LARGEST known fluorspar deposits in the world are mined in southern Illinois (Hardin County), and northwestern Kentucky (Crittenden County). Colorado, New Mexico, Montana, and Utah are the principal western sources in the U. S. Rosiclare Fluorspar District Hardin County, Illinois The Rosiclare area is located in the southern part of Hardin County on the Ohio River where the Illinois Central Rd. branch line terminates and provides transportation. Fluorspar has been mined commercially in this area since 1870. Aluminum Co. of America and Rosiclare Lead & Fluorspar Co. are the two major producers in this area. Ozark-Mahoning Co. operates a concentrating plant in Rosiclare but the bulk of its ore is mined near the town of Cave-in-Rock.

The year 1931 has been one of unusual interest in Gulf Coast petroleum development, not so much because of the number of new prospects discovered, for apparently none of any present distinction have been found, but because of the discovery of so many new oil fields and the proving of so many old prospects. During the year 10 new oil fields have been found on the Coast; five in Louisiana and five in Texas. Two suspected salt domes were proven by the drill. Production dropped from a daily average of 192,000 to 162,670 bbl., or an average of 58 bbl. for each producing well, and active operations from 189 to 119. During 1931 the Coast produced approximately 48,600,000 bbl., or 44 per cent less than in 1930, when 86,500,000 bbl. were produced. The daily return at the beginning of the year was $192,000 and at the end only $126,780, the price having dropped from $1 for A grade and a range of $0.75 to $1.22 for B grade to a price range of 70 to 86c, or an average of 78c $ per barrel at the end of 1931. The average Coastal well produced 17,400 bbl. of oil during 1931. During the year development in the old fields has continued active at Barber's Hill only, although some work is in progress at Humble, Pierce Junction, Refugio and Pettus. Clear Lake is active but the large ownerships will prevent the "boom" type of field. Production is being held fairly steady at Barber's Hill and Pierce Junction, but has declined rapidly during the year at Refugio, Humble, and to a lesser degree at Pettus. The 6000-ft. production at Barber's Hill has shown a decided drop during the year and has not measured up to expectations.

DURING July and August, 1931, the Bloomington Limestone Co.,. at Bloomington, Ind., ran a single wire saw on ledge No. 2 at Maple Hill quarry. The ledge was hard rock, much harder than the average Indiana limestone. It was opened at two ends for a depth of about 20 ft., leaving a 130-ft. section between. During the tests 21 cuts were made in this ledge, to an average depth of 10.42 ft., for a total effective cutting area 028,445 sq. ft. The actual area sawed was about 20 per cent higher, as we did not level down in the center, preferring to cut deeper on the ends. The various cuts were carefully, logged, and the results plotted. A study of these results is interesting, as it enables a forecast of probable future costs to be made, and also because it points out the limitations of wire saws, and the lines development should logically take. Some of the inferences to be drawn are discussed below. Best Length of Cut.-No. trouble was due to length of cut, except that we could not easily level down a long cut, and it is probable that longer cuts, say up to 200 f t., can be made. Obviously, longer cuts will result in a higher sawing rate, in square feet per hour if- they do not cause stoppages. Working Higher Ledges.-The cuts averaged 10.42 ft. high by 130 ft. long. A study of several logs indicated that during only about 15 per cent of the cutting time was the saw cutting to its full efficiency; that is, during about 85 per cent of the time the saw was bedding in at the ends and not cutting well in the center, or the ends were below the floor line and only part of the wire was doing effective cutting. This does not mean that the wire was cutting to only 15 per cent of its capacity, but it means that during about 85 per cent of the time part of the cutting was being wasted. If higher ledges had been worked, the wire would have cut to its full efficiency a large part of the time, as it would have had a greater distance; to saw after it had bedded in to the ledge before the ends went down below the floor level. The exact saving to be expected cannot be calcu-lated, but it would be large, if really high cuts were made.

