IT was but a few years ago that the mining engineer, and his confreres, the civil, mechanical and electrical engineer, were stigmatized by politicians of the parish? pump variety as advance agents of unprincipled exploiters of backward countries. Today he is recognized as a most important missionary of civilization in opening up new territory to contribute its mineral wealth and incidentally its other resources for the needs of mankind. An engineer, it is now conceded, is not only a benefactor of the world at large, but is a primary factor in the betterment of conditions of the inhabitants of those countries developed by his skill and indomitable courage-for courage is requisite in pioneering and his indefatigable industry. The engineer will, I believe, become a real "Ambassador of Good Will," when the slow-consenting academic mind realizes as it must that beneficent deeds are more enduring and more convincing than mere gestures of professed amity.

The area comprising what is geographically termed "Central Texas" was somewhat less active in 1934 than in 1933. The year saw the completion of 182 dry holes and only 74 producing wells. Bexar, Williamson and Bastrop counties, with active fields such as Yturri-Southton, Byersville, North Dale and Cedar Creek contributed a majority of the new oil wells. Hilbig, in Bastrop County, 1933's most important discovery in the district, saw no development during the current year. New fields opened in 1934 were Byersville, a serpentine intrusion in Williamson County, and Manda, producing from similar material in Travis County. Like most of the other serpentine plugs, neither gives promise of covering a very large area. Other active counties were Bexar, Bastrop and Caldwell, although successful operations in each of them were limited to the old fields. The location of producing fields is shown on Fig. 1. New Fields Byersvil1e.—Late in 1933, Fritz Fuchs completed Zeischang No. 1, eight miles south of Taylor, Williamson County, for an initial production of 25 bbl. per day. The oil is 37" B6. A.P.I. gravity and is from Serpentine formation at approximately 900 ft. Additional drilling was carried on in 1934, and at the end of the year 18 producing wells had been completed, proving about 200 acres. Manda.—The Manda field, or Kimbro field as it is termed by some, received its first production Sept. 10, 1934, when the Humble Oil & Refining Co. completed No. 1 C. J. Peterson as an 8-bbl. oil well. The new field is near Littig, in eastern Travis County, and is about 15 miles northeast of Austin. Production is found in serpentine formation between 650 and 750 ft. The same company's No. 1 Buck Christian, second well in the field, flowed 190 bbl. per day through a ?-in choke. Although only a small area has been definitely proven it is expected that present drilling will provide extensions in several directions.

Increasing acceptance of perlite products, chiefly in the fields of lightweight structural aggregates and thermal and acoustic insulation, has led to expanding market demands that have encouraged many new producers to enter the field. In some instances, however, the failure of these producers to anticipate the variable response of perlite to conventional processing methods has led to difficulty in establishing an economical flowsheet by which a predictable specification product could be obtained. It is not the writer's intent to provide a solution to these problems, but rather to summarize their nature. It is to be hoped that members of the industry who have hurdled some of these obstacles will document solutions arising from their experience.

During 1938 and 1939, an extensive series of geophysical surveys, employing both resistivity and magnetic methods, have been carried on in the Hawaiian Islands by the Section of Geophysics of the United States Geological Survey in cooperation with the Division of Ground-Water of the Survey and the Division of Hydrography of the Territorial Government (see Fig. 1). During this time, surveys have been conducted on the islands of Oahu, Molokai, and Maui. Two distinct types of ground-water occurrence are being investigated: (1) The basal fresh-water lens floating on underlying salt water in obedience to the Ghyben-Herzberg principle (Fig. 2); and (2) perched ground-water (Fig. 3).

THE introduction of a new fuel, such as natural gas, necessitates careful study where it has not been used previously. At the El Paso smelter natural gas required the installation of apparatus with which no one at the plant was familiar, either as to the type of equipment needed or as to the burning of the gas in it. Observation of existing installations of a similar character and assistance from gas engineers served as a basis to determine what was advisable to use. The gas line entering the plant goes to a metering station equipped with a duplicate system of pressure regulators, a temperature recorder and the gas company and smelter orifice meters in tandem. As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using cross-linked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganite, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The imlnodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pyrolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethanolamine derivative. The separation of hematite from quartz by selective flocculation with chelating crosslinked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dispersing agent.

