IN view of the approaching visit to Japan and the Imperial Steel Works at Yawata by our members, the following notes on present conditions in the industry there will be of interest. The data were collected by the representatives of the Bureau of Foreign and Domestic Commerce in Japan and are furnished here through the courtesy of the Department. In connection with the proposed suspension of both new and old Government undertakings and the general depression in building, which is expected to result from the retrenchment policy of the Government, some cuts in iron and steel prices have been made by dealers. It is expected that the Yawata Steel Works may reduce its round bar prices for November delivery by 1 yen.

TRANSFER to the Bureau of Mines of the responsibility for conservation and production of helium, and announcement that a proposal has been made to the President for commercial operation of the Los Angeles has attracted new attention to the helium program of the Government. The matter is one in which mining engineers, and the mining industry in general, have a peculiar interest. Helium is a byproduct of the petroleum and natural gas industry. It is found in certain of the natural gases which have themselves been discovered, in the main, in the search for oil. If it is to be produced on a large scale, the conservation and development of the fields will necessarily be done by the men of the oil and gas industry. There is no known or expected source of supply of quantities of commercial importance save in the natural gas fields. Not all gas wells supply helium and none of them supply it in important percentages. If it were necessary to prospect a field, develop it, lay pipe lines and build production plants for the helium alone, the cost would be prohibitive. On that basis helium would necessarily be restricted to essential war uses, where cost is subordinate to need. As a byproduct of the natural gas in certain, at least, of the fields in the United States there is distinct reason for anticipating that it may be produced in amounts and at a cost that will permit its regular use in commercial airships.

It has been said that the Pittsburgh bed is the most valuable single mineral deposit yet known to man. The figures in Table 1 are presented in substantiation of that claim. Production and Value In order that the figures of Table 1 may have any weight, a statement must be made to show how they were arrived at. Because, to the writer's knowledge, no accurate separate figures ever have been kept of the production and value of the Pittsburgh coal bed, the states will be considered separately. Pennsylvania Accurate figures are obtainable for Pennsylvania for recent years because recent reports of the Pellnsylvania Department of Mines show the production from each mine and the bed worked at each mine. For recent years, therefore, it is only necessary to list the mines working in the Pittsburgh bed and add up their production. The value was obtained by treating each county separately, applying the average price for the county to the production of Pittsburgh coal in that county. Until recently, probably the best means of sampling airborne dusts has been the impinger method. Dust-laden air is drawn into a sampling tube, and the particulate matters separated from the air and collected in the liquid in the impinger. A sample of the suspension is prepared on a slide and counted through a projection microscope. This method is simple and reliable, but it does suffer drawbacks. Since the collected particles must be counted visually, results of the dust count are not immediately available at the time the sample is taken. This seriously impedes studying the effectiveness of dust inhibitors, such as water sprays, or making adjustments in equipment. Greatest disadvantage of all, however, is the tedious task of counting particles in the sample. With the growing desirability of taking more samples, the effort involved in making these counts is a real factor in the cost of dust control. Finally, it is generally recognized that impinger dust counts can be related to health hazard only for specific kinds of dust and under similar conditions. This is because the rather complex mechanism of dust damage depends so much on size distribution of the dust. When I first received the announcement of this meeting I was pleased to see that this 14th APCOM Symposium had expanded its range of interest. One new topic to be considered this year is long range or strategic planning--the continuous process by which current risk taking decisions are made systematically, and with the greatest knowledge of future impact. Long range planning should receive our attention. It is the first step in the management process and the foundation of many--if not all --key managerial decisions. Improvements made at this stage of managing are almost certain to be of benefit in later stages of decision making. It is obvious to many of us that in a physical process such as mineral beneficiation, one does not concentrate all of one's attention on the flotation design without also considering the grinding, cycloning, and desliming stages of the process. Taking this a step further it would be equally erroneous to find a mineral engineer designing a mill without due consideration for mine, smelter and refinery and beyond that the sales goals, growth and profit objectives of the firm itself. And yet, how many times have we seen organizations staff and reorganize without consideration of an overall plan; without adherence to the management process which by its definition, calls for a plan first, followed by the appropriate organization and staff. The computer applications traditionally discussed at APCOM meetings have concentrated on areas dealing with things and people-- the implementation of the plan, rather than with concepts and ideas, the formulation of the plan.

