I HAVE been asked to pay a tribute to the mining industry. It is appropriate to this occasion that a word upon this subject should be spoken to this assemblage; but to pay a tribute to the mining indus-try, one that would be worthy of its traditions and its accomplishment and that would outline what it has meant to the economic and social development of this nation, would carry me far beyond what must be the brief confines of this address. I wonder how many there are who have ever paused to reflect how different might have been the current history of the world had it not been that for nearly eighty years a never-interrupted stream of wealth has flowed from the storehouse of treasure in the mines of the West into the commercial and economic life not only of this nation but of the world. Truly it was a historic day that Marshall discovered in the runway at Sutter's mill the glistening particles that proved to be gold. That event was one of the most momentous events in its consequences that ever happened in the history of mankind. Without its occurrence this nation undoubtedly would have grown; it would have reached a position; of economic and social soundness; but certainly it could not have achieved the splendid and immediate results that have become our proudest heritage and established our unrivaled posi-tion in the industrial world. As the primal cause that led to one of the great migratory movements of man it stands alone, unequaled, without any precedent in the annals of history, comparable in its effect on the imagination, on the movement, and on the devlop-ment of a people. Nearly three-quarters of a century had passed since the banners of the Revolution had been furled and a new nation had come into existence. Beyond the boun-daries of the original colonies, and through the passes of the Alleghanies, hardy frontiersmen had cut their way, and the process of establishing what have become -great states in the Valley of the Mississippi was under way. An empire of virgin land beckoned to the home-seekers of the world; but scarcely had its occupation been begun when, true to the instinctive urge that meant the ultimate destiny of the nation, there began the movement to carry the Stars and Stripes westward to the Pacific. Within the boundaries of what was then Mexico, Americans fought and died in the Alamo, and the banner of the Texan had been raised in eager ex-pectancy that its Lone Star might be added to the grow-ing constellation on the American banner.

Crude oil production in Iraq during 1932 was maintained at slightly higher levels than in 1931, but the output continued to be restricted to the requirements of local consumers. The Iraq Petroleum Co., representing British, American and French interests, which has been operating within its concession east of the Tigris River since 1926, began drilling operations on Apr. 5, 1927, and completed its first well at Baba Gurgur on Oct. 14, 1927, to which area the company has since confined its drilling activities. Relatively small quantities of oil have been produced annually, but the products have been utilized in company operations and have not been offered on the Iraq market. The Khanaqin Oil Co., which has its field of operation at Naft Khana in the so-called Transferred Territories, has been supplying the Iraq market with petroleum products from Iraq wells since March 12, 1927. The output of the Khanaqin Oil Co. refinery, at Alwand, during the past three fiscal years ending March 31, has been as follows: (In Barrels of 42 Gallons Each) 1930 1931 11931 Gasoline................................. 102,940 104,571 118,012 Kerosene................................ 104,010 108,112 111,624 Fuel oil...........................1 286,9001 332,142 354,244 503,850 544,825 583,880 The Iraq Petroleum Co. has a small topping plant, with a capacity of about 150 bbl. a day, used in the manufacture of petroleum products for the company's own needs. During the 1932 fiscal year, the production was 3918 bbl. of gasoline and 2235 bbl. of kerosene, as compared with 8157 bbl. of gasoline and 6308 bbl. of kerosene during the preceding fiscal year.

NO new ferrous alloys have been produced in the last five or six years that are as outstanding contributions to civilization as were the high-speed steels of the early part of the century or the stainless steels announced at the close of the World War. There have been, however, many developments of major importance having to do either with modifications of existing alloys or with new methods of treatment of older iron or steel alloys. Only a limited number of these new developments can be discussed and their selection does not necessarily imply that these are the most important but merely that they are of general interest rather than perhaps of greater importance in highly specialized fields.

