Throughout the past 40 years we have been drawing inevitably closer to the conclusion that coal will be our chief source of energy. Our reserves of natural gas and petroleum, on which we depend, are dwindling. Knowing that we will soon reach our physically extractable limit of these energy sources. The US government has created many incentives to encourage energy companies to transfer technology and resources from natural gas and petroleum to coal. Such encouragement is stimulated through taxation methods. Coal mining engineers deal mainly with production, which involves planning and design throughout the acquisition, exploration, development, production, and reclamation of a mine. Though taxation is not one of the areas analyzed by the engineer, it should be considered and understood as it is involved in the mine life cycle. This paper will discuss coal taxation in the five stages of mining and will explore certain tax saving decisions.

THE Hume-Rothery rule relating the relative sizes of the solvent and solute atoms in a substitutional solid solution for moderate to extensive solubility is, of course, well known and much used in the design of alloys. No such rule has been obtained for interstitial solid solutions, although a qualitatively similar relationship would be expected. Among the most common interstitial elements, oxygen, carbon, and nitrogen which can dissolve in important amounts in the transition metals, only in the case of oxygen is there enough solubility data available for an examination of the possibilities of a simple relationship between the extent of solubility and the properties of the metal solvents. Three properties were examined: 1—size of the octahedral space V into which oxygen atoms fit, 2— the elastic modulus E, and 3—the free energy ?F of formation of a low oxide, such as is known to be, or would be expected to be, in equilibrium with the terminal solid solution. The size factor or octahedral volume is so closely associated with the well known Hume-Rothery con- cept of size factor that additional development of this subject is hardly necessary. The octahedral volume used was not corrected to an elevated temperature, as this correction would have made no significant difference. The second factor, Young's modulus E, must be considered, since it is a measure of the strain energy required to force neighboring atoms apart so that an oxygen atom may enter the octahedral volume. IN the production of alloys by powder metallurgical processes it is often necessary or desirable to include one or more components that tend to form very stable oxides. Included in this group of metals are aluminum, manganese, magnesium, silicon, and a few others. In many cases it is not necessary for the sintered compact to have full density and the other physical characteristics of a cast alloy and in that event no undue precautions need be taken. If, however, it is required that the sintered part be entirely homogeneous, and have maximum density and physical properties, some method must be found to reduce the surface films of oxide, which are always present on the metals, and for the metals mentioned above this is always extremely difficult, if not impossible. Since the production of high-density alloys is of particular interest to powder metallurgists, some experiments were undertaken to devise methods of reducing the refractory oxides. For this work, alloys of iron, nickel, and aluminum were chosen because aluminum oxide is one of the most stable oxides and because these alloys in the right compositions form excellent permanent magnets. All of the pertinent properties of the magnets could be accurately and delicately measured by density measurements and magnetic tests of sufficient scope to give a complete demagnetization curve. From such a curve the maximum coercive force, residual magnetism, and energy products could be obtained and compared with the same properties for a cast material. Any lack of homogeneity, density, or solid diffusion would be immediately apparent as a decrease in the magnetic properties. NATURE AND REMOVAL OF SURFACE BARRIERS The early work of the present investigation was based upon published processes.* In the published information it was claimed that by intimately mixing iron, nickel, and iron-aluminum alloy (50 per cent Fe, 50 per cent Al) powders, compressing such a mixture into the desired shape and size, and then sintering (heating to a temperature below the melting point of the component metals) in hydrogen at 1200°C. or higher, a sound, homogeneous article could be made having the desired physical size, shape, and strength, and good magnetic characteristics. However, this early work showed clearly that something in the powder compress was inhibiting diffusion and the process was almost entirely unworkable. In the initial phase of the investigation samples of iron powder, nickel powder, and iron-aluminum alloy powder were pressed into separate bars and sintered in hydrogen. GEOLOGISTS and engineers working around a diamond drill rig have often had the opportunity to observe the magnetic attraction of drill rods pulled out of the hole for core removal. This is sometimes an amusing pastime, but this same magnetic force inadvertently applied to a compass needle can cause it to lose its polarity entirely or to become reverse polarized when placed in the immediate vicinity of stacked rods. The first recommendation, of course, would be to avoid the rods, but in surveying an operating drillhole this is not always possible; therefore steps must be taken to neutralize the magnetic effect of the drill rods. Early in the summer of 1949 the geological department of the New Jersey Zinc Co. undertook at Franklin, N. J., an extensive program of surveying the course of deep diamond drillholes. The majority of the holes were surveyed while in the process of being drilled, and considerable difficulty was encountered. A pattern for the deviation of drillholes had been established for the district from surveys in holes from which the drill rig had been removed. It was observed that a certain operating deep drill- hole being surveyed did not fit this pattern. In the resulting confusion of repeated surveys and cementing a plug for wedging operations, the lower 1800 ft of the hole was lost. Because of this incident studies were initiated to determine the source of the difficulties and to develop safeguards against recurrence of faulty surveys.