BICRYSTAL specimens grown from the melt have been used extensively for investigations of the influence of grain boundaries on plastic deformation. The bicrystals are usually of predetermined orientation prepared by seeded growth from the melt in milled graphite boats. This technique has been described in detail by Chalmers.' SINCE I have told you of the distillation of waters and the extraction of oils from things-all ingenious and useful processes-I wish to continue to speak of the arts. I am reminded that I first wish to write down for you the discourse that I made to you on another occasion a few days ago concerning the operation of a mint, so that if you have lost it from your memory (and this would not be surprising since you have had no practice in it) you may repossess it if you should need to practice it or even to talk about it, and if you find yourself in this activity it may not be new to you. I told you, as I believe you will remember and so again I repeat, that a very great and constant diligence is required by one who wishes to operate a mint well, or to have it operated, because it has many parts which it is necessary for anyone who enters this work to understand very well; indeed, if he wishes that all the work of his helpers be done well, he will have to do it himself. And if it were possible, he should have a hundred hands and a hundred eyes together, and at the same time should be in different places, because some loss often occurs in what is handled because of the carelessness of the workers or because of their little real trustworthiness. It is understood that such things require great hard labors and many kinds of knowledge. The material handled in this work is most often either gold or silver all ready to be spent, and these things are very attractive to those who handle them. In addition to being made into pieces of money likely to disappear, it is very easy to lose, and whatever part is lacking for any reason whatever [132v] brings detriment and loss to the patron since it is a thing of value. Discussion of the paper of HERBERT A. EVEREST presented at the New York meeting, February, 1916, and printed in Bulletin No. 109, January, 1916, pp. 165 to 167. NEWELL G. ALFORD, Earlington, Ky. (communication to the Sec-retary*).-Mr. Everest's statement concerning the economies in a small coal mine has interested me very much. The majority of discussions on coal-mine economy omit the small operator and for this reason Mr. Everest's paper should lead to productive thought. I agree that close concentration of working places and constructive supervision of labor are two items of salvation to the small operator. It is also true that small mines often yield as much profit per capital invested as their larger neighbors. Mr. Everest also says that the small operator has so keen a regard for the inroad on his profits that even one extra day hand is an extravagance not tolerated, and this is rightly so. But, does not this earmark of the small operator in many cases offer a clue to his vital weakness? A credit balance is the acid test of success in any enterprise. With the small operator who owns practically all the capital stock this is particularly significant. He never takes his eyes off the market price and at the same time strains every nerve to cut down his payroll. In several cases I have noted that the resultant close supervision of labor was in fact too close. The "stitch in time" was not applied to the repair of this or that, with a decided increase to the cost of the work when it had to be done at the expense of cutting off the run when orders were on the books.

France.—Pechelbronn remains about the only producing field, 41 per cent of the 1937 output of 496,525 bbl. being mined by shaft and 59 per cent produced from pumping wells. At present Gabian has only a very small production. During 1937 there was no private undertaking for petroleum research. Only the Office National des Combustibles Liquides has done any drilling, unsuccessfully, at Pezenas and Frangy-Chilly. Algeria.—No new research has been made and Tliouanet, a small acreage pool that has been declining for several years, gave only 2193 bbl. in 1937. Morocco.—The SociCt6 Chhrifienne des Petroles continues active work. First tests of production made on the Jurassic structures of the Tselfat and Bou Draa must be mentioned for 1937. In connection with these tests, which have yielded 16,495 bbl., 14 new wells have been located

There is no new outstanding fact to be noted concerning the development of petroleum production and research in France and her possessions during 1935. France.—Pechelbronn remains the only important producing field in France. The total output has reached 538,921 bbl., showing a small decrease on last year's figures. Out of this, 302,737 bbl. was extracted by drilling and 236,184 bbl. (44 per cent) was obtained by means of shafts and galleries. Exploration of deeper formations was still in progress, and resulted in the discovery of a new Middle Triassic (Muschel-Kalk) producing horizon. In the vicinity of Hirtzbach (South Alsace) shallow exploration tests (500 ft.) were drilled by the Société de Pechelbronn, oil indications being found in the Tertiary. Two more important wells are now drilling in deeper horizons. The Chantenay well (Niévre) was finished in August, 1935, at a depth of 3544 ft.1 A test is under progress in Savoie. South of Gabian, at Pezenas, the erection of a rig is nearly completed.

