The surface charge, electrokinetic potential and surface conductance were studied for silica, alumina and rutile as the functions of PH and concentration of 1-1 electrolyte solutions. The adsorption potentials of potential-determining and specifically adsorbed ions were calculated from isoelectric and zero charge points on the basis of Stern equation and thermodynamic description. From surface conductance and charge data the mean ionic mobilities in double layer were estimated. The results give some information about the real structure of oxide-electrolyte interface and gel-layer concept.

years ago upon the effect of having the rails always rolled in the same direction, and also of having them rolled backwards and forwards, and showed that under the latter course there were of necesshy weak spots somewhere near the centre of the rail, yet in all this discussion the methods of rolling have been passed by almost in silence. Mr.. Sandberg in his paper mentions the idea of using a regietering dynamometer attached to the punching machines, and of det.erminit~g the quality of the metal by the resistance which is shown. I think the' first idea of this kind was published by Professor Langley, then of Pittsburgh, who, while making some investigations for Mesrs. Miller, Metcalf and Parkin, announceti as tile result of a series of dynamometric experiments that abrasive resistance was the term which should be wed in regard to steels of different wearing qualities. I have had extremely delicate dynamometers attached to the instruments of precision with which I am making the iuvestigation on the fatigue of metals, and hope soon to communicate the results of the iovegtigation- made with them to the Institute. I wish again to call attention to the fact that we are wing the words " hardener " and " hardness " without any real idea of the meaning of these words. When we say hard and soft, as we have hen constantly doing during this discussion, is it quite sure that every one has exactly the same meaning in his mind ? Certainly, when hard is used in distinction from soft*, we mean not the capacity of wear, but the capacity of resistance to peuetration, to fracture, or some other resistance, and do not always meau the capacity of resistance to abrasion or crushing, which the discussion would sometimes seem to imply were the only qualitiw requisite to constitute a god rail. The nature of certain pernicious dusts commonly encountered in the removal of iron ore from the underground mines of the Lake Superior district is recognized, and appropriate measures for the protection of individuals subjected to these dusts have been applied in most mines for more than 10 years. Undoubtedly the principal concern has been demanded by dusts that contain as a constituent silicon dioxide in its free or uncombined state, the mineral we all know as quartz or chert. Investigators1 agree that among the factors that determine injurious exposure are: the composition of the dust, the concentration suspended at the breathing level and the duration of the exposure. We have on hand data that describe the experience of several underground iron-ore mines in the Upper Peninsula of Michigan and Wisconsin in regard to these factors, which in a large measure also reflect the general experience of the other mines of the area. We believe that a discussion of these data will indicate the effectiveness of the dust-control methods that have been considered good practice and that have been employed over a long period of time. A silicosis-prevention program was ini- tiated by the iron mines of the Upper Peninsula in 1934 and records of mine dustiness are available from that date to the present time. For dust conditions previous to 1934 the results of observations conducted in other industries can be utilized together with local information pertaining to the development and initial application of rock-drilling equipment. Development of Rock DriI,I.s Thc earliest percussion rock drill that later had any industrial use was patented in this country in 1851.2 This machine was later modified and improved in many respects but its Piston-Type design remained standard for drilling equipment in most mines for the next 63 years.3 The piston drill was operated either by air or by steam. It employed a solid drill steel, fastened directly to the reciprocating piston. The drilling was done dry except in holes directed at an angle below the horizontal. For these water was manually injected into the hole and the pumping action of the rod expelled the sludge. The dry cuttings from drillings inclined above the horizontal fell from the hole by their own weight. A development of major importance from the standpoint of dust generation and control occurred with the invention by J. G. Leyner of a hammer-type rock drill that embodied the essential feature of a drill steel with a hollow core. His patent was secured in 1897. The machine was a radical departure in drilling method. Almost beyond doubt, the most important contribution to the assaying of copper yet made, is that of Mr. Eustis (Bans., xi., 120) on the " Comparison of Various Methods of Copper Analysis," which indicates in a manner for which the assayer cannot but feel grateful, how a copper sample ought to be treated from the moment it enters the laboratory until the copper is finally weighed. Admitting, as the present writer is inclined to do, that this paper establishes, as the official standard, the method of electrolysis, we may note as one of the few details which it does not finally fix, the kind of battery most desirable for precipitating the copper upon platinum. In this respect each assayer appears to be a law unto himself, while all feel more or less " shaky " as to the results. Classsen seems to suggest a remedy when he directs the measuring of the -gases liberated by the battery employed. But, in fact, that measure is not a constant in the Bunsen elements which he prescribes for copper determination. Furthermore, measuring gases necessitates more machinery and labor than the average assayer has a stomach for. It is, however, but just to Classen, to whom we owe so much, to reeall that he wrote more especially for students in the schools.