THE present note, which was given in the form of a Research in Progress item,' traces the origin of secondary recrystallization grains produced on annealing a cold rolled bicrystal specimen. The investigation began with the realization that a recently acquired conception for the origin of secondary grains produced on annealing cold rolled single-crystal specimens might require modifications for the case of polycrystalline materials. The stated conception2,3 begins with several conditions to be met by primary recrystallization: 1—a primary re-crystallization structure to consist of many small primaries and relatively few large primaries (diam- eters two or three times the average); 2—a primary recrystallization texture to consist of one strong preferred orientation or component and one or more weak components; and 3—a primary recrystalliza-tion structure-texture combination with some of the large primaries belonging to the weak components of the texture. Various estimates have been made as 60 the percentage of oil left in a field after the wells have become so small that it is no longer practical to produce them. Engineers have given the matter much study and can substantiate their figures by data taken from fields from the Appalachians to California. The average oil sand has a porosity of about 20 per cent., which gives a capacity per acre-foot of approximately 1500 bbl. The sand thickness in Oklahoma pools averages 20 ft. With 20 per cent, porosity and a 20-ft. sand thickness, the capacity per acre is 30,000 bbl., yet these pools will seldom yield more than 5000 bbl. to the acre. These figures gupport the theory that at least 50 per cent. of the oil remains in a sand after all known methods to recover it have been used. Certainly we can never recover all the oil, unless in years to come oil becomes so rare and yet so necessary that the price will justify sinking shafts into the abandoned fields and regular mining methods of drifting and stoping. However, with improved methods of production and conservation of the natural agencies of expulsion, we should be able to increase recovery. It is with this in mind that this paper, relating to the effect of back pressure on wells, is presented. Except in the fields where production is caused by hydrostatic pressure, the chief agency for getting oil out of the sand into the hole is the gas that occurs with the oil. After the pressure has declined, probably gravity also is a factor, but not an important one. With a given amount of oil in a sand and a given amount of gas occurring with the oil, the ratio of gas volume per barrel of oil is the key to the ultimate recovery from that sand. Our efforts should be along lines that will lower this ratio and make the gas, the agency given us by nature, do its work better and yield more of the oil, of which it is a part. T. E. The question of magnetic concentration is assuming considerable importance, and the efficiency of the different concentrating-machines is widely discussed. As the amount of iron left in the tails must vary with commercial requirements, and with the nature of the minerals in the tails, the writer feels justified in calling attention to some points often overlooked. In almost every such commercial operation a point is reached beyond which it does not pay to go, the material saved by further operations being obtained at a cost too great. The amount of iron left in the tails from concentration must depend, therefore, upon the cost of crushing, the size to which the ore is crushed, the nature of the minerals in the gangue, and the nature of the ore itself. Some ores are so intimately mixed with their gangue that a large loss of iron in the tails is unavoidable. In many cases the gangue contains hornblende, pyroxene, serpentine, etc., which carry considerable iron as silicate, or otherwise combined, and this iron a magnetic machine cannot extract, since the minerals themselves are not magnetic. It is evidently unfair to charge the machine with this loss of iron; and hence a satisfactory test of any such apparatus would require that the iron present in the ore as magnetite should be determined, and the proportion in the tailings of such iron only should be the measure of the loss, as compared with theoretical efficiency.

