Continued increase in electric power requirements for mining, brought on by higher capacity mining machines and total mechanization, emphasizes the importance of proper power system design and planning. How effective a mine operates to produce quality coal at low cost depends to a great extent on how well its power system is planned and how well it is maintained. To be planned well it must be adequate to serve all the needs of the mine, it should be safe, there should be a margin for expansion, and it should be easily maintained. In planning a power system for mining coal it is helpful to establish a reliable base for estimating loads. Since most mines are served electric power by utility, power bills for similar mine loads are useful in setting up a base for estimates.

The following financial report of the Treasurer of the United Engineering Society is published for the information of members NEW YORK, February 15, 190S. To the Board of' Trustees, United Engineering Society I beg to submit herewith the report of the Treasurer as of December 31, 1907. Your attention is called to the fact that the resources and liabilities, receipts and disbursements statements cover all the financial transactions of the United Engineering Society from its organization up to December 31, 1907. The income and expenses of operating the building during the whole operating period from December 1 to December 31, 1907, somewhat in excess of twelve months, are given. Included in the expenses, amounting in all to $52,647.11, will be found an item entitled "Building Equipment (construction account)." The expenditures under this item were not made for the operating expenses of the building, they represent a construction account, properly speaking, covering expenditures for furnishings and equipment of the building. The Founders' Agreement specifically provides for this class of expenditure under the provision that the Founder Societies shall each be liable for a charge not to exceed $200,000 of principal, which shall include the land and building completed and ready for occupancy, together with the " furnishings, equipment and personal property therein." Certain details of equipment are yet to be supplied, and it. is proposed in the near future to call upon the Founder Societies for an assessment on their respective land and building funds to cover this item of building equipment. Such action would enable the item of $10,039.85 to be transferred to the income account and reduce correspondingly the assessment

THE patent system, through which an inventor is given exclusive right to his invention for a limited period as a reward for his industry and in reimbursement of his expenditures, originated in England in the famous "Statute of Monopolies," enacted in 1623. The first patent granted in America was to Samuel Winslow, in Massachusetts, in 1641. The basis of the patent system of the United States is a provision in the Constitution giving Congress the power to secure to inventors for a limited time the exclusive use of their discoveries. The first legislative enactment was the law of 1790, which was placed on the statute book after Washington had addressed Congress in its favor. Under this law, the Secretary of State, the Secretary of War, and the Attorney General constituted the board for the examination of patent applications and the granting of patents. The first Secretary of State, Thomas Jefferson, became the first administrator of the patent sys- tem in this country. He personally examined every application filed during his term of office.

THE chief difficulty in determining oxygen in steels is its tendency to form a variety of compounds. Almost every element, found as an ingredient in steels, maybe expected to be present as an oxide. Some of these oxides have widely differing properties, and consequently behave differently when attempts are made to reduce them by the vacuum fusion method. As I pointed out in a paper published in the Transactions of the A.S.S.T., Vol. 20, No. 1, many experimenters are spending considerable time and effort in attempting to deter¬mine the degree of completeness of the above reactions, and hold different opinions on the matter. In studying this subject the following table, taken from Hodgman and Lange's "Handbook of Chemistry and Physics" may be used as a guide.

It is not possible to include in this paper, limited as it is in scope, the many diverse steps toward the reduction of mine accidents that are taken in the mines that produce the nation's coal. Every coal-producing state has enacted laws covering proper mining practices, and the major portion of these are directly related to the safety of the mine employees. The United States Bureau of Mines, the American Institute of Mining and Metallurgical Engineers, The American Mining Congress, a number of national, regional and state organizations, as well as the coal technical press, have covered time and time again all of the '(do" and "don't" phases of mine operation that bear on the important question of mine and employee safety. Within the past 15 years The Union Pacific Coal Co, has attempted to put into practice in its mines in southern Wyoming these many good recommendations, finding some value in all, and yet, to secure substantial results, the management found it necessary to resort in the end to what might be referred to as i'extra-territorial" methods. It is the writer's purpose to show in this paper that marked and even extraordinary betterment, can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go. Safety work in some form has been carried on in and about the mining properties of The Union Pacific Coal Co. since the first mine was opened at the now long-abandoned town of Carbon, Wyo., in 1868. On June 30, 1903, an explosion and subsequent mine fire occurred in mine No. 1 at Hanna, taking 169 lives, and a second explosion occurred in the same mine on March 28, 1908, in which 59 additional lives were lost. Looking back with impartiality on the causes leading up to these two unfortunate disasters, we can only conclude that shooting from the solid, the absence of adequate ventilation, rock dusting, the use of water at the face to allay

DURING the past few years a marked refinement has taken place in the design of electric power shovels for the mining industry, increasing their digging ability and speed of operation without adding to their total weight. The increase in pay load has been accomplished by a more rigid engineering analysis of shovel design, involving the adoption of new special alloy steels, new sections, and new welding methods. Emphasis has been placed on lightness with increased strength, which is most clearly shown in the front-end equipment where dipper, handle and boom are new in design, material, and construction.

