HISTORICAL SKETCH THE selective action of oils for lustrous minerals was first disclosed by Haynes in 1860. In 1885, Miss Carrie Everson elaborated this idea and also disclosed the fact that acid increased the. so-called selective action. Her patent called for oils, either animal, vegetable or mineral, also for an acid or salt. The process was tried out on a practical scale in Baker City and Leadville, in 1889, and failed: first, because,, as has since been shown, of the unsuitability of the ore to flotation; and second, because the invention was too far in advance of the times. Then followed the Elmore brothers, first with their bulk oil processes and later with their vacuum method. The basic principles of oil flotation were undoubtedly covered by the above inventors, the work done since their time being merely a building up on ground work laid by them. Different kinds of oil, different quantities of oil, and all the varying degrees of agitation, were all exemplified and practiced by them in one phase or another, and the developments that have since been made are but elaborations of the fundamental principles laid down by Haynes, Everson, and the Elmore brothers. In 1902, the Potter-Delprat process was developed in Australia. In this process no oil was used, the mineral being raised by the generation of gas, brought about by the introduction of acid into the pulp. The mineral particles appeared on the surface of the separatory vessel, in the form of a scum or froth, buoyed up-by minute gas bubbles attached to them. This no doubt first gave the suggestion of gaseous flotation. In 1902, also, Fromont, an Italian, was granted a patent in which. he combined violent agitation with oil and gaseous flotation, the gas being generated within the pulp, in much the same way as in the Potter-Delprat process.

MODERN mine maps are largely a product of evolution. The first mine maps used in the west were old composite maps with all the levels plotted on the same sheet. The composite was widely used and occasionally is seen even now. This type of underground map had serious limitations. One was the development of an indecipherable complex of workings around steep shafts. The other limitation was that of size; often when a working passed the limit of the sheet no map was made of it. These old maps have been superseded by the single level maps, laid out in squares or rectangles which can be expanded indefinitely in all directions. This produces a system capable of unlimited expansion in three dimensions, with all the detail of every working clearly marked and legible. A good set of mine maps should be laid out in blocks, all blocks of equal size. Each block should be limited by plane coordinates without overlap on bounding map quadrangles. At all times the direction of North should be indicated as an aid in remembering bearings of underground workings. It is desirable that all maps of whatever scale be plotted on sheets of uniform size. In fact, it is possible to make nearly all underground maps, surface maps and sections on sheets of the same size.

The past 20 years has seen a revolutionary change in the testing of materials at elevated temperatures. This has largely been brought about by the practical importance of the creep problem in the design of equipment for operation at high temperatures. The short-time tension test carried out at elevated temperatures has consequently assumed in many cases only a secondary role compared with the longtime creep test. In many problems, however, a knowledge of the short-time high-temperature properties of a metal is essential. To mention a few cases in which this is so, we might include all hot-forming operations such as rolling, forging, etc., the welding problem if residual stresses are to be computed, the development of new alloys for high-temperature service where, in the initial stages, time does not permit of long duration creep tests, and others. Usually a knowledge of the short-time properties is desired, if only to serve as a background against which to compare creep behavior. In conducting short-time high-temperature tests, it has been almost the universal practice to determine stresses based on the original area and strains referred to the original gauge length which is usually chosen as 2 in. It has been pointed out1,2 that one of the reasons that the true significance of certain tensile properties is not understood, which perhaps curtails their usefulness, especially when the material is applied under conditions differing considerably from the test conditions, is that true physical stresses and strains are not determined. It is essential to have a knowledge of true stresses and strains in order to correlate the values present in the tension test with those existing, for example, in hot metal-forming operations and in the general problem of the yielding and failure of metals under combined stress conditions. Stress and strain values based on the original dimensions of the test piece do not exist physically except in the early stages of the test. Since at the present time there is very little information in the literature on true stress-strain relations in the short-time high-temperature tension test it is proposed in the following pages to describe a

The results of a parametric study of the influence of natural features (stress field, rock strength, and strength and orientation of fractures) as well as the influence of induced features (undercut span, boundary slot, and other boundary-weakening measures) on the cavability of an undercut block of ore in mining by the block- caving method are presented. The two-dimensional finite-element analysis technique was used for this study. A coarse "mesh," along with linear homogeneous assumptions for rock properties, was used to model the problem of initiation of caving in a block of ore. Interpretation of the test results suggests that weakening the "abutments" of the block as well as certain orientations of natural fractures exercise significant influence on cavability. These findings hold promise for immediate application to known situations in block-caving mines.

