I was asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had not yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a 'air deal is all the man wants.

I REGRET that I am unable to present this subject in definite form and detail. All I shall attempt at this meeting is to lay before you some curious facts, the bearings and explanations of which must be reserved for future consideration. I hope before the next meeting to have carried experiments far enough to furnish a more important contribution to the science of iron metallurgy. The Wickersham process consists in the introduction into the molten metal, as it runs from the furnace, of air from the hot blast. Mr. Samuel Wickersham is the originator of the plan, as applied in practice, although Mr. Martien had the idea a long time ago, and, I believe, .went to England about it. But at that time Mr. Bessemer was coming before the public with his invention, which engrossed the attention of iron-masters, and Mr. Martien accomplished nothing. The principal difficulty in our experiments at Dunbar was to get a practicable runner or trough, through which the molten metal should pass, and in which it should be exposed to the action of the blast. The runner we used was ten feet long, and perforated on the sides to permit the entrance of the air-currents. When we used a cast-iron and fire-clay runner, the heat was so great that before we were more than half done with a run, the lower part of the runner was melted, and we had a magnificent Fourth of July display of fireworks until the blast was shut off. We had to abandon fire clay. The runner with which we have had the best success ,is made of wrought-iron tubes, 2 1/2 inches in diameter, attached to a wrought-iron frame, and lined with a mixture of crushed conglomerate (quartz) and a little fire clay to give it cohesion. The wrought-iron shell curves inward over the upper edges, so as to catch and throw back into the current the flying sparks and particles of metal thrown out by ebullition. With this we have been able to run 12 to 14 tons at a heat with great ease. Mr. Wickersham has since prepared this material (pounded quartz) into a shaped brick or tile, with the necessary perforations for the passage of the air, which promises to answer every requirement for steady working. Mine fires are a serious hazard; surveys show that the coal-mining industry lags considerably behind industry in general in planning and training for fighting fires, and providing adequate fire-protection facilities. The results of the experiments discussed in this paper emphasize that every effort must be made to extinguish a fire in its incipient stage. The research also demonstrated that extinguishing agents and techniques, superior to those presently used in most operating mines, are available. An underground coal mine fire, if not extinguished quickly, can develop rapidly, create a serious hazard, and cause loss of life and property. The problem of controlling a fire increases in direct relationship to the time interval necessary to initiate control measures; as the fire increases in size and intensity it becomes progressively more difficult to cope with roof control, visibility, ventilation, and explosion prevention. Despite the constant vigilance of the industry, the number of coal mine fires is increasing. During the eight-year period, July 1952 to July 1960, following enactment of the Federal Coal Mine Safety Act, the Bureau of Mines investigated 401 fires that caused 30 fatalities and 75 injuries. More than half of these fires burned for more than one shift; 20 pct could not be extinguished by direct attack and had to be sealed. Agents and techniques for extinguishing simulated mining-machine and underground coal fires have been investigated in the Bureau's experimental coal mine. The research shows that visibility in the fire area is a primary factor affecting control operations. Associated with good visibility is accessibility to the fire; the closer the attack can be made, the less time and quantity of agent are required for extinguishment. Approach to the fire and visibility are hindered by the smoke and hot gases backing up against the ventilating current. In open entries an increase in air velocity assists in driving smoke ahead; at low airspeeds approach can be made by placing a brattice across the lower two-thirds of the entry, pushing the smoke ahead with water sprays, or discharging rock-dust from a rock-dust distributor. Through circumstances connected with the war, the senior author lost his records, therefore it has been impossible to include numerical data in this paper. The arsenical quicksilver ore investigated had been roasted, with poor metallurgical results. The vapor-tension temperature curves of mercury and arsenious trioxide are similar, and the arsenical compound hampers the coalescence of mercury drops in the condenser and is the cause of large stack losses. The ore was a gray limestone carrying small amounts of carbon and mineralized with cinnabar and two arsenic minerals, realgar (As2S2) and arsenopyrite (FeAsS). The proportion of realgar often exceeded that of cinnabar; the proportion of arsenopyrite was smaller. The grade of the ore varied between 0.8 and 4 per cent Hg. The problem was to make a high-grade mercury concentrate, as free from arsenic as possible. The water used throughout the testing was hard, having a pH of about 8. Flotation of Realgar Realgar showed a very strong tendency to float. It formed a film at the surface of the pulp and floated in abundance with only pine oil. Therefore an attempt was made to float the realgar before the cinnabar, but this was not very successful; the percentage of mercury in the realgar concentrate could never be brought below 2 or 3 per cent. Cinnabar slimed easily and floated with pine oil, so that some of it always accompanied the realgar. There was also the question of the cinnabar-arseno-pyrite separation. On further investigation it was found that realgar can be floated not only with pine oil but even better with a combination of hydrocarbons and pine oil. Washing the ore with ether revealed that it contained hydrocarbons, which helped to float the realgar. In this connection it belongs to the same class as carbon, sulphur and talc. It can be floated also with a xanthate, when activated by a heavy-metal salt. The conditions favoring the two types of flotation are opposed, as activation by a copper salt facilitates xanthate flotation (in fact, is even necessary to it), whereas it hinders pine oil and petroleum flotation. One type of flotation can be termed non-polar and the other polar, a distinction that has been stressed in a previous paper.' Depression of Realgar and Flotation of Cinnabar Many chemicals were tested in an attempt to float the cinnabar and depress the realgar. Finally starch rendered soluble with caustic soda was tried, also several grades of commercial soluble starch, and dextrin was found to be the best and the most convenient reagent. Several of these starch preparations have a strong flocculating effect on the pulp, which is a distinct disadvantage. Dextrin, with its low flocculating power, is excellent. ZAY JEFFRIES, Cleveland, Ohio (written discussion?).-The authors conclude that there is a certain average size of precipitated CuAl2 par-ticle which produces maximum strength and hardness in duralumin; that when the size of particle is smaller or larger than this particular size the hardness decreases. The writer agrees with this conclusion, because it seems to he directly indicated by the facts. Why does duralumin present this apparent discrepancy? Let us con-sider some physical aspects of the precipitation of CuAl2 from a saturated solution on cooling. When a molecule of CuAI3 is removed from the solvent, or matrix, and added to another group of CuAl2 molecules, as is known to occur on slow cooling, the forces of adhesion between the CuAl2 molecule and the solvent have been exceeded. Since a. change in tem-perature only is sufficient to cause precipitation, it must also be sufficient to cause the loss of adhesion bonds between the excess CuAl2 molecules and the solvent, or matrix. Lost adhesion bonds means loss of cohesion of the mass as a whole. When duralumin is cooled from 500° in a furnace, globules of CuAl2, large enough to be seen easily with a high-power microscope, are formed. There are, however, globules so small as to be hardly distinguishable, and others too small to be resolved are suggested by the non-uniformity of the surface appearance of the section. As the smallest globule of CuAl2 resolvable with a high-power microscope contains about 2,000,-000,000 molecules, it is evident that with rapid cooling submicroscopic particles of CuAl2 must be present in large numbers; in fact, after quench-

