The sudden and untimely death of Dr. Charles R. Van Hise, late' president of the University of Wisconsin, was one of the greatest losses, not only to the educational world and science of geology, for which he was a great leader and pathfinder, but also to the world of mining and allied interests, for which he was an adviser and helper who blazed trails and pointed out paths of development, which the practical men of englneering and industry will follow long after his death. To the general public, Dr. Van Hise stood as a great educator who conceived and wrought out a new idea in the people's university .of .a commonwealth and as a great active mind that could not be held within the bounds of education and science but, by its own bigness and broadness, was forced into the contemplation of the larger affairs of the nation. To the engineering profession, dr. Van Hise will be remembered as a tireless worker who solved some of the most complex problems in geolpgy and the development of mineral resources and recorded these findings In a form that is of lasting value to those who follow him in similar labor. In this combination of thinker and worker, educator and economic student, scientist and practical engineer, lies Dr. Van Hise's contribution to his generation. As an educator, Dr. Van Hise attained perhaps his widest recognition, for in the University of which he was president he evolved and accomplished a new idea, which caused it to be called, in 1908, by President Eliot of Harvard, "the leading State University." At the time of his death, Nov. 19, 1918, he was just completing fourteen years as president and forty-three years as student and teacher in the University. His entire life of 61 years had been devoted to his State and its University. He was the first alumnus of the University and the first Wisconsin-born citizen to become its president—and he enjoyed the longest term as president of the institution. Since his graduation from its College of Engineering in 1879, he had been constantly a member of its faculty. As Chief Justice John B. Winslow, of the Wisconsin Supreme Court said at the time of President Van Hise's death, " Wisconsin has had many able sons, men who have served their Country and their State with ais-tinguished honor in various fields of effort, but among them all none, I believe, has rendered greater service in his time than President Van Hise. The University will be his true monument, for to him, more than to any one person, we owe the present commanding position of that, great Institution." What his "new ideal of a State University" was maybe best expressed in the words which he used to outline it in his inaugural address in 1904. "I shall never be content until the beneficent influence of the University of Wisconsin reaches every family of the State. This is my ideal of a State University. When the University of Wisconsin attains this ideal, it will be the first perfect State University.... The University of Wisconsin desires to prevent that greatest of all economic losses to the State, the loss of talent. To prevent this loss of talent, the University must not only provide for those who come to Madison for instruction, but must go out to the people of the State with the knowledge which they desire and need." Hence it was said early in his administration that "the boundaries of the State are the campus fence."

A roof bolting theory and structural model are presented which explain the success of most roof bolting installations as the creation of a competent roof bolt reinforced rock arch within the immediate roof rock overlying an underground opening. Likewise, the failure of some bolted mine roofs can be explained as a failure to create a structually competent rock arch by roof bolting.

Of the many opportunities in the mining industry to invest funds to improve operations, there is always some limit in every company as to how much can be spent each year for the acquisition of capital assets. Generally, there are many more opportunities for investment than funds to make the investments. As such, one of management's goals is to select the most profitable of all the opportunities available. Each opportunity must be carefully analyzed for its potential percentage rate of return. This percentage return or return on investment concept is an accepted financial yardstick of business profit- ability. For today's mining engineers, this problem resolves itself in the job of determining how to in- vest most productively the cash that is flowing from their operations so that it will multiply in value. There are four basic types of capital investments: Strategic investments, such as selecting a plant site, are those that affect virtually all long-run plans of a company. Change in a company's product line and expansion of company facilities are two other types of capital investments.

The methods for preparing operating cost estimates for a proposed mining venture are outlined. The procedures for estimating the direct and indirect operating cost for proposed mining and ore processing facilities are reviewed. Profits from the by-products are credits to the total operating cost, direct plus indirect, and are subtracted to obtain the total net operating cost. The non-operating costs which are a part of the total expenses are defined but are not considered in this manuscript. A method for developing the operating cost for a typical copper concentrator in the southwest is described in detail.

