We are advised by Carrington Phelps, Secretary of the professional Classes War Relief of America, having offices at 33 West 42d Street, New York, that this organization is now prepared for active relief of professional men who have enlisted in military service or are assisting the Government in the civil service or in civil life, at the sacrifice of their usual sources of income. The organization has found that the main obstacle to such relief is the hesitancy of this class of persons to make known their needs. Relief cases have to be sought out; the organization has already found some but has asked the cooperation of the Institute to assist in finding as many more as may exist. It is suggested that the Institute can render useful service in this connection, first, by informing our members of this feature of war relief, by being on the alert to report those needing relief, and to make all possible inquiry after such cases. It is further desired that information as to all such cases be forwarded immediately upon their discovery.

This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2

IT IS universal practice for corporations, at the end of the fiscal period, to call in a firm of chartered accountants to audit the books. The effect of this is to put an independent organization's seal of approval on the accounting of the business done by the management. Their report lets the stockholders know that the accounts rendered truly present the results of the year's business. This is as it should be; the average stockholder has no personal contact or even acquaintance with the managers of his enterprise and the approval of their stewardship by an indepen-dent agent is very desirable for maintaining confidence in their honesty and ability. But such an examination deals only with what may be called the arithmetic of the business; even the most elaborate audit, as the practice is at present, goes no further than to verify the items of the inventory. In other words, while checking up the entries showing the transaction's of the year and certifying to the correct-ness of the items of the balance sheet, such a report gives the stockholder no idea of the ability with which his affairs have been managed. If the profit and loss balance is satisfactory, as certified by the public accountants, he assumes that the management has been able; where it is not, he turns to the president's report and usually finds an explanation. Such an explanation never takes the form of admission of mis-takes in business judgment or of bad technical manage-ment. It could hardly be expected that it would. The stockholder is generally furnished, therefore, with a certificate of the honesty of his management, but never one of its ability. He does not worry about the latter as long as dividends come in; when they cease, his action generally finds expression in replacing the management. In other words, so long as profits are realized, he assumes the management to be good, even though its success is a matter beyond its control and better management would make larger profits. When there is no profit, the stockholders have no means of knowing whether it is due to conditions beyond the control of the management, as the annual report is sure to allege, or whether, by better management, profit is possible. Here is where the technical audit comes in.

Metallic copper is a product of native metallurgy in various parts of Mexico, and by somewhat varied processes. While recently examining copper mines in the State of Jalisko, I had an opportunity of witnessing Mexican copper smelting by a process which I have not seen described, and which is interesting from the fact, that a fine quality of copper is produced from sulphurous ores in three metallurgical operations, and apparently without excessive loss. The process was carried on in buildings which were part of a plant erected by an American more than twenty-five years ago for the purpose of smelting and working copper. After a few years this man met with accidental death, and the works have been but little used since. Located in the centre of a high range of mountains, far from any town or seaport, and inaccessible except over difficult mule trails, these substantial buildings, filled with furnaces and heavy machinery,

