Ocean engineers and technologists will assemble in Houston, Texas, during May 3-6, 1976, for the Eighth Offshore Technology Conference (OTC) . More than 50,000 members of industry, government, and academia from 94 nations will participate in what is generally acknowledged as the offshore industry's show-of-shows. A well-diversified 280-paper technical program has been divided into 42 general sessions that range from seafloor surveying and offshore mining to navigation systems and environmental issues. In addition, the largest technical- educational exhibition in the conference's eight-year history will augment the OTC '76 program.

THE possibilities of separating and purifying metals by high vacuum distillation were examined by Kroll.1 He suggested vacuum treatment for the removal of zinc from the lead produced after Parkes desilverizing. The St. Joseph Lead Co. developed the first commercial vacuum dezincing process at their Herculaneum refinery, as described by Isbell.² The Broken Hill Associated Smelters at Port Pirie, Australia, has, after several years of pilot plant operations and fundamental investigations, developed a continuous process, which will be described briefly in a forthcoming publication." As the full-scale continuous vacuum dezincing plant at Port Pirie is still experimental, publication of full practical details of the plant will be deferred until the unit is operating as a normal part of the continuous refinery. This paper deals only with theoretical aspects of vacuum distillation processes, with particular reference to vacuum dezincing. The method of mathematical analysis is of general interest as it may be applicable to other metallurgical separations which have been investigated recently.4-6 Evaporation Processes At about atmospheric pressure, or higher, most liquids possess a boiling point—a temperature at which any heat put into the liquid is absorbed only as latent heat, not as specific heat. If a steady heat input is supplied, the liquid's temperature rises to this value, then remains constant while bubbles of vapor form beneath the surface. The rate of evaporation is determined solely by the rate of heat transfer to the liquid; the temperature of boiling is determined by the partial pressures of the volatile constituents in the liquid, and the total pressure above the surface. If the rate of heat transfer to the liquid is increased, the temperature remains constant, and the rate of boiling increases. When evaporating metals under vacuum, however, the partial pressures concerned are generally so small that boiling does not occur, because at even a fraction of a millimeter below the surface the hydrostatic pressure is usually too great to permit the formation of a pocket of vapor. In addition, the high thermal conductivity of metals tends to prevent the local superheating which is necessary for bubble formation.' Although this effect is doubtless also exerted when boiling metals at higher pressures, the magnitude will be less because the degree of superheat required to form bubbles is very much less at the higher temperatures involved. Under vacuum, therefore, evaporation of volatile constituents takes place only from the exposed surface, and the rate of evaporation depends upon the surface area, the surface concentration of volatile constituents, the surface temperature, and the partial pressures of volatile constituents immediately above the surface. If the heat input is raised above a certain level, the effect is not to increase the evaporation rate at constant temperature, but to raise the temperature of the liquid until at some higher level an increased rate of evaporation (and thus of latent heat absorption) again balances the heat input rate.? Many substances (including metals) have a very large intrinsic evaporation rate at quite low temperatures—far below their normal boiling points. However, at atmospheric pressure, the large numbers of atoms evaporated are almost completely deflected back into the liquid (or solid) surface by air molecules. Thus the back condensation rate is practically equal to the gross evaporation rate, and the net evaporation rate is practically zero. It can therefore be seen that an overall distillation rate depends not only upon the intrinsic evaporation rate, but also upon the ability of the volatile atoms to move away from the evaporating surface. This movement is facilitated by the provision of a condensing surface close by. Vacuum Distillation: The function of the vacuum above the evaporating surface is to remove foreign molecules, so that the chances of deflection of an evaporated atom back into its source are reduced. When the residual gas pressure is reduced so far that the evaporated atoms have a high probability of reaching a nearby condensing surface without suffering collision with a foreign molecule, the state of affairs is termed "molecular distillation." This process is practiced commercially today for the purification of numerous organic chemical products of high unit value, but not, to the writer's knowledge, for any metallurgical separation. FEW mining engineers-noted as the profession is for migratory predilections.--can point to as varied a record as Scott Turner, director of the U. S. Bureau of Mines and newly elected vice-president of the Institute. His record as printed shows that from the time of his graduation from the Michigan College of Mines in 1904 until he went to the Bureau in 1925, he worked for 21 different companies. Geographically the record is no less imposing, although one reason for this is the fact that he was field engineer for several exploration companies. Virtually every important mining state in the Union is represented in addition to Canada, Alaska, Panama, and several countries each in South America and Europe. In addition to all of the common metals he has mined tin and coal. He opened and operated for five years a group of coal mines in 73" 13' S. Lat., on the Island of Spitzbergen. This was 825 miles north of the Arctic Circle on No Man's Land, where Mr. Turner claimed and maintained pos- session under the American flag of an area of 600 square miles. Incidentally, he was a survivor of the ill-fated Lusitania, sunk by a submarine in May, 1915.