Without doubt, one of the most frequent and serious ani~oyailces connected with the practical running of a blast-furnace, especially in single-furnace plants, is caused by low steam, in spite of the fact that all boilers at blast-furnaces have grates for burning coal, and that coal is more or less continuously burned upon them, from three to a dozen men being pretty constantly engaged around the boilers as firemen or coal- and ash-handlers. At times, when the furnace is " tight," all available men arc put on to assist the regular firemen; yet sufficient steam cannot be got to keep the engines up to their regular number of revolutions, while the stoves, deprived of the gas which has been sent to the boilers, run cold, so that, when the furnace loosens up and resumes the regular rate of driving, the blast is very considerably below normal temperature, and a "cold," or at best a " high-sulphnr," cast is the result. Again, it often happens that a furnace, running at its best, becomes temporarily a little too hot: the pressure rises; the amount of gas made is diminished; the steam soon commences to go down; and a small scaffold is likely to form before the furnace has been brought back to the proper rate of driving, and thus enabled to take its regular amount of blast. The usual remedy is either to "jerk" the furnace by a sudden, brief intermission in blowing, or to cool the furnace by lowering the heat of the blast; but if the lower blast-temperature be maintained too long, the hearth and descending stock may be cooled below the " critical temperature" mentioned by Mr. Johnson,' and the furnace may go to the other extreme, and become cold. This is especially the case when coal or coke high in sulphur is used.

Prior to any detailed discussion, I'd like to say that Dr. Aplan has made direct hits on two important considerations: 1) The most demanding need in Fine Coal research is to develop improved methods of sulfur reduction. 2) The areas of particle (impurity) liberation and froth flotation hold real near-term promise as techniques for improved sulfur removal. Digressing for a moment, I thin kwe can all remember the time when the biggest problem facing coal research was simply defined - "No money!" In the mid 70's we suddenly found ourselves dealing with a product worth five to seven times the value it carried in the mid60's. All of a sudden, we're talking about a high-profile, high- value commodity. The coal industry still hasn't made the complete psychological adjustment - especially in the operating areas (prep plants included). We have a valuable material at hand which is, in' many cases still being processed as though it were a two or three dollar per ton item. Simply put, I think that while the industry has made some major strides during this transition, a stronger commitment of attitude (and finances) needs to be made toward deeper definition of beneficiation work. Back to specifics - Dr. Aplan has really highlighted three areas where strong research efforts are needed. 1) Liberation processes - not limited to mechanical comminution - must be more fully studied.The industry certainly needs a better handle on value returned (improved ability to beneficiate) for dollars spent on improved liberation. 2) Flotation processes probably hold the most promise for near- term improvement in fine coal beneficiation technology. An inexpensive and relatively rapid method that can be used by field crews is described. Fluid movement is determined by releasing a tracer (dye) in the well at a predetermined level and, after an interval of time, sampling the well fluid at another level. The testing equipment consists of a combined crusher and sampler unit that is run into the well on a wire line. The rate of movement can be calculated from time-volume relationships. Description of Method It is often desirable to determine whether there is occurring any transfer of fluid from point to point in a shut-in well, and, if so, to measure the rate of movement. When it is desired to examine a large number of wells for possible "thief" sands, the time and expense will be considerable unless the method used is inexpensive and rapid. After experimentation with several possible solutions to the problem, the Production Department of the Shell Oil Co., Inc., developed the apparatus described herein, which has proved satisfactory. Routine operations with it can be carried out by field production crews with a minimum of technical supervision and with negligible investment in equipment. The method is based upon releasing a suitable tracer in the well fluid at a known level, and recovering a sample of well fluid at another level after a measured interval of time. Repetition of this process with different time intervals between release and sampling gives the necessary data. For purposes of illustration, the setup for measuring migration of fluid in an upward direction is described in the following paragraphs. The arrangement of equipment is shown diagrammatically on Fig. I. The elements of the combination unit are the tailpiece, the crushing device, the spacer and the sampling device. The lengths of the tailpiece and spacer are varied to place the crushing and sampling devices in the desired positions in relation to the sands being tested. The crushing device breaks the glass bottle containing the tracer when the tailpiece strikes the bottom of the well and the tension on the sand line is slackened. Because of the open construction of the crushing device, the tracer is quickly and completely disseminated in the well fluid. The sampling device is a suction bailer, which obtains a sample of the fluid surrounding the perforated nipple just before the unit is picked up off bottom. The sample is retained in the barrel by the ball valve for examination at the surface. Normally, on the first run into a well, the sample is obtained near the releasing point of the tracer, and thereafter samples are taken near the base of the upper sand if migration is indicated by the dilution or absence of the tracer in the initial sample. The length of the time interval between the releasing of the tracer and the sampling of the well fluid is varied for successive runs, attempting first to establish the rate within limits and then to define it more accurately by additional runs if necessary.