The more important of the special properties of a mineral species with respect to heat include the following: Fusibility; conductivity and expansion, especially in their relation to crystalline structure; change in optical characters with change of temperature; specific heat; also diathermancy, or the power of transmitting heat radiation. A few brief remarks are made upon them, and beyond these reference must be made to text-books on Physics ant1 to special memoirs, some of which are mentioned in the literature (p. 305).

His relatives insisted that the name should be "Geophysical Prospecting," "Geophysical Exploration" or "Exploratory Geophysics"; though the youngster has grown up by now, this battle is still going on. His father did not think the child would amount to much until he began to show some unexpected talents, which were acquired, no doubt, from his mother Physics. His progress caused his father no little worry, and he began to wonder whether his offspring would help him in his business when he grew up or would set up shop in competition with the old man. His aunt Petroleum watched his growth with benevolent interest; his uncle Mining remained rather skeptical and cousin Civil Engineering not only assumed the attitude of the man from Missouri but was not much convinced even after he had been shown. Making a long story short, the kid decided that he had to stand on his own feet and get along as best he could. Having come from a good family he possessed some outstanding characteristics such as resourcefulness and a reasonable amount of business ability. He therefore decided that it would be to his advantage to follow in his father's and mother's footsteps as much as possible, and develop the good qualities of both. As a result, the youngster did fairly well for himself, and his relatives decided that it might be to their advantage to be on better terms with him. Father Geology had come to the conclusion that the boy could be very helpful to him and now wanted him to live in his house. His mother, who had brought him through the teething and measles stages, felt quite capable of bringing up the boy without the help of his father; and, as the fairer sex will do, would confide to a neighbor every now and then that his

KEYNOTE of the mining geology sessions was the preparation for an extensive war with all that this implies as to the need for strategic minerals, both metallic and nonmetallic. Nevertheless the sessions also included many papers of less urgent, more theoretical interest. The stress of wartime production had the effect of giving an unusually full and rich program, the longest in recent years, with sessions continuing virtually throughout the meeting. Some papers dealt with geophysical prospecting as applied to mining geology; others were concerned with the grand strategy of mineral reserves and thus involved the industrial minerals; such "borderline" subjects were presented before sessions held jointly with the Geophysics Committee or the Industrial Minerals Division.