ALTHOUGH the metallurgical treatment for the Ophir Hill tailings was developed more than 20 years ago and in the interim a vast amount of experimental work was done with later-developed flotation reagents, it was found necessary to revert to the original oil reagents and their combinations with specific chemical reagents in order to obtain results of economic value. This is of especial interest because in present ore-treatment investigations later-developed flotation reagents are used almost exclusively and the coal-tar derivatives, except in certain patented reagents, are virtually neglected. These coal-tar oils and derivatives still have a definite field of application, especially in the treatment of some oxidized ores when modified sulphidization is desirable. The Ophir Hill tailings deposit is in Ophir Canyon, Tooele County, Utah, about 55 miles southwest of Salt Lake City and 25 miles south of the Tooele smelter of the International Smelting and Refining Co. A road good for trucks leads directly from the Ophir mill to the smelter. TAILINGS These tailings were produced in the old Ophir Hill gravity concentrator previous to 1921. The original mill ore was a heavy lead-zinc-copper-silver-iron sulphide ore formed by limestone replacement. The gangue is a highly siliceous lime. An assay of the original milling ore would approximate 1.0 per cent Cu, 6 to 8 per cent Pb, 6 to 8 per cent Zn, 8 to 12 oz. Ag, 18 to 25 per cent Fe, 2.0 per cent CaO, 20 to 5o per cent insoluble. The gold content was 0.005 oz. or less. Tailing was impounded in a fairly wide area in a canyon about ½ mile below the mill. A number of dirt embankments were thrown up to form settling ponds and the tailing was allowed to flow through them in series. Coarser sand deposited at the upper end of the ponds and the finer slimes settled gradually as they passed through the successive settling ponds. As soon as the coarser tailings filled a pond, the tailings were by-passed to the next pond and teams and scrapers were used to haul the deposited sand onto the banks to make them higher. The final dump was approximately 2500 ft. long and 250 ft. wide at the bottoms, with banks sloping up at 45°. The coarser sands predominated at the upper ends and sides of the ponds while the proportion of slimes increased steadily at the lower ends. The lower end of the pond contained over 50,000 tons of slime tailings, 90 per cent of which passed through a 200mesh screen. SAMPLING The entire tailings deposit was sampled by drilling vertical holes so placed as to give data concerning size segregation and the contour of the underlying ground as well as to secure an assay sample. MOST metallurgists appreciate the great need of a process for the extraction and recovery of valuable metals from complex ore, where the presence of one metal increases the cost of extracting the other metals to such an extent that not any of the metals can be extracted at a profit. We need only refer to some of the mines in Colorado, Utah, and New Mexico, where oxidation has taken place and the sulphur, zinc, copper, and some of the iron and other metals have been leached out, large bodies of oxidized ore remaining, rich in lead, silver, and sometimes gold. These metals have been concentrated by the removal of the other metals, leaving a very desirable ore for treatment in the blast-furnace for the production of lead bullion, and recovery of the silver and gold. If lead is not present, the gold and silver are usually recovered by some method of milling, or the ore is shipped to a smelter, where it is mixed with lead ore or copper-iron sulphide ore from some other mine. In these same mines, when developed to greater depth below the leached or oxidized zone, the ore is found to contain the original mixture of sulphur, zinc, copper, etc., added to, or I should say left with, the lead, silver, and gold values; but instead of adding to the value of the ore, the presence of these elements, especially zinc, makes the copper, silver, and gold of less value, and often worthless. Such was the experience of the oldest mines in Leadville, Colo., until methods of mechanical separation of the lead from the zinc were developed sufficiently to allow of some profit by the making of a concentrate rich in zinc to be shipped to the zinc smelter, and sometimes a lead concentrate which could be shipped to the lead smelter; but even in these cases the waste of the different metals is a very serious matter. In the very best concentrating plants some zinc will be left in the lead concentrate, to be lost and to give considerable trouble in the lead-smelting furnace. FOR discharging and diffusing the gases from the reverberatory furnaces and converters the Morenci Reduction Works has been provided with one of the largest reinforced concrete chimneys ever built. It is 612 ft. high from the bottom of the foundation to the cap at the top, and has a minimum diameter of 24 ft. inside the lining near the top and 38 ft. 10 in. at the bottom. Its estimated capacity, at the elevation of 4338 ft. above sea level, is about 1,000,000 cu.ft. of gas per minute at a temperature of 500° F. and an atmospheric temperature of 90°. Under these conditions the draft will be at least 3 in. of water at the flue inlet. The gases enter the chimney through a steel balloon flue 33 ft. high and 15 ft. wide, the bottom of which is 19 ft. above the ground.

The mineral garnet, while ordinarily considered a semiprecious gem stone or a second-grade industrial gem, has also proved itself in the field of industrial abrasives. Its use is well known as a sand-paper grain, and as a sandblasting sand its qualities are rapidly becoming recognized in more and more industries. Production of garnet as an abrasive is confined chiefly to two areas in the United States, North Creek, N. Y., where the Barton Mines Corp. operates, and Emerald Creek, Benewah County, Idaho, where the Garnet Mines, Inc., and the Idaho Garnet Abrasive Co. with mills at Fernwood, Idaho, operate. This paper is confined to a discussion of production and marketing of garnet sand by Idaho Garnet Abrasive Co.