IN the anthracite coal regions of Pennsylvania the custom has been to sight either at an open light (generally a mine-lamp), or at the string of a plumb-bob. If the station was intended to he a permanent one, a spud, as it is called, that is, a nail resembling a horseshoe nail with a hole in the head, is driven into the timbers over the station, or, if there be no timber, a hole is drilled in the coal or rock roof, into which a wooden plug is driven, which serves to hold the spud. The first operation in making a survey is to lay out the stations, that is, to mark the place where the holes are to be drilled for the plugs or the points on the timbers where the spuds are to be driven in. This should be done before any instrumental work is begun, as much labor can generally be spared, and the use of very short sights can often be avoided, by carefully laying out the stations beforehand. When the stations were laid out, a plumb-bob was hung from the innermost spud, which I will call No. 1, the instrument was put in position at No. 2, by plumbing down and putting a centre-pin under the spud, and then setting up over the centre-pin, and another plumb-bob was suspended from No. 3. If great accuracy was not required, a mine-lamp was set up under the plumbbobs, at No. 1 and No. 3, and the engineer sighted at them. If great accuracy was required, a lamp or some white sbface was held by an assistant behind the strings of the plumb-bobs. (communication to the Secretary*):—In operatioils requiring the expenditure of fuel, it is solely a question of supplying a certain number of heat-units at certain temperature-conditions. The difficulty of controlling these temperature-conditions is mainly responsible for low efficiency, unless utilizable waste heat is carefully applied either for the pre-heating of the air necessary for combustion, or for the heating of the raw materials, or in other departments of the works to generate steam, etc. A high theoretical or thermal efficiency very often does not establish a high " commercial" efficieiicy, and this fact is responsible for apparent crude practice in many arts. Coal is still very cheap in the East, and oil sells in the West for less than anywhere else in the world. Despite these favorable conditions, I believe that the list of references given in E. C. Eckel's book,' and also the contributions of C. Naske,2 will show that Mr. Eldred's statement, that a the study of the phenomena of applied combustion has been neglected," is not justified as far as the burning of cement is concerned. (written discussion ? ).-The only practical method of testing mine air for gas, until recent years, was by the effect of the gas on the flame of the ordinary Davey Lamp, and it is quite surprising how nearly the correct percentage of gas can be deter-mined by many men by observing the behavior of the safety-lamp flame in the different mixtures. Mine foremen frequently guess the percentage of gas to within 0.1 per cent., making certain allowances to cover the dust-laden atmosphere, in which the test was made. It is not meant by this that anthracite dust is explosive, but that its properties increase the length of a fuel cap on an ordinary oil-burning lamp, which, as Prof. -Young contends, increases in height with the proportion of gas and in-creased temperature. Naphtha or benzine-burning lamps have a hotter flame, and, there-fore, are more sensitive so that a smaller percentage of gas can be detected. Some of the fire bosses in this region some years ago preferred the Koehler lamp, while others did not care to use it in their morning examinations. In 1911, when the experimental mine of the Bureau of Mines at Bruce-ton, Pa., was being prepared to be exploded, a large number of mining men went through it to examine the entries, which were lighted by electricity. While so doing, they saw in the face-return-airway a Koehler or Wolfe lamp, that seemed to he burning with difficulty. An investigation showed that the lamp had been filled to overflowing with naphtha and was generating this surplus gas. This shows how easily we can be

The largest variety of asphalt and related bitumen deposits in this country is found in Utah. Utah is one of the few places in the world where the hydrocarbon minerals, gilsonite or uintaite, wurtzilite (trade name elaterite) and ozokerite are produced. These bitumens occur in an area embracing nearly 10.000 square miles in eastern Utah near the Colorado line. This area is largely in the western part of the Uintah basin. The bitumens are in the Tertiary horizon in the various divisions of the Eocene series. Cilsonite is an asphaltite derived from petroleum, wurtzilite is an asphaltic pyrobitumen derived from petroleum, and ozokerite is a native mineral wax resulting from the metamorphosis of paraffinaceous petroleum.

