AMERICANIZE THE MINING INDUSTRY Americanization is the snaking of American citizens; men and women controlled by the ideals of American citizenship, which have been built up by this country's heritage and its unceasing struggle for freedom and democracy and opportunity. That means, first of all, a necessary understanding of what those ideals are and what they mean for the newly arrived foreigner. It means that every kind of anti-American propaganda must be stamped out; that racial prejudices and the misunder-standings which lead to unrest and disloyalty and make fruitful soil for anti-American propaganda must be overcome. The foreigner must understand. He must understand what we are trying to do here in America; he must understand something, at least, of the kind of government we have built up in our efforts to, accomplish our particular aims; he must understand how lie can fit into it all, not only to help America, but to help himself-to make it possible for hint to get from this country what he carne here seeking. First of all, he must learn the American language. He must be able to talk with his fellow Americans-those who were born here and those who have recently cone, like himself, but from a different land. The most dramatic, the most crucial demonstration of the urgency of the need of all this is given to us right now. At the time when it is most essential for this country to be solidly American, enemy propagandists are winning an occasional success here because they give their message to men and women and boys and girls who do not understand our language and consequently do not understand us. These foreigners, whom the enemy is trying to make disloyal, are really in our army, the big army that is fighting the war for America. Most of them are not among the soldiers who will fight on the battle front, but they are in the lines back of these soldiers. The worker in the shipyards and in the mines is just as important a soldier in this war as the man in the trenches. That has been said over and over, but it cannot be said too often. It is just as vital for that man in the mine to know why we are at war as it is for the soldier. His employer has just as great a responsibility to the country as has any general, and it is the same responsibility.

SOME days ago a visiting member from Pittsburgh who is an ardent supporter of the Institute remarked: "There are a lot of men who would be members of the Institute if it weren't so expensive. It is not so much the $15 dues as the $20 initiation fee. This makes quite a hurdle, especially for the younger fellows." A little further conversation developed the fact that the member had never learned of the changes in the By-laws regarding initiation fees and dues made by unanimous vote of the Board of Directors last November. As a great many others doubtless are unaware of these changes, the substance of two of the amendments is here repeated. They provide: (1) That the initiation fee for Junior Members (heretofore ten dollars) he abolished. (2) That the age limit for entrance as a Junior Member be increased from 27 years to 33; provided further, that the period during which the dues of a Junior Member are ten dollars shall be a maximum of six years but in no event shall extend beyond his thirty-third birthday. The Junior Member gets the identical privileges enjoyed by his seniors and he likewise assumes the same obligations with the sole exception of the financial payments. This one exception is justified by the fact that the engineers of more mature years, who are established in the profession, - are able and willing to assume a slightly greater financial burden. In effect, it is a small subsidy for the younger men; but these in turn will later enter the group of those that give instead of receive assistance. The practical result is that an engineer under 27 can obtain every privilege and benefit of membership for six years on the payment of only $10 per year without any initiation fee. A man of thirty can do the same for a period of three years. Incidentally, a candidate applying for membership (either as senior or junior) in the next few months need pay dues for the second half of 1935 only. A Junior Member -can be enrolled with an immediate outlay of only $5. The Institute does not seek-members indiscriminately merely to swell the number. These facts are not presented as a "bargain" offer in any sense. The standards for admission are high and are watched zealously. But it frankly-wants to give qualified men who can benefit from membership every encouragement to apply. Naturally, the Institute does not want lack of accurate information regarding initiation fees and -dues to be a stumbling block to any that are eligible and desirous of enrolling. Members are urged to take it upon themselves to clear up misapprehensions on this point, particularly among younger engineers.-Editorial reprinted from MINING AND METALLURGY, May, 1935.

The paper reviews the elements of a conventional insurance program; explains why such a program is not fully responsive to the project financier's needs; examines some of the new insurance coverages that can supplement a traditional program; and emphasises that these insurance markets are still in the early stages of their development with consequent effects on capacity (insured amount) and to some extent price (insurance premium).