MORTIMER ELWYN COOLEY, dean of the College of Engineering and Architecture of the University of Michigan, has been elected president of the American Engineering Council of the Federated American Engineering Societies. This was announced at a meeting of the Executive Board of the Council held at the Cosmos Club in Washington on Sept. 30. Dean Cooley assumes office at once. The new head of organized engineering is a past president of the American Society of Mechanical Engineers and has a long record of distinguished service in education, under the government and in private capacities. He was born in Canandaigua, N. Y., March 28, 1855, and was graduated from the United States Naval Academy in 1878. With his classmate, Dr. Ira N. Hollis, he was ordered to the U.S.S. "Quinnebaug," then fitting out at the Norfolk Navy Yard preparatory to a cruise in the Mediterranean.

As was true with many mining companies, the management of Tennessee Copper Co. followed with interest the successful application of AN-FO as an explosive in coal stripping, construction, open-pit mining, and finally in underground salt mines. Since Tennessee Copper's operations required about 1,250,000 lb of dynamite annually, the potential savings in explosives costs that could be realized by switching to AN-FO could not be ignored. From a cautious start, AN-FO is now being used for stoping, development work and secondary blasting in all mines of Tennessee Copper Co. AN-FO accounts for 80% of the explosives used in such work. Fragmentation, fumes, crew acceptance, and cost savings have been quite attractive without any decrease in safety.

The quality of water for steam boilers is a serious question in Illinois, and has been the occasion of many investigations, undertaken either for the discovery of sources of a better supply, or for the purification of the supplies already at hand. LOCATION OF SUPPLIES. The sources of supply of which this paper treats lie along the right of way of the Chicago, Burlington and Quincy Railroad Company, and form a nearly straight line from Chicago, Illinois, on Lake Michigan, to Burlington, Iowa, on the Mississippi River. The supplies consist of surface-, ground- and deep well-waters ; their locations are given in Fig. 1, which is adapted from a map of Illinois published by the Illinois Railroad Commissioners. The influence of the geological formation on the water-supply of Illinois is fully treated in an article in the Seventeenth Annual Report of the U. S. Geological Survey by Mr. Frank Leverett, entitled, " The Water-Resources of Illinois." It is not the purpose of this paper to introduce a geological discussion; and

As permissible explosives and electric detonators are now generally recognized as the only safe means of blasting in coal mines, this paper is limited to their use. Causes of Misfires There are many different causes of misfires, but the principal ones are as follows: 1. Explosives which have deteriorated through improper storage either at the storage magazine, the distributing magazine, or at the working face. This is not only true of the explosive itself, but also of its detonating agent. 2. Improper priming and charging at the working face. This commonly occurs when the explosives are handled by inexperienced persons. 3. Improper methods of tamping; the leg wires of the detonator may be abraded or broken by the tamping bar or stick, thereby causing a short or broken circuit. 4. Faulty leading wire, or electrical apparatus of insufficient strength to explode the detonator. Prevention of Misfires Storage is an important factor, especially with permissibles of a nitrate or ammonia base. Both explosives and detonators should be stored in substantially built, fire-resisting magazines and should be situated so that the minimum amount of moisture and heat is present. They should be so constructed that a constant supply of fresh air enters; the floor of the magazine should be raised to permit the circulation of air under the stored explosives. Boxes should be stored top side up and in such a manner that the old explosives are used before those of a later delivery. This eliminates chance of deterioration from lengthy storage. Detonators should be similarly handled and stored. The distributing magazine stock should be regulated so that not more than one day's supply is on hand.

In this investigation, a method to measure the basic characteristics of comminution has been developed. These characteristics are expressed by the three major comminution functions - crushing probability function, energy function, and breakage function. By testing three different minerals, quartz, calcite, and jasper, these three functions are determined. It is shown that the crushing qualities of a material can be valued by three constants which define the two first comminution functions. These two functions give the relation between particle size, probability of crushing, and the energy input.