The price records of seven representative mineral commodities for the 68-year period 1890 through 1957 have been compiled and analyzed for significant trends. When these records are reduced to real prices in terms of dollars of constant purchasing power or to the purchasing power of industrial wages at average rates, a substantial overall fall in prices is revealed. This downtrend contradicts the widely held concept that heavy drafts on a mineral resource must lead to scarcity, reflected in rising prices. Three metals (aluminum, copper, and pig iron), two fuels (bituminous coal and petroleum), and two nonmetals (sulfur and cement) have been chosen because of their pre-eminence in their respective categories, their significance in an industrial economy, and the ready availability of their price records. It might be added that these seven commodities were selected before any price figures were compiled; none was selected or rejected to substantiate any preconceived notions as to price trends. The overall importance of the seven is demonstrated by the fact that, taken together, they composed over three-fourths of the value of all minerals produced in the U. S. in 1957. The first step in the analysis was to reduce the price records to a basis for significant comparisons. Two such comparisons have been made: 1) The quantities of each of the commodities that could have been purchased for an average hour's wage in each year, and 2) the unit price of each commodity through the years in terms of deflated dollars. These data are set forth in the accompanying table and two charts. The quantities of the mineral commodity purchasable with the average wage for one hour's work in all manufacturing industries through 1926 were based on annual average prices and on average annual wage rates determined by Paul H. Douglas and published in his "Real Wages in the United States, 1890-1926." The series was extended through 1957 by the Bureau of Labor Statistics, U. S. Department of Labor. Calculations based on these data show that the average worker could have purchased 1.28 lb of copper with his hourly wage in 1890, whereas his hourly wage would have purchased 8.11 lb in 1957, an increase of 633 pct in the 68-year period. An average hour's wage would have bought 10.85 gal of petroleum in 1890, compared with 33.04 gal in 1957. Even more spectacular is the increase in sulfur, of which 25.25 lb could have been purchased with the 1904 average hourly wage; 223.08 lb were purchasable with the wage in 1957—an increase of 883 pct. Comparable price data for sulfur are not available for years earlier than 1904. For every commodity, the calculations show an improvement in the wage earner's purchasing power in 1957 compared with the early years. Measuring purchasing power in terms of wages does not give an entirely fair picture of the availability of a commodity in an economy. When the efficiency of an economy changes and the balance shifts among such elements as raw-material production, manufacturing, and service trade, the economic significance of an hour's work changes. Partly to meet such criticism, but mostly to present another interesting measure of the response of minerals to changing market conditions, a second set of calculations has been made to deflate unit prices for the seven commodities into terms of 1954 dollars. To accomplish this adjustment to a common 1954 parity, the Gross National Product Price Deflator, developed by the Office of Business Economics, U. S. Department of Commerce, was used. Although the results of these calculations are not as striking as those based on labor's increasing purchasing power, nevertheless the declines outweigh the rises in the prices of the mineral commodities. In terms of these deflated prices, aluminum and sulfur are much cheaper today than in the early years; copper was substantially cheaper in 1957 than in 1890; pig iron and petroleum are little changed; and only bituminous coal and cement have increased substantially. Strangely, the two mineral commodities with the strongest reserve positions are the two to exhibit rising real prices. Now this apparent overall downtrend in prices has taken place during a period of almost fantastic increase in the demand for mineral products. The value of minerals consumed in the world during the period greatly exceeds all mineral consumption up to 1890. A stage has been reached in the U.S. in which 95 pct of the energy used is of mineral origin and in which machines, structures, roadways, communication facilities, and most other elements in the industrial economy are primarily of mineral origin. Even agricultural fertility is maintained, in large measure, by mineral fertilizers. A series published in Minerals Yearbook shows that the value of U. S. mineral products has risen from $615 million in 1890 to $18,000 million in 1957, a 29-fold increase. Even in deflated dollars, the increase has been eightfold, while population has expanded less than threefold. Not only are demands of the industrial nations— the U. S., countries of Western Europe, and Japan— increasing at rapid rates, but those countries with agrarian economies are calling themselves underdeveloped and clamoring to industrialize. The ever-expanding mineral requirements in the U. S. and throughout the world show no abatement. Mineral reserves frequently have been described as wasting assets. Much concern has been shown for future users, who have been pictured as finding themselves on a plundered planet. Conservationists have viewed the future with alarm and have demanded legislation and regulations to reduce the drain on mineral reserves.