An electrolytic model study has been made of the relative productivity of perforated casing. The results show that the relative productivity is roughly one-half to two-thirds of that predicted from point-sink calculations. This discrepancy can he satisfactorily explained on the basis of casing interference. The relative productivity was found to he insensitive to spatial arrangement of the perforations. INTRODUCTION The relative productivity of wells with perforated casing has been treated mathematically by Muskat.' In his treatment the perforations are represented by small spheres, thus enabling him to approximate the flow by that to point sinks. Fig. 1 is a comparison of values calculated from equation (1) with Mus-kat's values. It will be observed that the approximate values are in error by less than 21/2 per cent. The disturbing effect of the casing on the flow line; is not explicitly taken into account by Muskat, but he reasons that interference between the flow pat- terns from the various point sinks will result in a negligible flow in the region within the well radius, and that no appreciable error will result from not explicitly excluding flow from this region. This line of reasoning is open to question, however, as the flow impedance, in the immediate vicinity of the well, of a hemispherical cavity in contact with an opening in the casing is twice that of a spherical sink in a continuous sand layer. There will be a difference, moveover, between the flow into a hemispherical cavity and that into a circular hole in the casing. .This latter difference can best be appreciated by comparing the flow from a semi-infinite medium into a hemispherical cavity at the edge of the medium with the flow out of a circular opening of the same radius as the hemisphere and which is also on the edge of the medium. In this case2 ------= —2, showing that the difference in flow rates into differently shaped cavities is quite appreciable. It was the purpose of the investigation reported here to determine to what extent flow into circular perforations in casing departs from the values calculated by Muskat. For this purpose an electrolytic model was used.

IT is a pleasure to realize even at that day the dignity of the engineer's calling was upheld. May I also add my firm belief that today there be many engineers who will qualify to the specifications of our interesting author. Since that time, the development of the world has been chiefly due to the engineer, and so far as human brain can foresee, the material tasks of the future will continue to follow the directions of his judgment. Popular opinion says this is the age of the engineer; literature, which in the long run, voices public sentiment, shows it in the number of engineers who figure as characters of fiction. The engineer has been doing the big things necessary to increase the comfort and efficiency of mankind, but while a certain amount of fame and repute falls to him, too often he figures as the hired man of the entrepreneur, using that term not in the offensive sense of a mere promoter, but to mean the great visioned master of enterprise who has seen ahead of other men, recognized the coming needs of the world, and through ability to inspire others and to hire capital for his use has also been able to hire engineers as needed. Justly enough, therefore, to such men comes the fame as well as the prize of the game.

It has been repeatedly questioned whether estimates of oil reserves are of any practical value, as the greater number of such calculations previously made have subsequently been proved to be grossly inaccurate. But even admitting partial justification for such statements, it must be evident that some idea, however approximate, of the available reserves of essential minerals—petroleum included—is of vital importance in mapping their development and the future trend of the related industries, particularly if it is kept constantly in mind that these estimates are not only never intended as a final word but must continually be subject to revision in accordance with the changes in their component factors. The value of these estimates, therefore, hinges on the clear understanding of what is meant by reserves and that the figures can only apply within the limited time when the controlling factors remain unchanged. It should be understood, further, that while estimates of possible and probable oil deposits are as a rule but idle conjectures, appraisals of proven oil reserves can undoubtedly be made with an ever-increasing degree of accuracy. And it is with this in mind that in the present study the endeavor has been to estimate only the world's proven oil reserves and to leave out of consideration the questionable volume of the probable and possible oil reserves. Such a survey presupposes further a clear distinction between the known amount of oil underground in proven fields at any one time, and the proven reserves: the portion that can be economically brought to the surface and made available for utilization. Only a fraction of the petroleum stored underground in proven fields— usually associated with natural gas—is or can be economically brought to the surface, and not all of the oik brought to the surface is economically utilized; also, although practically all the natural gas can be economically recovered and utilized, in actual practice a large part of the total volume that reaches the mouth of the well is wantonly blown into the air and wasted. It is thus estimated that in the United States only some 25 per cent of the petroleum stored underground in proven fields is actually brought to the surface; and in actual practice close to 25 per cent of the total gas produced is now absolutely wasted. This paper is the result of a study, in 1919, to determine how much surplus power could be produced through the proper utilization of the entire gas flow from the two furnace stacks at the Federal Furnace Plant, South Chicago, Ill. Obviously, the problem was to measure the flow of gas through the main beyond the point where the amount necessary for stove operation was removed. In all probability, blast-furnace gas is the most difficult gas to measure, because of the high moisture and dust content, and the widely fluctuating flow from the furnaces. This wide fluctuation of flow forbids the acceptance of any one group of flow readings as indicative of normal operating conditions. A study of the conditions showed that a recording device on gas flow was necessary. As the gas at the point of measurement had passed through wet washers, and accordingly was saturated with water and contained considerable dust carried past the scrubbers in the form of sludge, no form of Pitot tube could be used, for this sludge would quickly plug the dynamic and static holes, spoiling the gage readings. An even more serious objection to the use of Pitot tubes was the impossibility of accurately measuring the cross-sectional area of the gas main on the plane of Pitot-tube installation. Given an absolutely clean gas and a perfectly circular pipe, it would be safe to assume, through measurements of the pipe diameter, that the gas main was of a certain cross-sectional area. But the continual depositing of sludge and the fact that the main was fabricated from riveted sheets led us to discard the idea of using Pitot tubes for this service. The Venturi tube was then considered, and had there been a sufficiently long straight run of gas main to accommodate a tube of the required size (72 by 28 in.) such an installation would very likely have been made.