Research efforts have not developed techniques for the complete desulfurization of coal that is needed to reduce air pollution caused by burning coal and to reduce the sulfur in metallurgical coke. Sulfur in coal occurs in three forms and of these, the pyritic sulfur occurs as discrete mineral particles and, at least theoretically, should be subject to physical rejection. Pyrite occurring in hard rock mining is concentrated by froth flotation; therefore, the possibility of removal of pyrite from coal by flotation does exist. With this possibility in mind, the flotation and adsorption characteristics of ore and coal-pyrite were compared while using potassium ethyl xanthate as the collector.

LESTER GUTTMAN* The question of whether classical thermodynamics alone imposes any lower limit to solid solubilities was raised during a discussion among various members of the Institute for the Study of Metals. Although our conclusions are not new,1 they may be worth reiterating, since confusion on this subject seems to persist. In a binary system (A,B), the conditions for equilibrium, at constant pressure and temperature, between a solid solution and a liquid solution are µAs = µAl [la] µBs = µbl [lb] Here µ denotes the chemical potential either of component A or B, as shown by the subscripts, and the superscripts s and l refer to the solid and liquid solutions, respectively. These two conditions are just sufficient to determine the compositions of both phases. Suppose, however, that the solid phase is found experimentally not to contain any of component B; then we cannot evaluate µbs, which is defined by Here nAs and nBs are the number of mols of A and B, respectively, in the solid, whose free energy is Fs. Eq lb cannot be used, but it is no longer needed: we stated at the outset that the solid has the composition "pure A," and only the liquid composition need now be determined, from Eq la. All the equilibrium properties of the system can be derived from Eq la rigorously and simply. Hence there is no purely thermodynamic reason to exclude phase diagrams which show precisely zero solid solubility. Marsh2 has objected to such diagrams as implying that even the transformation of pure A begins at the eutectic temperature. In any case, the user of the diagram must have a certain minimum knowledge of how to interpret it, and it would seem simpler to remember the general rule that eutectic temperatures have no significance for pure components, rather than to show, say, by broken lines, on a scale which will often be exaggerated, a hypothetical solid-solubility about which we know only that it is less than a certain amount. The case of an intermetallic compound in equilibrium with a binary liquid solution does not require a separate treatment since nothing in the foregoing was dependent on the nature of the components. Therefore, thermodynamics alone does not exclude the possibility that (intermetallic) compounds may exist with compositions always precisely those given by their chemical formulas. With the aid of extra-thermodynamic methods, one may conclude that the solubility of one solid in another is never exactly zero. On the other hand, one would generally expect that the solubility will be small unless the components resemble one another (as do the metals), or form weakly-bound crystals. Therefore, it is useful to know that when there is no direct evidence for solid-solubility, one may neglect it without violating thermodynamic principles.

THE only two methods for producing commercial quantities of malleable zirconium, up to now, have been using magnesium reduction of the anhydrous chloride under a neutral gas, and using purification of raw zirconium by the iodide dissociation method on a hot filament. The purity of the metal obtained by the latter process is about the same as that resulting from the chloride reduction, with the exception of the oxygen content, which may be about 0.05 pct lower in the iodide metal. Even traces of oxygen have a strong hardening effect on zirconium. Since, in the iodide process, the impurities, Si, Al, Fe, Ni, and Mg in the raw zirconium used, are carried over, it would appear uneconomical to use this method of refining solely to eliminate the traces of oxygen, unless very soft metal is desired. One important step to improve the iodide method, namely, dissociating pure iodide made from carbide and recycling the iodine, which would change this refining process into a method for extracting zirconium from the ore, has not yet been made. The Bureau of Mines, by using the chloride reduction, wanted to produce quantities of a reasonably pure and malleable metal at low cost for large-scale industrial use. This aim has been achieved, and a pilot plant permitting production of 600 lb of malleable zirconium per week will be described (fig. 1). Briefly, the Bureau of Mines process consists of reducing purified gaseous anhydrous zirconium chloride with fused magnesium under a noble-gas atmosphere. The reaction product, magnesium chloride, and any excess magnesium metal present are removed from the sponge zirconium in the next step by fusion and evaporation in a good vacuum at about 925°C. In this process, care is taken to keep air out of contact with the hot metal, which otherwise would contaminate the product with oxygen and nitrogen. Both these impurities embrittle zirconium even when present in an amount as low as 0.1 pct. A number of previous reports1-3 describe the method and the various improvements that finally led to a workable process. The major steps made were the production of large quantities of carbide, which is the raw material for producing the chloride, its chlorination with reasonable efficiencies, and the elimination of iron trichloride contained in the raw chloride, as well as that of the zirconium oxide which is always present in this product. The physical nature of the anhydrous chloride, which sublimes at 331°C at atmospheric pressure and melts at 420°C under a pressure of 25 atm, made it necessary to provide a special safety device on the purification and reduction vessels in the form of a lead-alloy seal, permitting escape of excess gases if pressure tended to build up. The main difficulties encountered in the reduction and in the following step, salt separation in a vacuum at elevated temperature, were caused by the material from which the reaction pot was constructed—iron. This metal reacts with zirconium at about 940°C with formation of a eutectic. The last step, salt separation by evaporation of the magnesium and magnesium chloride in a vacuum, is quite unconventional and has not been used before on such a scale. It is only due to the improved construction of high-vacuum pumps, especially oil-diffusion pumps, that such a method could be used. The various steps of the Bureau of Mines process, as described in the general outline above, may be summarized as follows: (1) production of the carbide, (2) chlorination of the carbide, (3) purification of the raw chloride, (4) reduction of the pure chloride with fused magnesium, (5) separation of excess magnesium and magnesium chloride in vacuum at elevated temperature, and (6) melting of the sponge obtained. Production of Carbide The arc furnace, described in a previous report,' was improved both to reduce the graphite consumption caused by the burning of the bottom plates and to concentrate the heat in order to obtain better power efficiency. This was achieved by providing the bottom with graphite plates entirely embedded in refractory bricks, the contact with the current being made with three water-cooled copper plugs. The disposal of phosphatic clays has presented a problem to the phosphate industry since the mining of phosphate rock first began in Polk County. As the flotation process was introduced in the late 1920's the problem of clay disposal was increased significantly since clay is present in proportionally greater quantities in reserves yielding flotation concentrates. Because of their physical character and the tremendous surface area per unit volume, these clays have the characteristic of retaining large volumes of water as they are slurried during processing. The disposal of clay and the recovery of a portion of the water require settling areas with a capacity ranging up to 2 cu ft for each cubic foot of phosphate matrix mined. According to a recent study by the Bureau of Mines, the average cost for disposal of these wastes is 24.5[c] per ton of product. This is a major cost of phosphate rock production.