The work of J. E. Johnson, Jr., on the effect of small amounts of oxygen in cast iron in increasing its strength and resistance to shock, is of interest from the technical and scientific standpoints. The following exposition of the theory carries Mr. Johnson's explanation further and, in my opinion, will disclose certain related phenomena and perhaps shed further light on the subject. Some facts, so novel in character as to excite incredulity, have been accepted finally by many metallurgical authorities. One of these is that oxygen to the amount of 0.060 per cent. in cast iron gives it a breaking strength of 3,500 Ib. per square inch, compared with a breaking strength of 2,500 lb. per square inch in cast iron of the same composition with respect to elements other than oxygen, but having only 0.010 per cent, oxygen. The "oxygenated" cast iron, even if made in a coke furnace, has properties equivalent to the best charcoal pig iron. Mr. Johnson has also established the fact that the variations in combined carbon cannot account for the results. By microphotographic evidence he has shown that in oxygenated cast iron the graphite particles are dense and spherical, while in well-deoxidized cast iron the graphite particles are flaky and leaf-like. It is just a matter of common sense that iron of the latter structure is much weaker than the former. The analytical and microscopical work has been done with care and there is no doubt in my mind about the accuracy of the experimental results. In this paper then, we shall consider it as accepted that small amounts (0.060 per cent.) of oxygen increase the strength of cast iron by producing a structure in which the round and solid particles of graphite are surrounded firmly by a principal matrix of ferrite. The purpose of this paper is to show that the reason why the graphite particles are round is founded on the fact that the particles of any precipitate are made denser and harder by the presence of a reagent having a solvent action on the precipitate. This can be stated as a law, although I have never seen it so given in any textbook. CONSTRUCTION of a ground-water supply includes many operations, which do not end with completion of facilities. Evaluations must be made of the quality of water in various areas and the history of production. Following an analysis of geologic, hydrologic, and chemical data there must be an exploratory drilling program and a study of resulting information. When the well is completed a continuous survey of operating records and basic data is necessary, since designs for future wells are varied as more data becomes available for those already completed. As the following discussion must be limited to a single undertaking, the customary procedure will be outlined for development and construction of a ground-water supply in which more than three wells are involved. Parts of this procedure are applicable for all ground-water supplies. Three possible sites were selected for construction of a paper mill. The problem was that the industry daily required approximately 15 million gallons of water of the best quality available; however, if water of the best quality were not available in the desired amount, water of a poorer quality could be used up to half the required amount, about 7 million gallons. In the preliminary survey approximately 1500 to 2000 square miles were covered for each site. Collected data consisted of several hundred electric logs of oil and gas wells; reports by the U. S. Geological Survey on ground-water resources of localities in and near the area; unpublished records of several hundred water wells including chemical analyses of the water produced and drillers' logs of the wells; records of periodic water-level measurements made in observation wells by the USGS; topographic maps drawn up by USGS and by army engineers; and highway and county road maps. A preliminary report based on study and evaluation of these data was presented to the client, recommending the site with the most favorable and economical ground-water conditions. The study indicated that water of the quality and quantity desired could be developed. In this particular area there were indications that the aquifer could be separated into two zones con- taining water of different chemical character. This chemical character varied somewhat with area, but principally with depth, a factor which later proved an economic advantage in design of the well field. After studying the preliminary report, the client weighed other economic factors as well as ground-water advantages and selected a plant site. Authority was given to proceed with detailed study of the chosen area. Evaluation of preliminary data concerning the area indicated that it should be supplemented with additional information derived from actual exploratory drilling and testing. A flexible plan of exploratory drilling was devised so that data obtained as each test hole was drilled could be correlated with existing data and additional test holes could be located and drilled accordingly. Specific data to be obtained from each test hole were: samples of all formations penetrated; the driller's descriptive log of formations; electric logging surveys; one or more samples of water from selected water-bearing formations; temperature; and water levels and their recovery after periods of production. The area studied in such detail was approximately 400 square miles. Choice of location for the original test holes was based on the preliminary study. The pattern for these test holes was designed to require a minimum number of holes and to allow for interpolation of data between two, three, and four holes. Geologic, hydrologic, and chemical data gathered after completion of the first four test holes showed that the north section was the most desirable in the area, which was then reduced from the original 400 square miles to about 150 square miles for more detailed and intensive study. On the basis of findings from the current test a tentative well field was laid out and a drilling program devised. One test hole was located on the actual plant site and later developed into a small pilot production well equipped with a deep well turbine pump. Water from this well was used for general construction requirements. Another test hole drilled near the pilot production well and adjacent to the proposed route of the well-collection system was used during the pumping test of the pilot production well to determine the degree of interference. About eighty miles north of the city of Antofagasta, Chile, located just below the Tropic of Capricorn, there spreads a wide desert area where copper oxide outcrops can be seen with the naked eye. Numerous old mining works and dump heaps with the green of atacamite and chrisocolla shining in the blazing sun, attest to the work done by miners in the beginning of this century. The dry desert air preserves the footstep marks, paths and trails of old cartwheels from years back. The mining area known as Michilla and Panizos Blancos, is located on the high plateau at 3000 ft above sea level. Around 1920 a Bleichert ropeway was built, which carried ores from the best known mine to a wharf at the Michilla bay. High grade silicious ores were shipped to the Gatico Smelter further north or to smelters in the United States or Japan.