Forecasts of future timber consumption in soft-coal mining are handicapped by the lack of adequate experience records for estimating properly the timber requirements of the industry. Data were obtained from plants where records are kept or from operators who collected the information and to these were added composite figures for the continental United States in 1905 and 19191 and for central and western Pennsylvania and for Illinois in 1922.2 The result, representing slightly over 928,000,000 net tons, is shown in Table 1. Some of the companies furnishing data were unable to segregate the timber into classes of use but for those who did, Table 2 shows the board feet of posts and cross ban used per ton of coal mined and the percentage of the total timber consumed that was used in roof support. Readjustment of the industrial world to a peace basis after more than 4 years of war will involve many fundamental and far-reaching changes that cannot as yet be clearly foreseen or definitely provided for. Such problems may be subdivided, in the vocabulary of war, into those involving material and those centering about personnel. Of the two, the latter group is the more difficult and obscure, as the factors involved are less clearly understood and the methods to be followed are not yet tested and standardized. When it is said that the market is weak, stocks large, and demand light, every business man understands clearly what is meant and what course he should adopt to adjust himself, so far as possible, to such conditions. But when it is said that the rapid spread of Bolshevism in Europe is a danger to industrial organization in this country, it is difficult to have any assured sense that all that the statement may mean is clearly understood or that the means to be followed to meet such a situation are definitely known. Since Bolshevism is primarily a mental phenomenon and since the rupture it brings about in industrial organization should be prevented, if possible, it is my purpose to restrict this discussion of the activities of the Committee on Industrial Organization to some of its mental aspects, as the chairmen of the sub-committees, from their special knowledge of their own fields, can best set forth recent progress in the lines with which they are especially concerned. The first requisites of success in industrial organization, as in the biological organism of which it is the social counterpart, are unity of purpose and coordinated activity. Typical good and bad examples of this' are the relative parts that the United States and Russia have played in the great war. These two factors are primarily mental, and it is not difficult to view the mental aspects of all problems of industrial organization as the most important ones. Unless we can attain unity of purpose and coordinated activity in industry, the provision of comfortable homes at reasonable rent, the assurance of steady work at good wages, the elimination of industrial accidents, and provision against want in old age or in case of disability will have brought us no nearer to our real goal.

The Stillwater District is located in south central Montana approximately 75 miles southwest of Billings, the state's largest city. It lies along the northeast front of the Beartooth Mountains and is within the boundaries of the Custer and Galatin National Forests. The first white visitors in the district were the early trappers, who were soon followed by the prospectors. These early prospectors were drawn to the area by gold and silver discoveries at Cooke City in 1870 as well as by the large gossan formation in Verdigris Creek near the west bank of the Stillwater River and by several scattered smaller gossan exposures throughout the area. The first patented mining claims were recorded in September, 1886.

Many problems have surfaced in our economy during this decade, and the mining industry has certainly had its share: huge capital outlays for environmental controls, volatile markets, double-digit inflation, inadequate capital markets, political uncertainties-plus shortages of energy, manpower, supplies, and equipment. All these and other problems have left their visible marks on the economy of our industry. Solutions are slow in coming; perhaps, in some instances, there are no right answers. However, it appears that many companies are using joint ventures to an increasing extent in efforts to reach partial solutions to some of these problems. A joint venture does present an economic alternative that should be examined-especially when trying to answer questions arising within the current economic context. The dictionary defines "venture" as an undertaking involving chance, risk, or danger. The word was originally applied to hazardous undertakings involving delivery of cargoes to distant ports and subsequent disposition of the merchandise, but it is now applied to any project of limited scope and temporary duration. When two or more entities join in such a project, it becomes a joint venture, and this is the context in which I have used the term. Joint ventures may be formed for exploration, for development of a new ore body, or for expansion of an existing operation. Each requires different approaches for negotiating and drafting the agreement governing the conduct of the joint venture.

DURING the last few years several papers1-' have been published in which internal friction measurements have been used to determine the quantity of carbon or nitrogen dissolved in a iron. This method is based on the fact that, in pure Fe-N and Fe-C alloys, nitrogen and carbon cause peaks in the internal friction vs. temperature curve; at a frequency of 1 cycle per sec (cps) these peaks appear at $-200 and +360C, respectively, and if internal friction is expressed as Q-1, which is equal to times the logarithmic decrement, this figure will, by coincidence, give the weight percentage of nitrogen or carbon in solid solution.' In most of the studies published, very pure iron (Puron) was used. In one case the influence of manganese on the behavior of nitrogen in a iron was mentioned.4 It would be of great value, especially for the study of aging and related phenomena, if this method could be applied to commercial mild steel with norrnal percentages of manganese, phosphorus, sulphur, etc. As a rule, in such steels carbon and nitrogen are present together, and the amounts of these elements in solid solution should preferably be determined separately. The fact that their internal friction peaks appear at different temperatures (+36° and + 20°C in pure iron) seems promising for such a selective determination. It is necessary, however, that the peaks are narrow enough not to interfere with one another, and further, that there is no effect from carbon on the behavior of nitrogen in stress induced diffusion, and vice versa. According to Fast,' however, in the presence of manganese the nitrogen peak gets wider and appears at a higher temperature nearer the carbon peak, and thus the prospects for selective determination are reduced. (The carbon peak was not affected by the presence of manganese.) But even if fully quantitative de- terminations of the two elements are not attained, some relative figures on the sum of them and an indication of which one is the predominant one, would be of value. Some results from experiments along these lines will be reported here. An internal friction measuring device was assembled mainly following a description by KG." The measurements were also carried out as reported in that paper. Table I gives the chemical compositions of the four different materials used in this investigation. All materials were drawn to wires with diameter about 0.8 mm, and the analyses refer to these final shapes. Determination of Nitrogen Peak Wires from steels A, B, and C were decarburized in wet hydrogen (about 30 pct H2O) at 700°C until no carbon or nitrogen could be found by chemical analysis. No peak was then found in the internal friction. The wires were further annealed at 580°C for 16 hr in hydrogen bubbled through a solution of 6.8 pct NH3 in distilled water. Chemical analyses gave 0.04 pct N in A and C, and 0.06 pct in B. After annealing at 580°C for 15 min in a lead bath and water quenching, the internal friction was immediately measured. The resulting curves are shown in Fig. 1. At these high values of the internal friction the accuracy is comparatively poor; at Q-1 - 0.030 it is estimated to be 0.002. In order to make possible a calculation of the activation energy for diffusion of nitrogen, measurements were made at two different frequencies. Steel A shows rather broad peaks, and their temperatures can hardly be expected to be very accurate. Steels B and especially C are better in this respect. Faults, sandstone channels, and abandoned mine workings present severe safety hazards, disrupt mining, and necessitate costly precautions or discontinuance of operations. In addition to fault detection, mining companies have a need to map discontinuities such as seam thinning and previously mined areas in both longwall and room-and-pillar operations. Initial field tests demonstrated successful generation and propagation of higher order guided wave modes. Theoretical studies indicate potential for improved resolution by sensing small details in the coal seam and roof structure. Controlled-waveform source transducers and specialized detectors are particularly useful to preferentially excite and detect the Love (SH) and Rayleigh-type (P-SV) waves, including the higher frequency modes. The distinct observation of reflections using the transducers in the shear wave mode makes feasible the detection of the water-filled voids.