Mining may be defined as a general term for the working of valuable deposits of minerals, either organic or inorganic in origin, for their removal from the crust of the earth. Besides subsurface excavations, mining generically includes opencuts, clay pits and stone quarries, oil wells, sulphur wells, salt wells, placers, coal stripping, and the leaching of ore bodies. The origin of the word "mine" or "mining" is a matter of conjecture. A Celtic origin has been suggested since the Irish word mein, or the mwyn, meant ore, but it seems to have come from an olf French verb mineor, which meant to excavate, to make an underground passage as in the military appraoch to a fortification, sometimes called ?sapping.?

A coal preparation plant built with conventional materials only might be able to do an efficient job of preparing coal, but its maintenance costs would be high and emergency shutdowns frequent. To remedy this situation special materials are being used, either in original plant construction or for replacement of conventional materials. The special materials vary from high-strength and abrasion-resisting steels and stainless steel alloys to ceramics. They include hard surfacing welding rods, rubber refractories and some of the newer plastics, the merits of which are cited by the author. A coal preparation plant, limited strictly to the use of conventional materials-for example, mild steel, cast iron and ordinary rubber-could, no doubt, do an efficient job of preparing coal, but the high cost of maintenance and increasingly frequent emergency outages would soon force the operator to seek relief by introducing special materials such as alloyed steels, oil-resistant rubbers and hard-surfacing welding rods.

Cobalt recovery from arsenical concentrates by pressure leaching and reduction involves special methods and operating problems. Principal steps in the process are auto-oxidation acid leaching under pressure, filtration of the tailings, purification of the solution, hydrogen reduction of the ammoniacal solution, and electrical furnacing for sulfur removal and granulating the metal. Extracting cobalt metal from arsenical ores has presented a major metallurgical problem for many years. In acquiring the Blackbird mine near Salmon City, Idaho in 1943 Calera Mining Co. accepted the challenge to solve this problem.

MINING is one of the major industries of the Rocky Mountain region and since the United States became involved in the present World War, all mines have been called upon by the Government for the maximum production of the strategic metals necessary. Operating under the most adverse conditions, such as priority requirements, slow delivery of necessary material and equipment, labor shortages, and freezing of all wages, which still permitted some industries to pay higher rates than were allowable in the mines, thereby drawing labor from the mines; and the United States Employment Service continually giving mine labor certificates of availability; these and many other problems made mine operation particularly difficult. Yet, in spite of these obstacles, the mining industry, either through its own resources or through Government subsidies in the form of loans or premium prices for strategic metal, have and still are making an all-out effort to meet Government demands. They, without question, have played a major role in assisting the war effort.

In the fall of 1910, the Nevada Petroleum Co., operating in the Coal-inga field in California, determined to drill a number of wells with rotary tools, in order to prove conclusively the relative value of the rotary as compared with the standard rig. At that time, the rotary was but little known in California and its proposed introduction met with considerable criticism on the part of the operators and quiet opposition among the standard drilling crews. There were few men available who were competent to handle a rotary outfit, and these few had had but little experience in California fields. Machines as then built were much inferior to those now used, being lighter in construction and of a poorer quality of material. The shells encountered at depths between 1,700 and 2,000 ft. seemed to be too hard to permit of successful drilling, and at these depths the rig was changed over to standard tools and by them completed. Because of the heavy depreciation, the time lost in converting from rotary to standard, and the comparatively small profit, it was concluded that unless in the future there was some material improvement in rotary rigs, nothing would be gained by drilling with rotary tools upon this property. Little or no drilling has been done upon the property since that time, but in the meantime a large number of men have been trained in the use of the rotary; in fact, many standard-tool men have abandoned standard drilling and, starting in as roustabouts, have become thoroughly competent rotary operators. The improvements in the machinery have been such as to remove many of the objections and the rotary drilling of to-day is in every way superior to that of 1910. In contrast, a well drilled recently by the Kern Trading & Oil Co., in the east side Coalinga field may be cited. The first 2,500 ft. was drilled in 24 days and it is confidently expected that the water string will be set with a rotary at 3,400 ft.—a record obviously far beyond that made in 1910 by the Nevada Petroleum Co.