Due to safety-imposed constraints on clearances for mobile bulk handling equipment, it is necessary to optimally select a unit based on speed and size. The unit cannot be both large and fast. Since output is proportional to both size (or capacity) and speed, the combination must be carefully examined to maximize output. A simple graphical procedure and a calculus-based solution are presented to accomplish this. While the procedure applies to all mobile bulk handlers, as an example of the solution technique, attention is focused on shuttle cars. Background Major variables To fully define a bulk handling problem, the conditions, equipment, and activities must be characterized. The conditions and activities, when lumped together, are termed "encumbered space," since they "act to impede motion, as with a burden" (Lineberry, 1979). The insertion of mobile bulk handling equipment into what is already a difficult set of conditions and activities compounds the state of encumbrance, as limited space is competed for by many normal and life support systems. Long (1972) recognized the effects of design criteria, including road width, on haulage vehicle speed and, therefore, on production. Velocity-clearance curves Velocity-clearance curves are either available or can be constructed in the field. A preliminary set of curves for average conditions and activities is shown in Fig. 1, where clearances are only for the side of the vehicle (Lineberry and Adler, 1984). These curves set the safe speed limits for a vehicle operating at given clearances, under given conditions and activities. When feasible, velocity-clearance curves should be constructed through field measurement and observation. Curve construction should also consider haulway roughness, distances, and operator skill, as well as loading and dumping characteristics. It should be noted that haulage capacity determination is a total systems problem, not one just dependent on velocity and clearances. Production requirements and company capabilities also influence capacity determination.

There has been no noteworthy increase in production during 1935; but, on the other hand, there have been ample manifestations of a considerable increase in interest and activity in connection with petroleum prospecting. The Lakes Entrance field, in the State of Victoria, on the coast some 120 miles east of Melbourne, remains the only actual producer; and this production, consisting of lubricating stock devoid of light fractions, is very small in amount. Arrangements have been completed under which a series of "scout bores" for structure testing in the region of Lakes Entrance will be sunk by the Government of the State of Victoria, assisted by a subsidy from the Federal Government. Prospecting In the State of New South Wales, brilliant geological research in very difficult country, carried out by geologists of Oil Search Ltd., has revealed several previously unsuspected domal structures in the Sydney-Newcastle coal basin. These have been mapped in detail, and a test well is being sunk at Kulnura, 10 miles west of Wyong and 40 miles north of Sydney. At the date of writing this well has reached a depth of 1250 ft., 10-in. casing having been set at 1248 feet. Superficial formations consist of the Hawkesbury sandstone and Narrabeen beds of the Hawkes-bury system (fresh-water Triassic). It is anticipated that the upper coal measures of the Kamilaroi (Permo-Carboniferous) will be entered almost immediately. The objectives of the drilling are the upper and lower marine beds of the Kamilaroi system, which are regarded as promising as potential source—and reservoir—beds for oil. At Mulgoa, 30 miles west of Sydney, a bore is being sunk by the same company, Oil Search Ltd., to test for natural gas on a well defined structure located by the company's geologists. Prospecting In the State of New South Wales, brilliant geological research in very difficult country, carried out by geologists of Oil Search Ltd., has revealed several previously unsuspected domal structures in the Sydney-Newcastle coal basin. These have been mapped in detail, and a test well is being sunk at Kulnura, 10 miles west of Wyong and 40 miles north of Sydney. At the date of writing this well has reached a depth of 1250 ft., 10-in. casing having been set at 1248 feet. Superficial formations consist of the Hawkesbury sandstone and Narrabeen beds of the Hawkes-bury system (fresh-water Triassic). It is anticipated that the upper coal measures of the Kamilaroi (Permo-Carboniferous) will be entered almost immediately. The objectives of the drilling are the upper and lower marine beds of the Kamilaroi system, which are regarded as promising as potential source—and reservoir—beds for oil. At Mulgoa, 30 miles west of Sydney, a bore is being sunk by the same company, Oil Search Ltd., to test for natural gas on a well defined structure located by the company's geologists.