In addition to uintaite, the Uintah Mountains contain a deposit, or vein, of the peculiar hydrocarbon mineral, to which I have given the name wurtzilite, * in honor of the chemist, Henry Wurtz, Ph.D., of New York, who, in 1865, described grahamite, and who has added to our knowledge of the composition of the hydrocarbon minerals. Wurtzilite and uintaite are very similar in appearance, but are very different in their physical and chemical properties. Both are black, splendent and shining in fresh fracture; but the wurtzilite has a decided toughness, and a degree of elasticity, especially when warmed, which suggests to some persons a resemblance to caoutchouc. It was at first, at Salt Lake, believed and reported to be a mineral form of India-rubber, and great expectations of its value as a substitute for crude rubber were indulged in. It was, however, found that it would not act like rubber with sulphur; it would not incorporate with it and become "volcanized," and it was very refractory and insoluble in the ordinary solvents of rubber and of uintaite. The elasticity, though unlike the elasticity of rubber, led to the reference of the mineral to the species elaterite, the only name under which an elastic bitumen is described in the mineralogies; and it is so called in the list of the mineral products of Utah, given in the last message of the Governor of the Territory. The name elaterite, as used by Dana, covers at least three differing substances, ranging in specific gravity from 0.905 to 1.223. Two of the varieties are soft and elastic, much like India-rubber, and one is occasionally hard and brittle, imbedded in the softer kinds. All are rare, and comparatively unknown, and not generally represented in mineral collections. One of the varieties referred to here is the subterranean fungus from Derbyshire, described by Lister as early as 1673.

Estimation of the economic effectiveness of industrial development projects including mining ones is generally made on the basis of the discrete model of the value changes in time, although the character of these changes is similar to the continuous model. In this paper an attempt has been undertaken to investigate the problem of the value equivalence of both models exemplified by a construction of an underground coal mine. An effort has been made to determine the errors which for different estimation criteria appear in result of the application of the discrete model. Theoretical considerations have been supplemented with practical conclusions.