Discussion of the paper of F. E. Lucas, presented at the Cleveland meeting, October, 1912, and printed in Bulletin No. 71, November, 1912, pp. 1315 to 1326. F. Louis GRAMMER, Leesburg, Va. (communication to the Secretary *):--Mr. Lucas's paper reminds us of our extravagance in coking, and our tardiness in the adoption of by-product ovens, as compared to Germany. We are, however, so rich in coal-having mined, so far, less than 1 per cent. of our known national resources-that the argument of conservation is not very pressing. It is true that our so-called coking-coal beds are not inexhaustible; but by-product ovens coke coal that bee-hive ovens cannot handle, and so really enlarge our reserves of coking coal. " Conservation of Resources " is a phrase in great vogue. It is overworked and abused at times; being used by those who desire to be the exclusive custodians of resources or the sole purveyors of commodities. It does not carry great weight as regards coal. There are, however, aside from the attractive considerations of profit set forth by Mr. Lucas, several other important reasons why by-product ovens should be introduced more widely. One is that coal-tar pitch is the keynote to the extension of the coal-briquette industry. The more coal-tar pitch is available, the more briquetting will be carried on; and this will utilize much coal which is either waste or a drug in the market. Heretofore, in several instances coking and steel-making plants have been built, primarily, to market bituminous slack.

THE papers on geophysics were roughly divided into two groups*, those presented Monday morning being of a more technical and theoretical nature, whereas the afternoon session was principally taken up with discussions of a predominantly geological flavor. Thus it was made possible for those of a mathematical turn of mind to indulge their penchant for formula and differentials before lunch, leaving the field comparatively free, after lunch, for the geologists to learn of practical applications. The advantage of this classification is evident, and it is to be hoped that in some future meetings it will be possible to hold joint sessions of the geophysicists and mining geologists, to consider the overlap of the two fields.

A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

The Northern West Virginia Region of Consolidation Coal Company consists of ten underground mines. The Pittsburgh seam of coal is being mined. This seam is approximately seven feet in thickness in our area. The mining equipment consists of twelve longwall systems and a combination of Joy and Jeffrey ripper type miners. There are a few boring type machines still in use, but these are rapidly being phased out. The auxiliary ventilation fans being utilized vary in type from single stage carriage mounted 20 horse-power Joys to 40 and 50 horsepower two-stage Joys, Buffalo Forge, and Peabody brands. The particular fans that we have primarily been working with on noise reduction are the two-stage 40 and 50 horsepower types.

With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

I WOULD like to spend a few minutes describing to you the present condition which exists in the oil industry and then point out some aspects of this deplorable situation in which I think petroleum engineers can be helpful. As you know, the oil business at this time is in a very critical condition, .due to the tremendous potential production in excess of current demand. This is a world-wide condition as well as a national problem, as it is estimated that the surplus production available for the market in foreign countries is of about the same proportion as that existing in the United States. Due to the inability within the United States to hold production within the bounds of demand prices have been slumping for the last four years and at this time have reached the point where the sales value of the average barrel of crude oil in the United States, is far below the cost, of production. In addition to the large amount of potential production available for the market in excess of demand we have in storage in the United States about six hundred fifty millions of barrels 'of oil. Unless something can be done to limit the amount of oil coming onto the market to a point well below the demand, which point will permit the reduction of stocks, it looks as though the 'oil business is facing demoralization.

AT various times during the past quarter century proposals have been made that the basic Federal mining law of 1872 be repealed or amended, and that in its place a new and simpler law be enacted to provide for the entry upon, working, and the taking up of claims on the unallotted Federal mining lands in our western states and in Alaska. Serious discussion and study have been given such proposals but little has resulted there from, except perhaps a lively interchange of opinion and the conclusion that though the Apex law of 1872 is in many ways highly unsatisfactory and frequently a fomenter of strife and trouble, it still bids fair to remain with us. Under this act a greater part of the non-ferrous mining industry of the United States has developed. With all its short-comings it is the legal bridge that has carried over the innumerable caravans of adventurers and prospectors who explored our mining frontiers. For without any amendments of substance this act has for fifty-eight years been the guide in the location of our western Federal mineral claims and has stood unchanged during the most important period of our mining history. While Federal and state acts and amendments have been ground out by thousands and tens -of thousands the mining act of 1872, with a :strange tenacity, has remained as constant as the Rock of Gibraltar, and under it states, mining districts, and local customs have developed different codes for its application but its fundamentals have been unaltered. "Use doth breed a habit in a man"; until now the application of the law of 1872 has become a second mining nature.

The fundamental mathematics is described and a method of prediction is proposed. The invariance (universal constants) of a generic microfracturing (damage) process is described. Finally, the method is presented as a deterministic method of predicting the failure of an engineering material while keeping track of the amount of damage that has occured at any point.