Many articles have been written describing peculiar and particular types of drilling. Little correlation has been made between the character of ground to be drilled and sampled and the type of drilling most desirable for procuring satisfactory samples. In development work, the engineer and metallurgist often desire the recovery of a sample in as physically natural a condition as possible, particularly when the sample must provide material for process tests as well as chemical and physical analyses. This paper describes the results of experimentation in drilling unconsoli-dated materials carrying titanium minerals in the Magnet Cove area, Ark. The drilling was most difficult in that the ground varied much in consistency, and it was vitally necessary to recover a physically natural sample. Ordinary churn drilling recovered a sample that could be analyzed chemically, but the sample was not in its natural state. The problem was successfully solved by utilizing and further developing methods used in the oil and clay industries. In the Magnet Cove area of Hot Spring County, Ark., the titanium minerals include rutile, brookite, ana- tase, leucoxene, and others. They occur in soil, clays, and altered rocks adjacent to novaculite in contact meta-morphic deposits. In preparing titanium minerals for use in the industry, it is necessary to know the physical characteristics of the ore. Also it is believed that the particular physical character of the titanium mineral used is just as important as the chemical character. Brookite and rutile, for example, are the same chemically but differ in crystalline structure. In preparing titanium minerals for market, beneficia-tion is necessary. For the millman to make a satisfactory laboratory test, the sample he uses must be as nearly of the same physical character as he would have from mine run ore. In the past at Magnet Cove, churn drilling had been done on the properties, and assays of total titania had been obtained. It was found, however, that the total titania was indicative merely of the presence of titania but did not tell the metallurgist the character of the material or even give him the slightest indication of what he might expect to recover. When the Bureau of Mines entered the field in the winter of 1947 and 1948, it was therefore necessary that a natural sample be recovered. LIMITATlONS IN ORDINARY PRACTICE The churn drilling that had previously been done had shown that the occurrence of titanium-bearing mineral was somewhat widespread. The samples were, however, completely beaten up and in a finely powdered state. The minerals had been slimed, and such ore dressing tests as were made from the churn-drill samples were found to be worthless. Test pitting and outcrop sampling had provided satisfactory samples of surface ore but did not represent the entire ore body. A quantity of rutile had been produced from the surface residual concentrations in the westerly part of the cove, but production ran into metallurgical trouble as depth was attained. Representative deep samples upon which ore dressing research might depend were needed.

AS provided in Article VIII, Section 4 of the By- laws, the Papers and Publications Committee has formulated the following, rules of pro-cedure and submitted them to the Board of Directors for consideration and approval. In preparing these rules the committee, and an active subcommittee con-sisting of Messrs. Norris, Sharpless; Fohs and Wither-ell, have kept in mind the desirability of codifying the practice that has grown up through the now sev-eral years of experience of the committtee, without casting them in a mold so rigid as to be hampering. The problems of the Institute change from year to year and the methods of publication must change also to meet each new situation as it arises. "The estab-lishment of divisions and special volumes devoted to the papers. read before each required certain changes from former practice. These rules have been framed with this in view. The committee suggested, however, in its letter of transmittal, that the system will be made all the more workable if the Board will, as far as practicable, in making appointments to this committee, arrange for representation from each of the professional divisions and technical committees. It is understood that the chairman of the committee will be named by the Board. The rules regarding spe-cial volumes have been framed, keeping in mind the present policy of distribution, as already approved by the Directors under which the special volumes go only to the special. groups except on request. The committee has not attempted to provide rules governing consideration of any appeal made to the Board from one of its decisions, but its services and files will necessarily be at the full service of the Board in any such event. The rules which were ap-proved by the Board at its meeting on March 30, 1928, are as follows: Signed by C. S. Witherell, Chairman. (A) The authority of. the Committee on Papers and Pub-lications, hereinafter called the Committee, is defined in Art. VIII, Sec. 4 of the By-laws of the Institute, which reads as follows: "Papers and Publications: The Committee on Papers and Publications shall consist of the Secretary of the Institute, and at least twelve members of the Institute, to assist in passing on all papers offered for publication. They shall be appointed annually by the Board of Direc-tors, on recommendation of the President, and shall have authority, subject to appeal to the Board, to accept or reject papers for publication in the Transactions and Technical Publications of the Institute. The Commit-tee shall formulate a set of rules of procedure which, when approved by the Board, shall have the force of By-laws until revoked or amended." The policy of the Committee will be to uphold the ob-jects of -the Institute as set forth in the Constitution (Arti-cle 1, Sec. 2).