THE rating of a mine ventilation fan, or the characteristic curves illustrating the duty it may be expected to perform under various mine conditions are, in general, determined by the fan manufacturers. The information is of importance to the operator, or engineer, of a mine in many ways. For instance, when an increased flow of air is desired and the fan speed is to be increased, it becomes necessary to know what increase in volume may be expected and what the power requirements will be. In other cases, it may be decided to make changes in the mine to reduce the resistance to the flow of air, or to make changes in the general system of ventilation. Under any changed mine conditions there will be a difference in the duty performed by the fan. When mechanical ventilation is adopted, the factors governing the selection of equipment for the new system include not only the requirements of existing conditions, but also those that may be expected with the development of the property. Efficiency of service is required over a variable range of operating conditions. Characteristic curves, giving the duty performed by their fans under variable resistance conditions, are published by most fan manufacturers. General statements as to the effect of variation in speed of the centrifugal-type fan, under fixed mine conditions, appear in textbooks and trade catalogs. However, to the author both sources of information appear to be unreliable, at least under certain circumstances. The catalog of a leading fan manufacturer says: 1. The volume of air delivered by a fan varies directly as the speed. 2. The pressure, or water gage, produced by a fan varies as the square of the fan speed. 3. The horsepower of a fan varies as the cube of the fan speed. While these statements are accurate when the fan is operating under conditions similar to those that exist when a blower is used to force air through a pipe, they are not correct under mine conditions that are by no means unusual. In the study of the chemical reactions orcurring in the open-hearth furnace, it is frequently assumed that a condition of equilibrium between slag and metal is attained. In order to test this assumption it is necessary to have dependable operating data as well as an exact knowledge of the equilibrium state. Considerable progress has already been made in the study of slag-metal equilibria, notably in the earlier work of Hertyl and of Oberhoffer and Schenck2 and in the more recent researches of Krings and Schack-mann3 and of Koerber and Oelsen.4 None of these investigators, however, have employed basic slags comparable to those encountered in basic open-hearth practice, so that up to the present time our only information regarding the equilibria of these slags is based upon observations drawn from steelmaking practice in which there is little assurance that actual equilibrium was attained. The original plan of this investigation was to secure simultaneous slag and metal samples at intervals during the making of an open-hearth heat, recording the heat history in detail and obtaining complete allalyses of slag and metal, then to bring these slag samples into equilibrium with liquid iron in the laboratory induction furnace and thus to determine directly whether or not the observed relationships in the open hearth represent conditions approaching equilibrium. This plan was only partly successful. While slags were obtained from the open hearth under satisfactorily recorded conditions and these were re-melted in the laboratory under equilibrium conditions, changes in slag composition, which accompanied the remelting operation, were so great that the final slag from the induction furnace bore little resemblance to its open-hearth parent and the direct comparison was therefore abnndoned. The results, however, lie within a range of slag composition that is of interest in the making of low-carbon steel. As far as we are aware, they represent the first published laboratory study of equilibria involving slags that contain all the con stituents of basic open-hearth slag. Experimental Heats The first set of measurements on slag-metal equilibrium was made in the Research Laboratories of the American Rolling Mill Co, at Middletown, Ohio. This will be known as series A. The second set was made in the Metallurgical Rescarch Laboratories at Massachusetts Institute of Techology, and will be referred to as series B. INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. From time to time since the initial installation of an experimental flotation section in 1940, Permanente Cement Co. has made efforts to beneficiate the low-grade limestone fraction which occurs in its deposits at Permanente, Calif. The encouraging results outlined in this article are the result of Permanente's latest effort. THE PERMANENTE LIMESTONE AND THE REASON FOR ITS BENEFICIATION The Permanente deposit is a sheet of Calera limestone over 700 ft thick lying within the Franciscan sediments of the San Francisco peninsula. Limestone suitable for cement manufacture underlies, overlies, and is interbedded with low-grade limestone and chert. Andesite intrusions are found as a secondary gangue. Production of crude oil in Tennessee during 1943 was approximately 8200 bbl., slightly less than the 1942 production, Counties. Some half dozen wells in Clay, Fentress, and Pickett Counties, pumped intermittently, produced about 1000 barrels. Natural gas was marketed from wells in Morgan and Fentress Counties for consumption in the Sunbright and Jamestown areas, respectively. The Morgan County production was about I0,000,000 cu. ft. and approximately 8,000,000 cu. ft. was produced from the Jamestown gas field from six wells. The production of oil by counties is shown in Table I. Thirteen wells were spudded during the year; three were drilling on Dec. I, 1943. Of the nine completions, representing 10,488 ft. of hole, three were gas' wells of commercial size although only one of them has been placed on the line. The completions are listed in Table 2. THE controversy regarding the ,'probable future of the Mexican oil fields, and its relation to the oil industry of the United States, has led to the preparation of this paper. As has been predicted by several writers in recent papers, certain of the producing areas in the so-called "southern fields" in the Tampico Embayment have only a limited oil reserve. These areas are being pulled on by every pipe line in that region, and the length of time that they will continue to produce is a direct factor of the daily oil shipments of these companies. However, this is not the whole story, and in the following paragraphs an attempt will be made to show that the life of Mexican oil production will be a long one, and Mexican oil will continue to be a large factor n the market for an indefinite time after the areas mentioned above have been drained. The past and present producing fields will be discussed separately, in order-to establish a basis for comparison, the ,only method by which underground reserves 'can be estimated in these fields.