An exploring-drift, on the bottom level of the Curry mine, at Norway, Mich., on the Menominee range, cut a stream of water, which increased considerably the expense of pumping. The hope that the supply would drain off was not realized. It was decided to build a dam in the exploring-drift, as it was estimated that the cost would be recovered by the saving in fuel in less than two months.

SHALES containing,"kerogen,," or bituminous matter, which on destructive distillation yield oily and tarry matters resembling petroleum are here designated as oil-shales. They differ from oil-bearing shales from which petroleum may be obtained by so-called mechanical means. The educts obtained by the destructive distillation resemble some or all the varieties of petroleum, depending on the character of the shale and the mode of treatment. Some shale oils have e a paraffin base, some an asphaltic base, or a combination; some run high in sulfur compounds, The methods of refining and cracking, therefore, are essentially the Sam as are used in refining petroleums. In 1860, in this country, over fifty companies were successfully distilling various bituminous natural materials for the production of "coal oil," used for illuminating purposes. The discovery of petroleum and the failure of these companies to save and utilize the valuable byproduct, ammonia, brought about their inevitable doom. Prior to that time, more or less successful efforts were made to produce from the shales of Scotland oils for illuminating and heating purposes. Competition of native petroleum from the United States early eliminated some of these companies and with the entrance of oil from the Russian and other fields into the world's markets, the Scottish oil-shale industry underwent serious and trying experiences until, in 1916, only four (Scottish) were paying concerns.. These survived only through energy and the application of skill in saving valuable byproducts. A few companies have successfully operated in France and New Zealand. The Canadian Government showed active interest in the New Brunswick shales, which exist in quantity and are more valuable than the Scottish shales. The retarded development of that very valuable asset of the Province of New Brunswick involves a pathetic history, which is lamentable. This was especially true when the product was so much needed in the prosecution of the war. The economic success of a shale-oil industry depends on the following factors:

After seven years of extensive drilling, sampling, pilot plant studies, negotiations with Japan and Australia and agonizing ups-and-downs in financing, this $300 million iron ore project in Western Australia is all set to rush project development to the production stage. Preliminary engineering completed, the combined efforts of Japanese, U.S. and Australian mining concerns will proceed with construction of the project's mining, processing, pelletizing and shipping facilities.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has 'now been changed to one which more nearly reflects the real function of the corporation. Consolidation Coal Co. is solving the abrasion problem and cutting maintenance costs at its Georgetown preparation plant by using ceramic alumina tiles from The Carborundum Co. The Georgetown complex handles the output of four deep mines and three strip mines in the Cadiz, Ohio, area-washing about 73 000 tons (80,000 st) weekly. Plant superintendent Duke Zinko is using wear-resistant Dura-frax® tiles in several applications, replacing wear plates, profile rubber, and other materials he has tried over the years.

FOR the benefit of those of our members who may be asked what they know about Mr. Hoover's connec-tion with the Kaiping coal mines in China and who will naturally wish to appear thoroughly well informed on the subject, we reprint below an authoritative state-ment, recently made to the Japan Advertiser, by Tang Shao-yi, former premier of China, now retired to his country home at Tang Chia. "Information has reached me at my retreat that persons in America and China insinuate that Herbert Hoover acted dishonorably in dealings involving the Chinese Engineering and Mining Company a quarter of a century ago. I be-lieve myself the only Chinese living who was closely iden-tified with that company during Mr. Hoover's connection. My uncle founded the company and my family always has been a large shareholder and, therefore, I possess direct knowledge of its history. "I am actuated in this statement by a sense of justice and also gratitude for Mr. Hoover's acts in rescuing my family during the Boxer uprising. Mr. Hoover's record in China is clean and honorable, highly creditable and in many ways remarkable. Legal action brought in London in 1905 occurred after Mr. Hoover left the company. There were not any charges against Mr. Hoover and he was not a de-fendant in the lawsuit, but an important witness whose testimony helped the Chinese shareholders to save their property.

Abstract-North Carolina is the leading state in the US in lithium mineral production. Spodumene is mined in open Pits and concentrated by flotation by the two companies, Lithium Corp. of America and Foote Mineral Co. North Carolina State University has a mineral research laboratory in Asheville, N. C., with trained personnel, batch and pilot plant facilities to assist in the state's mineral development. The NCSU Minerals Research Laboratory assisted both lithium-producing companies with spodumene concentration problems and has lately worked closely with Lithium Corp. of America to develop the best flowsheet for spodumene and byproduct recovery. The concentration of North Carolina spodumene and byproducts from pegmatites is presented and illustrated with figures.

Introduction Scope of Work This paper represents the results of an investigation of the presence, amounts, and degree of concentration of heavy minerals found in the pulp of the phosphate flotation plant at Peace Valley, Fla., which is operated by the International Minerals and chemical Corporation of Chicago. In this paper, heavy minerals are those, excepting collophane, that sink in acetylene tetrabromide with a specific gravity of 2.95. Percentages of heavy minerals at several points of the flowsheet and the species of minerals have been determined. Some information as to the screen size of the minerals has been acquired. Previous Work All previous published reports or investigations of the deposits of heavy minerals in Florida have been limited to present beach sands. The mining operations conducted by the Humphreys Gold Corp. about seven miles east of Jacksonville along an ancient shore line have been described in trade journals, but descriptions of the minerals have been lacking. Commercial grades of ilmenite, zircon, and rutile are produced on a large scale. Papers have been published on heavy minerals found on the Florida beaches.1-6 Location "International's" Peace Valley flotation plant is in south-central Polk County, Fla. about eight miles south of Bartow and along the Atlantic Coast Line Railroad. The mine surrounds the plant and includes about 1500 acres of the phosphatic lands in this area. Geology General Setting All of the rock underlying the area is almost horizontal. The oldest bed exposed is part of the Hawthorn phosphatic limestone of Miocene age. This outcrops in the stream bed of the Peace River about one mile east of the plant. Elsewhere the Hawthorn is covered except where it has been exposed by mining operations. The Bone Valley formation of Pliocene age, which is the phosphatic stratum extensively mined in this area, unconforma-bly overlies the Hawthorn. Resting unconformably upon the Bone Valley formation are Pleistocene (?) terrace deposits of unconsolidated quartz sand which comprise the overburden of the phosphate ore. Stratigraphy Hawthorn formation: "Bedrock" of the pebble phosphate deposits is a cream to white colored, sandy, dense limestone containing varying amounts of small grains and nodules of collophane.