Crude oil stocks were some 10,000,000 bbl higher on June I, 1947, than at any time during 1946 but the extremely heavy refinery runs the last half of 1947 cut crude inventories to approximately the 1946 closing level of 225,000,000 bbl. Many refiners were seriously short of crude oil during the year. This shortage was reflected in numerous advances in the posted price of crude, justified in part as an incentive for more production but more generally due to competitive bidding. Some purchasers of crude, endeavoring to keep their plants running, resorted to the payment, either directly or indirectly, of premiums above the posted price. Another common practice employed by some suppliers of crude oil was to demand refined products in exchange or trade for their raw material. The refined products picture has darkened in spite of record throughputs. Stocks of gasoline and light and heavy fuel oils were uncomfortably low at the beginning of the year and were in general still lower at the close. The rationing of some products, principally gasoline, to dealers and stations? initiated during the year, gained momentum as stocks continued to diminish. The emphasis placed by the manufacturers of oil-burning equipment on the convenience and economy of heating with oil, together with the tight situation in coal, has developed a tremendous demand for burning oils. Consumption of liquefied petroleum gas for domestic and household fuel had more than doubled in 1946 over 1943, and the demand seems to be limited only by the ability of the equipment builders to furnish necessary storage. transportation, and burning equipment. The supply situation is likely to become more acute in 1948. Demand for petroleum products is being pushed to new heights not only by the unprecedented domestic market but by a sudden and drastic upswing in estimates of military and governmental requirements. Additionally, oil exports are running far below the volume requested, amounting to less than forty percent in a recent quarter, and export licenses are reportedly being approved on the basis of urgent need *only. AX recent White House release sees little likelihood that estimated requirements of the sixteen nations participating in the proposed Marshall Plan can be met in full over its projected life—1948 to 1951. Present demand dictates maintenance of refinery operations at the highest possible level and the Bureau of Mines has forecast daily average crude runs in 1948 of 5,265,000 bbl. The Economics Advisory Committee of the Interstate Oil Compact Commission recently estimated the 1948 demand for petroleum products at nearly 6 pct above 1947. They further estimate daily average crude runs of 5,375,000 bbl in 1948, some 2 pct higher than forecast by the Bureau of Mines. Projected demand exceeds supply to the extent that Capitol Hill is reportedly investigating ways of enabling oil companies to act in concert without danger of antitrust prosecution, such as elimination of crosshauls, pooling of products, and lowering of octane.

Having brought with me to this meeting a couple of "Mitis'' wrought-iron castings, I have found that they attracted a great deal of attention from steel manufacturers, and especially from those experienced in making castings, among whom some have said that they felt inclined to "unhesitatingly dcclare their manufacture an impossibility," if they had not seen the samples. The consequent demand for explanation of the method of manufacture has been SO great that I accept with pleasure the request by the President to address the meeting on the subject. My object in this address shall be only to explain the main features of the manufacture, referring those who take more interest in the matter to Mr. Th. Nordenfelt's paper, read before the British Iron and Steel Institute, reprinted in many American papers, and containing both a historical sketch of the inventions and many interesting details. As the manufacture of castings from steel by others is, at least to some extent, a success, I shall, in my explanations hereafter, refer to wronght-iron, although our mode of manufacture is equally applicable, with corresponding advantage, to steel of any temper. The successful manufacture of castings depends upon several very important matters, besides the necessary skill of the workman. You must have a suitable metal as raw material; you must have an eacient and suitable furnace for smelting, so as not to injure the metal; you must be able to handle the metal in a suitable way, from the time it is ready in the furnace until it is poured into the moulds; you must have a suitable moulding material. The fundamentals of blasting involve both the properties of explosives and of the rock being blasted. Four of the most important explosive properties appear to be energy density, bulk density, rate of energy release and the pressure- time history of the gases produced. Important rock properties are density and porosity, strength, and energy absorption including the effective moduli of elasticity. Rock structure also has a marked effect on its properties: for example, joints, bedding, and fracture alteration. Several mechanisms enter into rock fragmentation by blasting. These include slabbing, radial fracturing, crushing and bursting by the gas bubble. All of these factors are closely related to properties of both explosives and rock. Slabbing depends upon the first generated stress wave, whose shape and magnitude are a result of the pressure generated by the explosive, its time history and the resultant response of the rock, including its ability to sustain the stress wave. Actual slabbing, in turn, is a function of the magnitude and shape of the pressure pulse and the tensile strength of rock. Further fragmentation depends to a great extent upon the amount of gas in the bubble and its energy and pressure.

The United States Civil Service Commission announces open competitive examinations for the positions of valuation engineer, assistant valuation engineer, and valuation aid for the Income-tax Unit of the Internal Revenue Bureau. The duties of these positions will involve the estimating of: (1) The quantity of mineral, oil, and gas or timber; (2) the theoretical and market values of mineral, or oil and gas in place, standing timber, and their products; (3) the value of equipment ordinarily used in discovery, exploitation, and utilization of such natural resources; (4) the cost of development, exploitation, and utilization of such natural resources. The entrance salary for each grade, within the range stated, depending on the qualifications of the appointee, is: Valuation engineer, $3600 to $4800 a year, though in exceptional cases higher salaries may be paid; assistant valuation engineer, $2500 to $3600 a year; valuation aid, $1200 to $2500 a year. Applications for valuation aid must have had a bachelor's degree from a college of recognized standing, graduation from a four years' high-school course, or education equivalent to that required for such graduation, and at least four years' experience in the technical branches of one of the industries mentioned in positions tending to qualify them for the duties outlined above.