Isothermal sections of the pseudo-ternary carbide systems TiC-VC-ZrC, TaC-VC-ZrC, and NbC-VC-ZrC have been examined. The sections contain an inverted U shaped two-phase field whose maximum extent is 77 molecular pct for Tic, 64 pct for TaC, and 51 pct for NbC. lsoparametric lines were determined which show the curvature of the single-phase field and the direction of tie lines in the two-phase field. It was not possible to show any relationship between atom size and the extent of the two-phase field. REVIOUS work' on the solubility relationship of several pairs of refractory cubic monocarbides from the group Tic, ZrC, VC, NbC, and TaC has shown that, with the exception of the system VC-ZrC, they all form continuous series of solid solutions. It was demonstrated that the limited solubility in the case of VC-ZrC system was primarily a question of the size factor, the size difference between vanadium and zirconium being greater than the limiting value of about 15 pet. It is interesting to consider the results of combining these isomorphous carbides in groups of three and to determine the isothermal section of the pseudo-ternary diagram at, for instance, 2000°C, a temperature that will assure an equilibrium structure in a reasonable length of time. In the ternary systems where the three pairs form complete solid solution series, it is probable that the isothermal ternary section would be a single- phase field, although this is not necessarily the case. However, if one pair of carbides has a very limited solubility, then there must be a two-phase field of some extent, and it is the purpose of the present work to examine the extension of this field and to determine if it can be related to the nature of the third carbide. This condition is fulfilled if the VC-ZrC pair, which has only limited solubility, is combined with Tic, TaC, or NbC. The relative sizes of the metal atoms undoubtedly play a role in the extent of the single-phase field, and the values obtained from the pure carbides, assuming close-packing between metal and carbon atoms and a carbon atom diameter of 1.54A, are

INTRODUCTION Deformations and failure of rock masses in elopes, foundations or tunnels can be caused by water pressures. On the other hand, deformations of a rock mass affect the flow of water (and hence water pressures) by changing joint apertures. Including the coupling between flow and deformation effects is therefore important both in assessing the stability and deformation of a rock mass and in determining the amount of seepage taking place through it. The model that will be presented hare treats the coupling of the flow and deformation behavior of a rock mass. Deformations are modeled using the Rigid Block Method (Distinct Element Method) (Cundall, 19741, that is by assuming that the rock mass is composed of rigid blocks with deformable contact points. Flow is modeled by recognizing its discontinuous features, as occuring in a system of interconnected conduits formed by the joints. The program can also deal with problems involving free-surface flow. Example problems involving representations of rock masses are presented. Coupled flow modeling of interconnected conduits should be contrasted to equivalent-continuum models on the one hand and to pipe network models on the other hand. Continuous models substitute an anisotropically permeable continuum for the discrete flow that occurs in rock joints. Pipe or parallel plates represent the other extreme of existing models; they account for the discontinuous character of the flow problem, but cannot model rock mass deformation and failure. The coupled rigid block-flow model can eliminate most of these restrictions. Like most industrial processes, nuclear power production creates wastes, which have to be handled and ultimately disposed of in a safe manner. Some of the wastes contain very long-lived radioactive substances and have to be isolated for very long periods of time before they have decayed to harmless levels. Sweden, like many other countries with similar geology, intends to use crystalline rock for isolating the high-level nuclear waste from the biosphere. The suitability of a rock mass for a repository needs to be investigated extensively. Apart from the political and practical considerations for a site selection, a detailed study has to be performed in terms of geology, hydrogeology, geophysics, geochemistry and rock mechanics. The responsibility of the site selection studies in Sweden is entrusted to the Swedish Nuclear Fuel Supply Company, Division KBS (SKBF/KBS) . The paper gives a brief presentation of the "Standard Program" for the studies that will be carried out during 1980-1990. Modifications of the program are justified on the basis of gained experience or specific circumstances for each site. The program is compiled by the Geological Survey of Sweden (SGU) in cooperation with KBS.