A preliminary study of silver ion adsorption by sphalerite in ion exchange column with influent electrolyte marked with radiosilver is described. Rapid ion exchange occurs at first followed by slow reaction controlled perhaps by solid state diffusion. One experiment with radiocopper instead of radiosilver is reported briefly. IT has been known for many years that sphalerite is floated after it has been activated by a metallic cation, particularly copper.' The activation of sphalerite by copper is known to be an exchange of an atom of copper for an atom of zinc at the surface of the sphalerite.2,3 It has been estimated from various guesses of the available mineral surface that the depth of the copper-bearing coating is of the order of thickness of one atom. However, the exact mechanism of the activation process is unknown. A number of metals other than copper act in the same general manner."' " In particular, it has been known that silver replaces zinc at the surface of sphalerite. As copper is usually divalent, whereas silver is monovalent, it may well be assumed that there are differences, perhaps major differences, in the detailed scheme of activation by these two cations. Furthermore, since silver has unusual photoelectric properties and may be a contributor to the fluorescence of sphalerite, a study of its activating mechanism might open up some interesting avenues for exploring these other phenomena. The choice of silver as an activator of sphalerite was suggested also by the fact that its radioactive tracer, silver 110, is particularly convenient in that it has a long half-life and is energetic enough to permit counting through a counter window. The experimental technique selected, therefore, included the preparation of solutions of silver nitrate con- taining a proportion of active silver nitrate sufficient to give convenient counting data. In further considering the method to be used, a desirable choice seemed the use of batch experimentation in which a given solution was allowed to act on a certain lot of mineral for a given length of time at a given temperature, this period of mutual reaction being followed by analyses of the separated solid and solution. But an alternative method seemed more attractive. This is the method now so familiar to the users of ion-exchange resins, which was first made famous by the Russian chromatographer, Tswett.6-8 It consists in forming the mineral into a porous column through which the solution is allowed to flow at a constant rate. The usual method of allowing a batch of solid to react with solution is the equivalent of a single plate distillation operation while the chromatographic or ion-exchange column is a multiple-plate method—the multiplicity of the plates being represented by the reciprocal of the rate of flow of solution through the column. The Red Mountain district, in Ouray County, Colorado, has been already referred to in the Transactions of the Institute, and notably in papers by Mr. T. B. Comstock, on " The Geology and VeinStructure of Southwestern Colorado" (Trans., xv., 218), and on " Hot-Spring Formations in Red Mountain District, Colorado—A Reply to the Criticisms of Mr. Emmons" (Trans., xvii., 261), and in the paper of Mr. S. F. Emmons, on " Structural Relations of Ore-Deposits" (Tram., xvi., 804). The district has attracted much attention from those interested in geology, because it seems to present a variety of ore-deposits rarely, if ever, met with elsewhere, and one which cannot be described by such well-understood terms as fissure-veins, bedded-deposits, or contact-formation. It will be the scope of this paper to note briefly, from the writer's experience in developing the Yankee Girl, Guston and other Red Mountain properties,—first, observed facts as to the ore occurrence and formation, and second, certain unsolved geological questions. Outcrops of coal have been discovered in many localities in the Philippine archipelago, and practically all of the larger islands contain deposits of this mineral. Very little prospecting has been done to determine the value of the various cod-bearing areas, but so far as known, the largest and most promising fields are found: (1) in northern Cebu; (2) in the small island of Batan, a part of the province of Albay in southeastern Luzon; (3) in the somewhat larger island of Polillo, off the east coast of Luzon, and (4) in southern Mindoro, near the small coast town of Bulalacao. Northern Panny, south-central Cebu, and various localities in southern Luzon, Masbate, Negros, and Mindanao also afford evidences of the existence of coal-beds, the extent and value of which have not yet been proved. The general position of these islands and districts is shown on the map of a portion of the Philippine Islands, Fig. 1. This paper deals with the evolution of a test procedure devised to totalize a coal's ignitibility, its degree of caking, and its coke reactivity and the development of a method for assigning proper combustion indices to stoker coals. The application of this type of work to stoker design is also discussed. It is believed that this work may be the prelude to understanding the effect of various petrographic constituents on the combustion characteristics of a coal or a blend of coals. The inadequacy of our knowledge of the coal combustion process has long been recognized. This was expressed very well by Spicer and Finney.1 "The control of combustion processes in industry and the design of the equipment necessary for efficient burning to take place have always been very much branches of an industrial art rather than of an exact science. This has been especially true of the utilization of coal, a substance so heterogeneous and complex in character that all too little is known about its chemical and physical composition." During the past several years one branch of coal utilization, that of high temperature carbonization, has made significant advances from being an art into being an exact science. This has been accomplished by the development of petrographic techniques for identifying, measuring, and determining the thermal properties of the organic materials which affect the carbonization of coal and the correlation of this information with a pre-existing standard of coke quality, the stability index. The success in using petrographic analysis for predicting the coking properties of coals and their blends suggested that petrographic techniques might be applied to the combustion process for predicting the combustion characteristics of coals. Certainly the different organic entities2 influence the combustion characteristics of a coal as they influence its coking properties. If it were possible to predict combustion characteristics from an analysis of a coal's petrographic composition, it would seem logical that an intelligent investigation could then be made into methods of altering stoker coals to improve their combustion characteristics. The successful application of petrographic analysis in the field of high temperature carbonization was made possible by the pre-existence of the stability index, which is a numerical value of coke quality. The quality of combustion is determined by the sum of the effects of the ignitibility, the caking, and the coke reactivity characteristics of a coal. While the literature is filled with papers reporting the correlation of various analyses to the ignitibility, or to the caking, or to the coke reactivity characteristics of coals, none of these earlier studies could be related to one index. The lack of a single index for combustion quality precluded the application of petrographic techniques for predicting combustion characteristics. SELECTION OF THE COMBUSTION TEST EQUIPMENT The primary prerequisite of any test developed to evaluate the relative performance of stoker coals must reflect the three characteristics of the coal burning process: 1) ignitibility, 2) degree of caking, and 3) coke reactivity. The widespread variations in these combustion characteristics of the available stoker coals are well known. The ignitibility, which has been defined as that characteristic which determines the ease with which the fuel may be brought to a condition of self-supporting active oxidation, varies from where a coal is deemed to be flashy to the opposite extreme of being fireproof. The ignitibility of a coal influences its ability to pick-up from hold fire, greatly affects the degree of bed stability during swing loads, and is a factor in determining the average burning rate obtainable on a given grate. The caking characteristic affects the degree of bed porosity during the devolatilization period, and coals are classified on a scale varying from free burning to highly caking. Caking is not synonymous with bed swelling since a bed may swell two to three times its normal depth during the period of devolatilization yet remain very porous, allowing an efficient and high rate of combustion to take place. GEORGE F. BECKER Dr. George Ferdinand Becker, notice of- whose death appeared in the May Bulletin, was born in New York City Jan. 5, 1847, the son of Alexander Christian Becker, member of a Danish family, and Sarah Cary Tuckernian Becker of Boston. Dr. Becker was the last member of the group of distinguished geologists who, in 1879, were associated with Clarence King at the time of the organization of the United States Geological Survey. He was a leader in mining geology and geophysics, and for many years had been the chief of the Division of Chemical and Physical Research in the Geological Survey, and the investigations under his direction led to the establishment of the Geophysical Laboratory of the Carnegie Institution of Washington. Dr. Becker was a graduate of Harvard University and received the degree of Doctor of Philosophy at Heidelberg, and in 1871 passed the final examinations at the Royal School of Mines in Berlin. He was for four years an instructor of mining and metallurgy in the University of California, from which he went to the United States Geological Survey. In 1896 he examined the gold and diamond mines f South Africa and at the time of the Spanish-American War was detailed to serve as geologist on the staff of General Bell with the army in the Philippine Islands. He died at his hone in Washington, D. C., on Apr. 20'.1