Total United States production for 1928 was 900,364,000 bbl. as compared with 901,129,000 for 1927, or 2,466,000 bbl. per day versus 2,468,000. The three major producing areas were Texas, Oklahoma and California. Texas production increased from 217,389,000 bbl. in 1927 to 256,888,000 in 1928—an increase of 39,499,000 bbl. following an increase of 44,500,000 bbl. in 1927. Oklahoma production amounted to 249,558,000 bbl. in 1928 as compared with 277,775,000 bbl. in 1927 and 177,650,000 bbl. in 1926. California production for 1928 was 231,982,000 bbl. as compared with 231,196,000 in 1927. Production increased markedly in Venezuela and declined in Mexico. Elsewhere no great changes or declines in production were noted. New discoveries occurred in nearly all districts. The many excellent reviews of the various districts of the United States presented at this meeting, are each fully summarized and tell their own story so well that little would be gained by attempting to repeat their content here. There are certain impressions to be gathered from these papers and certain trends that are indicated by them which may better be pointed out. OVERPRODUCTION Overproduction is the most serious one of them. Efforts to avert it resulted in a measure of cooperation in the oil industry more widespread in character and more beneficial in results than has ever been recorded in any previous year. These efforts were undertaken in the closing months of 1927 and enthusiastically effected before the spring of 1928 had passed. Unfortunately, slight advances in prices during the summer months accompanied by the letting down of this sort, of effort resulted in a marked increase of production during the latter half of 1928. THE peninsula of Nicoya contains virtually all of the known manganese deposits of Costa Rica. These are south and west of the Tempisque River, which flows across the peninsula near its juncture with the mainland. This peninsula forms the westernmost part of the province of Guana¬caste, which is the northern of the two Pacific Coast provinces of Costa Rica. The larger villages are connected by ox-cart roads and trails. The area may be covered on horseback without difficulty except during the rainy season, when rivers are in flood and difficult to ford. This is particularly true of the Rio Seco-Guayjiniquil area, where there are no inhabitants and few open trails through the tropical jungle. Santa Cruz and Sardinal are served by the Taca Airlines, two planes a week from San Jose and Puntarenas. The port of Puntarenas has excellent loading facilities but none are available nearer the manganese districts; there ore must be lightered to vessels standing offshore. PHYSIOGRAPHY In Costa Rica there are three physiographic divisions: (I) the central plateau (Mesa Central), a somewhat dissected lava platform upon which are superimposed volcanic peaks, some of which are still active; (2) the Atlantic lowlands and (3) the Pacific lowlands. The peninsula of Nicoya and the larger part of the province of Guanacaste lie within the Pacific low lands. The term "lowland" indicates relation to the central plateau, as the peninsula of Nicoya is largely mountainous. The mountains of Nicoya form the southern extremity of a range of low hills, which are almost continuous along the Costa Rican coast to the Nicaraguan border. The coast line shows evidence of subsidence. The Gulf of Nicoya obviously is the drowned valley of the Tempisque River. The west coast of Nicoya shows many rocks, shoals, bays, inlets and small islands as evidence of a sea encroachment. The altitude of the manganese deposits ranges from 0 to 800 ft. Topography is of the mature type of wide valleys and low ,hills, often with abrupt slopes. The climate is tropical and humid; rainfall of 125 in. falls largely between Sept. I and Jan. I. Vegetation often is very dense, the Rio Seco-Guayjiniquil area being truly tropical jungle, containing many hardwoods. HISTORY AND PRODUCTION The production of manganese ore in Costa Rica apparently dates from the first World War. It reached a peak of about 10,000 tons in the year 1919, then declined rapidly. Evidence of this period of prospecting has rotted away or been swallowed by the jungle. The war now in progress apparently revived the interest in Costa Rican manganese and has encouraged further prospecting. Twenty years ago, the standard voltage for stripping machines was 4160 v and few people even thought of using a higher voltage. It was adequate for the machines of the day, which seldom exceeded 2500 hp, and higher voltages were considered to be too expensive and even dangerous. Then, in 1956, a 4500-hp machine was placed in operation and it was determined, with some reluctance, that it should operate on 7200 v. The next step, to 14,400 v, was taken in 1964 and the latest, but perhaps not final, step was made in 1967, when voltage was increased to 25,000 v. Today, 4160 v is considered almost obsolete and 7200 v is generally considered standard. However, a few mines are using 14,400 v and some eight machines soon will be operating on 25 KV, indicating that the technical and safety problems have been solved and that there must be some merit to the higher voltages. Thus, it is logical to question, "How do I determine the best voltage for my operation?"

A MEMBER :-Have there been any definite studies made in the hydrology of this system ? That is to say, what is the total extent and area of the drainage or catchment basin above these plants ? What is the total annual precipitation, and what is the percentage of run off ? That is a very interesting question to engineers and a question engaging a great many, because, unfortunately, there is not the amount of information on that subject which there ought to be.

Shear strength assessment and the associated variability in rock masses historically have been hindered by high costs and biases in laboratory testing programs. An in situ direct shear device was developed on the principle of the previous borehole shear device for soils. Using wedge action to simultaneously apply normal and shear stress to an envelope of material on the periphery of a borehole, the device develops a complete Mohr-Coulomb failure envelope. Tests performed in homogeneous materials show expected strengths and their variability equivalent to laboratory tests. However, tests in a structurally non- homogeneous coal did not display significant variability. A 38 mm diam borehole was used in this work; however, larger or smaller bore- holes may also be used within the size limits of the device. The device is employed in holes commonly drilled for rock bolt placement, at 1 to 2 minutes per test.

