. The exercise of the Sabbath for rational thought, the utilization of pause, or rest, from the technique of daily occupation, orient the efforts. These are the constructive opportunities by which we grow always better than we were. Thus, also, there' is need of a periodic analysis of the organizations to which we belong and toward which we con- tribute. So we find' reason for the fitness of our loyalty. There seems to be no half-ground for the engineer. Whatever presumes to bear his name demands either the crushing pressure of his heel or the supporting pressure of his hand.

Not only E. B. Mayo but also W. C. Lacy, who apparently urged the preparation of this analysis, is to be commended. Regional thinking of this type is needed to assure future success in the never-ending search for new mineralized and petroliferous districts. As is usually the case, here is a regional study that will be read by the mining geologist alone. It is ironic that several of the trends established in this study have suggested themselves in northern mid-continent, detailed, and regional studies. These, where established, have offered new keys to petroleum exploration and have provided a possible basis for unraveling a number of broad generalities. The oil geologists, active in Colorado, Kansas, and Oklahoma, would find much food for thought in Mr. Mayo's projections.

IN April 1949, Newfoundland became the tenth province of Canada. It had been a Dominion of the British Commonwealth, though actual Dominion status had been suspended for some fifteen years. During that fifteen-year period the Government had been by commission. Throughout the regime of the Commission Government, a limited program of investigation of the mineral resources of the country was in progress. It was during this period that the investigation of the iron resources of Labrador by the predecessors of the Iron Ore Company of Canada began. Since Confederation there has been a marked change in the attitude of mining capital to the new province and a notable acceleration in the tempo of prospecting and exploration. There is no private Newfoundland capital available for mineral exploration. In the past, as now, capital must be attracted to the province. Prior to Confederation, Canadian capital had to cross the barriers of customs and immigration. American capital hazily regarded Newfoundland as part of Canada, with one notable exception, the American Smelting and Refining Company at Buchans. Buchans The most significant mining development in Newfoundland today is the property of the Buchans Mining Co. Ltd., a subsidiary of the American Smelting and Refining Co., located at the town of Buchans. Their milling operation produces lead, zinc, and copper concentrates by selective flotation, and also produces a small amount of gravity concentrate. Presently the mill treats, about 320,000 tons of ore per year. Production started in 1928 at 500 tons per day and has been raised over the years to the present figure of 1200 tons per day. Conventional prospecting methods uncovered the original deposit. It was first examined as a possible source of sulphur from pyrite. Geophysical prospecting and diamond drilling resulted in discovery of enough additional ore to warrant a large scale operation. Mining is by open cut methods. In addition conventional underground cut and fill stoping and square set stoping methods are employed. Between 850 and 900 men are employed at Buchans. Concentrates are shipped by rail to Botwood and leave the country through the port. Buchans Mining is currently investigating a Crown concession covering an area of approximately 6250 square miles, adjacent to the area of present operations. Aerial photographs have been made of the area, and geologic parties, supplied by plane, are in the field during the summer months. The concession lies south of the Falconbridge concession. The geology of the Buchans area can be divided into three groups. The first category is the oldest and called the Buchans Series. It consists of volcanic lavas, breecias and tuffs and underlies most of the Red Indian Lake Basin. The second is a group of igneous rocks such as granite and quartz porphyry intrusive in the volcanics. It makes for rough country north and west of Buchans. REFINERS of lead by the Parkes process have always been solicitous of recovering the zinc used in the desilverization, and justly so, as the loss in zinc constitutes one of the heavy costs in this method of refining. Part of this loss is due to the absorption of zinc by lead, and in the present state of knowledge is not recoverable as metallic zinc. The remainder of the zinc, which finds its way into the precious-metal-bearing crust, is recoverable and naturally engages the operators' most exacting attention. Careful elimination of the impurities in base bullion has enabled the refiner to produce a zinc crust better adapted to retorting, which reflects favorably in the zinc recovery; and to produce a richer crust, thereby lowering the zincking cost, as the increased efficiency of the zinc results in less of it being in circulation. It is obvious that if the ratio of concentration be increased, a lessening of the amount of crust formed will ensue, throwing less work on the retorts and diminishing the amount of retort metal sent to the cupels, thus making an actual money saving in all these operations. In the effort to obtain a rich crust, the metallurgist has increased the heat to a considerable degree, upon the assumption that at the higher temperature the zinc-silver alloy could be squeezed free from the adhering lead. A further possibility for improvement suggested itself in the freezing-point curve of Prof. H. C. Carpenter, upon zinc and silver. Study of this curve disclosed the existence of a definite chemical compound, . Zn3Ag2, with a freezing point of 665° C., a promising compound for practical application.