In 1857 the Philadelphia and Reading Railroad Company, whose main line extended from Philadelphia to Pottsville, Pennsylvania, with branches into the coal regions of Schuylliill County, made a contract with the Fairmount Rolling Mill, at Philadelphia, for the rerolling of some four thousand tons of iron rails. The essential features of the agreement were that the old rails should be piled with puddled iron and rolled into flats for the rail pile, which latter was • to be of a section seven inches square, and after being heated, and reduced, by rolling, to a bloom of a section about fire inches by six inches, was to be reheated, before being finished into the rail of the T pattern, four inches high, weighing sixty-four pounds per yard. Great care was exercised in the execution of this contract, and the rails being distributed over all parts of the road, gave general satisfaction by their excellent wear. Five years afterward, the principal proprietor and manager of the Fairmount Rolling Mill was elected President of the Reading Railroad, and very many of the rails made under his supervision were still in use in the tracks of the company, of which he had just assumed the management. His first efforts were, therefore, directed to the procuring of more rails of the same quality wherewith to replace those worn out. Here he encountered some trouble, makers refusing to bid because of the details in the specification, the required reheating being the objectionable feature, for which it was generally intimated they would not be sufficiently remunerated for the increased labor, extra coal consumed, and the changes necessary from the established methods of working. Most of the new rails were, therefore, bought, and the old rails rerolled without regard to any particulars as to the manner of piling, heating, etc., each manufacturer furnishing what he deemed the best article possible for the money. THE wide variation in tension and compression properties' which exist between the a,ß and ? phases of plutonium indicate that a study of the impact properties would give a greater insight into the variables affecting the mechanical properties and formability of plutonium. In tension the a phase is quite brittle with elongations less than 1 pct. The ß phase at normal test speeds is unusually ductile; elongations up to 621 pct have been obtained. However, the ß phase is quite sensitive to strain rate; elongations decrease rapidly as strain rate is increased. The y and 6 phases are less ductile than the ß phase, with the 5 phase the more ductile of the two. Neither are very sensitive to strain rate. Considering the brittle nature of a Pu in tension and compression and the strain rate sensitivity of ß -phase Pu, both unnotched Charpy specimens and standard V-notched Charpy specimens were fabricated for testing. In addition, since iron in amounts greater than 500 ppm forms a Pu-PlgFe eutectic network which inhibits microcracking in as-cast plutonium,' it was decided to prepare impact specimens with low and high iron contents. Chemical analysis and density data for the impact specimens are presented in Table I. A total of 55 impact specimens, 32 unnotched and 23 with the standard Charpy V-notch were tested at temperatures from —45' to 330°C. The test results for both unnotched and notched specimens are illustrated in Fig. 1.

Alaska requires an adequate fuel supply for its development, and has large potential coal reserves ranging from lignite to subbituminous and anthracite. Coal production in the Territory now is less than the requirements. In L947, production was 361,000 tons, divided about equally between bituminous coal from the Matanuska field and subbituminous coal from the Nenana field. There is need for development of modern mechanized mines, which should produce the required output with a minimum of workers. These mines should not be thought of in the light of large potential capacity, as in the States. However, these new mines should be developed by modern methods, which should result in lower costs than at Present. Because of the diverse physical conditions in the coal fields, intensive investigation by diamond drilling is necessary to properly plan the development and equipment of mine sites at minimum cost. The Bureau of Mines is doing this now in the Wishbone Hill area of the Matanuska field. All coal land in Alaska is government-owned and subject to the Coal Leasing Act. Coal mining in Alaska has been handicapped by an inadequate supply of dependable workers. Wage scales have been very high in recent years, and "floaters" have been attracted to the coal mines. This type of labor is not conducive to efficient operation. Modernization of mines will require skilled and dependable workers and to induce such men to become interested in coal mining in Alaska, modern facilities, such as modern houses, schools, churches, and recreation halls, must be provided near the mines. Alaska is still a frontier and improvements in living standards must accompany development of mines in order that a stable community may be established. Coal is known to have been mined in Alaska at Port Graham, on Cook Inlet, by the Russians in 1854. During the Klondike gold rush in 1898, coal was mined in scattered areas for use on steamers plying the Yukon River and its navigable tributaries. After the Alaska Railroad was built, two important fields were developed—the Nenana and the Matanuska (Fig 1). The Bering River field was explored by the Guggenheim interests at one time, and a railroad to the area was constructed. However, the field was abandoned because of litigation and reported unsatisfactory physical condition of the beds. There are areas that today are unimportant but which may be developed in the future. Possibly the most important of these is the deposits of subbituminous coal adjacent to Cook Inlet, near Homer, on the Kenai Peninsula (see Fig 1). It is expected that the demand for coal in the Kenai Peninsula will increase because the population in that area has increased as a result of agricultural development. Numerous outcrops of coal are exposed on the peninsula and development of a mine there would obviate dependence on supplies of coal from the Matanuska field. Coal from this field must be shipped approximately 160 miles by rail to Seward and transported thence by boat about 180 miles to Homer. There has been no regular boat service from Anchorage to Homer. There are deposits of coal in the Arctic region but a description of them will not be given in this paper, which will describe the more important deposits in the Alaska Railroad belt. The results of a reconnaissance in the Arctic have been described.' Description of Fields MATANUSKA FIELD The Matanuska field lies in the valleys of the Matanuska River and its tributaries and their separating ridges. This field has been interpreted by geologists as a sunken fault block that separated the Talkeetna Range of mountains from the Chugach Range. The Matanuska River flows west along the south side of the field and the Glenn highway, which extends from Anchorage via Palmer to the Richardson highway near Glen Allan, follows the Matanuska Valley. THE Leadville tunnel, a Bureau of Mines project designed to unseal Colorado's rich but flooded lead, zinc, and manganese mines, is still being advanced, although the work is encountering severe difficulties. Work on the tunnel, begun in 1943, was dropped for lack of funds in 1945, and started again last September. The tunnel is one of the nation's toughest mining jobs. Fifty firms and individuals, who were asked to bid on the job of continuing be- yond the 6600-ft mark, didn't even answer. The work was finally taken over by the Utah Construction Co. of Salt Lake City. Since last September, the face has been moved 1000 ft closer to the flooded Leadville district mines, and to the hoped-for length of 17.300 ft. Some apparent success has already been noted, with an unusual decline in the water level in some major mine shafts reported this winter.