It is now generally agreed that most metals have been brought to the surface of the earth by volcanic agencies. The question as to how these metals came from the volcanic matrix to the mineral deposit has been often discussed. It might be useful to give more serious consideration to the ultimate origin of the volcanic material. It is possible that some light might thus be shed on the persistent associations of some metals with certain particular kinds of rocks. For example, the very general association of gold with acid types of igneous rocks, of tin with granites or quartz-felsites, of certain types of deep-seated copper-deposits with magnesian eruptives, and so on. One interesting question is as to whether the metals brought near the surface by volcanic agencies appear here for the first time, or whether they came from the central core of the earth. The interior of the earth is, without doubt, much more highly metallic than the crust, and so the core is often thought to be the origin of many of the metals which are uncovered by man. The Differentiation Theory.—Although a great many theories bearing upon these matters have been discussed,' the only one now considered as worthy of much consideration among American geologists is the " Theory of Differentiation of Igneous Magmas."2 According to this theory, lakes of molten magma are supposed to exist very far down beneath the earth's surface. In these lakes a process of differentiation is supposed to be going on whereby the liquid magma is split up into two or more liquid phases. Each of these phases is supposed to take with it the metallic constituents for which it has the greatest affinity.

SIR ROBERT HADFIELD, London, England (written discussion*).-We have in the past known so little about tungsten that an important paper such as Mr. Zay Jeffries contributes is most welcome. I have not much personal knowledge on the subject except as regards combinations of iron with tungsten. I put forward the results of my research on natural alloys in 1903,1 and so far as I know the facts there presented still stand. Singular to say, tungsten added to iron affects the electrical resistance less than any other added element. The following tables taken from research work by myself and Sir William Barrett may be of interest.

THE cams at present universally used in stamp mills lift the tappets with an involute form of curve, to which the surface of the tappet is always tangent; moreover, the line of contact between tappet and cam, if produced, would pass through the center of the stem. This is no doubt a desirable feature, but the writer has long believed that it would be much more desirable if the cam were to pick up the stamp without shock, and gradually increase the upward velocity of the stamp throughout its upward movement. The involute form of cam attempts to impart instantly a considerable upward velocity to the stamp, starting it from a state of rest, and the result is a destructive blow, a great deal of noise, and much wear and vibration. The writer has developed a form of cam which will lift the stamp with a motion similar to that of the piston of an engine between the end and middle of its stroke; in other words, harmonic motion, from the point. of zero to maximum velocity. The curve will give this ideal motion only when the stamp is set for the exact drop for which the cam was designed, but the improved cam will not be as bad as the involute cam until the drop is reduced one-half. In other words, if a cam is designed for a 6-in. drop, it will be some improvement over the usual form of cam until the drop is only 3 in. Any cam, whatever its form, must of course lift the stamp in the same number of degrees of revolution; therefore, with this new form, since the stamp starts more slowly on its upward course, it must end up by going faster, the average speed being the same as with the involute cam. The stamp, after it is no longer in contact with the cam, keeps on going up a certain distance, which is easily calculated. It is therefore possible to hang up a stamp without a cam stick, if the fingers are not more than 1/8 in. longer than necessary to hold the tappet above the cam.

DURING the past 35 years it has been my privilege to deal with hundreds of recent graduates from engineering schools all over the world. In consequence, I, feel that I have learned something about the training of, engineering students. In the first place, I believe that too great specializa-tion is a mistake. A student should receive general training in engineering for at least three out of the four years of the course, and any specializing that may be required should come in the fourth year. Too great emphasis can not be laid upon the fact that the four years' training does not make an engineer; on the contrary, the graduate is only fitted to enter the pro-fession. He becomes an engineer in the true sense of the word only after years of practice; the college train-ing merely shows him where to look for information and develops his intellectual powers. Some of our engineering schools have lengthened the term of study to five years and talk of increasing it still further. This, in my opinion, is a mistake. A young man who spends more than four years in college is apt to become too academic and theoretical. It is better to stiffen the matriculation examinations than to prolong the years of study in college. No matter how good the faculty may be and how carefully selected the course of study, the graduate can never become an engineer unless he has some natural qualifications for the vocation. There are one or two subjects in which most recent graduates seem to be weak; these are accounting, the command of English, and training in the writing of reports. A short course in general accounting should always be included in the curriculum. To this should be added instruction in the preparation of estimates and cost statements. In making reports it should be borne in mind that these reports are to be submitted to busy men,-and not to technical men. The busy man wants the gist of the report summarized on the front page of the report. He wants to know that if he expends a certain sum of money in a certain way, he will get certain results and make so much profit. This should be put clearly before him in short statements, free from technical terms. The details of the report can follow .at greater length; it should be remembered that the employer is not going to read these details, but will confine his attention to the summary.