SHOULD the name of our Institute be changed? Perhaps one should say, should it again be changed, for until 1919 the name was the American Institute of Mining Engineers. When the American Institute of Metals joined our ranks we became the American Institute of Mining and Metallurgical Engineers. To make it a full mouthful, and strictly legal, one should add the word "Incorporated." At the June meeting of the Board of Directors it was suggested that this name was not a particularly happy one, especially so far as members of the Petroleum Branch, comprising a quarter of our membership, were concerned-not particularly appropriate as the name for the professional society for petroleum engineers. Apart from the petroleum group, the present name is felt by some not to be sufficiently comprehensive. Most geologists and many metallurgists, ceramists, and fuel technologists, for instance, are not engineers. They could never qualify as registered professional engineers under the licensing laws and yet they are valued and fully qualified Members of the AIME. The Directors, at the June meeting, thought the idea of a change in name should be presented to the membership for discussion, and suggested this column as the avenue of approach. Nine years ago Dean Steidle, of Penn State, recommended among other things that the name of the Institute be changed to "American Institute of Mineral Technologists and Engineers." In an editorial in Mining and Metallurgy in January 1944 objection was offered to this name but "American Institute of Mineral Engineers" was suggested. A special committee appointed by the Board to review Dean Steidle's suggestions (W. B. Heroy was Chairman) suggested that if the AIME were starting from scratch, the American Institute of Mineral Engineers might be a preferred name. It was not thought that the change suggested by Dean Steidle was one of major importance, and the comment was made that "the present name has gained prestige through many years and is cherished by our membership. An important element of 'good will' is attached to it and some of this would be unquestionably sacrificed by any change." In M&M for February 1945, Oliver C. Ralston went into the derivation of the terms mineralogy and metallurgy, and pointed out that both Mining and Metallurgical mean "digging," etymologically. He went on to show, with tongue in cheek, that if we want a short and all-inclusive name it should be American Institute of Geo-urgists, or, for euphony, Geolurgists. Oliver's brilliant development seems to have been received with speechless wonder! Should a decision ever be made to change the name, we think most members will agree that the American Institute of Mineral Engineers is to be preferred over anything yet suggested. "Mineral" has become, through usage, a much broader term than is indicated in the dictionary. Webster states that a mineral, in the true sense, must be inorganic, but Murray's Oxford English Dictionary seems more liberal, defining "mineral" as "any substance which is obtained by mining; a product of the bowels of the earth;" and "mineral oil" as any oil of mineral origin, as petroleum or shale oil. Certainly "the mineral industry" is ordinarily taken to include those activities based upon processing all the metallic and nonmetallic ores and deposits found in the ground, including the fuels. One advantage of this title is that the familiar abbreviation, "AIME" need not be changed. The advisability of maintaining a well-known abbreviation is evident, and was recognized, for instance, when the Committee for Industrial Organization became the Congress of Industrial Organizations some years ago. But if the petroleum engineers are the ones to be chiefly considered in revising the name of the Institute, it is by no means certain that they would feel that they are much more adequately recognized in a group of Mineral Engineers than in a society of Mining and Metallurgical Engineers. 'And then there remain, of course, the considerable number of professional members of the Institute who are not engineers at all. Comment from readers is invited.