THE Institute assembled in the library of the Sheffield Scientific School at 8 o'clock, Tuesday evening, February 23d. Prof. G. J. Brush greeted the members present on behalf of the Government of the Sheffield School in a few words of cordial welcome, to which President Raymond responded. Dr. Raymond then delivered an address on the History of the Relative Values of Gold and Silver. The objective of the study is development of an analytic process based on rock and explosive properties which allows the prediction of the stress distributions and fracture zone around explosive charges. A computer program has been written for this purpose, using a finite difference approximation to the momentum equation, to describe the motion of the surrounding rock by step-wise integration. Its application provides ground motion data such as stress components, displacement and particle velocity as a function of position and time with respect to a spherical charge. The effect of tensile and shear failure on these ground motion parameters can be included. The analytic procedure contained within this program has been used to predict peak stress as a function of distance in rock for rock-explosive combinations for which field data exists to determine peak stress levels directly. Two methods have been used for the spherical charge which in the analysis replaces the actual cylindrical charges: instantaneous application of peak pressure to a charge having a radius equivalent in contained volume to a charge having a length to diameter ratio of 1, and gradual pressure build up to peak pressure with a charge radius equivalent in contained volume to the total charge used in the field test. The agreement with field data would appear best with the latter treatment. The peak stresses obtained are in closer agreement with field measured peak-stress and a better approximation to field stress wave duration exists in the case of gradual pressure build up. One of the assumptions made in the analysis is that, in the case of cylindrical charges, the explosion pressure rather than the detonation pressure of an explosive establishes the peak stresses in the

THE outstanding characteristic of the last hundred years has been the world-wide rise in the standard of living. Man's dominion over nature is increasing with an accelerating pace and more and more the forces and materials of this world are being made to serve man's necessities and his convenience. We demand both quantities and varieties of goods that were beyond the dreams, to say nothing of the reach, of our fore-fathers, and our possession of them has become so much a matter of course that they excite no remark. Literally, thousands of young folks have required an explanation of a recent popular song, "Thanks for the Buggy Ride," for the reason that their own experience does not extend back into the pre-flivver age. This transition from the use of vehicles made mainly of wood and drawn by animal power, to metal made cars propelled by mineral fuels is all but complete and the memory even of older conditions is already fading. This is symbolic of what is happening all around us. In a recent book, Dr. Frank J. Goodenough, president of Johns Hopkins University, referred to Chinese civilization as a ?vegetable" civilization meaning thereby that the Chinese depend mainly upon the plant world for food, clothing and other necessities and luxuries. Our own people did the same hardly more than a hundred years ago. In 1820, this country produced and used only 5 lb. of pig iron per capita, but a quick and enormous change was wrought in the hundred, years that followed, and in 1920 the amount was 119 times as much, or 597 lb. It has since increased even beyond this and touched a peak of 809 lb. in 1923. In that year our output was more than twice that of 1903 and nine times that of 1883. This increase in production

IN January and February of the current year, at the Tooele plant of the International Smelting Co., Tooele, Utah, a modification of the usual method of converting, for the treatment of copper-lead matte from lead blast- furnaces, was developed and put into successful operation. In brief, the method consists in blowing molten matte direct from the blast furnaces in basic-lined converters, without the addition of siliceous fluxing ores, to the almost complete elimination of the lead contained, and to the production of copper bullion, the resulting lead fume being recovered by the filtration of the converter gases through woolen fume bags. The process is carried out in conjunction with the converting of reverberatory copper matte, the heavy iron slag, together with the copper precipitated, being transferred to converters blowing copper matte. The purpose of this transfer is to reduce the copper oxide formed, due to the necessary overblowing of the lead-matte charge, and to utilize, as far as possible, the value of iron from the lead matte, for the fluxing of siliceous dry ores. The final slag from the copper converters is then skimmed off and transferred molten to a reverberatory smelting furnace treating copper ores. This variation from general converting practice was the outgrowth of results obtained during 1913 when it was endeavored to convert copper-lead matte in the usual manner, with the direct addition of siliceous fluxing ores. To make clear the reasons lying back of the process it is necessary to recount at some length the results of operations during that year. In the design of the lead plant it was planned to treat the copper-lead matte from the furnaces by direct converting without reconcentration and thereby to recover the copper, silver, and gold as quickly as possible. A converter plant of ample capacity, treating copper matte, already being in operation, it was only necessary: to install a bag house, a fan, and the necessary flues to complete the equipment.