It is a pleasure for me to keynote this first Western Regional Minerals and Coal Conference here in the Black Hills of South Dakota. It is pleasing for two main reasons. First, Homestake Mining Company has been associated with the Black Hills since 1875 when gold was discovered following Custer's trek through the Hills during 1874. Second, the future mineral development of the Black Hills will depend, to a great extent, on minerals and metals covered in this conference. The metals and minerals that are featured in this conference have unique similarities--and important differences--and therefore, will be of great interest to all who are involved in our industry in this area of the country. Precious metals have always been, and likely will always be, subject to political influence; they are only partially affected by the demands of our industrial economy. Energy minerals, while more directly affected by industrial stimulus, are also politically sensitive. In this regard, the need for a minerals policy affecting the energy sphere has been made very clear to us in the last five years. More importantly, the lack of a national policy and purpose relating to our total future energy needs has severely affected the overall economy and security of this country. Very briefly today, I would like to outline for you my thoughts on the future of these most important minerals. I will start by a discussion of precious metals, primarily my favorite precious metal, gold. A brief history of gold will be helpful in setting a perspective for forecasting its future although it is difficult to give a brief description of a metal that has been prized by man for over 6,000 years. ONE of the most neglected fields for physicochemical education as well as for research is that of high-temperature phenomena. Few universities or technical schools give instruction in the physical chemistry of substances at high temperatures. On the contrary such instruction is almost entirely confined to the region between the freezing and boiling points of water. This field should be extended to a much wider range of temperatures, both low and high. Such an extension is logical, sound, feasible, and practical.

For the purposes of this paper, the boundaries of China and Siberia will be taken as they stood about 1907. Except in the Caspian region, it is doubtful if all the oil ever produced in these countries would equal one day's flow of a good Texas well. Considering the vastness of the regions and the variety of strata, it seems strange that these two countries should have made so small a showing in the petroleum industry. No doubt the condition is caused partly by lack of prospecting and of modern methods of development; in larger measure, however, it is evidently because of unfavorable geological conditions over nearly all of east-central and northern Asia. China The known oil occurrences in China are very few. For many years, perhaps a barrel a day has been obtained by primitive methods from wells near the city of Yenchang in the northwestern province of Shensi. A like amount was obtained from wells bored for salt water in the vicinity of Kiating in southwestern Szechwan. The little oil was separated from salt water by allowing it to stand in jars. The salt wells yield also considerable natural gas, which is used to evaporate the salt and also for domestic purposes. There is evidence that wells were bored in this part of China before the third century. It is said that more than 1200 wells have been sunk in that district to depths of 1600 to 2000 ft. (485 to 610 m.) in connection with the salt industry. The scarcity of petroleum in China may be ascribed to three general geologic conditions: First, China contains practically no marine sediments of Mesozoic or Cenozoic age; second, the Paleozoic sediments are not for the most part of the types that generally contribute petroleum; third, the rocks of nearly all ages have been strongly folded, faulted, and more or less intruded by igneous rocks in all parts of China except certain areas in the west and northwest. Since advances in the understanding of gravity thickening reflects the development of knowledge about suspensions themselves, the paper starts with the discussion of flocculent and nonflocculent suspensions. The properties of flocculent suspensions and their behavior in different concentration regions (zone settling, channelling, compression) are defined and discussed. In the main portion of the paper, the behavior of flocculent and nonflocculent suspensions during batch as well as continuous thickening, is presented, together with a brief review of the gravity thickening theories and sizing methods. The classical as well as the most recently developed methods are presented and their use and limitations are discussed.