The variation of point of zero charge (PZC) of both simple and complex oxide minerals was studied as a function of aging time in water. In most cases the PZC's of the simple oxides moved toward more basic pH values with aging time. Evidence to date suggests that this phenomenon relates to dissolution of disturbed layers on the mineral's surface accompanied by later readsorption of metal hydroxy species back onto these surfaces. The readsorption takes place after the solution becomes supersaturated with respect to some crystalline phase. The variation of PZC's of complex oxides as a function of aging time in water is apparently related to several different mechanisms. In a few cases PZC shifted toward more basic values with time. This shift could be attributed to much the same mechanism as for simple oxides. In most cases, however, PZC of complex oxides shifted toward more acid values with aging time, probably because of loss to solution of soluble cations whose oxides possess basic PZC's.

Current mineral industry trends toward handling the high tonnages of lower grade ore and tailings retreat lead to a continuing need for large volume flotation cells. The benefits which accompany the larger cell flotation circuit include reduced capital cost, less mill floor space, reduced operational complexity, and less maintenance, provided the metallurgical performance and solids suspension capability of the cell are not compromised. This study reviews development considerations pertinent to large mechanical air induction type flotation cells from the standpoint of cell internal hydrodynamic characteristics and metallurgical performance. While the importance of process related factors such as chemical usage, pH control, solids size and loading, and circuit arrangement cannot be denied, this study will emphasize the relationship of cell size (volume), mechanism geometry (impeller diameter), and mechanism operating conditions (rotor speed and submergence), to air transfer, liquid circulation, liquid "rise velocity" and mechanism power draw. Specific hydraulic performance maps for large capacity 300 and 500 cu ft flotation cells will be reviewed in terms of the relationship between the operational variables and the air and liquid flow conditions within the cell. Metallurgical results, obtained under plant operating conditions for 300 and 500 cu ft cells, are included to illustrate the metallurgical performance similarity of flotation cells which follow hydrodynamic scale-up criteria set forth in this investigation.

WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain.

On Feb. 16, 1948, the Board of Directors of AIME authorized the publishing of "Technical Notes" in METALS TECHNOLOGY. The purpose is to provide prompt publication of very short items of the following general types: I. Results of short investigations which do not warrant a paper. 2. The conclusions of extensive investigations of insufficient general interest to justify a regular paper. 3. Conclusions arising in the course of an investigation, which, because of interest to others in the field, the author wishes to present prior to completion of the investigation. 4. Pertinent factual comment (not mere argument) on the subject matter of previous "Notes." Such Notes will be subject to the approval of the Auxiliary and AIME Publications Committees, but can be handled more promptly than regular papers because they need not be referred to readers. The recommended maxi- mum length is 500 words; notes in excess of 1,000 words will not be considered for this type of publication. A graph or photograph may be included as part of the note when particularly illustrative. As with regular papers, contributions to the new section should be submitted to the Secretary of the AIME. Please furnish two copies each complete with illustrations.