In the late 19th century Fremont Pass was only a gateway to Leadville, Colo., 12 miles to the north. Some of the silver, lead, and zinc won from this famous camp crossed the Continental Divide at Climax, passing by the huge outcrop of molybdenum on Bartlett Mountain. This element, relatively un- known in the world of commerce, was then nothing more than a joke to play on greenhorn prospectors. Even 30 or 40 years later, after the demand for metals created by World War I had forced temporary use of molybdenum as an alternate for tungsten in tool steels, the Bartlett Mountain outcrop once again became merely a curiosity. With the persistent efforts of Brainerd Phillipson, for years the president of Climax and almost the only employe, use of molybdenum gradually began to grow, first in tool steel and later in the alloy steels required by the growing automotive industry. Mr. Phillipson was first an engineer and second a salesman. The combination of these two qualities is the key to the story, not only of Climax sales but also of the growth of molybdenum from an object of idle curiosity to the point where it is today, along with chromium and nickel, one of the most versatile alloying elements in the iron and steel industries and increasingly important in chemistry.

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by 'remote control mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation . In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term “communications” as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the

UNLIKE the development of sintering lead, copper and zinc ores, the sintering of fine irony material had its birth, not as a result of gradual growth along lines aimed at the production of sintered and agglomerated product, but because the success of the sintering operation in other lines had been brought to the attention of the ironmasters, who were immediately attracted by the prospect of being able to convert their own fines-into a similar product. The abundance of iron ores in the United States and their comparative cheapness had led iron men into the habit of not paying particular attention to the fine material blown out of their blast furnaces. Hundreds of thousands of tons had been stacked up and used only during times of shortage of ore and then usually without any preliminary preparation, though many attempts had been made to briquette it. Briquettes proved good material, but the operation of briquetting was too expen-sive when applied to iron-ore fines. The development of the iron-ore blast furnace in the United States tended toward large units, high columns and heavy blast pressure, and this tendency is still peculiar to this country, whereas in the other countries the tendency has been to smaller units, lower columns and lower blasts. The high blast pressures and swift driving of the American blast furnace tend, of course, to produce more flue dust than European practice, and this production of flue dust was augmented when large quantities of soft ore, of which the Mesabi is typical, came on to the market. These ores are desirable chemically but physically they are soft, friable and fine, and when they are used in the iron blast furnace the flue dust produc-tion is increased. The necessity of rehandling the flue dust lead to briquetting on an extensive scale. The binders used were either chemical or mechanical, and in one system the briquettes were kiln fired in very high temperatures. Rotary kilns, coal or oil fired, were used extensively, and gave a product of hard and more or less nodulized material, but at considerable cost. This was the situation in regard to iron flue dust when the late James Gayley and his associates became interested in the idea of sintering the iron blast-furnace flue dusts under their own fuel (included coke dust) of which they carried between 15 and 30 per cent.