JAY A. CARPENTER, Tonopah, Nev: (communication to the Secretary*).-This description of the Santa Gertrudis mill is of great interest to the operators of similar silver mills in Nevada. At the San Francisco meeting last September there were two excellent papers presented on Nevada silver mills; one by A. H. Jones on The Tonopah Plant of the Belmont Milling Co., and the other by E. E. Carpenter on Cyaniding Practice of the Churchill Milling Co., Wonder, Nev. At the same meeting, I presented a paper on-Slime Agitation and Solution Replacement Methods at the West End Mill, Tonopah, Nev., covering this .particular feature of our milling practice. A comparison of the data presented in these four papers is interesting in that, while the general design and practice is much the same in all cases, there is a wide difference in the design and practice in the various departments of 'the mills. It is to be regretted that Mr. Rose did not round out. this excellent article by following Mr. Jones's and Mr. Carpenter's' lead in giving the average gold and silver content of the ore milled and the resulting tailing, with the consumption of chemicals and the? cost of milling. The practice of the Santa Gertrudis mill in the use of ?cyanide and zinc offers an interesting comparison with that of the Nevada mills, and a discussion of this point may bring out the reasons for the differences that exist.

Mathematical equations have been derived to show the effect of the slippage phenomomenon (Klinkenberg effect) on unsteady-state gas flow through porous media. The assumption is made that the slippage may be represented by an equation of the type It is pointed out that most of the existing data on unsteady gas flow may be corrected for slippage by a simple change in definition of the dimen-sionless groups. INTRODUCTION Several solutions to the various problems associated with the unsteady-state flow of gas through porous media have been recently presented in the literature.','" The cited publications have resented solutions for flow under ideal conditjons. The principal assumptions involved include: (a) the density of the gas obeys the perfect gas law; (b) the viscosity of the gas is constant; and (c) the gas permeability is constant. Few, if any, actual gases under reservoir conditions are believed to conform with the above, but the ideal solutions do provide the basis for making improved estimates on the performance of gas reservoirs. The purpose of this paper is to show the performance characteristics when assumption (c) is corrected for the slippage phenomenon or the Klinkenberg effect. This is believed to be a step nearer to reality. MATHEMATICAL DEVELOPMENT Case 1. Gas Flow — Ideal Conditions The equations describing the flow of gas under ideal conditions have been clearly presented in the cited literature; however, for completeness of this work they are repeated here. THIS paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordi-nary, nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel content is low enough to permit the slimes to proceed to the doré furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investi-gation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfactory slime resulted. One avenue of attack therefore was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. It may he mentioned here that nickel dissolving electrochemically and entering the electolyte pre-sents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed sepa-rately below.

The total daily potential of the field on Dec. 31, 1940, as determined by the Texas Railroad Commission, was 1,375,502 bbl., an increase of 30,825 bbl. over the previous year. On Dec. 31,1940, a daily allowable of 85,050 bbl., which was a decrease of 35 per cent over 1939, was assigned to the field to be produced from 4788 wells. The total amount of oil produced for the year was 26,788,590 bbl., making a cumulative total of 378,960,728 bbl. during the past 19 years. No new oil-producing acreage was discovered. Gas.—During the year, 92 gas wells were drilled, having a combined open flow of 2,402,900.000 CU. ft.; that is, 6 more than the number of wells drilled in 1939, with an increase in the open flow of 204,900,000 cu. ft. per day.