In future years, decision makers in the coal industry will make more and more decisions based on information from computer-based models. Whilst the use of such techniques will provide many advantages for coal companies, particularly in terms of efficient utilisation of their human resources, it is equally important for the decision makers to have an awareness of the limitations inherent in each particular computer-based model being used to provide information for the decision making process. A recommended procedure for identifying such limitations - by analysing the 3 major elements of the model - is presented. The human aspects of increased use of computer-based techniques are emphasised throughout the paper.

At the present time, the mine-owner has a number of patent crushers to choose from, when contemplating the erection of a mill; and a number of new ones are yearly brought to notice. We all know that the stamp-mill is the old standard; but several of the patent crushers, especially of the roller-type, are not without their merits. Having had a working experience, extending over a period of four years, with the " Bryan roller quartz-mill," working alongside of stamp-batteries, I take pleasure in giving to the members of the Institute the benefit of my experience with this mill.*

Although the extractive metallurgist has not yet tackled the problem of getting blood out of a stone, he must, when faced with the mini- metal values of today's ores, believe that this ultimate miracle will soon be expected of him. Even assuming that some plausible professor at one of the few remaining minerals industry schools could persuade the National Science Foundation to sponsor such a sanguine research project, the funds might have to go begging for want of a graduate metallurgist. Falling enrollment in fields devoted to nonrenewable mineral resources, long a matter of grave concern to educators, is now recognized as a problem of great national consequence urgently needing a solution. While the law of supply and demand might eventually be expected to right the imbalance of engineers, time is not on our side and action to correct the shortage is required now.

ON Coal's Horizon one development rises above all others. That is the swift expansion of output to make Soviet Russia the largest coal producer on earth next to the United States. Few Americans are aware of the speed and extent of that expansion nor of the accompanying creation of a strong, resourceful mining machinery industry, nor of the extent and character of the mechanization of Soviet coal mining. Two initial clarifications are necessary for better understanding. First, we must keep in mind the sharp distinction between the Russian people and the communist Soviet dictators who rule them. The great mass of the Russian people are not members of the Communist Party as people here are Republicans or Democrats. They are not permitted to be members. There are, by various estimates, only 2 to 4 million members of that party in all Soviet Russia. The other 196 to 198 million are the victims of their tyranny and their terror. It is the activity of the Soviet rulers that concerns us here.