CONSIDERABLE interest has recently been developed in sage-brush oil because of its possible utilization as a flotation agent in the mining industry. A list of some of its physical properties, together with the method used in its extraction, may prove of interest at this time. Something over a year ago, a study of the essential oils in desert plants was begun in the Chemical Laboratory of the University of Nevada. None of the oils so far studied possess properties of special interest to engineers, except the oil of sage, Artemesia tridentate, which has exceptional power as a flotation agent. This plant, known as common sage brush, also called black sage, is widely distributed over the semi-arid West, being found quite generally on most of the dry plains and mountains west of Missouri. The method of extracting the oil followed in these experiments is very simple. The leaves, twigs and small branches are placed in an airtight drum, having a capacity of about 27 cu. ft. Steam is admitted through a number of small openings at the bottom of the retort, and the pressure maintained at 20 to 25 lb. per sq. in. for 3 hr. The escape of the steam from the retort is regulated by allowing it to pass through a stop-cock into a condenser. The water in the receiver is drawn off from time to time and the oil, which is insoluble and floats upon the water, is thus collected. At the end of 2 hr. most of the oil has been driven out, though traces continue to come over for a much longer time. By raising the pressure, the time required could probably be shortened and the yield increased, but the lack of laboratory equipment has prevented the carrying out of this experiment.

THE work of, the Mining Methods Committee is now well under way. Following discussions previous to and during the February meeting, an Outline for Papers on Mining Methods was prepared, and over a thousand copies have now been distributed to committee men, to section secretaries and to members who have indicated any interest in the subject. The objective of the committee is to prepare a symposium on mining methods which will be of real practical value to the operator and engineer in the solution of every-day mining problems. It is planned to cover the entire field of mining in such a way that the different branches of mining, such as coal and ore (iron, copper, lead, zinc and precious metal) can benefit from the experience of the others at points where they have problems in common.. It is realized fully that each of these branches of mining possesses its own peculiar problems, but at the same time, there are prob-lems in connection with each, where the experience in others should be of value. The committee proposes to proceed along the following lines: 1. To present a general classification of mining methods, showing their inter-relationship, and at the same time .provide a common language for the discussion of mining methods and a nomenclature that will have the same meaning wherever used. A com-plete set of illustrations will accompany the classi-fication to make clear the terminology adopted and to show graphically the inter-relationship of methods. 2. To show the relationship between the physical characteristic of the deposit, the economic consider-ations and the. mining method., It is not proposed to treat this subject as a mere academic problem, but to secure reports from every mining company of impor-tance in this country, which will show what methods or modifications and combinations of methods have actually been applied and the physical conditions and economic considerations which have led to the adoption of these methods in each case. The Mining Methods Committee has drawn up an Outline for Papers on Mining Methods to be distributed among mining engineers and operators, giving in detail the information desired. This outline is the result of several months of careful thought and is a composite of the suggestions of many engineers and mining company officials from all parts of the United States.

A slurry of fine coal and water will be fed into the line and moved through it under pressure. * Sulphur resources in the U.S. are being rapidly exhausted with no new major deposits being found, This common mineral may become one of the most strategic items during the next five years. Recovery of sulphur from pyrites is being considered in case of an emergency. Already the British have adopted stringent measures to conserve sulphur supplies.

Like many other similar plants the ore-washer of the Longdale Iron Company has been a growth of years. In its principal features there is probably nothing new, as the type is that of the well-known " log-washer." Some of its minor details may, however, be of interest to those members who have to deal with the washing of large quantities of brown iron-ores, the principal gangue of which is clay. * Until 1883, the ore at Longdale, being of unusual purity, needed no washing, and was charged to the furnaces as it came from the mines—both lump and fine—the only attempt at cleaning being the' picking over a screen of 1½-inch iron bars, 3½ inches from center to center, set in the top of the bins through which the cars for the furnaces were loaded."