Anaconda's Berkeley pit at Butte produces 34,000 tpd of ore averaging 0.8 pct copper. Two-and-one-half tons of waste is stripped per ton of ore, approximately 40,000 tpd by the company and an added 45,000 tons by the F&S Contracting Co. The company truck fleet consists of 24 Euclid and 18 Mack 34-ton, rear-dump diesel trucks.

When a hole is made in a stressed solid, such as rock pierced by mine openings, equilibrium of the solid is destroyed. To restablish that equilibrium the stress condition in the rock surrounding the opening becomes rearranged. This rearrangement may or may not develop local stresses in the vicinity of the opening which exceed the elastic strength of the rock. Since stability of the opening depends, therefore, on the strength of the naturally occurring rock surrounding the opening, this rock is an engineering material of construction, and all rock affected by the associated opening or system of openings may be considered a structure. The term invert is chosen to describe the formation of the structure built from the inside, as it were, and a consequence of mining rather than an entity built for a purpose. By definition, an invert structure is formed when openings are made underground and is com- posed of that material on the solid side of a rock-air interface wherein the stress condition is affected by the associated opening or system of openings. The shape of an invert structure is never clearly defined; the skin of the structure may be mapped, and even described, but the boundary of the structure within the solid rock mass must be arbitrarily set.

Efficient energy utilization in the electrolytic zinc process, relative to other zinc processes, is one of the reasons for its wide adoption in recent years. Designers and operators of electrolytic zinc plants have pioneered process improvements, new equipment, and operating techniques to conserve energy. As energy costs advance still higher in the future, and competitive pressure against the less efficient producers increases, these or alternative energy-saving methods will be looked upon as a necessity for economic survival. Estimated energy savings which may be achieved by various equipment and techniques are included.

(Read at the Philadelphia Meeting, February, 1878.) ZINC is, as is well known, very brittle at a temperature of about 210° C. (410° F.), and may then be readily pulverized in a mortar. By sifting it may be obtained of uniform grain. I have been accustomed to prepare products passing through 40, 60, and 80-mesh sieves, and also by bolting through a fine handkerchief. The principal analytical uses to which I have hitherto applied this material are to the reduction of iron directly from the ore by heating it with the pulverized zinc, and the reduction of ferric to ferrous compounds in solution. In the first case the pulverized ore, 0.5 gram or less, is intimately mixed with about ten times its weight of the pulverized zinc (the finer the zinc the better), in a porcelain crucible, and this mixture is covered with about the same amount of zinc. The crucible is then heated at the top of the flame of a Bunsen burner, at a dull red heat, for about ten minutes. The crucible should not be covered. When cool, the crucible, with its contents, is placed in a flask treated with hot dilute sulphuric acid, and brought quickly to a boil. The zinc and reduced iron are dissolved in a few minutes and the flask is then tightly corked and allowed to cool. When cool, the iron is directly titrated by potassium permanganate.

By hydrometamorphism is meant the alteration of rocks, ores and minerals by atmospheric waters. In its broadest sense, it includes the varied processes of weathering, oxidation, hydration, the leaching of rocks and ores, and the solution, migration and enrichment of metals. Rain water, as it strikes the earth, is practically pure water, except for small quantities of dissolved atmospheric gases; upon coming in contact with ore minerals, especially sulphides, however, it is transformed into solutions of great chemical activity, which attack, transform and rearrange the minerals of ore- bodies, and so effect enrichments of the greatest economic importance. Primary deposits so low in grade as to be without commercial value are frequently thus transformed into deposits of commercial importance. It is necessary in the examination of any orebody, therefore, to determine whether the valuable ore is of primary or of secondary origin; if primary, its value may be expected to continue indefinitely in depth to the zone of primary impoverishment; if secondary, the ore deposition is known to be controlled by surface agencies, and the valuable ore may be expected to continue to such depths only as have been reached by surface waters. The decomposition and weathering of rocks, unlike the changes undergone by orebodies, are accomplished by water carrying as dissolved constituents chiefly atmospheric oxygen and carbon dioxide, together with vegetable acids. The chemical changes wrought are principally hydration, oxidation and the formation of carbonates. The tendency is toward the solution of the more easily dissolved minerals, which is attended by the formation and a surface concentration of the more resistant minerals,

Measurement has been made of the organic sulfur concentration in coal macerals using microanalytical techniques in the transmission electron microscope. This technique utilizes measurements of x-rays emitted by the sulfur atoms embedded in the hydrocarbon constituents and the bremsstrahlung x-rays generated in the matrix. It is a simple technique for thin specimens and yields reliable results. Although it can be used to measure the average organic sulfur content of coal, it is most useful in determining organic sulfur in extremely small volumes of material.