The present program of increased production of armament and lend-lease material for mechanized war has created a problem for the shops that must do the machining. They have naturally turned to the steel producers to provide them with a steel that can be accurately machined with the greatest possible speed. The adding of sulphur to steel as an aid to machinability has long been practiced; however, it may cause red shortness in rolling and may result in billets with seams and cracks, which must be removed before rolling can be continued. This conditioning of billets slows down production and adds to the cost of making steel. Experience with various grades of sulphur steel made to different specifications has shown that Bessemer sulphur steels roll better than similar grades made in the open hearth, and also that low-carbon steels that are open or semikilled as tapped roll better than completely deoxidized or killed steels. This has led to the belief that oxygen plays an important part in the rolling qualities of sulphur-bearing steels. It is generally held that the red shortness of sulphur steels is due to the low melting point of the sulphide compounds that separate out at the grain boundaries when the steel solidifies. At the rolling temperature of steel these sulphide compounds melt and cause cracking. Adding Sulphur as a Sulphite These difficulties can be avoided if sulphur is introduced into the stecl by means of an anhydrous sulphite, such as sodium sulphite or sodium bisulphite, which—upon decomposition—forms sulphur dioxide. It is assumed that, in this case, the oxygen of the sulphur dioxide forms part of the sulphide inclusions in the steel, and raises their solidification temperature enough so that the formation in the steel of a low-melting eutectic is prevented. The result is the prevention of hot shortness and a more uniform distribution of inclusions. Fig. I shows photomicrographs of steels made with sulphur, while Fig. 2 illustrates the structure of steels made with sodium bisulphite. These samples were cut from the steels as cast—that is, before rolling— and were polished and lightly etched to bring out the grain boundaries. Fig. I shows that sulphide inclusions segregate more or less at the grain boundaries, and it can be seen how the continuity of these low-melting inclusions would cause red shortness. Fig. 2 shows that the sulphide inclusions arc more or less uniformly distributed throughout the matrix. This arrangement of inclusions has no apparent effect on the rolling qualities of a steel. This statement has been substantiated by the observation of the rolling of over 6000 tons of steel made with a sulphite addition. I have lately had occasion to conduct a campaign at the works of the Empire City Company, in Railroad District, Elko County, Nevada, which, if not highly satisfactory, was at least very interesting in a technical point of view, and which I therefore think worthy of communication to the Institute. The lead ores in this district occur in lenticular masses along and near the contact of crystalline limestone with a dioritic porphyry, and consist of argentiferous carbonate of lead and galena, the latter occurring in solid blocks, or in ribbons running through the limestone. Associated with these are silicate, carbonate, and suboxide of copper, and brown and calc-spar. Adding to this, that the proportion of galena in the ore is small, and that no iron pyrites exists in the district, it is at once evident that the ore-mixture is difficult to treat. For a successful reduction by smelting, it would be necessary to introduce into the charge: 1. The proper quantities of sillphur-bearing ingredients, to effect a complete separation of copper and lead; and, 2. Sufficient silica and iron oxide, to form with the lime and magnesia of the ore, a slag of the required fluidity. The first condition could be fulfilled only very imperfectly, there being no iron pyrites in Railroad, nor in the surrounding districts. The nearest occurrence is in Battle Mountain, whence a supply could not be procured in time. The second condition, i. e., the addition of iron ore and quartz, was easily complied with, there being an abundance of these materials in the vicinity. The furnace of the Empire City Company, is a small shaftfurnace, with an area of hearth of six square feet, and is supplied with blast by a NO. 4 Root blower. In spite of this small size the furnace smelted during this campaign, which lasted 31 days, an average of 28 tons of ore, and 13 tons of fluxes, together 41 tons of charge, per twenty-four hours. The following tables give the complete data in regard to the smelting process, and the results obtained:

Mineral economists debate whether to call the deep-ocean nodules "manganese nodules," "nickel nodules," "polymetallic nodules," or even "ferro-manganese nodules." It is nickel and copper that are generally regarded as the main targets in the nodules. Processing considerations are thought to virtually dictate that Deepsea Ventures will produce high-purity manganese metal (at least if it follows a hydrogen chloride leach), whereas other groups have been focusing on the selective extraction of copper, nickel, cobalt, zinc, and molybdenum, while rejecting manganese to tails. Solvent extraction appears to be the primary multimetal extraction technique (except for manganese). These processing considerations indicate that metal production f, or Deepsea Ventures is essentially a co- product system (manganese recovery is necessary to recycle chloride ions) while the other groups can more easily approach the metals as selective co-products (e.g. recovering nickel and copper, and rejecting cobalt). Some zinc may be produced as a co-product, as it may have to be removed in the solvent extraction process.
